Farukh Nagar (Gurgaon), September 23 Mr Chautala, who was here as chief guest at a function in connection with the observation of Martyrs’ Day organised by the Gurgaon district unit of his party, referred to recent incidents in Gohana saying that it was the handiwork of the Congress. The Congress has the tradition of following “divide and rule” policy. Belittling the Congress government’s announcement of waiving Rs 1,600 crore dues of electricity bills, he said that it was all the same not making a provision to provide ample electricity. On the issue of the Sutlej Yamuna Link Canal project, he said that the Congress remembered it only during election time. After the elections the issue was put in the cold storage. He was critical of the government for not providing ample potable and irrigation water. He wondered how the government would set up a new canal for the district of Gurgaon as it did not have ample electricity to put into effect the lift
system. The place from where the water was to be lifted into the proposed canal was about 18 ft high. He also took the government to task on support price for crops. He said that every one had seen its support price to sarson crops, more of the government’s policy would be seen with regard to other crops in the coming days. According to him, his government used to purchase crops from the farmers at high support price, but sold it to public at lesser rates. The present government was following a policy contrary to those followed by his government in the interest of the farmers. He praised Rao Tula Ram, the War Hero of Ahirwal belt for the sacrifices made by him for the Independence of the country. |
Haryana defies Supreme Court ruling
Panchkula, September 23 Notwithstanding directions of the Supreme Court, given in 1997, that all highways and important roads should be free from hoardings and display boards, the Congress government in Haryana has launched a massive programme of “displaying its achievements” on huge (15 foot x10 foot) hoardings throughout the state. Other than the cities, these colourful hoardings are also dotting the national and state highways, besides important traffic intersections throughout the state. These hoardings have also been put up outside public places like bus stands, district courts, mini secretariats, and at some places near hospitals, where a large number of people visit each day. At most places, these hoardings have replaced similar hoardings erected by the previous Indian National Lok Dal government. If the hoardings during the Chautala regime carried pictures of the former Chief Minister, Mr Om Prakash Chautala and his father, Ch. Devi Lal, the new hoardings have Congress President, Ms Sonia Gandhi, and Chief Minister Mr Bhupinder Singh Hooda, smiling down on the commuters. The hoardings are by Hafed, the Haryana Warehousing Corporation, the Panchkula Kendriya Sahkari Bank, the Agro Industries Corporation, the Agricultural Marketing Board and the Forest Development Corporation, besides several others. These hoardings have been sponsored by various public sector undertakings and other such organisations, which draw their finances from the state government. While putting up these hoardings, the state agencies perhaps overlooked the directions of the apex court as well as the Punjab and Haryana High Court (in 1998), on regulating vehicular traffic with “greater emphasis on removal of all hoardings and advertisement boards on the roadside which were considered hazardous to safe traffic movement”. The High Court passed a series of directions on a Public Interest Litigation (PIL) case to make road traffic safe. As a sequel to this direction, a massive campaign was launched by Punjab and Haryana Governments and the Chandigarh Administration to remove all such hoardings from the roadside. But the government seems to have forgotten these directions, as it goes about erecting hoardings, that scream about the “welfare programmes and policies”. |
Kin of martyrs honoured
Ambala, September 23 Mr Kaushik, SP Rajbir Deswal, ADC Amneet Ratan, SDM MK Ahuja, City Magistrate Amrita Singh, DSP Mahender Singh and others offered floral tributes to the statue of Capt Atul Somra set up at Atul Somra Chowk in Mahesh Nagar. Mr Kaushik said that martyr Rao Tula Ram was a freedom fighter who had fought against the British forces with just 400
soldiers. He had, laid down his life on this day. He said, “It is our duty to honour the freedom fighters, war heroes, soldiers, and their family members”. Lt Col BK Bali (retd) of the Zila Sainik Board said Haryana was a leading contributor to the armed forces. He said 156 soldiers from Haryana attained martyrdom in the Kargil war and out of them, 16 soldiers were from Ambala district. A slogan-writing competition was held, in which Meenakshi of SD Girls School, Ambala Cantt, came first, Subhi of Mussadi Lal School was second and Abhishek of SD Senior Secondary School was third. In essay writing, Visha Verma of SD Kanya Mahavidyalaya was first, Nancy of Hargolal School was second and third position was jointly shared by Deepika of PKR Jain School and Baweja of SD School. |
Gunman of MLA booked for rape bid
