To check the black marketing of cooking gas, the police along with officials of the Food and Supplies Department yesterday arrested several defaulters and recovered 30 gas cylinders, 15 regulators and 15 gas stoves in raids on various hotels, dhabas, goldsmiths and welding shops in the district.

Conviction upheld

Mr R.C. Bansal, Sessions Judge, here has dismissed an appeal filed by Sushil Kumar,of Refugee colony, Narela, Delhi, while upholding his conviction earlier ordered by the court of Mr. R.P. Goyal, the then Judicial Magistrate first class, Rewari, on the charge of violating the Punjab Excise Act.

Supplier of guns held
Ambala, October 16
The police today said a supplier of guns was arrested after an exchange of fire. Sanjeev Kumar alias Sanju has been arrested and one pistol, two countrymade revolvers and 14 cartridges have been recovered from him.

Youth dies in mishap
Sirsa, October 16
A youth identified as Ajit Kumar of Sawantkhera village here died in a mishap near Khalsa High School in Dabwali village town of the district, the police said today. Mr Kumar was on his way to Dabwali on a two-wheeler and a motorcycle hit him and he fell on the road and became unconscious.

Farmers urged to adopt new techniques

Dr Mahavir Singh, Commissioner, Ambala range, has asked farmers to adopt new techniques of farming to get more produce. Mr Mahavir Singh said 600 to 700 quintals of sugarcane could be produced in one acre of land by implementing new techniques.

Patil for readiness against terror

Union Home Minister Shivraj Patil today underlined the need for preparedness of country’s security agencies to counter a long-drawn battle against terrorism.

Speaking at a function in connection with the 21st Raising Day celebrations of the National Security Guard (NSG) at the NSG Training Centre here, Mr Patil said no country was now untouched by the scourge of terrorism.

Unlike tractional warfare where the cause and originating point of war was known, terrorism could happen at any time and on indeterminable cause, he said.

He also underlined the need for upgrade of skills on part of security agencies, especially the NSG.

“Terrorism would be effected vide air, water and land. Hence, there was a need for drawing up a suitable strategy in the right perspective by the forces,” he added.

He said there was always a possibility of increase in incidents of plane highjacking. He expressed satisfaction on NSG’s training being imparted to air marshals.

However, he stressed on countering the threat at an intellectual, psychological and ideological plain too.

Lauding the role of the NSG since its inception in 1985, he said its services would be in yet greater demand in the coming times.

He also praised the Special Protection Group (SPG), another elite force in VVIP security, for its role.

The NSG, a federal contingency force, is an elite force for neutralising terrorists, highjackers, kidnappers in situations that are beyond the capability of local forces to handle.

The force, due to its generally acclaimed motivation level, has evolved into a precision assault striking force.

It comprises select deputationists drawn from the Army and central police organisations.

The select and motivated manpower coupled with qualitative training, state-of-the-art weapon system and equipment, and a high degree of motivation are what make the NSG an elite contingency force.

Later, responding to a query, the minister said the Centre would encourage recruitment of women, up to 10 per cent, in the NSG fold.

To another question on the country’s forces being allowed to share relief and rescue operations with Pakistani forces in the wake of recent earthquake, he allayed fears saying that there was no reason to be alarmed.

He said there was no reason to believe that India’s permission to Pakistani helicopters to fly in the no-fly zone along the LoC could become a defence risk.

He evaded a question relating to terrorists striking in Jammu and Kashmir even in the midst of quake-related operations.

Earlier, the black cat commandos of the NSG displayed their skills in counter-terrorism, VVIP security and paratrooping.

Shoving off train passengers: GRP on its toes

A team of the Government Railway Police (GRP) personnel will go to New Delhi to get details about the Railway Protection Force personnel who were on duty onboard Attari Express.

Seven passengers were allegedly shoved off from Attari Express near Ambala Cantonment railway station late on Friday night. A woman passenger, Khurshida, had sustained injuries.

The Superintendent of Police Ambala, Ms Suman Manjari, said that the GRP team would go to New Delhi and look at the duty roster of RPF personnel onboard the Attari Express. “From the duty roster, we will know who all were on the Attari Express,” she said. She said that a letter would to be sent to the Railway Protection Force Headquarters in New Delhi so that investigations can proceed smoothly. “Since the RPF personnel were from Amritsar, we will write to the RPF headquarters so that there are no hurdles,” she said.

