Chautala charged with favouring DLF
Chandigarh, October 22 Talking to newsmen here, Mr Dalal alleged that Mr Chautala used the Cabinet to legalise various concessions given to the DLF in violation of the policies laid down for the general public. He also alleged that the INLD Government relaxed the existing policies for the DLF as special cases. Mr Dalal, who sent a memorandum to the Governor, Dr A.R. Kidwai, which was supported by copies of several documents, said Mr Chautala often called Cabinet meetings exclusively to approve proposals for grant of concessions to the DLF. These concessions, he alleged, included allowing construction on land left for parks and other public utilities. He accused Mr Chautala of favouring the DLF for ulterior motives. Mr Dalal said the Town and Country Planning Department recommended on September 25, 2000, that commercial licence should be granted to the DLF in respect of about 4.5 acres along the National Highway No. 8 and which is part of the residential sector 30 of Gurgaon. The recommendations clearly mentioned that “it is proposed that the existing provisions of not allowing the independent commercial complexes on V-1 roads may be relaxed for this case only”. This, he said, clearly proved that the permission was totally against the norms and was made only to serve ulterior motives. Similarly, he alleged, the government acquired 19.5 acre of panchayat land in Nathurpur village in Gurgaon district for the DLF by violating all the rules. By separate proposals the government allowed release of land from the acquisition proceedings to help the DLF on the ground that the land had been purchased by the private builder before the acquisition process was initiated. Mr Dalal alleged that the government also relaxed the zoning requirements and the provisions of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Act, 1963, to accommodate the DLF. He said the government allotted 40 acres of the Wazirabad village panchayat in Gurgaon district to the DLF for developing a golf course, despite the fact that it was the green belt. By doing so, the government regularised the encroachment made by the DLF on the panchayat land earlier. The land, he said, was worth more than Rs 60 crore. Mr Dalal said in his memorandum that a cyber city was to be developed by Hartron. But the project was allotted to the DLF for extraneous considerations at the cost of the state exchequer. The condition of having 100 acres of land for the project was also relaxed to make it 70 acres. In another case, he alleged, the HSIDC was acquiring 350 acres of the Wazirabad village panchayat for the DLF, which had been asked to deposit Rs 64 crore for it. The DLF wanted to develop a golf course in violation of the Punjab Land Preservation Act. He said it was baffling that while Mr Chautala did not call any Cabinet meeting exclusively to give concessions to farmers, students and other sections of society, he called exclusive meetings to help the DLF. Mr Dalal urged the Governor to intervene and stop Mr Chautala from giving any further concession to the DLF before the next Assembly elections. He also warned the officers that when the Congress would come to power, action would be taken against them. |
Rural schools to be upgraded: Chautala
Sonepat, October 22 The Chief Minister said that schools having six acres of land and 20 rooms would be upgraded to the level of Class XII schools. While assuring the people that there would be no dearth of funds for development, he said that the main streets of villages, where water stagnated, would be laid in concrete and electricity poles made of metal would be replaced with those made of concrete. The electricity wires passing over public places would be shifted to prevent any incident. He said that with a view to improving the irrigation system, the water courses were being repaired and new water courses were being laid by the government. While referring to the Swajal Dhara Scheme, he said the government would give 90 per cent of the cost of the project to those villages which would deposit the balance 10 per cent of the cost to ensure supply of adequate drinking water. While accepting the demands of the people of the Kailana Assembly constituency and Ganaur town, he announced a number of development projects which included construction of latrines for women, community centres, making passage to cremation grounds pucca, setting up of hand pumps in villages and repair of chaupals. He also announced construction of a number of roads to connect villages with each other, provided the villagers did the earth work for the same. He directed the Transport Department to construct bus queue shelters. He said that a survey was being conducted to identify those living below the poverty line so that yellow cards were issued to them. |
BJP, INLD misleading people: Kuldeep
Hisar, October 22 In a press statement issued here today, Mr Bishnoi said the BJP and the INLD contested elections together and parted ways afterwards to pursue their selfish motives. He, however, claimed that the people had now seen through the gameplan of these parties and made up their mind to oust the Chautala regime. The Congress leader said the Chief Minister was going back on his own decisions which the Congress had been opposing. |

