BJP to ask LG for CBI probe into power privatisation
New Delhi, September 23 Led by the President of the Delhi Pradesh BJP, Dr Harsh Vardhan, a demand will be made for a CBI enquiry into the “bunglings” exposed by the PAC. Dr Harsh Vardhan alleged that a bungling of more than Rs 12,500 crore was committed during the privatisation of the power distribution in the Capital. The BJP will also ask the Lieutenant Governor to cancel the 5 per cent subsidy for the discoms. They will also demand that all the fast running electronic meters should be replaced immediately. Meanwhile, in another development, the BJP today accused the Delhi government of “criminal neglect” in controlling the spread of dengue and alleged that the government had “fudged” figures of patients affected by the disease in the national capital. “It is due to the criminal neglect of the Delhi government and the Municipal Corporation of Delhi that dengue spread in the national Capital,” the Leader of the Opposition Jagdish Mukhi said in the assembly. He claimed that over 3,000 people were affected by the disease in the national capital, while the government had given “incorrect” figures in this regard. Mukhi said the government had not taken enough steps to control the disease spreading mosquitoes which were breeding in “extraordinarily large” numbers in water accumulated at several places in the capital. “The number of people affected by dengue were increasing by dozens
everyday and if proper measures are not taken, the number may cross 9,000 by November,” Mukhi said. “Over 145 people were affected by the disease in my constituency alone and there were three deaths in one hospital alone,” he said. Urging the government to come out with correct figures of dengue patients, Mukhi said “by learning about the alarming numbers of disease-affected, people would take preventive measures themselves”. |
Need for a re-look at neglected monuments
New Delhi, September 23 Right now, these two monuments appear mirage like in a city where history merges into squalour and ancient monuments serve as shelter for squatters. At whose doors can you really lay the blame? Lackadaisical authorities, an unaware and largely unhygienic public or the educated-aware public that does not have the time to think of conservation- related issues. Perhaps, no where is this dilemma more visible than in Mehrauli, right under shadow of the freshly restored Qutub Minar. The area is virtually littered with monuments in various stages of neglect and historians feel that some of these monuments are very critical in the development of the Indo-Persian style of architecture. “Take the case of the extremely neglected Balban’s tomb and Iltumush’s tomb that lie in this area, as also a Baoli and other smaller structures. While work is underway at the Qutub Minar, these rather important structures lie forgotten,” says Lecturer Anand Bardhan at the Delhi Institute of Heritage Research and Management. Bardhan stresses that “Balban and Iltutmish’s tomb’s are extremely significant in the history of architecture and are landmarks in the evolution of the Indo-Persian style. They need to be given priority and brought out of the state of neglect they are currently in.” Balban’s tomb is the first existing Mughal monument where a true arch has been used to support the structure and it has a rather unusual square structure unlike most other monuments. Not only is Balban’s tomb in a state of decay but it is also used as a haven by transiting criminals and insurgents. |
Fake currency: FIR against Noida SBI manager
Noida, September 23 According to police, the State Bank of India, Sector-2, Noida, had deposited Rs 27,600 in the treasury of the Reserve Bank of India, Kanpur, on March 11, 13, 14, 17 and 18. The sum contained 266 currency notes of Rs 100 denomination and two notes of Rs 500 denomination which were found to be fake on examination. The Reserve Bank manager N.P. Das has asked for an inquiry into the marketing of fake notes and their printing. He said the State Bank of India Sector-2 Noida branch was handling fake currency notes for a long time. As per the FIR filed against the branch manger and other staff involved in this fraud of keeping fake notes and marketing them, the police have registered a case under Sections 489-A and 489-G against the bank in charge and other staff. The police have started investigation in the matter. However, SBI Asstt General Manager R.K. Agarwal said he had no knowledge about the fake notes being circulated by the branch. He said the head cashier and connected staff are responsible for keeping the currency chests and circulating them. The SBI is also making its own investigations. The RBI is learnt to have decided to register a case after conducting an inquiry in the matter. |
Minor raped by ‘doctor’, accomplice
Noida, September 23 The parents had got the child medically examined in the District hospital in which a rape was confirmed. Daughter of a worker in village Bhovapur, the child along with a six-year-old cousin was sent by her sick father to bring some medicine from Joginder Prajapatti’s shop. After sometime, the cousin came running and said that the ‘doctor’ had pushed his daughter in a room and bolted it from inside. The daughter told her mother what he had done to her. The worker said he had informed the police who rushed to the spot, but by then the quack had absconded. Subsequently, the police did not even bother to accompany the girl’s parents when they went for the child’s medical examination. Doctors at government hospital said the girl had been raped and in case the police station concerned does not pursue the matter, they will send the rape report to Kotwali for further action. |

