Ensure construction of SYL canal: INLD
Chandigarh, October 6 INLD Secretary-General and Rajya Sabha member Ajay Singh Chautala alleged that it would amount to betraying the trust of the people of Haryana if the forthcoming conclave of the Congress Chief Ministers’ did not broach this subject and make appropriate announcements. He said the conclave was to discuss the implementation of the Congress manifestos. The issue of the construction of the SYL canal and getting its rightful share of Ravi-Beas waters was one of the most important promises made by the Haryana Congress. The manifesto had said The Punjab Termination of Agreement Act - 2004 was illegal and unconstitutional and that the Congress would have the said Act repealed on being voted to power. In the light of the promises made in the manifesto, the Chandigarh Conclave will be the acid test for both Prime Minister Manmohan Singh as well as Congress President Sonia Gandhi. Haryana, along with the rest of the country, is watching the conclave and the Congress will be fully exposed if it fails to get justice for the state. In such an eventuality, the message will be unmistakable that a Prime Minister, who is unable to resolve an issue between the two Chief Ministers of his Party, is not capable of handling the complex problems facing the country. |

Rohtak, October 6 The nominee Dr Ramesh Chandra who was recently sacked as VC of Bundelkhand University, Jhansi, on corruption charges was also a candidate for the posts of Vice-Chancellor of Kurukshetra University and Chaudhry Devi Lal University till about a month ago. In the meetings of the search committees for these universities, the Governor’s nominees had pleaded his case vociferously. His clout with the Governor can be imagined from the fact that the meetings had to be put off several times when his candidature was opposed by other members of these panels. In one of the meetings for selection of the VC of Kurukshetra University when the Governor’s nominee suggested his name for the umpteenth time another member Lt Gen (Retd) O.P. Kaushik brought out a voluminous file listing the various charges against Dr Ramesh Chandra. It was his stand that forced the government to seek the comments of the Uttar Pradesh government about Dr Chandra. This sealed his fate. However, Dr Chandra’s supporters then tried to get his name included in the panel for Chaudhry Devi Lal University, Sirsa. But soon after Dr Chandra was sacked from his post demolishing his case. Dr Chandra was equally close to former Haryana Governor Babu Parmanand who nominated him as a member of the search panel for VC of MDU after the then VC Maj Gen (retd) Bhim Singh Suhag quit in 2004 to contest the Rohtak Lok Sabha seat as a nominee of the Indian National Lok Dal. As member of this panel, he thwarted attempts by the Chautala government to foist its own nominee as VC of MDU. His stance allegedly taken at the behest of the then Governor forced cancellation of several meetings of the panel on one excuse or the other. Babu Parmanand had also nominated him as a member of the MDU’s executive council. During his tenure, he remained a controversial figure. The then members of the council and leaders of the MDU Teachers Association had levelled several serious allegations against him. The nomination of Dr Chandra to the ECs of two premier universities of the state, especially after his ignominious ouster from Uttar Pradesh, has shocked academic circles both here and at Kurukshetra. Several academic organisations are planning to oppose his nomination. |
Rural industrial units in for better power supply
Panchkula, October 6 The utilities have also approved that new industrial connections (for units located in the rural areas) be released from urban feeders, even if the unit is located near a rural feeder. The Superintending Engineers (Operations) in all divisions of the Uttar Haryana Bijli Vitran Nigam (UHBVN) have been asked to approve the release of all such connections within the municipal limits. For industry located outside the municipal limits, instructions have been issued that these should be approved on a case- to- case basis. The decision has been taken following representations by industrial consumers. Some of the industrial units located in the suburbs of cities are being fed from rural feeders, and as a result these are supplied power as per the schedule for the rural feeders. The decision has come as boon for industry, after a particularly bad year in terms of power supply. It is estimated that industrial production in the state was down by over 30 per cent on account of poor power supply. Officials in the power utilities say that the facility for shifting to urban feeders will be given only to high-tension industrial consumers. But consumers in the rural areas, getting low- tension power supply and desirous of shifting to the urban mode, will have to get 11kv metering done and instal their own transformers. The industrial consumers who wish to avail themselves of this facility will have to bear the cost of changing of the power supply mode. In the case of new power connections being released, the applicant will have to deposit the full cost against the deposit estimate as well as service connection charges. But if the urban feeder is overloaded, this facility cannot be availed of by the applicant. Meanwhile, the UHBVN has also approved a scheme for improving the transmission and distribution system for the districts of Panipat and Sonepat under the Rajiv Gandhi Grameen Vidyutikaran Yojana. |
No move to stop grant: MP
Hisar, October 6 Mr Jai Prakash, accompanied by the local Municipal Council chairman, Mr Arvind Kharinta, was addressing a press conference here today. The Congress MP said Mr Ramesh Dukhi, Zila Parishad member, who had levelled these allegations against him, was not a Congressman. He remarked that apprehending inquiry against them, some parishad members were issuing baseless statements against him. These members were playing in the hands of the INLD, he added. Mr Prakash said power plants would soon be set up at Yamunanagar, Ballabhgarh and Hisar to cope with the increasing demand of power in the state. |
Farmers block traffic
Sonepat, October 6 Vehicles, including trucks, buses, cars, canters and three-wheelers lined up on both sides of the road causing inconvenience to people in general and transporters in particular. Officials of the administration and police reached the site and succeeded in lifting the blockade by farmers, who had put up loaded tractor-trailers in the road for blocking traffic. After the lifting of the blockade, they went back the foodgrains market to sell their produce on the support price to the official procurement agencies but officials declined to purchase it. |