Ambala, October 22 When asked whether like Maharashtra , Haryana Congress would also provide free electricity to farmers if it came in power , he said that practically it would not be possible. When asked whether Congress high command was offering Governorship to Mr Bansi Lal who recently joined the Congress, he said that he was not aware of it. Replying to a question he said that the elected member of the Congress and Congress president Ms Sonia Gandhi would decide the next Chief Minister if Congress formed the government . When asked whether the processes of selection of candidates for the coming Assembly election has been started , he said that he had the list of candidates on his tips , however the high command would finalise it. He said that during the distribution of ticket the Mahila Congress and Youth Congress would be given proper share. Replying to a question he said that he had overhauled his body and now he was completely fit to face any political challenge. |
INLD enrolling bogus voters, says BJP
Chandigarh, October 22 In a letter written to the CEC and the Chief Electoral Officer of Haryana, the general secretary of the Haryana BJP, Mr Veer Kumar Yadav, alleged that the state machinery was preparing "mass scale bogus electoral rolls" by including about 15,000 bogus votes in each Assembly segment. He alleged that these votes were being included in the rolls without any verification and without inviting the mandatory formal public objections as "part of the well planned and deep-rooted conspiracy". Mr Yadav, who released copies of the his letter to the press here today, accused the Chief Minister, Mr O.P. Chautala, of being a "very clever strategist in getting the bogus electoral rolls made and also an expert in getting such votes polled."

Sonepat, October 22 Mr Chautala announced that the government would provide uninterrupted power supply in the state after December 31 along with a grant of Rs 2.25 lakh for the construction of a sports stadium in the villages. He said the government would provide free power meters to the applicants who belong to below the poverty line. |

Rohtak, October 22 Addressing a public meeting after laying the foundation stone of the memorial, the Chief Minister said that the memorial would be developed as a place of attraction for the people and the belongings of this leaders would be brought from Pakistan and kept there. He said that during his recent visit to Pakistan, he was surprised to find that not only the people of India but also of Pakistan had kept Sir Chhotu Ram high in esteem. He said that the family of the Nawab of Malerkotla was looking after the belongings of Sir Chhotu Ram in the house where he lived in Lahore before partition of India.

Hooda for grant of paddy bonus to farmers
Ambala, October 22 Mr Hooda visited the Ambala City grain market yesterday along with former minister Nirmal Singh and other local Congress leaders. He met several farmers in the mandi and discussed their problems. Later talking to mediapersons, he said he had received several complaints against procurement agencies for not purchasing the paddy of farmers, forcing them to sell their produce to private parties on lower rates. A few agencies had even rejected the produce without citing any reasons, he alleged. Replying to a query, he said the party in the state would be benefited after the merger of the HVP with the Congress. He, however, said the Congress had a mass base in the state and had proven it in the parliamentary elections a few months back. On who would be the Chief Minister if Congress got the majority in the Assembly poll, he said it would be decided by the legislature and party president Sonia Gandhi. |

