Paddy specifications for Haryana relaxed
Chandigarh, October 5 This was conveyed to the Haryana Chief Minister, Mr Bhupinder Singh Hooda, by the Union Agriculture and Consumer Affairs Minister, Mr Sharad Pawar, on the telephone today. Mr Hooda had written a letter to Mr Pawar to draw his attention to the unprecedented and incessant rain in Haryana in September, which had adversely affected the maturing of the paddy and bajra crops in most of the districts of the state. The paddy grain had got discoloured and damaged to such an extent that a substantial quantity of the produce received in the mandis was not conforming to the specifications prescribed by the Central Government. Mr Hooda also mentioned in his letter that while anticipating this problem, the state government had made a reference to the Central Government vide its letter dated September 26, seeking a relaxation in the specifications for the procurement of paddy, bajra and rice so as to mitigate the difficulties of the farming community. The Central Government has already relaxed the specifications for paddy in the case of Punjab. Meanwhile the arrival of the paddy in the mandis is picking
up. Over 2.43 lakh metric tonnes of paddy has arrived in the mandis of the state so far. The Haryana Deputy Chief Minister, Mr Chander Mohan, said here that out of the total paddy arrivals, 1,32,094 metric tonnes had been procured by government agencies at the minimum support price fixed by the Central Government.
The remaining about 1,11,410 metric tonnes had been purchased by private millers and traders. |

Govt move to withdraw cases against Dangi opposed
Rohtak, October 5 Mr Dalbir Rathi, a resident of Balamba village of the Meham constituency in this district has filed an application in the special court at Ambala pleading that the cases were being withdrawn because of the political influence Mr Dangi wields in the Hooda government. Mr Dangi, a sworn political foe of former Chief Minister Om Prakash Chautala, was booked under the Prevention of Corruption Act by the Vigilance Bureau by filing three FIRs at Ambala, Hisar and Rohtak sometime after the Chautala government came into being in 1999. He had been accused of causing loss to the state exchequer in some land deals when he was the Revenue Minister in the Bhajan Lal government between 1991 and 1996. Originally the probe into the deals had been initiated by the Haryana Vikas Party led the Bansi Lal government, However, the cases were registered after Mr Chautala came to power. Mr Dangi initially resisted his arrest for a long time but surrendered here when he had no option left. He spent a year in jail at Ambala before being released on bail. The state government had decided not to pursue these cases on August 29 on the plea that the prosecution was of the view that the charges could not be proved in the court. Accordingly, the prosecution filed an application before the judge, Mr Sanjeev Aggarwal, at Ambala on September 3. When the court took this up for consideration on October 3, Mr Rathi too filed his application opposing the decision of the prosecution. The court issued notice to Mr Dangi and also directed Mr Rathi to present convincing evidence in support of his plea at the next hearing. |
INLD seeks appointment with PM
Chandigarh, October 5 According to informed sources, the secretary-general of the INLD, Mr Ajay Singh Chautala, has written to the Prime Minister that he should meet the MPs and MLAs of the INLD, who want to raise certain issues concerning Haryana. It is learnt that the party has also drafted a memorandum which it will present to the Prime Minister if he agrees to its request for a meeting. In the memorandum the INLD has mentioned, among other issues, the need for the early completion of the SYL canal, giving of the minimum support price for wheat and other rabi crops and the alleged tardy procurement of wheat by government agencies in the state. The INLD President, Mr Om Prakash Chautala, had yesterday criticised the AICC general secretary, Mrs Ambika Soni, for ruling out the possibility of any discussion on issues like the river water dispute between Punjab and Haryana during the conclave. |
Inform of power theft, get reward!
Hisar, October 5 If the complaint is found true, the informer will get a cash reward equal to 10 per cent of the amount of fine imposed on the defaulter. The cash reward will be in the range of Rs 500 to Rs 25,000. The procedure to inform the authorities is simple. The informer is to dial a toll-free telephone number 16001801011 or mail the complaint at mddhbvn@gmail.com. The informer can write to the nigam office or use any other means of communication. On providing information and a personal code to the corporation, the informer will get a registration number. After the theft is detected by the department, a fine will be imposed on the defaulter. A cash reward equal to 10 per cent of the fine amount will be given to the informer. Meanwhile, the Haryana power corporations have decided to give the defaulting consumers another chance to avail of the benefit under the Electricity Bill Arrear Waiver Scheme. The last date for the scheme has been extended to October 31. Consumers availing of the scheme during the month of October will not have to give any surcharge, though a late fee of Rs 100 will be charged from them. The scheme is open for consumers of rural domestic and agriculture sectors. In the case of tube-wells, power connections disconnected during the past six months will be restored for Rs 1,000 and those before that for Rs 2,000. The corporations will bear 50 per cent of the amount required for new power lines and total expenses of transformers. The DHBVN will launch another campaign to restore domestic connections in rural areas. Power department officials will organise special camps in villages at which formalities for the purpose will be completed on the spot. Besides, the nigam has decided to give a one-time chance for revival of applications for tubewell connections to applicants who could not comply with the requirement of the demand notice. Such applicants will have to come forward with a written consent to comply with the requirements of demand notices by October 31. |
5 gas-based power plants planned
Rewari, October 5 To achieve this objective, as many as five gas-based power plants will be set up, one each at Yamuna Nagar, Faridabad, Jhajjar, Hisar and Rewari. This was stated by the Haryana Irrigation and Revenue Minister, Capt Ajay Singh Yadav, while addressing a public meeting at Shahbazpur Khalsa village near here yesterday. Blaming the Chautala government for the power crisis in the state, he said there was a big gap between power requirement and generation of power. The power produced was 4,000 mw, while the total requirement stood at 9,000 mw. As regards providing a boost to technical education in the state, the minister announced that two polytechnic institutes -one each at Lisana village in Rewari district and Sanghi village in Rohtak district — would be set up. Besides, a canal rest house would be constructed at a cost of Rs 50 lakh in Mandhiya Kalan village of Rewari. A CADA division of the Irrigation Department had been established at Rewari to cater to the irrigational needs of farmers. The minister also visited Padiyyawas, Dawana, Kathuwas and Dehlawas villages where he listened to the grievances of residents. |
Hooda foresees fast development in state
Karnal, October 5 Without naming anyone, he said the criminals were being provided protection before the Congress came to power about six months ago and there was an atmosphere of fear and the public was feeling scared when his government came to power. Mr Hooda said the state would now witness development at a faster pace. He admitted that most of the development works could not be done during his regime as code of conduct remained effective for four out of the six months of his government. Mr Hooda pointed out that the state government had received a number of proposals of investment to the tune of Rs 2,000 crore from different multinational and national companies in the past six months. Lauding the role of Agarwal community in the development of the state, he said this community had also done a yeoman’s service to the humanity by opening a number of charitable hospitals, schools, temples and dharamshalas in the country. The CM assured the representatives of the sangthan that their demand of providing some land for constructing a dharamshala would be considered positively. |