Chandigarh, October 6 Mr Justice M.M. Kumar had found both prima facie guilty of committing contempt of court and had fined them. The officers had tendered their apologies through an affidavit. The order was passed on the petition filed by Mr Shamsher Singh, resident of Ferozepur village in Kaithal, seeking action against the two officers under the contempt laws. In his petition, challenging the Single Bench order, Mr Aggarwal had prayed for setting aside the same. After hearing his counsel, the Division Bench comprising Mr Justice H.S. Bedi and Mr Justice Viney Mittal, while staying the order, admitted the petition for further hearing. |
Principal, management summoned
Jagadhri, October 6 In his complaint before the court, a social worker, Mr Rajinder Kumar, had said in a case the consumer forum had imposed a fine of Rs 4 lakh on the Principal, Dr Ramesh Kumar, on April 25 and the Principal was to pay the penalty from his own pocket. He had alleged that an amount of Rs 9,97,180, including the penalty imposed upon the Principal, was deposited with the consumer forum vide cheque No 970024, dated June 3, 2005, out of ‘public funds’ lying deposited in the account of college’s managing committee. While issuing the summons, Chief Judicial Magistrate, Mr Baseshar Singh, observed that MLN College gets government aid in total fund to the extent of 95 per cent, meaning that the accused are supposed to utilise the amount for the welfare of the college and the alleged fund is also treated as public property. — TNS |

Cop held for graft
Bhiwani, October 6 The accused has been arrested and booked under Sections 341, 218, 325, 506 and 34 of the Indian Penal Code and Sections 7, 13, 49 and 88 of the Prevention of Corruption Act. Also Assistant Sub Inspector Vijay Anand of Sadar police station in Rewari district was also caught by the Vigilance Bureau for a bribe of Rs 3000 from Mr Sunder. He was booked under Sections 7, 13, 49 and 88 of the Prevention of Corruption Act. |
Youth shot dead
Jhajjar, October 6 According to the police, the family of Sunil was celebrating the birth of a child in house and some relatives have gathered on the occasion. However, late in the night, a brawl took place between, Virender, a cousin of Sunil and Dharampal, a neighbour of Sunil. The scuffle, turned violent as Dharampal and his sons attacked the relatives of Sunil when they were returning. The assailants shot Sandeep who tried to intervene. He died on the spot. A case has been registered. |
Legal aid week for mentally challenged
Chandigarh, October 6 Stating this here today a spokesman of the State Legal Services Authority said special efforts would be made to support persons suffering from physical and mental disabilities. These disabled persons would also be beneficiaries under the Legal Services Authorities Act, 1987. An awareness campaign would be organised to sensitise doctors and attendants of the patients about the vulnerability of such persons. This campaign would also aim at creating awareness about the necessary protection required by mentally disabled persons under the Medical Health Act. |
