Teenaged girl alleges gangrape, 3 arrested

A 16-year-old girl of Bal Chappar village of Sadhaura block has alleged that she was gangraped by three persons in a private hospital in Jagadhri. Two of the alleged rapists have been arrested.

HSGPC, workers’ union give memos to PM

Panipat, April 5
Prime Minister Manmohan Singh’s maiden visit to the town today saw protests by members of the Haryana Sikh Gurdwara Parbandhak Committee (ad hoc) (HSGPC) and the Textile Workers Union (TWU), criticising the state government for being indifferent towards their demands.

Both associations submitted memoranda to the Prime Minister lamenting that the Congress government was not taking their problems seriously.

According to HSGPC president Jagdish Singh Jhinda, the state government was not keen on forming a separate Sikh committee.

In a memorandum presented to the PM, Mr Jhinda blamed the state leadership for not fulfilling the promises made to the Sikhs of the state.

The memorandum further demanded the immediate intervention of the Centre in the implementation of Section 72 para 3 of the Punjab Reorganisation Act 1966 to form the HSGPC.

The two-page memorandum said despite repeated requests to the Chief Minister nothing had been done to constitute a Sikh body.

Mr Jhinda further stated that though the state government had passed a Bill to grant Punjabi language the status of second language, the same had not been implemented.

Meanwhile, the TWU observed complete strike in loom units of the town. Though workers had planned a rally in support of their demands, the district administration prevented them from doing so.

The TWU had been demanding the withdrawal of alleged false cases filed against workers by factory owners and also the opening of school, residential colonies, and issuing of photo ID and ration cards.

Indian Federation of Trade Unions (IFTU) general secretary P.P. Kapoor accused the Panipat police of putting him under house arrest. He said Panipat DC D.P.S. Nagal had informed him on the telephone that the administration would hand over their memorandum to the PM and resolve their problems within two days through dialogue.

But he alleged that the Samalakha SHO put him under “illegal’’ house arrest and set him free at 2 pm, after the Prime Minister left the town.

Sixteen IAS officers given additional charge

The Haryana Government has given additional charge of various posts to 16 IAS officers during the period of election duty of other officers.

Mr Rajan Kumar Gupta, Managing Director, HAFED, has been given additional charge of Managing Director, Tourism Corporation, Director, Tourism, Hospitality and Special Secretary, Tourism and Hospitality Departments during the election duty of Mr Vijai Vardhan. Mr Ram Niwas, Managing Director, Financial Corporation, will look after the work of Managing Director, HARTRON, and Special Secretary, Electronics and Information Technology Department, and Director, Electronics and Information Technology, during the election duty of Mr Anurag Rastogi. Mr S.K. Monga, Director and Special Secretary, Food and Supplies Department, will look after the work of the State Transport Controller during the election duty of Mr Krishan Kumar.

Mrs Jaiwanti Sheokand, Director and Special Secretary, Environment, has been given additional charge of Director, Rural Development and Institutional Finance and Credit Control, Managing Director, HSMITC Limited, Managing Director, State Small Industries and Export Corporation, and Managing Director, Handloom and Handicrafts Corporation, during the election duty of Mr S.C. Jain. Mrs Shashi Bala Gulati, Director, Supplies and Disposal, has been given the additional charge of Director and Special Secretary, Sports Department during the election duty of Mr V.S. Kundu.

Mr N.C. Wadhwa, Commissioner, Rohtak Division, will look after the work of Commissioner, Hisar Division, during the election duty of Mr R.R. Fuliya. Mr Anil Kumar, Director and Special Secretary, Higher Education Department, has been given additional charge of Director, Industrial Training and Vocational Education, during the election duty of Mr Arun Kumar. Mr D.R. Dhingra, Director, Industries and Commerce and Mines and Geology, has been given additional charge of Special Secretary, Industries and Commerce and Mines and Geology Department, Inquiry Officer, Vigilance and Inquiry Officer-II during the election duty of Mr M. Kithan. Mr M.K. Midha, Special Secretary, Home-II and Joint Commissioner, Gurdwara Elections, will look after the work of Special Secretary, Secretariat Establishment during the election duty of Mr R.P. Gupta.

Mr P.C. Bidhan, Director and Special Secretary, Women and Child Development Department, will look after the work of Director and Special Secretary, Social Justice and Empowerment and Welfare of SCs and BCs Department, during the election duty of Mr A.K. Singh and has also been given additional charge of Managing Director, SCs Finance and Development Corporation, Managing Director, BCs and EWS Kalyan Nigam, and Managing Director, Women Development Corporation and Special Secretary, Cell for Proper Utilisation/Disposal of Government Property, during the election duty of Mr Dhanpat Singh.

