Insurance cover for pilgrims at Kurukshetra
Kurukshetra, September 28 This was stated by the Deputy Commissioner, Mr K.K. Gupta, at a press conference here on Monday. Mr Gupta said for the first time in the history of solar eclipse fairs, each pilgrim would be covered under an insurance of Rs 1 lakh and the premium would be paid by the Haryana Government. Similarly, every child entering the mela area would be given an identity card which would be hung around the neck. He said the mela area had been divided into 12 sectors and each sector would be looked after by a magistrate while one officer would also be deputed as Special Duty Magistrate. To maintain coordination, all sector magistrates would report to the mela administrator or mela officer every one hour through telephone facilities provided in their sector. In case of failure of telephone and mobile facilities, they would contact through wireless sets already available with the police officers deputed in their sectors. With the help of social and religious institutions, 50,000 free lunch packets would be provided by the mela administration at six bus stands, two railway stations and 13 parking places while about two lakh mineral water glasses would be provided at various spots free of cost. No one would be allowed to cross the railing while taking bath. Mr Gupta added that private parties would manage parking places who would charge a fixed amount of Rs 10 for a car and Rs 20 for a truck and would provide a coupon for each vehicle. Besides running special trains, about 250 special buses would be plied for transporting pilgrims. Talking about police arrangements, Mr S.S. Deswal, Inspector General of Police (IG), Ambala Range, said elaborate security arrangements had been made. |

Yamunanagar, September 28 The Finance, Labour and Employment Minister, Mr Birander Singh, honoured Mr Babbar Singh, Mr Jorawar Singh, Mr Abhey Singh Sandhu, Mr Kiranjeet Singh and Prof Jagmohan Singh, all nephews of Shaheed Bhagat Singh. Among others who were
honoured on the occasion were Bhim Sen Shastri (he too was lodged in a jail along with Shaheed Bhagat Singh), Yadvender Singh (a relative of Shaheed Bhagat
Singh), Krishan Lal Manocha, Ram Ditta, Jai Gopal Sharma, Shreram Dutta, Banu Ram Gupta, Mr Somnath, Bant Ram Verma, Devkinandan (driver of Shaheed Bhagat Singh), Puran Chand Azad, Bhim Shashtri, Tilak Chand Kaushik, Chaman Lal Ahuja, Ram Swarup and Kundan Singh. Students from different colleges in the district presented skits and cultural programmes based on patriotic themes. A former Vice-Chancellor of Guru Jambeshwar University, Dr K.L Johar, presided over the function. Dr Ramesh Kumar, Principal of the college also spoke on the occasion. Earlier, Mr Birander Singh paid tributes to Shaheed Bhagat Singh and other freedom fighters. He praised the relatives of Shaheed Bhagat Singh for living simple and honest lives. |

Death sentence set aside, retrial ordered Chandigarh, September 28 The Division Bench of Mr Justice Amar Dutt and Mrs Justice Kiran Anand Lall remanded the case back to the lower court for re-framing of charges and fresh trial. The five - Brahamjit, Jai Prakash, Parmod, Vijay Pal and SI Shiv Nath Singh - had been awarded death sentence by the Additional Sessions Judge, Faridabad. They had kidnapped, murdered and later burst the dead of four persons-- Harpal, Samey Pal, Ramu and Dhunni- on December 20, 1999. As per the FIR lodged on the complaint of the father of Harpal, Brahamjit and his accomplices hatched a conspiracy with a police official and got himself arrested on the night of December 19, 1999. He later managed to get out of the lock-up and committed the crime. After that, he again got himself locked in the lock-up. The Additional Sessions Judge, Faridabad, had convicted 15 persons in the case and awarded death sentence to five accused. The remaining accused were awarded life imprisonment and other imprisonment. In its order, the Bench said since no charges had been framed in the case and no opportunity was given to the accused to counter the prosecution version, the trial was vitiated and hence could be held afresh. The Punjab and Haryana High Court has issued notice of motion on a PIL field by Mr Ajay Goswami of Faridabad, seeking directions to the Municipal Corporation, Faridabad, to properly lay and maintain, in a time-bound manner, roads and streets in the various sectors of Faridabad. The petitioner, who is an advocate, has also sought directions to the Haryana Government to suspend the powers of the Municipal Corporation relating to the control and maintenance of basic amenities and restore the same back to the Haryana Urban Development Authority. Alleging that the corporation has failed to maintain and repair the roads and public streets for many years, the petitioner has stated that most roads and streets are in complete state of neglect. He has also stated that in most sectors, no separate drainage has been provided for the outlet of rainwater. Saying that despite representations of various Resident Welfare Associations and reports in the media, the authorities have not bothered to lay down proper metalled roads and streets in the sectors developed by HUDA, the petitioner has asserted that the town has become inhabitable. After hearing the petitioner's counsel, the Division Bench comprising Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta issued notice to the respondents. |
25 participate in family planning camp
Ambala, September 28 Air Commodore H.H. Patel, Air Officer Commanding Air Force Station Ambala, inaugurated the camp. Dr Anil Jain, Dr Arvind Joshi, Dr Pooja Paintal and their staff from the Civil Group Capt Vipan Chander, senior medical officer, Air Force, Ambala, emphasised the importance of family planning. Twentyfive volunteers participated in the sterilisation camp. |
AWWA gives bus for special children
Ambala, September 28 Asha School imparts education to physically challenged children of soldiers and civilians and it is run under the aegis of the AWWA. An officer said the children were finding it difficult to travel by normal Army vehicles to commute to and from the school. Realising the difficulty of the special children, the modified school bus was handed over to Asha School. Asha School provides various facilities, including elementary education, speech therapy, occupational therapy, pre-vocational training, physiotherapy and dance and music training.

