Chautala launches apprenticeship scheme
Rohtak, October 20 Addressing an “abhaar divas” rally organised by the youth wing of the Indian National Lok Dal, here he said during training these youths will draw Rs 820 in the first year, Rs 940 in the second, Rs 1,090 in the third and Rs 1,230 in the fourth year. He said his government would ensure the implementation of this scheme by all industrial units in the state and strict action would be taken against those who refused to comply, with the scheme. The Chief Minister said youths would also be given help to start sales outlets for publications of the Haryana Hindi, Urdu and Punjabi academies. They would get good commission besides Rs 1,500 per month as a fixed remuneration. Mr Chautala said he would ensure that the number of youths given employment opportunities touched the one lakh figure by December end. As many as 70,000 youths had already been adjusted and by the year end no jobless youth in the state would have to look up to anyone for means of earning a livelihood. The government also planned to set up a Rozgar Bureau to locate jobs in foreign countries for jobless Haryanvi youths. It would help them secure these jobs. Besides, the bureau would send farmers abroad for cultivating land there on contractual basis. The involvement of the bureau would ensure that no one was duped by private agencies. He said the Chaudhry Devi Lal Memorial Trust would set up coaching centres at Chandigarh and Delhi where Haryanvi youths would get free coaching for appearing in central services examinations. Mr Chautala also announced the setting up of a memorial to the late Sir Chhotu Ram at his birth place, Sampla, in this district. He said he would lay the foundation stone of the memorial on October 22. It would also house a museum where Sir Chhotu Ram’s personal belongings and other memorabilia would be displayed. Apparently stung by former Haryana Congress chief Birender Singh’s recent “berozgaar” rally here, Mr Chautala described him as “anti-farmer and anti-youth”. He said in 1982 Devi Lal had banned compound interest on loans of farmers, but Mr Birender Singh had reintroduced the same as Revenue Minister in 1991 in the Bhajan Lal Cabinet. He said the Congress was witnessing intense infighting and it was likely to intensify with the entry of Mr Bansi Lal. Referring to the claims being made by different leaders about chief ministership, he said, “this party could not elect a Leader of the Opposition from within its 20 odd legislators. How could it be expected to elect a chief minister?”. Others who attended the rally were — Mr Sampat Singh, Mr Dhirpal Singh, Mr Ajay Chautala, Mr Sher Singh Badshami and Mr Ashok Arora. |

Hisar, October 20 Coming down heavily on Chief Minister Om Prakash Chautala for the ‘poor’ law and order condition, he said as a result of freeing the criminals, instances of murder, loot, extortion, kidnapping and other crimes had shown a marked increase. Mr Jai Prakash alleged that due to the Chautala Government’s inability to check the rise in crime, the police authorities had been directed not to register cases to give a false impression. He said all this had created a reign of terror in the state. The Congress leader said following a Supreme Court order banning the allotment of plots through the discretionary quota, the INLD Government had allotted flats to party men. Elaborating, he said a cooperative society in Gurgaon, whose members were INLD MLAs, had been given land at a low price. He said Mr Chautala had made politics a profit-making venture, adding that various contracts had been freely awarded to INLD members and their supporters. Terming the Chautala regime as “rollback government”, he said it reminded one of the Mohammad Bin Tuglaq’s rule. Mr Jai Prakash maintained that in the recent police recruitment, form fee was charged from candidates. This, he said, had happened despite the Chief Minister’s announcement on waiving the form fee. The MP said with the approaching Assembly elections in mind, Mr Chautala was announcing several schemes. He said to get cheap publicity, the Chief Minister had reversed his earlier decisions on power tariff and loan recovery. He urged the Haryana Governor, Dr A.R. Kidwai, to put an end to “undemocratic practices” of the Chief Minister. Regarding the holding of panchayat and municipal elections in advance, the Congress leader dared Mr Chautala to hold the Assembly poll instead. He claimed that the Congress would get a minimum of 70 seats in the coming elections to the state Assembly. |