Mr H.S. Dhankar, Special Secretary, PW (Public Health), will look after the work of Director, Employment, during the election duty of Mr O.P. Sheoran. Mr Ankur Gupta, Project Director, Sarv Shiksha Abhiyan, has been given additional charge of Director and Special Secretary, Primary Education, during the election duty of Mr Anand Sharma.

Mrs Deepti Umashankar, Joint Secretary, Personnel, Training, Vigilance and Parliamentary Affairs, and Director, Training (Ex-officio), will look after the work of Joint Secretary, General Administration Department, during the election duty of Mr V. Umashankar. Mr Anurag Aggarwal, Administrator, HUDA (Hq), Panchkula, has been given additional charge of Additional Director, Urban Estates, Panchkula, during the election duty of Mr Vineet Garg and also Administrator, HUDA, Panchkula, during the election duty of Mrs Neelam Pradeep Kasni.

Mr Pankaj Aggarwal, ADC-cum-CEO, DRDA and Special Officer, APZ, Hisar, will look after the work of Administrator, HUDA, Hisar during the election duty of Mr C.R. Rana. Mr Vikas Gupta, ADC-cum-CEO, DRDA and Special Officer, APZ, Bhiwani, has been given additional charge of Secretary, Haryana School Education Board, Bhiwani, during the election duty of Mr Rajeev Ranjan.

HAU to open farm training institutes

Hisar, April 5
The authorities of Haryana Agricultural University (HAU) here will open three agricultural training institutes in the state on the pattern of Industrial Training Institutes (ITIs) after getting the nod of the state government.

Disclosing this here today, the HAU Vice-Chancellor, Dr J.C. Katyal, said the institutes would be set up at three Krishi Vigyan Kendras (KVKs) of the university located at Ambala, Uchani (Karnal) and Bawal.

Dr Katyal was speaking as chief guest at the inaugural function of a one-month-long training programme on the integrated farming system organised for ex-servicemen by the Institute of Agriculture Training and Education of the university. Thirtyfive ex-servicemen representing all districts of Haryana are participating in the training programme.

He said like the ITIs, vocational courses in agriculture would be offered to Class X or XII passed rural youth of the state at the agriculture training institutes. A proposal in this regard had been moved for the recommendation of the state government, he said.

He maintained that the agricultural training institutes would not only make available trained agriculture manpower but also create employment opportunities for the unemployed rural youth.

Dr Katyal also proposed constitution of a national agriculture training board.

New ecological task force raised

The Western Command Territorial Army Group has raised a new ecological task force to combat ecological degradation in Himachal Pradesh and rejuvenate the green cover in selected areas.

The raising of the unit is complete and is now to be formally inaugurated this month, officers said. They and other ranks had been posted in and all necessary infrastructure and equipment was in place. This is for the first time that a TA unit has been raised in Himachal.

The task force would be headquartered at Shimla though its initial deployment would be near Kalpa in Kinnaur district. It comprises ex-servicemen belonging to the state, which also serves as a post-retirement rehabilitation measure.

Christened 133 Ecological Task Force, it has been affiliated with the Dogra Regiment, which comprises troops hailing from hilly regions for Punjab, Himachal Pradesh and parts of Jammu and Kashmir. Himachal Pradesh Chief Minister Virbhadra Singh had accorded sanction last year for raising the force.

The task force has been raised for an initial period of five years, during which it will tackle environmental degradation by treating barren ground, checking soil erosion and planting various species of trees and shrubs.

The task force, like others already existing in the TA, is a joint venture between the Ministry of Defence and the State Government.

The TA already has seven ecological tasks forces and another is proposed to be raised in Haryana.

According to available information, these task forces have planted over two crore saplings at various locations during the past decade and have reclaimed 25 mines in the Dehra Dun — Mussoorie area. These forces have turned barren land into lush green forests in Delhi, Rajasthan and many other places.

Two held for harbouring gangster

Two persons have been held for harbouring a gangster and his accomplices. The Superintendent of Police, Ambala, Mr Rajbir Deswal, said Baljinder Singh and Gurpreet Singh had been arrested for harbouring a gangster and his accomplices. Baljinder and Gurpreet hail from Chandigarh. The duo had granted a safe hiding place after a shooting incident in Ambala Sadar.

The SP said on January 15 Ritu had been shot at near 2 Cross Road. Saurav, Vikas, Dalel Singh, Manjeet Singh and Randeep Singh had already been arrested in the case. They were considered close associates of gangster Nishan Singh.

Meanwhile, a country-made pistol and a live cartridge has been recovered from a prisoner who was out on parole.

Mr Deswal said yesterday evening, a police party was patrolling near Manji Sahib Gurdwara when they noticed that Jaswinder Singh was acting in a suspicious manner. He was held and a search was carried out which led to the recovery of a pistol, alias Jassi, is involved in a double murder in Mohra and was lodged in Ambala Central Jail.

