HUDA plots: 1.70 lakh applicants left in the lurch
Gurgaon, October 30 According to some, the development suggests a scam involving nearly Rs 1,300 crore of public money which was collected by HUDA by way of fees along with the
applications. The plots applied for were in the categories of 4,6,8,10 and 14 marlas each. Also, there were applications for plots in the category of 1 kanal. Most of the people believe that the development has harmed the credibility of the government. On the contrary had this loss of confidence of the public had been against a bank or a company listed with the Bombay Stock Exchange
or, otherwise, it would have been certainly hauled over the coal. The government, a few days before the draw of lots, had confirmed that the draw of lots would take place yesterday. However, hundreds of applicants who had turned up for the occasion got a rude jolt when they were greeted by a strong
posse of policemen at the venue and were told that the draw would not take place. They were not told whether the draw of lots had been postponed or cancelled. Enraged over the development they went to the HUDA office
here. There they could meet only petty officials, who were not in a position to say anything. The flabbergasted applicants, including those who had come from far flung
areas, demonstrated in front of the HUDA office. Significantly, the sordid developments took place right when Chief Minister Om Prakash Chautala was in the city to unleash development
projects. He also presided over the District Public Grievances and Redressal Committee meeting in Gurgaon and the government’s “Aap ke Sarkaar, Aape ke Dwaar” programme. The concatenation of events relating to the draw of lots give credence to wide-ranging theory of foul play on the part
HUDA. When the interested individuals applied for the plots about six months ago it was advertised that about 32,00 plots in all would be
allotted by draw of lots. The number of plots, however, came down to 2,000.Many say it had came down to 1,700. The Administrator,
HUDA, Gurgaon, Dr P.K.Verma, could not be contacted despite several attempts. According to people ,the plots were reduced on ground that a part of the area in the Sector was under litigation. The general apprehension is that the government wants to dispose of a major chunk of Sector 57, if not the entire of it, to influential
colonisers. The three colonisers whose names have cropped up are UNITECH, Sheetal
International Pvt Ltd and Ardee City.The buzz is that the money of the applicants would be refunded with 10 per cent interest. A section of the applicants have formed a group and are planning to take up the issue with the Punjab and Haryana High Court. Some of them
said, inter alia, they would urge the court to get the government honour its commitment of allotting the exact number of plots it had made during the initial stages. People alleged that they had loaned money at higher interests and had done so as they were carried away by the rosy promises made in the brochures regarding this
sector. One applicant alleged that the government had acted smart by collecting huge amount and then refunding the same to the public at unacceptable terms. |
Bhajan promises jobs to unemployed
Hisar, October 30 He remarked that unemployment allowance announced by Chief Minister Om Prakash Chautala was inadequate and an insult to the unemployed youth. Addressing a press conference here today, the former Chief Minister denied that he had been shown black flags by people in the Mewat area. He said it was a baseless rumour being spread by his political rivals. On being asked to comment upon Mr Chautala’s proposed visit to Pakistan to bring Ch Chhotu Ram’s belongings, Mr Bhajan Lal said it was Ch Devi Lal and Mr Chautala who had shown
black flags to Ch Chhotu Ram. The Congress leader claimed that the party was prepared for the state Assembly elections and it would win at least 70 seats. He said the BJP did not have any base among the state people. |

Yamunanagar, October 30 Addressing a press conference here, Mr Ramji Lal, the state BSP president, said the BSP would be fielding candidates on all the 90 Assembly seats. However, he added that the party may align with other like-minded parties. |

No Satyamev Puram ‘for the time-being’
Chandigarh, October 30 The Chief Minister, Mr Om Prakash Chautala, had announced the new district, Satyamev Puram, on October 2. The new district, comprising areas of Gurgaon and Faridabad districts, was to be become functional from November 1, which is celebrated as Haryana Day. However, the commission took suo motu notice of newspaper reports in this regard and wrote to the state government that no changes could be made in the administrative units till the work of delimitation of constituencies was completed. A few days after the commission took objection to the new district, Mr Chautala declared at a public meeting in Fatehabad district that Satyamev Puram would start functioning from November 1, notwithstanding the objection of the commission. The Chief Secretary, Mr Sunil Ahuja, met the chairman of the commission, Justice Kuldeep Singh, in Delhi in a bid to persuade him to allow the state government to form the new district. Justice Kuldeep Singh was unmoved. The sources say now the government has decided to abide by the directions of the commission. Meanwhile, the commission held its first meeting in Delhi to discuss the delimitation of constituencies in Haryana. The sources say the issue of Satyamev Puram did not figure at the meeting. The meeting was described as “preliminary”. The commission decided to hold its next meeting on November 16 when its associate members from Haryana will also be present. Representatives of MPs and MLAs of the state concerned are the associate members of the commission. Today’s meeting was attended, among others, by Mr B.B. Tandon, Election Commission of India; Mrs Urvashi Gulati, the Chief Electoral Officer of Haryana; and the State Election Commissioner of Haryana, Mr Chander Singh. Justice Kuldeep Singh presided over it. The sources say according to a report prepared by the commission’s secretariat, an Assembly constituency in the state would comprise on an average a population of about 2.35 lakh voters. As per the report, the number of Assembly constituencies in the seven existing districts of the state is likely to go up, while it will go down in eight districts. The number of the constituencies reserved for the Scheduled Castes is likely remain unchanged from the present 17. Faridabad, Gurgaon, Mahendragarh, Panchkula, Kurukshetra, Panipat and Hisar are likely to gain more Assembly constituencies, while Jhajjar, Rohtak, Yamunanagar, Ambala, Kaithal, Jind, Fatehabad and Bhiwani will be the losers. While Panchkula and Gurgaon will gain one seat each, Faridabad will gain three seats. The sources say while the commission is likely to complete its job before December 31, the Assembly elections scheduled for early next year will be held on the basis of the existing constituencies. |

