300 freedom fighters honoured
Panipat, October 2 The function turned out to be a political function as speakers focused their speeches around Congress President, Ms Sonia Gandhi. Though the speakers including state Transport Minister, Randeep Singh Surjewala, member of All-India Congress Committee (AICC), Janardan Dwivedi, Union Minister, Prithivi Raj Chauhan, Panipat MLA, Balbir Pal Shah and MP from Karnal, Arvind Sharma did not speak a word on former Prime Minister and leader of the masses, Lal Bahadur Shastri but spoke words in favour of UPA Chairperson Ms Gandhi. Though Chief Minister, Bhupinder Singh Hooda urged the gathering to remember the freedom fighters, he too made just a passing reference to the late Shastri. On the occasion, freedom fighters from the state were honoured at the function and the VIP Congress leaders present on the dais presented shawls and mementos to them. Unruly scenes by Congress workers marred the function. Despite request by Mr Dwivedi not to raise slogans for Mr Randeep Surjewala or others, the Congress workers repeated the same. On the occasion, foundation stone of a library and a park was laid and a bust of Gandhi was unveiled. Speaking on the occasion, Mr Dwivedi said that followers of Mahatma Gandhi were spread worldwide. He said that growing numbers of followers had made India proud of its glorious past under the leadership of Mahatma Gandhi. Chief Minister, Hooda said that soon the families of the freedom fighters would be benefited, as a high-power committee would soon give recommendations reservation for the families in the engineering and medical colleges. Working President of state Congress and Transport Minister, Surjewala urged the youth to follow Mahatma Gandhi. He also cautioned the youth against casteism and other social evils. |
HUDA announces plots for weaker sections
Chandigarh, October 2 Stating this here today, a spokesman of HUDA said booking for these plots would commence on October 7 and close on November 7. Out of the 2,069 plots, 1,150 plots of 1.5 marla each and 550 plots of one marla each had been earmarked in Sectors 56 and 56-A in Faridabad, eight plots of three marla each and 17 plots of 1.5 marla each in Sector-18, Panipat, 14 plots of three marla each in Sector 16, Karnal, 16 plots of three marla each in Sector 9, Ambala, 37 plots of three marla each in Sector 11(ext.), Jind, and 19 plots of three marla each in Sectors 9 and 11, Hisar. He said 165 plots of three marla each and 93 plots of two marla each had been earmarked in Sector 18 (Part II), Jagadhari. Only bona fide residents of Haryana would be eligible to apply for the plots. The total family income of the applicants should not exceed Rs 2,500 per month. Also, all group ‘D’ Haryana Government employees and those of boards, corporations and cooperative banks and those working with municipal committees and improvement trusts would be eligible to apply. The applicant should have no residential plot or house in his or her name, or in the spouse’s or dependent member’s name in the state. There would be reservation in plots for ex-servicemen, paramilitary forces, Haryana employees, Scheduled Castes, Scheduled Tribes, Backward Classes, war widows, disabled soldiers, widows, freedom fighters, the disabled and the blind. |

Kerosene project for poor on Gandhi Jayanti
Bilaspur (Yamunanagar), October 2 Deputy Chief Minister Chander Mohan said that the kerosene project had been launched in the 10 per cent blocks of the country and six blocks of the state have been included in the scheme so that the consumers could get adequate kerosene. He said the Bilaspur block was not included in the scheme initially but the matter was taken up with the Petroleum Minister. The Union Minister then agreed to include Bilaspur in the scheme. Earlier, he paid tributes to Mahatma Gandhi and former Prime Minister Lal Bhadur Shastri on their birth anniversaries. He said Gandhi was a great man of 20th century. He claimed the government has made all arrangements for the procurement of paddy as 36,000 metric tonnes of paddy was expected to reach mandis of the state. |

Illegal digging threatens fields
Bahadurgarh (Jhajjar), October 2 Farmers of many villages, including Naya Gaon, Bamnoli, Bir Barakatabad, Noona Majra, Soldha and Issarheri, are leasing out land to contractors, who are in the business of earth-filling in urban areas. The villagers said the contractors pay about Rs 50,000 per acre to the owner of the land. In this way, they got the permission to lift the sand. Even though this “illegal” exercise is proving a money-making business for the contractors, the land that used to be a boon for the farmers has rendered useless. Mr Jagroop Singh, a former sarpanch of Naya Gaon village, said: “Many farmers are leasing out their land and more than 50 acres have been damaged in this village.” The excavation was going on for