Road named after Jharsa martyr
Gurgaon, September 23 He was a native of village Jharsa, which threw up another hero during the 1857 First War of Independence, Chaudhary Bhaktawar Singh Thakran. It had been a longstanding demand of the people to name the road leading from Jharsa Chowk starting from Delhi-Jaipur National Highway to village Jharsa. The Jharsa village panchayat had exercised its power under the Gram Panchayat Act and recommended the naming of the road after the hero. The Deputy Commissioner, Gurgaon, Mr R.P.Bhardwaj dedicated the road to the hero at a public
function. Prominent personalities of the area, a majority of them having allegiance to the Congress, were present at the function. Besides, the entire members of the Jharsa village panchayat were present. Speaking on the occasion, the secretary of the Haryana Pradesh Congress Committee (HPCC), Mr Khazan Singh, delved into history saying that the hero was hanged to death by a tree for revolting against the British empire. Chaudhary Galam Sigh Killorh was the one who had established the Jharsa-365 Sarvajatiya Sarvakhap Panchayat (which included the villages of Rajoukri, Bijwasan and Kapashera). This was established to mobilise the natives against the British empire as well as to reform the local society of its ills. Arjun stresses benefits of distance education
Faridabad, September 23 Speaking after inaugurating an international summit of the mega-universities at Surajkund here today, Mr Singh said that the idea of distance education could be made effective if an integrated policy was prepared and a scheme of international cooperation and collaboration was launched. Stating that the demand of higher education in the country had been on the rise, he said the expansion of the Global Mega Universities Network would further the cause of creating knowledge society. He said while the process of creation, sustenance and growth of the global knowledge societies should accelerate, such a summit would help achieve the target. He said the gap between the learners and the institutions should decrease as there had been still hurdles in the form of quality, cost and access vis-a-vis the need and demand. He hoped that a network in this field would set a benchmark for other institutions in respective areas to achieve quality education by extending their academic expertise and potentiality for the capacity building. He said the government had already set up a knowledge commission. |
Heart patients to benefit from new technology
New Delhi, September 23 The hospital claims to have received 300 calls and fifty bookings within 24 hours of the inuaguration of the Toshiba machine on Tuesday. The Chairman of Apollo Hopsitals group, Dr Prathap C. Reddy who inaugurated the machine, told TNS that the machine delivers the cardiac angiogram at superfast speed and the whole body angiogram in full two minutes. While the cardiac angiogram would cost the patient Rs 9,750, the whole body angiogram would cost Rs 11,500. The hospital also plans to install a 3 Teslar (strength of the magnet) MRI that will gives better resolution and is ideal for imaging of the brain, spine, heart, joints, abdomen, pelvis and gyaneacological problems. The machine is being imported from Holland. Dr Reddy said that he first saw the CT angio during a visit to a US hospital last year and was impressed with the precision and clarity in the results. “Compared to an angiogram, it had more clarity because of three dimensional reconstruction. Besides, it is painless and non-interventional.” The Chairman is convinced that the machine will serve to screen the younger age-group well in time and detect heart diseases. “The burden posed by cardio-vascular diseases in India is enormous. Indians in the age group 35 to 40 are more prone to heart diseases compared to Caucasian populations. When I reported the early onset of cardiovascular diseases in India at a conference of the American College of Cardiology way back in 1974, the American cardiologists said that Indians don’t know their date of birth. They realised this when some of the young Indian doctors working there did not wake up in the duty rooms.” Dr Reddy says that the absence of chest pain is not a definite indicator for absence of heart disease in a person. |
DUTA ballot papers in HC custody
New Delhi, September 23 Justice Vikramajit Sen, who had earlier directed DUTA to produce the ballots cast for the post of President of DUTA in the August 31 polls, fixed September 25 for further hearing. The court wants to examine the ballot papers to ascertain if Siddiqui’s allegations were true. Siddiqui, who was defeated in the DUTA polls by a margin of 12 votes by Sharma, alleged that his several votes were illegally declared invalid by Election Officer S N Singh after certain last-minute changes in the counting rules. DUTA counsel again raised the issue of maintainability of the petition saying disputed questions of facts could not be raised in writ jurisdiction, particularly because DUTA was not a state within the meaning of Article 12 of the Constitution. The Court has already issued notices to DUTA, Singh, Sharma and Delhi University in the matter. In his petition filed through his counsel Sarabjit Sharma, Siddiqui has demanded quashing of Sharma’s election to the post of DUTA President and recounting of ballots under the supervision of the High Court. The court had earlier observed that merely because some questions of facts were