Ms Suman Manjari said that the complainants had proceeded for their destinations. “We have taken down their permanent address. The complainants will be called to help in identification of the RPF personnel,” she said.

A police official said that they were also looking at the possibility of whether the passengers tried to get off the Attari Express on their own and they could have got hurt while disembarking. “It is common knowledge that nobody is allowed to get down from Attari Express midway,” he said.

He said that as some of the passengers belong to Saharanpur or Muzzafarnagar area, they would find it convenient to get down at Ambala instead of going all the way to Delhi and returning from there. “However, it is not allowed,” he added.

Three pieces of luggage, which is believed to belong to the passengers who were shoved off the Attari Express, have reached New Delhi.

Medical college to get Rs 63 cr as grant

Haryana Chief Minister Bhupinder Singh Hooda has assured the increase of grant of the local medical college from the present Rs 25 crore to Rs 63 crore.

Mr Hooda, who was here to attend the annual Agroha fair, was talking to The Tribune near Kajla village today.

In response to a question, the Chief Minister asserted that proper and just distribution of electricity and water in all parts of the state would be ensured.

He stated that the canals and distributaries were being cleaned so that the irrigation water could reach the tail-end villages and farms.

On being asked about the deadlock in the Khanak mining zone, Mr Hooda maintained that checkpoints had already been lifted and the Department of Mining and Geology was probing the matter.

Regarding the issue of rail link for Agroha, he said a survey was under way in this regard. He added that there was a demand to set up a grain market in the township and the matter would be looked into.

Addressing a gathering, Mr Hooda sought people’s support and cooperation in stepping up the pace of development activities in the state.

Earlier, playback singer Anuradha Paudwal regaled the gathering with her rendition of bhajans.

Kurukshetra MP and chairman of the managing committee of the Agroha Medical College Naveen Jindal welcomed the Chief Minister and apprised him of their demands.

Hisar MP Jai Prakash, Sirsa MP Atma Singh Gill, a number of party MLAs and other office-bearers, besides senior administrative officers, were present on the occasion.

Fight for rights, MP asks farmers

West Bengal MP from the Howrah constituency, Mr Hunnmulla, has called upon farmers to fight for their rights against the government instead of committing suicide.

Mr Hunnmulla was addressing a dharna being observed by the farmers on the call of the Akhil Bhartiya Kisan Sabha outside the DC’s office. The dharna entered the fifth day yesterday.

Hunnmulla said the government tried to betray farmers and it could not survive for more days. Left parties, he said, had put farmer’s interests before the Congress under minimum common programme but now the Congress government was not giving attention towards the farmer’s problems.

“The farmers have voted the Congress to power and the government will have to face the consequences like outgoing Chautala government if it did not pay attention towards farmers’ problems” said MP.

To check the black marketing of cooking gas, the police along with officials of the Food and Supplies Department yesterday arrested several defaulters and recovered 30 gas cylinders, 15 regulators and 15 gas stoves in raids on various hotels, dhabas, goldsmiths and welding shops in the district.

A spokesman of the police department said that the Deputy Commissioner, Karnal had received complaints from residents about the problems relating to cooking gas.

A few persons were making commercial use of cooking gas meant for domestic purposes, the spokesman said, adding the police raided various places in Nilokheri, Gharaunda, Karnal, Nissing, Asandh and Indri.

All defaulters have been booked under the Essential Commodities Act, 1955, he said. — PTI

The Chief Minister was speaking at a function organised at the Gandhi Harijan Sewa Ashram to mark the birth anniversary of its founder Lala Chandgi Ram here.

Meanwhile, Mr Hooda today stressed the need for bringing in qualitative improvement in the system of education.

Speaking at a conference of the Haryana Government Teachers Welfare Association here, he said that in case serious efforts were not made to improve the quality of education, the people would remain backward.

He said 11,000 vacancies of teacher in schools would be filled by the end of December and 50 per cent of the posts had been reserved for those who had passed matriculation from rural areas. — UNI, PTI

The Union Minister for Urban Employment and Poverty Alleviation, Kumari Selja, on Friday said the Centre was soon going to implement a new rural health scheme.