Murder accused denied bail
Hisar, September 28 The Tribune had published a report in this regard in its September 28 issue. Section 302 of the IPC (murder) was converted into Section 279/304-A (death due to accident). The police inquiry has indicted certain senior police officials in this regard. The case pertains to the alleged murder of Mr Balwinder Sharma of Dhani Teliwara and an FIR lodged by his widow, Ms Nirmal, at Ratia police station in Fatehabad district. After the Section was changed, the widow of the deceased approached Mr Mohinder Lal, IGP, Hisar range, who transferred the case to the Hisar police. After re-investigation, it was found that the case was of murder and had been
accidentally changed to death. Following this, the case was again changed to that of murder and proceedings initiated against the accused, Kanwaljit alias Kala, Swaran Singh and Amrik of Teliwara. It was also found during the inquiry that after the registration of murder case at the Ratia police station in Fatehabad district, the accused mortgaged their land for about Rs 20 lakh. A little later, the Section was changed to dilute the charges against them. Arrest warrants were obtained, but the accused could not be nabbed. Meanwhile, they applied for bail at the court, which was denied today. The dismissal of their bail plea has vindicated the stance of the Hisar police, thereby strengthening the re-registration of murder case against the accused. However, no inquiry has yet been instituted into the functioning of the Fatehabad police officials involved in the matter, despite serious allegations levelled against them, being found guilty of misconduct and presence of strong circumstantial
evidence. |

Illicit relations claims three lives
Fatehabad, September 28 Bhim Kumar (45), a land labourer from Phoola village in this district, ended his life by hanging himself from the ceiling of his tubewell room today. According to reports, he was sore at the alleged illicit relation of his wife with some other person. In another incident, a widow and her brother-in-law committed suicide by consuming poison yesterday. Seeto’s husband, Darshan, had died last year and she had allegedly developed illicit relations with her brother-in-law, Birbal. Yesterday, they were admonished by relatives for their alleged illicit relations and they ended their lives by consuming poison. |

On receipt of information, the police arrived on the scene and succeeded in lifting the blockade by giving assurance that the damaged electricity transformer will be replaced shortly. |

Panipat, September 28 A resident of Vidyanand Colony, Abid had gone to his in-laws' house in the local Hali Colony where his wife, Gulshan, was staying after the birth of their daughter. The couple had strained relations for the past few months. When Abid had gone to meet his wife last night, he got involved in some altercation following which his mother-in-law, Raisa, intervened and asked him to leave her. Infuriated by the heated exchanges, Abid slit the throat of his wife, killing her on the spot. When Raisa reached on the spot, the accused allegedly attacked her with a knife leaving her serious injured. |

Rs 1 lakh looted from car
Panipat, September 28 Mr S.P. Sharma, working as finance manager with a firm, had withdrawn the amount from the bank when the incident occurred. When he was about to sit in his Accent car (HR-06-J- 612), a person rushed to him and said that the manager had called him back to the bank. The victim left the cash in the car with the driver and retuned to the bank. In the meantime, the police said, the unidentified person fled with the money. The police has registered a case. |