Chandigarh, September 23 The suspect, a constable in the Haryana police, has not been arrested yet. Raju, the gunman of Udhe Bhan, MLA of Hasanpur, Faridabad, has been booked under Sections 376, 506 and 511 of the Indian Penal Code. Police sources said the woman alleged in her complaint that Raju, who is also a distant relative of hers, came to her residence during the night of September 18 when her husband, who is a peon at the Haryana Raj Bhavan, was on his special night duty. Taking advantage of her husband’s absence the suspect forcibly entered her residence and tried to rape her. She raised the alarm following which the constable left the place threatening her of dire consequences. |
Special trains for solar eclipse fair
Karnal, September 23 Talking to The Tribune on the phone, Delhi-based Chief Public Relations Officer (CPRO), Railways, Mr Rajiv Saxena, said that several special trains would be run for the devotees. Answering a question on the number of special trains and their timings, he said the plan and schedule for running the special trains was likely to be finalised by Monday. Apart of running special trains, most of the trains except Rajdhani Express and Shatabdhi Express passing through Kurukshetra railway station would be halted there for the facility of the pilgrims. Nearly 10 lakh pilgrims from different parts of the country are expected to visit the fair. Meanwhile, the Kurukshetra district administration has made all the necessary arrangements for the smooth conduct of the fair. According to an official spokesman, both Brahm sarovar and Sunhit Sarovar had been cleaned and refilled with fresh water. Nearly one lakh pilgrims could bath in Brahmsarovar at a time. The fair area had been divided into 12 sectors and identity cards would be issued for children accompanying adults. These identity cards would be worn around the necks by the children participating in the fair. The spokesman said that the necessary guidelines for the smooth conduct of the fair had been issued to the duty magistrates and other officials. |
All set for paddy procurement
Chandigarh, September 23 While stating this today, the Deputy Chief Minister, Mr Chander Mohan, said the state government had arranged Rs 950 crore through the Reserve Bank of India to ensure timely payment to farmers for their produce. The common variety of paddy would be procured at a minimum support price of Rs 570 per quintal and the grade A variety at Rs 600 per quintal. Bajra would be procured at a minimum support price of Rs 525 per quintal. Both bajra and paddy would be procured as per the norms fixed by the Government of India. He said the first meeting of the committee constituted to redress the grievances of the Rice-Millers Association would be held in Chandigarh on October 5. |
Need to improve facilities for jail inmates, says NHRC member
Karnal, September 23 Mr Rao said there was need to improve living, eating and medical facilities for the jail inmates. The fundamental rights of the jail inmates should not be violated but their human rights should be protected, he added. The NHRC member said the jail superintendents should remain sensitive about the human rights of jail inmates. Bar on rallies in Haryana educational institutions

Chandigarh, September 23 Taking up the PIL filed by Sanjay of Rohtak, challenging the order of the Deputy Commissioner, Rohtak, permitting holding of rallies by the Congress and the BJP on the grounds of Jat College, Rohtak, on September 26, the Division Bench of Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta today issued notice to the respondents for October 19. The bye-election for the Rohtak parliamentary seat is scheduled to be held on September 28. The petitioner, who is a life member of the governing council of Jat College, Rohtak, has sought setting aside of the order of the DC on the ground that rallies would interfere with the academic activity in the college. He has stated that a similar permission granted earlier by the college principal had to be withdrawn following protests by the students, teachers and governing council members. However, later, on September 19, the DC granted the permission. The petitioner has stated that educational institutions should not be turned into arena for political parties. During hearing today, the counsel for Haryana stated that the permission for the rallies was given on the instructions of the Election Commission of India. To this, the Bench observed that prima facie the decision was without any application of mind as it ignored the interests of students. |
Hindi to replace Urdu in FIRs
Chandigarh, September 23 In a communication addressed to senior police officers in the state, the Director-General Police (DGP) said officials had been using Urdu words while writing reports of their investigations despite the fact that they did not know the meaning of the words. Even lawyers failed to tell the meaning of these words during questioning in courts of law. The DGP enclosed with his letter a list of commonly used Urdu words with their Hindi translation. |
4 students hurt in clash
Sonepat, September 23 According to a report, the injured students were identified as Ashih, Banti, Rinku and Surinder Singh. They were rushed to the community health centre at Kharkhauda from where Surinder Singh was referred to the PGIMS at Rohtak. A case has been registered. |
