Mentally challenged boy thrashed for

Agroha, October 25 Rajeev's fault was that he had gone to the orchard of Mr Kuldeep Singh, a resident of Kirada village, along with three boys of his village, including Amit and Ashok, allegedly to steal "mausmis". The incident took place on October 21 night and the boy was rescued the next day. At present he is undergoing treatment at Agroha Medical College and Hospital. He is being treated for head injury and a fractured wrist. Besides, he has received internal injuries in a leg and the back. Yet, no FIR had been registered against the accused till the time of filing this report. According to the boy's uncle, Mr Sumer Singh, Rajeev was taken to the orchard by the three boys. At the orchard, on seeing watchmen approaching these boys fled, leaving Rajeev behind. He was caught by the watchmen employed by the orchard contractor, Chanderbhan of Hansi. He was taken to a tubewell and his hands were tied to the pipe. Then they beat him brutally. The boy is still in a state of shock and has not been able to overcome the ordeal. On the other hand, his family members are being are being pressurised not to get a case registered. The boy's uncle alleges that the police officials investigating the case are also biased and trying to facilitate a compromise. Sub-Inspector Hawa Singh, in charge of Agroha police station, maintains that Rajeev was caught red-handed by the watchmen. However, he admits they should not have beaten up the boy. Regarding the delay in the case, he claims it is due to certain procedural formalities. "The doctor concerned was away and we will seek his version when he returns. After this, a case will be registered if the boy's family insists," he adds. Family members of Rajeev are caught in a peculiar situation. If they have a case registered, the other party may also get the boy booked on a theft charge, which is a more serious offence, according to the police. What course the matter takes remains to be seen, but the boy's eyes seem to question all visitors: Was his offence that big? |
Cultivation of medicinal
plants on the rise
Chandigarh, October 25 Nabard's Chief General Manager, Mr A. Ramanathan, appreciated the efforts of HSCARDB in rendering support to medicinal and aromatic plants under its diversification programme. The refinance amount sanctioned to the bank by Nabard for the purpose is Rs 9.3 lakh. Stevia (Stevia rebaudiana) is a slender perennial herb and the sugar obtained from this crop is considered to be the best alternate source for diabetes. The compounds obtained from stevia — mainly Stevioside and Rebaudiside — have got insulin-balancing properties. This sweetener imparts 250 times more sweetness than table sugar and has become potential alternative source by replacing artificial sweeteners like Saccharine, Aspartame, etc. It is a calorie- free natural sweetener which can help diabetic and health conscious individuals. The cultivation of stevia , even though capital intensive, is highly profitable. The farmers can enter into buy-back agreement with the planting material suppliers. Currently the market for medicinal and aromatic plants is growing at a rate of 15 per cent per annum. The working group of the Planning Commission, Government of India for the Indian system of medicine and homoepathy for the 10th Five Year Plan has estimated the total trade to the tune of Rs 4,200 crore annually. The regional office of Nabard here has so far sanctioned about 90 schemes involving refinance of Rs 330 lakh during 2004-05 to HSCARDB. Nabard for the first time has also fixed the unit cost for different MAPs in consultation with the Horticulture Department, Haryana, at the unit cost committee meeting held recently. |
New gram variety
Hisar, October 25 The variety was developed by Haryana Agricultural University. Mr M.K. Miglani, Vice-Chancellor of
HAU, said it would give 10 to 14 per cent higher yield than the old varieties. Scientists advised the farmers to sow the variety between October 25 and November 15 for the best results.

Bhajan Lal is nervous,

Chandigarh, October 25 Reacting to the claim made by Mr Bhajan Lal that many INLD leaders wanted to join the Congress, Mr Chautala said it appeared that the Congress leader had been making irresponsible statements out of frustration and it reflected his "mental bankruptcy". He said Opposition leaders were not able to digest the success of the INLD in view of the possibility of it again returning to power after the Assembly elections. He reminded that at the time of the formation of the INLD Government, Mr Bhajan Lal had declared that he would pull it down within six months. He said Mr Om Prakash Chautala had successfully run the government for five years with the smallest Cabinet. This was an example of its own kind and now the whole nation was following it. He said that what to speak of pulling down the government, Mr Bhajan Lal could not change the loyalty of even a single dedicated worker of the INLD. Mr Ajay Singh described the Congress as "a group of defectors and corrupt persons". |
Devi Lal likened to Chhotu Ram Ambala, October 25 Addressing a workers’ meeting at Ambala city here today, he said the former HPCC chief, Mr Birender Singh, could be the successor of the property of Chhotu Ram but he had nothing to do with his political thoughts. He said Chhotu Ram as a Finance Minister of the joint Punjab had implemented a number of profarmer decisions. He said Devi Lal, too, during his tenure had passed the Act in the Assembly that no cooperative banks could recover more than double the amount of the debt from the farmers but Mr Birender Singh annulled it when he was the Cooperative Minister in the Congress Government. He said Chaudhary Devi Lal was the only leader in Haryana who had emulated the ideals of Chhotu Ram and struggled throughout his life for interests of farmers and downtrodden. |