the past many years and the administration had never tried to check it, he claimed. Another farmer Dharam Pal said owners of neighbouring fields had no option but to lease out his fields because soil of upper surface continuously erode in the excavated fields. He said: “One acre has turned barren in my field due to erosion as 10 feet soil was lifted from neighbouring field.” The situation is worse in Bamnoli village. A big chunk of land has been completely exploited in this village where the excavation was stopped only after going 20 feet deep. Now another side of the village, adjoining the Delhi border, is being exploited. Similar exercise is also going on at Noona Majra village. Many adversely affected villagers have raised the issue with the administration and political representatives, including the local MLA, but no action has been taken against the contractors or the land owners. Mr Yusuf Ahmad, District Town Planner, admitted that the excavation was going on at a large scale, which is violation of Sections 6 and 7 of the Punjab State Roads and Control Area Restrictions of Unregulated Development Act, 1963. He, however, said notices were being served to the owners of the land under Section 12 of this Act. He said he had also lodged complaints with the police. He said: “Any change in the land use can be done only after getting a licence from his department and so far no such licence has been issued.” |
Villagers protest against erratic power supply
Sonepat, October 2 According to a report, Mr Jasbir, sarpanch of the village, who led the demonstrators, alleged that the UHBVN had installed two transformers for the supply of electricity in the village and both had been burnt 28 times during the past one year on account of overloading. The officials concerned had failed to instal additional capacity transformers in spite of repeated complaints. He also pointed out that the residents had already paid the amount for transporting electricity poles from Sonepat to the village for new transformers. But work had not begun so far in this connection. He warned that if the officials failed to install new transformers, the residents would have no option but to gherao the officials and the powerhouse. People of Ganaur and Rai areas have been facing long spells of power cuts. This has caused much resentment. The people allege that the power supply is inadequate and erratic and complaints to the authorities concerned in this regard have fallen on deaf ears. Meanwhile, indiscriminate power cuts continue in the city and other parts of the district, despite the claim of the UHBVN to the contrary. |
Residents move HC over unutilised EDC
Panchkula, October 2 The residents, under the aegis of the Society for Urban Regeneration of Gurgaon (SURGE) has moved the Punjab and Haryana High Court, seeking directions to the Government of Haryana, Department of Town and Country Planning and the Haryana Urban Development Authority (HUDA) to reveal how much EDC has been collected, and how much has been utilised for carrying out development works in Gurgaon. Interestingly, the Department of Town and Country Planning and HUDA have submitted separate affidavits in the court, and both the parties have given varying figures regarding the amount spent on various activities from the EDC account. While the Department of Town and Country Planning has stated that an amount of Rs 512. 24 crore has been spent for external development for areas developed by HUDA as well as private colonisers till December, 2004, HUDA, in its affidavit, states that Rs 487. 43 crore has been spent. Following the contradictions between the details submitted by the Department of Town and Country Planning and HUDA, the court asked for auditing of the accounts of HUDA. The audit report, submitted before the court now, states that Rs 1666.15 crore has been collected by HUDA as EDC. This amount includes the EDC collected from colonisers, residential, commercial and industrial institutions through change in land use and as interest on the principal amount. The report also points out that as on December 31, 2004, Rs 608.66 crore has been spent on construction of master roads and their maintenance, community buildings, a sports complex, master sewerage line and its maintenance, water supply, master electrification, storm water disposal etc. Thus, Rs 1049.39 crore is surplus with HUDA. Members of SURGE say that the authorities have been giving “inconsistent” statements “that are factually incorrect and misleading”. They have questioned the statements made by the Department of Town and Country Planning, as well as HUDA, stating that most of the work has been accomplished. |
3 held for killing Ankit Rajgadia