Teenaged girl alleges gangrape, 3 arrested

A 16-year-old girl of Bal Chappar village of Sadhaura block has alleged that she was gangraped by three persons in a private hospital in Jagadhri. Two of the alleged rapists have been arrested.

As per police sources, the girl has alleged that she was raped on April 1. In her complaint to the police she has said that on the morning of April 1, Sandeep and Pradeep made her unconscious using an intoxicant while she was out to answer the call of nature in the fields. She said she was taken to the hospital in a car.

When she regained her senses, she noticed that Ashok and a woman, Kamlesh, were also in the hospital room. Sandeep, Pradeep and Ashok alleged raped her.

The police has registered a case under Sections 363, 366, 328, 376, 506, 120-B and 34 of the IPC and arrested Pradeep, Ashok and Kamlesh.

Chatha panel to meet on April 7

The committee formed by the Haryana Government to decide the issue of a separate gurdwara parbandhak committee for the state will hold its next meeting here on April 7.

The eight-member committee is headed by the Haryana Agriculture Minister, Mr Harmohinder Singh Chatha. So far, the committee has met four times. A large number of those who are demanding the creation of a separate gurdwara panel for Haryana had blocked the GT Road at Kurukshetra a couple of days ago to protest against the “indifferent” attitude of the state government towards their demand.

The Haryana Congress had promised in its manifesto before the Assembly elections that if it came to power, it would consider the demand for a separate gurdwara panel for the state sympathetically.

Interestingly, the Chatha committee has been given neither a budget nor the supporting staff.

Lawyers continue boycott

Lawyers of the district courts here continued their boycott of the court of Mr Subhash Goel, Additional District and Sessions Judge, for the second consecutive day today.

However, the lawyers appeared in other courts and the work in these courts resumed which was suspended on Tuesday in response to a call given by the lawyers in protest against the alleged misbehaviour by the judge with advocate Naresh Sharma.

Mr Justice Amar Datt, Punjab and Haryana High Court, who is also the Inspecting Judge of this district, also reached here to resolve the matter. But he had to leave for Chandigarh soon due to some emergency.

Ransom demand for Rs 2 lakh: youth held

A youth who demanded ransom of Rs 2 lakh from a resident of Fatehpur village in Naraingarh has been arrested. The Superintendent of Police, Ambala, Mr Rajbir Deswal, today said Sandeep Kumar of Sarakpur village in Panchkula district had been arrested for demanding ransom. Sandeep had called up Naresh Kumar on March 31 on his mobile phone and demanded a sum of Rs 2 lakh.

Naresh Kumar had been threatened that if he did not pay up, he would be killed. Naresh Kumar was directed to bring the money at a temple in Raipurani.

Mr Deswal said Sandeep was arrested and a case had been registered against him.

Wheat purchase begins in Sirsa

Sirsa, April 5
As per the directions of the Haryana Government, the local authorities have begun the purchase of wheat in the district. Various government procurement agencies are buying wheat from farmers at a rate of Rs 650 per quintal.

Stating this here today, the Deputy Commissioner, Mr Vimal Chandra, said eight government agencies were carrying out wheat purchase in the district. Mr Chandra said 61 purchase centres had been established in the district, including six mandis, for the purpose. — TNS

DAV college gets Intel award

The Sohan Lal DAV College of Education, Ambala City, was awarded the Intel Education Award for the best use of technology in building an inquiry-based learning environment under the pre-service category for the year 2005.

The Principal of the college Dr D.P. Asija, was awarded Rs 50,000 and a citation at a function organised in Chandigarh on Tuesday.

According to a press note issued by the college, the Governor of Punjab, Gen S.F. Rodrigues (retd), handed over the prize to the Principal of the college. Manish, one of the students of the college, was given the Intel Award of Rs 5,000 for the most innovative use of technology.

Bar Assn election ends

Mr Kanwar Chaman Singh was elected president of the District Bar Association, Ambala, for the second time here today.

Ms Kulwant Kaur was unanimously elected vice-president, while Deepak Sharma took the charge of cashier. Mr Sanjeev Vashisht was elected secretary of the association.

Later, talking to mediapersons, the newly elected president said he would pursue the matter on construction of chambers for the lawyers in court complex.

16 huts destroyed in fire

Yamunanagar, April 5
Thatched huts of 16 migrant labourers at Kansali village in Chhachhrauli block here were gutted in a fire yesterday. However, no casualty was reported.

Sources in Fire Brigade Department said preliminary investigations had revealed that the fire started from a “chulha” and engulfed all the huts. The fire was controlled with the help of two fire engines in the evening.