Suspension of school principal recommended
Hisar, October 5 This was stated by Mr Lalit Kumar Siwach, Joint Director (Administration), Education Department, here yesterday. He said the experience certificate on the basis of which Ms Mata was appointed Principal was found to be fake on inspection. She has been serving on the post since 1999. Ms Mata has also been accused of not obeying transfer orders and engaging in financial irregularities. It had been alleged that her husband, who is a government servant, used his influence in getting the fake certificate for her appointment. Mr Siwach said the Haryana Financial Commissioner-cum-Principal Secretary, Education, Mr R.S. Gujral and the Director, Education, Mr K.K. Khandelwal, had formed these committees under Operation Clean launched by the department. Medical boards would also be constituted to check the appointments in the department made on the basis of disability certificates, he added. |
Two jail inmates die
Karnal, October 5 While the Superintendent of jail, Mr Rati Ram Goyal, could not be contacted despite repeated attempts, the jail doctor Gaje Singh told The Tribune that he was unaware about the incident as he was on sick leave. However, the jail sources said inmates Deep Chand of Matol village in Kaithal district and Jai Ram of Bihar died on his way to the Civil Hospital, here and PGI, Rohtak, respectively. The sources said Deep Chand was referred to the Civil Hospital at 5.40 pm and the doctors reportedly declared him brought dead. Similarly, Jai Ram was reportedly admitted to the PGI, Rohtak, on October 30. Earlier, he was referred by the jail authorities to the Civil Hospital some days ago. He was reportedly suffering from anaemia. Deep Chand was an undertrial in a murder case registered at Kalayat police station on November 6, 2002. Jai Ram was reportedly nabbed by Panipat police under the Arms Act sometime back and he was shifted to Karnal jail a few months

HAP to supplement forces in Bihar poll
Karnal, October 5 Inspector-General (IG) of the Haryana Armed Police (HAP) Madhuban Layak Ram Dabas told The Tribune that 1,000 HAP men led by its commander Rajbir Singh Beniwal had been sent to Bihar. The HAP men will supplement paramilitary forces to ensure smooth and peaceful elections in Bihar. The HAP companies will be deployed in different parts of Jamaui district first phase of elections. Earlier, the HAP had sent its several companies in Rajasthan and West Bengal in the 1998 and 2001 elections, respectively. |

Woman goes back on rape charge
Rohtak, October 5 The woman had lodged a complaint that the alleged incident had taken place on Monday after which the local police had registered a case against four persons. Deputy Superintendent of Police (DSP) M. S. Sehrawat told reporters here this evening that the woman went back on her complaint during the recording of her statement in the court of the Chief Judicial Magistrate Mewa Singh today. The DSP said that the woman in her statement in the court denied that she was raped and instead said that she had gone on her own with some other relative. The woman added that she had lodged the complaint as her family had some enmity with the complainants, the DSP said. He said the FIR registered against the four persons would be cancelled. — PTI |

Kanojia acting YC chief Ambala, October 5 Mr Babu Kanojia as well as Mr Parminder Pari had staked claim for the post of the president of the Ambala Cantt Youth Congress. The controversy had arisen after Mr Pari showed a letter clearly stating that the appointment of Mr Babu Kanojia was not in force and Mr Pari would continue to function as the president. However, Mr Sandhu tried to put to rest speculations with regard to presidentship of the Youth Congress of Ambala Cantt. He stressed that Mr Babu Kanojia was the new acting president. |

Free treatment for cleft lip
Hisar, October 5 Smile Train, dedicated to the cause of the affected children, has signed an agreement in this regard with R. N. Soni Hospital, said Dr Sunil Soni, an expert and spokesman of the hospital. The operations and medicines for the cleft lip and palate deformities would be free at the hospital, he added. Dr Soni said one child among 700 was born with a cleft lip and parents incurred between Rs 10,000 and Rs 15,000 for its operation. An infant of three months could get this treatment. Farmer shot dead
Rewari, October 5 It is stated that the assailants fired two bullets onto the victim’s head. Both assailants reportedly fled after the crime. Woman charged with brother’s murder
Sirsa, October 5 The trio allegedly attacked 45-year-old Satish Bansal and his son Sonu with sticks and other weapons when they were going to the market on a bicycle yesterday. While Sonu escaped, Satish received serious injuries and died in a hospital later, the police added. Sonu alleged that the trio also escaped with Rs 25,000, they said adding a case has been registered.