Paddy arrival in mandis picks up
Karnal, October 22 A spokesman of the Food and Supplies Department said a total of over 18.44 lakh tonnes of paddy had arrived in the state mandis till Wednesday as against about 13.64 lakh tonnes of paddy arrived during the corresponding period last year. Out of the total paddy arrival, about 9.73 lakh metric tonnes had been procured by Government agencies at the minimum support price fixed by the Union government and the remaining about 8.71 lakh tonnes had been purchased by private millers and traders, which included 6.61 lakh tonnes leviable and 2.10 lakh tonnes non-leviable paddy. The Food and Supplies Department had procured 2.39 lakh tonnes of paddy, followed by Hafed with 4.25 lakh tonnes, Haryana Warehousing Corporation 1.14 lakh tonnes, Haryana Agro-Industries Corporation 64,026 tonnes, Food Corporation of India 70,139 tonnes and Confed 59,163 tonnes. Kurukshetra was leading with about 4.59 lakh metric tonnes of paddy arrival followed by Karnal with 3.63 lakh tonnes. In other districts the figures of procurement were Fatehabad 2.83 lakh tonnes, Kaithal 2.15 lakh tonnes, Sirsa 1.22 lakh tonnes, Yamunanagar 1.17 lakh tonnes and Ambala about 1.01 lakh tonnes. At least 1.13 lakh tonnes of bajra had also arrived in the state mandis out of which 1.07 tonnes had been purchased by government agencies. Traders had purchased 6,117 tonnes of bajra. At least, 23,600 tonnes of rice had also been delivered to the Central pool. |
NCR breeding ground for HIV cases
Panchkula, October 22 Though the Health Department, Haryana, has so far not formally accepted the report commissioned by the Haryana AIDS Control Society to a private consultancy, Faith Healthcare, the findings of the mapping report reveal that the districts in the NCR are the new breeding grounds for the core group of HIV cases, and also for their bridge population (those at risk from the core population). The mapping report, prepared after a study of all 19 districts in Haryana, reveals that the core group (commercial sex workers, intravenous drug users and homosexuals) is concentrated mainly in the urban areas of Faridabad and Gurgaon. The bridge population (migrant workers, truck drivers and street children), too, are concentrated in Faridabad, Panipat, Sonepat, Bahadurgarh in Jhajjar district and in Gurgaon. The report also establishes that the state has 385 cases of AIDS (till September 2004), and an estimated 40,000 HIV positive cases. Officials in Health department say that the report is currently being analysed, and a sample survey will be conducted, before the report is formally accepted. It may be noted that a mapping of HIV AIDS cases in the state was earlier carried out in the year 1999, with the purpose of checking the awareness level, and the source of awareness. A baseline survey of the general population (not the high risk behaviour population) was carried out by the Government of India in 2002. The results of the mapping report prepared now will be compared with the earlier reports, and the health authorities will thus decide on the future course of action for awareness, prevention and medical help for the cases. Dr B.S. Dahiya, Director General Health, Haryana, says that the subsequent failure of Non Government Organisations (NGOs) associated with the Haryana AIDS Control Society in getting the desired results led to the contracts of several NGOs being cancelled last year. We have increased the monitoring of the NGOs working in HIV AIDS awareness programmes, and other than NGOs, Lions Club in Rohtak and Red Cross Society have been actively involved." Says Dr Aditya
Chaudhori, Additional Director, Haryana AIDS Control Society, "the orientation of the society has now shifted to creating awareness about HIV AIDS and targetting the high risk behaviour population separately from the general population." He says that the society is now strengthening STD clinics in all 19 districts of Haryana. |

Non-functional phones irk subscribers
Sonepat, October 22 Telephone link between Bhadana village and rest of the country continues to remain disrupted. Almost all telephones in Nahra, Mandora, Mandori, Turkpur, Halalpur and some other villages are non-functional. The Telephone Subscribers Welfare Association has expressed concern over the non-functioning of most of the telephone exchanges in rural areas of the district and alleged that the officials of the BSNL are indifferent to their complaints. The association has urged the Union Communication Minister and the Chief General Manager of the BSNL, Haryana Circle, to order a high-level probe into the inefficient and unsatisfactory working of rural telephone exchanges in this district. |

He said the claim was far from reality and misleading as the government had abolished nearly 20,000 posts and sacked 27,000 employees of various government departments and agencies. Regarding the provision of allowance for the educated unemployed youth, Dr Sharma said they were demanding jobs and not allowance. |

Bodies of truck driver, cleaner recovered Ambala, October 22 According to information driver Sheesh Pal and cleaner Raju had loaded iron scrap in the truck from Kala Amb for Gobindgarh on October 12. When the truck did not reach to Gobindgarh even after two days the owner of the truck lodged a complaint with Naraingarh police in this regard. Later the truck was recovered from Dhulkot village close to Ambala City on October 17 lying abandoned but the driver and the cleaner were not present in the truck. Some of the scrap was also found missing from the truck. The police said that a passerby had informed them about the bodies of the driver and the cleaner were found lying in a sugarcane field today morning. According to information the hands of the duo were tied with ropes and it seemed that some animal might have bitten on a part of their bodies. The body of Sheesh Pal was indentified by his mother. The police suspects that some robbers might have abducted the driver and the conductor and threw their bodies after robbing them. |
Cash looted from liquor shop
Ambala, October 22 Two youths came on a motorcycle on the liquor shop at Matheri village last late night. They bought one bottle of beer and drank it. Later they asked for more bottles. When the employee of the shop went inside to bring more bottles, one of the youth followed him. At pistol point he warned the employee of the shop to hand over the cash to him. After robbing the cash when the youths were about to flee, a rehri owner Hans Raj who sells eggs there tried to get hold of the youths. One of the youth fired at him. Hans Raj fell there as he received bullet injury. He was rushed to Civil Hospital. |

Panipat, October 22 According to reports received here, some youths teased some girls during the Dasehra festival at Matloda. When members of the Dasehra committee came to know about the incident, they tried to nab the eve-teasers. However, the youths tried to fled in their car. |