Bhiwani, October 2 Mr Praveen Rajgadia, a resident of Jagat colony here lodged a complaint with the police on September 26 about the missing of his son Ankit on September 24. He said in his complaint that a friend of his son, Sandeep was also missing from his house adding that Sandeep son of Roshan Lal and Karnjit son of Gurbachan Singh had abducted his son with the intention of murdering Ankit. The police registered a case under Sections 364/34, IPC. A police party found Ankit’s body floating in the Balsamand minor and confirmed identification of the body from relatives and sent it for a post-mortem examination at civil hospital, Hisar. Post-mortem report disclosed the cause of death as severe blows on head. The police converted the case into a murder and started a search and arrested Karn Singh, Sandeep and Abhay Kumar, resident of Kharad of Punjab. The accused confessed to their involvement in this murder. The assailants said Karnjit took Abhay’s motor cycle from Hisar and arrived at Bhiwani on September 24. He met Sandeep near Central park and both went near the house of Ankit and sent a missed call to Ankit. Ankit, attended the call and came out of his house. After a brief conversation, Karnjit and Sandeep abducted Ankit and reached near Government college where the accused hit the head of Ankit with an iron rod. When Ankit fell unconscious, they tied a bedsheet on his head and took him to Mela ground at Hisar on a motor cycle. Abhay was ready with a piece of cloth and a bedsheet. They covered a heavy stone with bed sheet and hit it in the head of Ankit several times. After death, they covered the body in the bed sheet and put it on the motorcycle. They had to stop their motor cycle when its petrol ran out. Sandeep and Karnjit summoned another motor cycle by Abhay and threw the body in the Balsamand canal branch. The accused threw Ankit’s mobile in the canal and destroyed bed sheets and clothes. Karnjit and Sandeep changed their blood-soaked clothes. Police produced the three accused in the court here which remanded them in judicial custody till October 6. |
Doctor ordered to pay Rs 1 lakh compensation
Kaithal, October 2 Bhagat Ram and Krishani Devi of Pabnawa village filed a civil suit alleging that their minor son Sukhdev was administred BCG, DPT and other vaccinations at government hospital between July and August 1986. Following this Sukhdev had fever and he was taken to Dr Nand Lal, a registered medical practitioner in the village who started his treatment but in spite of the treatment condition of the patient continued to deteriorate and his eye sight and memory were affected. But the doctor, did not refer him to some other doctor till October 1986. The patient had paralytic stroke and was admitted to Jai Parkash Narain Hospital at Kurukshetra on October 21. The doctors at the hospital found him suffering from TB and some other diseases and when the patient did not show signs of improvement he was referred to PGIMS Rohtak . During treatment at Rohtak the patient had to undergo an operation and his parents had to spend substantial sum on his treatment. After prolonged illness and treatment the patient died in 1995. Later parents of Sukhdev complained against the doctor to the District Grievances Committee meeting following which the CMO Kurukshetra and BDPO Kaul enquired against the doctor and reported that the doctor was not qualified to practise as an allopath as he was registered as in ayurvedic and unani system of medicine. The doctor denied of having ever treated the patient and rather alleged that the father of Sukhdev owed him money and when he demanded his money back a case was filed against him. Plaintiffs lost case in the lower court and filed an appeal before district judge. The District Judge did not believe the version of the doctor and found merit in the case of the plaintiffs and held the doctor guilty of negligence. The District Judge ordered the doctor to compensate the mother of Sukhdev and pay him relief of Rs 1 lakh. |

Sub-Inspector suspended
Sonepat, October 2 According to a report, this action followed complaint about the leak of information of police raids to arrest the owners of Krishna Guest House, Mohan Madan and his brother Raju Madan, and Ravi Paroothi. Paroothi is already involved in a case of bogus registration of a car, which he had purchased from a foreigner. Following the complaint of leak of police information the mobile phone of Rahul Dev was tapped. The old record of his mobile phone was also checked and it was confirmed that he had been passing information about the police raids and other actions to Mohan Madan and others. Because of the leak of information Mohan Madan and his brother had been evading arrest. |
CPM writes to CM, Governor on academic ‘mafia’
