Administrative shuffle in Haryana on cards
Rohtak, October 8 According to reliable sources, the Chief Minister, Mr Bhupinder Singh Hooda, had been contemplating the changes for quite some time, but could not implement his plans because of the byelection to the Rohtak Lok Sabha and the ongoing Congress chief ministers’ conclave. The need for changes at all levels of administration was first felt immediately after the Gurgaon lathi charge on Hero Honda workers and subsequently the Gohana incident when the administration was found wanting. Besides, by now the Chief Minister had assessed the performance of key bureaucrats and those not considered up to the mark will have to make way for others. Immediately after taking over as CM, Mr Hooda had told the bureaucrats that he would watch their performance for three months and their continuance in their posts would depend on their performance. However, he could not effect the changes within that time frame because of several factors, including the death of two Cabinet colleagues and the enforcement of the Moral Code of Conduct for several months due to panchayat poll and the assembly and parliamentary byelections. It is learnt that the deputy commissioners and superintendents of police of several districts are likely to be axed. The Chief Minister’s home district is likely to see major changes in its administrative set-up. Although, the Rohtak DC was changed midway through the campaign for the byelection, it could have a new incumbent in the post in the proposed reshuffle. Rohtak would be affected most by the reshuffle. Though the CM secretariat might not look much different after the reshuffle, there would be a major change in its style of functioning with allocation of specific duties to each official, ending the overlapping. The wings of many key officials had already been clipped and more curbs on their sphere of functioning were likely to follow. According to the sources, the idea behind the reshuffle is to make the administration more efficient, responsive to the people and oriented towards development. Redress of public grievances would be given the highest priority. There were complaints that several DCs, SPs and divisional commissioners were not giving much importance to open darbars and court work because of which the public was suffering. There were reports that cases had piled up in Hisar and some other politically important districts. It is further learnt that the new-look administration would bear the Bhupinder Singh Hooda mark, contrary to earlier postings when the Chief Minister had gone by the choice of several of his Cabinet colleagues and senior Congress leaders. The reshuffle which may be effected in two or three phases is likely to go right up to the level of sub-divisions. Accordingly, several HCS and HPS officers will also be shifted. |

Chandigarh, October 8 Addressing reporters here, Mr Ajay Chautala, Rajya Sabha member and Secretary-General of the INLD, and Mr Ashok Arora, President of the Haryana unit of the party, said there was no truth in the two Congress leaders’ statements about the SYL issue pending at the Supreme Court. “We saw it on television today that both the Prime Minister and the UPA Chairperson were saying the SYL issue was still under the consideration of the Supreme Court. But the reality is different. What is pending in the court cannot in anyway prevent the Central Government from constructing the canal”, Mr Sher Singh Badshami, former INLD State President, said. “The court has already decided the case in favour of Haryana. What is under consideration in the court now is the reference made by the President of India regarding the Punjab Termination of Agreements Act. This cannot stop the Centre from constructing the canal. Moreover, the Centre has the power to abolish the Punjab Act”, Mr Badshami said. Mr Ajay Chautala alleged that only after the noise made by the INLD on the SYL, the Haryana Chief Minister took up the issue in the Congress Chief Ministers’ conclave yesterday. He, however, added that the issue was raised by the Chief Minister, Mr Bhupinder Singh Hooda, in a half-hearted manner and it was clear that he was simply observing a formality in view of the emotive nature of the SYL issue in Haryana. Mr Chautala said they would chalk out a plan to “expose” the Congress party on the issue of the SYL during an INLD meeting scheduled to take place at Kurukshetra tomorrow. A faction of the Bharatiya Kishan Union (BKU) also criticised the Congress party today for failing to resolve the SYL issue during the CMs’ conclave here. A press release issued by BKU state secretary Ramphal Kandela said a delegation from the organisation today met the Haryana Governor, Mr A R Kidwai, and presented a memorandum to him demanding construction of the SYL canal without delay. The memorandum warned that if the Haryana Government failed to get the work of SYL started soon, the BKU would consider cutting off the water supply from Haryana to Delhi and also block the road links between Haryana and the National Capital. |