Yamunanagar, October 30 According to the general secretary and district president of the committee, Mr Raj Kumar Rana, the committee had sent an 11-point charter of demands to the Chief Minister. The Transport Minister, Mr Ashok Arora, reportedly agreed to most of the demands after the meeting in Kurukshetra. The committee has demanded withdrawal of 4 per cent interest on dues of passenger tax, reduction in taxes hiked during the Bansi Lal government, and allowing buses on long routes. Earlier, at a meeting in Kaithal, the committee had decided not to send its buses for the rally. |
Ex-sarpanch assaulted, dies; tension in area
Ambala, October 30 A number of villagers had gathered at the Civil Hospital, Ambala Cantonment, today. They demanded that prompt action must be taken against the guilty. The incident took place after Excise officials picked up Jaichand, of Rampur village. Samay Singh and his nephew Surendra Singh noticed that Jaichand was being taken away and they tried to intervene in the matter. Thereafter, Samay Singh and Surendra Singh went to meet Excise personnel at Saha. Surendra Singh has told the police that Samay Singh was assaulted by Excise personnel. He claimed that following the assault by Excise personnel, Samay Singh’s condition deteriorated. Samay Singh was taken to a private nursing home in Ambala Cantonment by the Excise personnel, where he died. When villagers learned of the incident, they arrived at Ambala Cantonment in tractor-trailers. The Excise personnel left their vehicle and escaped from the area. There was tension in the area as a large number of villagers demanded that the police must take swift action in the incident. |

Chandigarh, October 30 According to the letter issued by Secretary, Health, all government officials, pensioners and their dependents can avail the health facilities provided by Silver Oaks Hospital, Mohali. The reimbursement would be done as per the rates of treatment offered by the PGI. The copy of the official letter had also been sent to all district health officers, Commissioners’ Hisar, Gurgoan, Ambala and Rohtak divisions, Registrar Punjab And Haryana High Court, and to all District and Sessions judges. |
4 get life term for murder
Ambala, October 30 On July 6, 2001, Mehtab Singh was shot dead while he was going to his house near Model Town at Ambala City. According to the prosecution, Mehtab Singh was residing with one of his relatives, Rajiv Mohan Rai, in the Model Town area. He owned 11 acres at Dukheri village. He had a dispute over it with some residents of the same
village. On the day of the incident, two youths posing as residents of Uttar Pradesh came to the residence of Mehtab Singh and inquired about him from his relative. Mehtab was not present in the house at that time. The relative informed the youths that Mehtab had gone to the Civil
Hospital for a check-up. In the afternoon, when Mehtab was going home, the two youths fired at him from a close range. Mehtab died on the spot. During investigation, it was found that the four were involved in
the murder. While Harpal Singh and Jal Singh belong to Uttar Pradesh, other two are residents of Dukheri
village. |
3 get 10-year jail for rape
Ambala, October 30 According to the prosecution, the victim had gone to her maternal uncle at Nakatpur village. Her uncle was constructing a house in the village and the three convicts were working there as labourers. On May 25, 1999, when the girl was going out in the morning, the three raped her in a field. They threatened the girl with dire consequences of she revealed the incident to anyone After a few days, when the girl was going towards Mathehri Shekhan village to buy some medicine, the convicts met her on the way. They asked her to accompany them to Ambala City where, they said, they would arrange the medicine for her. They brought the girl to the Ambala City railway station in the evening and raped her once again in an isolated place close to the railway station. One of the convicts, Pawan, assured her that he would marry her at Dera Vyas and he took her there by train. Pawan again raped her on train as there was no light in the compartment. He left the girl at the bus stand of Dera Vyas and returned to Ambala. The girl went to a Dharamshala of Dera Vyas since she did not have any place for shelter there. After some days, the parents of the girl received information that their daughter had been staying at Dera Vyas. They brought her back to the village. Later, the girl narrated the whole story to her parents and then the matter was reported to police. |

D’Souza of the 4 Mechanised Infantry informed that ex-servicemen from Tohana, Rattia, Bhuna, Bhattu Kalan and here would participate in this rally. Army man found guilty of rape
Hisar, October 30 According to the prosecution, the soldier from Hisar Cantonment had raped an 11-year-old girl living in his neighbourhood. Daneshwar allegedly fled after committing the crime. Three days after the incident, the police arrested him. |