Hooda wriggles out of tricky situation
Chandigarh, October 20 The press conference, which started more than an hour behind schedule at a restaurant here today, would have turned out to be a routine address by an Opposition leader had Mr Hooda not been asked about the controversy sparked off by the ruling of a village panchayat of Jhajjar district. The panchayat has asked a married couple to dissolve their marriage because of a primitive concept of kinship, still in vogue in rural Haryana, and has suggested had that they live like brother and sister. All the important politicians of Haryana are steadfastly maintaining silence on the incident which has triggered off a nationwide alarm. Mr Hooda’s position on the issue is particularly precarious because Sonia, the girl in question, belongs to Kiloi, his native village. When asked about the controversy, the veteran Congress leader wriggled out from taking any stand by using a ploy which has been successfully serving politicians of all hues in such circumstances. “The matter is already in the court. Since it is sub judice I shall not like to make any comment on the subject”, he said, thus putting an end to any possibility of further questioning on the issue. He was far from taciturn in his criticism of the Chautala-led Government in the state and even came dangerously close to the RSS-BJP position on the alleged move by the state government to permit cow slaughter in the proposed Satyameva Puram district in the Mewat area. “If there is any attempt by the state government to allow cow slaughter in the proposed district, the Haryana Congress will oppose it tooth and nail”, Mr Hooda said. He, however, expressed doubt on whether the new district would come into being at all in view of the guidelines laid down by the Delimitation Commission. He alleged that the Chief Minister, Mr Om Prakash Chautala, had taken the initiative to create a new district for Mewat region to woo the Meo voters of the area before the Assembly elections. Mr Hooda said the Congress had long back accepted in principle the necessity of creating a new district for Mewat region when a separate District Congress
Committee (DCC) for Mewat was formed during his tenure as the PCC chief of Haryana. Mr Hooda also came down heavily on the state government on the issue of recruitment of personnel for various government departments, boards, etc. When the Congress party would come to power in the state, a probe would be ordered into all the recruitment, he asserted. |

Politician’s brother murdered
Panipat, October 20 According to the information gathered by The Tribune, Tejbir (38) went to sleep in a room in his fields to take care of his yield on Tuesday night. After a couple of hours, when a villager went to the room, he found Tejbir dead. Tejbir’s family was informed. Later, the police also reached the spot. A dog squad was also called to get some clue about the killers. There were a number of injury marks of sharpedged weapons on the waist of Tejbir, besides several cuts near the ear. The body was sent to Panipat Civil Hospital for a post-mortem examination. Tejbir was working as a teacher in a private school here. Meanwhile, an FIR under Section 302, IPC, has been registered at Israna police station. |
Farmer killed while sprinkling pesticides
Panipat, October 20 Satbir (48) accidentally inhaled the poisonous substance when he was sprinkling pesticides in his fields on Tuesday afternoon. As a result, he became unconscious and was taken to Panipat Civil Hospital, where he was declared brought dead. His body was handed over to his family
members after post-mortem here today. |

Sulphur deficiency hits crop yields
KARNAL: Agriculture scientists in Haryana are concerned over the increasing deficiency of sulphur in the soil in almost all districts. Farmers are getting lower yields of cash crops due to this deficiency.
The basic reason behind sulphur deficiency is the extra uptake of sulphur from the soil by the high-yielding varieties of foodgrains and other cash crops through intensive and mechanised farming. The other reasons include leaching of sulphur, erosion, and the application of urea and DAP fertilisers instead of single super phosphate and ammonium sulphate, which are a major source of sulphur. The awareness among farmers regarding the importance of sulphur is also low. Talking to The Tribune, Dr A.D. Mongia, Principal Scientist and Head of Resource Management of the Directorate of Wheat Research, Karnal, said till a few years ago single super phosphate and ammonium sulphate fertilisers were the main source of sulphur for crops. These also enriched the soil with phosphorous and nitrogen. However, in recent years the introduction of urea and DAP fertilisers had led to the depletion of sulphur from the soil because both these fertilisers did not supplement sulphur. In the sulphur-deficient areas of the state, farmers were using gypsum and elemental sulphur for better production. With the lowering of subsidy on gypsum and increase in the price of elemental sources of sulphur in the recent years, they were now faced with higher input costs. Dr Mongia was conducting an experiment using cosavet and gypsum as the source of sulphur to increase the quality and quantity of wheat. He added that there was an average gain of two quintals per hectare when cosavet, which was 80 per cent water soluble, was applied in two equal parts at 21 and 40 days after sowing. Agriculture scientists believe that by overcoming sulphur deficiency wheat yield could be raised by 25 per cent, groundnut and mustard 32 per cent, soybean 25 per cent and sunflower by 20 per cent. Mr Dalip K. Gosain, a senior scientist in the Krishi Vigyan Kendra of the National Dairy Research Institute, said the state Agriculture Department, co-operative societies and agriculture extension functionaries should join hands to educate the farmers about the importance of sulphur. |