Panipat, October 8 Enquiries made by this correspondent revealed a sorry state of affairs in the district as none of the top officials were available. The officials seemed to so indifferent that they did not even communicated with each other. Though there were cases where buildings developed cracks but the district administration did not pay any heed to assess the situation. None of the officials were available to brief on the actual position in the district. When contacted the office of the Deputy Commissioner, Mr D. P. S. Nagal, his personal staff informed The Tribune that he was not in the district. When called on his mobile phone, it was switched off and there were no other mean to contact him. The ADC, Mr J.P.S. Dahiya, is on leave and the SDM, Mr R. K. Singh, was also reported to be out of station. Other district officials admitted a lapse as no meeting was held to assess the loss, if any, in the district. Terming it serious, the officials said in case of emergency such a position could lead to a great trouble where there is a thermal plant, a refinery besides thousands of carpet weaving units, in the districts. Official sources said in such a situation the district administration was supposed to hold a meeting to take care of if any help was required by the general public. Gyan Jyoti School, a private school in Raj Nagar locality near Anaj Mandi, reportedly developed cracks. At the time of tremors, there were more than 200 students but thankfully nothing serious happened, said a nearby shopkeeper. The school was closed immediately by the scared management. |
21 hurt in clash over land dispute
Sonepat, October 8 According to a report, the injured persons were identified as Sukhbir Singh, Kailash Devi, Partap Singh, Rajbir, Ashok, Siri Bhagwan and Tej Bhan of one group and Kanwar Singh, Satish, Mahinder, Jagdish, Bijender, Krishan, Raju, Kanwal Singh, Raj Kumar, Suresh, Mukesh, Sudesh, Sunder and Ajit from the second group. All injured persons were hospitalised and the condition of three persons was stated to be serious and they have been referred to the PGIMS at Rohtak for further treatment. According to information, lathis, gandasas and other deadly weapons were used in this clash. The police has recorded the statements of the injured and further investigations were being done. However, no arrest has been made in this connection. A dispute over a plot was stated to be the main cause of the incident. A case is pending in the court in this connection and its hearing has been fixed for November 8 next. |
Ex-servicemen hold rally
Ambala, October 8 GOC Kharga Corps, Lt-Gen KDS Shekhawat, said the family members of martyrs, war widows and former soldiers are being provided various facilities by the Haryana Government. He said that there were about 1.62 lakh soldiers in the army who hail from Haryana. He stated that there were 2.60 lakh ex-servicemen in Haryana. General Shekhawat said there were 52000 widows of soldiers in Haryana out of which 1266 were war widows. He encouraged the ex-servicemen to inculcate in their children discipline and sense of responsibility so that they became good citizens. He said the army was providing CSD facilities to ex-servicemen, free medical facilities at Military Hospital and housing facility before retirement. He said 400 houses were currently being constructed in Ambala and a similar number were being constructed at Chandigarh. Commissioner Ambala division, Mahavir Singh said the brave soldiers of the Indian Army had defended the nation’s territorial integrity by facing bullets on their chest. He said it was the duty of people to provide priority to the services pertaining to ex-servicemen. He said it was important to provide self-employment training before retirement so that they led a better quality of life. An official said loan facility up to Rs 25 lakh was provided to ex-servicemen in the smallscale sector. He said in the agriculture-based industry, loan facility up to Rs 1 crore could be provided to ex-servicemen. Among others, Lt-Col MK Dogra, Lt-Col NK Sihag, Lt-Col BN Bali (retd) and DC, Mr JP Kaushik were present. |

Sonepat, October 8 According to a report, Mr Dariya was injured when he was beaten up by the assailants and he was rushed to the community health centre at Kharkhauda. Mr Dariya registered a complaint. However, no arrest has been made so far. It is stated that Mr Dariya, along with other residents of the village, went to the chaupal where the survey about the BPL families was being carried out by the officials. On seeing him, the sarpanch became furious and he reportedly abused him in the presence of other persons. When Mr Dariya resisted, he was chased by supporters of the sarpanch who beat him up. |
5 residents of UP arrested
Karnal, October 8 They were identified as Talib, Nasim, Alishan, Mehar Bhan and Sohail. A pistol, two cartridges, two iron rods, a lathi and a Maruti car were recovered from them. A court here remanded them in police custody till Thursday. |
Old houses develop cracks
Ambala, October 8 About half a dozen old houses near Kirchi Mirchi Piao developed cracks. People rushed out of their homes as soon as the earthquake tremors were felt. The local residents moved away from their houses and they tried to go to open spaces. In the Mahesh Nagar area, the local residents came out onto the narrow streets. The earthquake took place even as the ex-servicemen rally was taking place. |