Rohtak, October 2 He said the party had sent communications to the Chief Minister, the Governor and the Education Minister of Haryana, seeking a probe. It had also sent copies of the letter to the Indian Medical Council and the chief of the high-powered panel to oversee medical admissions, Justice R. K. Nehru. The CPM leader said earlier there were reports that vacant seats in colleges of education, too, had been transferred in violation of rules. He said it was the duty of the government to free academic institutions from the clutches of the education mafia. |
Liberty Shoes staff to show black flags to CM
Chandigarh, October 2 In a press note, the union said it was agitating against the management’s policy of not giving minimum wages to the workers. Since September 28, the workers in all four units of Liberty Shoes — three of them in Haryana and the fourth at Dehra Dun — had been on strike. This had brought the production to a halt. Altogether, 7,000 workers of Liberty Shoes were on strike, the press note said. The management of the company had hired goons to “crush” the worker’s agitation. The management was also trying to divide the agitators and had also got “false” cases registered against 55 workers, the note said. It said the state government had turned a blind eye to the agitation. The workers union said if the black flag demonstration during the Chief Minister’s visit to Karnal on Tuesday failed to awake the government to the plight of workers, they would have no option but to resort to an indefinite fast. |
NCM chief to write to DG (Prisons)
Karnal, October 2 Mr Tarlochan Singh will write to the DG (Prisons) in this regard on the basis of a complaint submitted to him by a Haryana SAD (Badal) leader, Mr Bhupinder Singh Asandh, during his recent visit to Karnal on September 27. Mr Asandh, also a former executive member of the SGPC, has stated in the complaint that Amritdhari Sikhs are not being allowed to carry kirpans inside Karnal and Jind jails during their visits to meet jail inmates. The NCM Chairman said: Amritdhari Sikhs have the liberty to carry kirpans at each and every place under the Constitution. He said he would send copies of the circular issued by the Union Government in which it was clearly stated that Amritdhari Sikhs were allowed to carry kirpans. The circular was issued when some Amritdhari Sikhs were forbidden to carry kirpans at some airports some time back, he added. When contacted, Superintendent of Karnal Jail Rati Ram Goyat admitted that Amritdhari Sikhs were not allowed to carry kirpans with them during their visits to the jail due to security reasons. |
Employees in cloth market strike work
Ambala, October 2 Mr Bhatia had recently circulated a letter to the cloth merchants in which he had said the wholesale cloth shops would remain open even on Gandhi Jayanti, Independence Day and Republic Day, while the employees of the shops had been opposing it. The shopkeepers took out a protest march in the cloth market. The president of the employees union, Mr Chaman Lal, said they would continue to press for their demand to be accepted. Mr Bhatia said that he had taken this decision as most of the shopkeepers had been asking for it. He said he had asked the employees of the shops to avail of holidays on some other day in place of Independence Day and Republic Day. If some employees did not want to avail of the compensatory holidays then they would be paid for it by the shopkeepers, he added. |
SBI launches ATMs for Kisan card holders
Shahabad Markanda (Kurukshetra), October 2 The card holder can withdraw cash anytime from more than 5,400 ATMs of the SBI. The Haryana Commissioner and Secretary, Institutional Finance and Credit Control, Ms Umesh Nanda distributed 47 ATM cards to KCC holders during its nationwide launch at the SBI’s Shahabad Markanda branch at a function here today. |
Seminar on Indian fiction in English
Ambala, October 2 According to Mr Mullana, DAV colleges are making laudable efforts for the cause of education. Indian writing in English has gained prominence in the recent past and people have started researching in this genre of literature. College Principal J.S. Nain presented the annual report of the college. He said the postgraduate department of English had bagged the first position four times in the past 11 years of its inception. Dr K.K. Khurana, convener of the seminar, stated that the Indian fiction in English had witnessed several divergent trends in the past more than seven decades. He said 90 delegates would participate in the seminar. Among others, Dr P.K. Dev, Dr Akhileshwar, Dr Sunita, Dr Roshan, Dr S.K. Sharma and Dr Ramesh K. Srivastava were present. |

Truck carrying cattle stopped, probe begins
Ambala, October 2 Even before the police could reach the spot, one person, who was travelling in the truck, fired in the air. Thereafter, four men escaped in the cover of darkness while two women continued to sit in the truck. This morning, the person who had escaped last night, was nabbed from a nearby field where he was hiding. The police is investigating the incident. It is suspected that the cattle were being taken to Uttar Pradesh. |