Haryana Roadways to induct 1,000 buses
Hisar, October 25 Mr Arora, who had come to the city to mobilise INLD workers for the Haryana Day rally at Kaithal, was talking to mediapersons here today. He said at present, there were 3,500 buses in the state fleet, none of which was more than seven years old. The minister said former Chief Minister Bansi Lal had decided to merge his Haryana Vikas Party (HVP) with the Congress following the INLD rally at Fatehabad on September 25. He said Mr Surender Singh had been trying for an alliance with the BJP, but when it seemed impossible, he decided to merge the HVP with the Congress. |

9 bodies found in canal
in 5 months
Yamunanagar, October 25 It is suspected that the body had flown into the canal from neighbouring Himachal Pardesh. The Yamuna enters Haryana near Kalesar forests that fall under the Khezrabad police station. During the past five months the district police had fished out nine bodies from the canal. Six bodies are yet to be identified. One of the bodies was found to be of Mahander of Sirmaur district, Himachal Pardesh, who was done to death before being thrown into the river. Two bodies were of a young couple from Yamuanagar district who had allegedly committed suicide by jumping into the canal. A police official admitted that there were chances that numerous other bodies flowed down the canal unnoticed. There are allegations, which the police denies, that it does not act promptly after it is informed of a body but instead waits for the body to flow out of the area of their jurisdiction. |

Sonepat, October 25 According to a report, no case has been registered in this connection so far. It is stated that a few persons arrived in the village in the jeep and went to the fields where both father and son were working. They immediately pushed them into the jeep and fled. The jeep-borne persons belonged to Asandh (Karnal district). Dharampal had taken money on loan from some persons through Tejveer. He failed to return the money to those from whom he had borrowed it. Thereafter, Dharampal and his son Ashok left the village and started living in Bali Qutabpur village of the district. Money lenders pressurised Tejveer for bringing the money given to Dharampal. Tejveer came to know about Dharampal and his son and he along with other persons came to the village and whisked them away in the jeep. The police has summoned both parties at Khubru village for reaching a compromise. |

Fatehabad, October 25 According to reports, Mr Mohit, a resident of Pashchim Vihar, Delhi, his wife, Ms Ritika and son, Shivam, had gone to attend a marriage
function at Sirsa last night. After attending the marriage party, he offered to drop his friend, Gaurav, his wife, Ritu, and their son, Divyam, at their residence at Barwala. When their car reached, near Dhangar village in this district, a truck hit the car. The car overturned, killing the car driver, Shankar, and Ritika on the spot. Ritu was injured and has been referred to the PGIMS, Rohtak, for treatment. All others travelling in the car were also injured. |
Man held near Air Force Station Ambala, October 25 Gurdip Singh was held by the Air Force authorities who found him moving about in the area. They became suspicious by his movements in an Air Force residential area which is close to the airbase. Apparently, Gurdip Singh failed to give convincing replies to the queries posed by Air Force officials. Thereafter, he was handed over to the police. A case has been registered. He told the police that he was born in the UK and had come to meet relatives in Punjab. |

Leaf from History Ambala, October 25 Nishat Talkies, which was earlier known as Shiba Mal Theatre, is said to be the first cinema house in Ambala Sadar Bazar, followed by Nigar Cinema which came up after few years. There was also Garrison Cinema in the barracks of the Military Area (KE Lines) which mostly screened English movies. Mr Manmohan Sarup Gupta, a senior citizen, said with regard to Nishat Talkies, the original site attached with a huge bungalow belonged to Lala Mahesh Dass who had come from Delhi and settled here as a big contractor. The entire complex was sold Rs 2000 to Lala Shiba Mal Jain. He built a hall in 1929-30 and named it Shiba Mal Theatre. He used to rent it to private touring theatre companies. Mr Gupta said that on the advent of talkies, it was converted into a cinema hall and rented out to Dr Gurdas Ram. Since there was no cinema house nearby, it did roaring business. “Mr Gian Chand Jain, in his heydays, was a very influential and popular manager of Nishat Talkies,” he said. Mr Manmohan Sarup Gupta said that in the earlier days, there were only three classes — Balcony, First Class and Second Class and tickets were for one rupee, eight annas and four annas respectively. Special ladies shows on Sunday mornings showed religious movies. He said Nigar cinema was reported to originally belong to Lala Kedar Nath. Lala Munna Lal took over the place on monthly rent to set up a small hall which was popularly called Munna Lal Ka Mandwa. Afterwards it was named Kailash Picture House. From Mr Munna Lal, it went to Pandit Kundal Lal who renamed it as Shankar Talkies. Then, Lala Beli Ram Sareen took the premises under his charge. Eventually, the cinema house was purchased by Seth Charan Dass, owner of Patiala’s Phool cinema, in partnership with Id Mohammad and gave its name ‘Nigar Cinema’. “During the marriage of his daughter, Seth Charan Dass gifted his half share of cinema to his son-in-law, who in due course purchased the other half of shares from Id Mohammad” Mr Gupta said. |

SFI demands early declaration of results
Fatehabad, October 25 The students alleged that the results of hundreds of students had not been announced so far due to improper functioning of the university. Addressing the students, Vikram Matana, district president of the SFI, alleged that the CDLU had been constituted by the government in an undue hurry and without making proper arrangements for its staff and teachers. He said that it was only due to this reason that the results of hundreds of students had not been announced so far, though seven months had passed. |

Hisar, October 25 He said the trust had been urging the Union Government to connect Agroha through a rail link, but to no avail. He also demanded a grain market in the township. Mr Garg said Union Minister Prem Chand Gupta would also attend the function.