Kumari Selja was addressing a public meeting at Racheri village in Naraingarh. She said the Union and state governments were keen to improve the quality of life in villages. The rural health services were being improved and the government was keen that health services were available at a nearby place for villagers.

She said every village in her parliamentary constituency would have a tubewell to provide clean drinking water. In the next few years, concrete steps were being taken to remove power supply problems. She stated power generation units were being established at Yamunanagar, Faridabad and Jhajjar and in two and a half years, power supply would commence from the new units.

Kumari Selja said road construction was being carried out and in the next one year the repair and re-construction of major roads would be completed.

She said under the stewardship of Ms Sonia Gandhi and the Prime Minister, Dr Manmohan Singh, the Congress-led UPA government was working towards providing basic amenities to the common people. She stated that it was for the first time, the rural development budget was higher than in the previous years Haryana was going to be a leading state in providing amenities people, she added.

Cops beat up youth, fracture his leg

Bahadurgarh (Jhajjar), October 16
A youth became victim of police torture in Bahadurgarh town of the district allegedly for disobeying the “orders” of the SHO. The injured youth with broken leg was referred to the Postgraduate Institute of Medical Sciences at Rohtak by doctors of the Civil Hospital here.

Youth, identified as Dinesh, of Vats Colony here was beaten up and his thigh fractured in the Line Par police station after he refused to water plants in the station. His widowed mother Saraswati, has demanded action against the SHO.

According to information, a brawl took place between a man from Bihari and Dinesh two days ago over Rs 500. The Bihari reportedly complained to the Line Par police. The police yesterday picked up Dinesh from outside his house without registering any case.

Mother of Dinesh told that policemen ordered his son to irrigate plants in the police station but he refused. The SHO of the police station, Virender Singh reportedly got infuriated over denial and started raining blows and sticks on him and broke his leg.

The policemen stopped only when they realised that they had injured the man grievously. After that, the SHO send him to the local civil hospital by hiring a rickshaw. The doctors checked him and found his thigh fractured and referred him to the PGI at Rohtak where he was receiving treatment. On the other hand, the Line par police station denied any such incident. The police said that they had not received any complaint and refused to comment.

Mr R.C. Bansal, Sessions Judge, here has dismissed an appeal filed by Sushil Kumar,of Refugee colony, Narela, Delhi, while upholding his conviction earlier ordered by the court of Mr. R.P. Goyal, the then Judicial Magistrate first class, Rewari, on the charge of violating the Punjab Excise Act.

Dismissing the appeal, the Sessions Judge also observed that he could not find any illegality and infirmity in the conviction recorded by the Magistrate against him.

He was arrested on May 26, 1996, after 300 bottles of illicit liquor were seized by the police from his car.

He was then sent for trial in the court of the Judicial Magistrate ( first class) here who, on August 21, 2001, sentenced Sushil Kumar to undergo rigorous imprisonment for one-and-a-half years and to pay a fine of Rs 2000.

Supplier of guns held

The police today said a supplier of guns was arrested after an exchange of fire.

Sanjeev Kumar alias Sanju has been arrested and one pistol, two countrymade revolvers and 14 cartridges have been recovered from him. Sanjeev supplied weapons to criminals in the Ambala Cantt area and he is said to have links with criminal gangs.

The police received a tip-off that a person would arrive in Ambala Cantt to supply weapons.

A raidng party set up a naka on an unmetalled road near Tangri river. The police personnel noticed a youth walking down the road and he was carrying a bag. When the youth noticed the police team, he is said to have opened fire and tried to escape.

However, the police fired back and managed to nab him.

Following the search of his bag, the weapons were found. The pistol had been manufactured in the USA.

Preliminary investigation has revealed that he used to get weapons from Uttar Pradesh and sold them.

Youth dies in mishap

A youth identified as Ajit Kumar of Sawantkhera village here died in a mishap near Khalsa High School in Dabwali village town of the district, the police said today.

Mr Kumar was on his way to Dabwali on a two-wheeler and a motorcycle hit him and he fell on the road and became unconscious.

In the meantime, a tractor coming from the opposite direction crushed him to death.

Both motorcyclist and tractor driver fled the scene, the police said. — PTI

Mr Mahavir Singh said 600 to 700 quintals of sugarcane could be produced in one acre of land by implementing new techniques. Stressing on the diversification of crops he said besides wheat and paddy the farmers should cultivate other profitable crops too.