Kurukshetra, October 20 According to Mr Ram Karan Saini, Returning Officer, Mr Karan Singh got 876 votes and defeated Mr Maan Singh with a margin of 134 votes. Dr P. Kumar (joint front) secured 98 votes. For the post of senior vice-president, Mr Ram Prakash (Karan Singh group) got 862 votes against Mr Prem Singh (Maan Singh group), who polled 767 votes, and Mr Surumukh Singh (joint front), who polled 78 votes. For the post of general secretary, Mr M. P. Seekri (Karan Singh group) secured 863 votes. Mr Raghubir Issar (Maan Singh group) and Mr Yashpal Naarang (joint front), polled 778 and 77 votes, respectively. Mr Sohan Singh Saini (Karan Singh group) got 803 votes for the post of joint secretary, while his rivals, Mr Ram Lal (Maan Singh group) got 778 votes and Mr Yogeshwar Sharma (joint front) secured 136 votes. For the post of press secretary, Mr Kali Ram (Karan Singh group) bagged 864 votes, Mr Purushotam Sharma (Maan Singh group) 774 votes and Mr Kewal Krishan (joint front) 91 votes. For the post of treasurer, Mr Suraj Bhan (Karan Singh group), Mr Sunil Kakkar (Maan Singh group) and Mr Rameshwar Das Saini (joint front) polled 828, 794 and 104 votes, respectively. As many as 1,732 votes were polled out of which 8 votes were declared invalid. |

Shahabad SHO suspended
Kurukshetra, October 20 Stating this here today, the district police chief, Ms Bharati Arora, said a departmental inquiry had been ordered against the SHO while an ASI, Mr Sewa Singh, had been given officiating charge of the police station. The complainant, Dr Sukhraj, had alleged that the SHO had spoken inappropriately when he called him on the phone about a case regarding a clash that had taken place at his native village, Paadlu, recently. Later, he was bundled in a police jeep and taken to Shahabad police station, where he was severely beaten, he added. He alleged that while he was released on the intervention of Haryana Civil Services Association members, a false case was registered against him by the SHO. After this, Dr Sukhraj got admitted himself in a hospital outside the district and according to his medical report he received a serious injury in one eye apart from other injuries, he claimed. |

4 ultrasound centres to be derecognised
Bhiwani, October 20 Dr Dahiya said the state government had made certain amendments in the relevant Act in order to prevent its misuse and to implement it in an effective manner. Under the Act the penalty had been made more stringent so that violation of the Act could be checked. The Civil Surgeon said pre-natal investigation was an offence under the law and those who indulged in it or woo patients could be imprisoned for five years and fined Rs 1 lakh. He said that Dr Randip Punia, District Welfare Officer, had been told to take preventive measures. Teams had been constituted under the leadership of Dr Punia to conduct raids on ultrasound centres Dr Dahiya said as many as 37 ultrasound centres had been recognised in the district where sex determination tests were prohibited. Dr N.K. Garg, paediatrician, Dr D.S. Dangi, Dr R.C. Singh, Dr Sucheta Yadav, and Mr Ram Chander Nayak were among others who present at the meeting. |