involved, it would not prevent it from exercising its writ jurisdiction under Article 226. |
Cricket team pulls out of inter-varsity tourney
New Delhi, September 23 “Earlier this year, the Ministry of Youth Affairs and Sports had sent a circular to the AIU stating that grants for sports will not be given to them. The universities remained unaware of these changes as the AIU relayed the information only recently,” said Dr. J. S. Naruka, Director, Sports Council, Delhi University. It was pointed out that the Sports Ministry had issued a circular indicating a change in pattern for the release of grants. The circular notified that the scheme of grants for promotion of sports in universities and colleges has been transferred to the state sector with effect from April 1, 2005, and therefore, funds would no longer be released to the AIU during the year 2005-2006. While the university officials are miffed that the AIU, which was notified of the change in April, intimated the universities in September, AIU officials on their part claim otherwise. “We should have been informed of this decision earlier. In the absence of information, half of the competing teams are already playing the tournament since September 10 and the other half have had to pull out because the tournament is not recognised,” Dr Naruka rued. Officials at the AIU, however, deny any delay in notifying the universities. “It is incorrect. We sent the circulars as soon as we received them, there was no reason for us to withhold the information,” an AIU official said, refusing to clarify the date on which the Ministry’s communiqué was received. Caught in the proverbial bureaucratic red tape, the cricket team has now been asked to pull out of the inter-varsity tournament being held in Jammu. “To work out some solution to this imbroglio, a meeting of the Directors of the North Zone Universities has been scheduled in Chandigarh on September 24,” Dr Naruka added. |
AIPTF warns of stir if govt fails to resolve demands
New Delhi, September 23 At a day-long protest here yesterday, the AIPTF alleged that despite having submitted a memorandum to the President, the Prime Minister and the HRD Minister, there has been no effort to resolve their problems. Seeking the implementation of the Chattopadhyay Commission recommendations regarding the VI Pay Commission, to evolve a uniform pay scale for all schoolteachers in the country, the AIPTF has also demanded an increase in fiscal allocation for education. Teachers from 21 states also sought an end to the ongoing ‘commercialisation of education’, interference of panchayats in school administration and single teacher schools. Right to education for children upto 14 years, merger of dearness allowance with the salary in all states, a teacher pupil ratio of 1:30, increase in the retirement age from 60 to 62 and brining the Shikha Karmis and contract teachers into the mainstream are among the demands of the AIPTF. The President of the AIPTF, Mr Ram Pal Singh, said if the demands are not met within the next two months, the teachers’ body will be forced to organise a mass bandh and protests outside the Parliament. He said the government should understand the problems being faced by the teachers and try to resolve them. |
NHRC to investigate torture inside police station
New Delhi, September 23
The action was taken after Rajpal Singh filed a petition before the NHRC yesterday in which he alleged that he had been abducted and beaten up by policemen in Bhati Mines police post in Mehrauli area of south Delhi on Monday. He said both his legs had become swollen as a result of the beating and he had to be hospitalised. Singh alleged that the policemen assaulted him as he had filed a complaint to the Delhi Police’s Vigilance Department against their superior officers, who had wrongly detained his son and demanded Rs 3,000 for his “release.” He had also complained about the incident to the Delhi High Court, which has already ordered the vigilance wing of the police. |
1,700 workers clamour for reinstatement
Faridabad, September 23 They submitted a memorandum to the Chief Minister through the Deputy Commissioner. According to the memorandum, while the various leaders and parties, including the Congress had promised to fulfil their demands, no step had been taken, forcing them to be on the breadline. The memorandum said that the Power Department had been facing an acute shortage of staff for the past many years, but the government was simply not interested to recruit the trained employees, sacked for no fault of theirs. The sacked employees threatened to intensify stir if the government did not get them justice. The general secretary of the All Haryana Power Corporation Workers’ Union, Mr Subhash Lamba has supported the demands of these employees and appealed to the government either to reinstate or re-employ them. |

Tax evasion worth Rs 12 cr detected
Noida, September 23 The action was taken on orders of Special Cell Joint Commissioner S.S.
Sinha. Dy Commissioner Maharaj Singh said the telephone company was collecting bills from 25,000 subscribers, but it was not depositing any tax in the trade tax department. He said a case of Rs 1 crore tax per month for non-depositing of tax on a turnover of Rs 12 crore has come to light. The department is trying to ascertain as to since when this company had been in business to know the extent of tax evasion. |
