19-yr-old, master of sodomy, held

A 19-year-old man, who allegedly sodomised 40 boys, mostly ragpickers, and murdered one of them, has been arrested. The accused has been identified as Mahfooz Anwar, a pickpocket and vagabond who lived on the platforms of Old Delhi Railway Station. He had allegedly been targeting for several years children who subsisted on ragpicking and odd jobs.

During interrogation, the ragpickers revealed that the accused had often threatened to kill them if they refused to yield. He had even inflicted injuries with a blade on some, said Deputy Commissioner of Police, Crime Branch, Tajendra Luthra.

“When Anwar tried to sodomise a 13-year-old ragpicker Indal on October 21, he had threatened to expose him. An angry Anwar slit Indal’s throat with a blade and left him to bleed to death,” Luthra said, adding: “The boy’s body was found on a foot over-bridge.”

As police carried out its investigations, several children came forward and admitted to having been sodomised by Anwar, alias Pellard Baba. Anwar was then picked up and during interrogation he confessed to having sodomised 40 children and attacked Indal.

DCP Luthra said Anwar, who hails from Ferozabad district of Uttar Pradesh, had come here eight years back and started picking rags. He later turned to pickpocketing and even forcibly took the assistance of children in his nefarious activity.

Gang of bus robbers busted

The Delhi Police have arrested four persons, who were allegedly involved in a number of bus robberies in different parts of the city. The accused have been identified as Vinod Kumar (32), Ishrat Ali (35), Hira Lal (32) and Sunil.

The police caught them near M.B. road Khanpur. However, one of the associates, later identified as Sonu, a resident of Dakshin Puri, managed to give the cops the slip. The police said that Ishrat Khan, alias Munna Khan, was a desperate criminal of Ambedkar Nagar area in south district. He was also the ringleader.

Satta racket cracked

The Delhi Police have arrested one Manish Jain for allegedly running a satta racket in Patparganj in East district. He had allegedly accepted bets on the cricket match played in Nagpur. The police have recovered three WLL phones, a calculator, a colour television and a Pentium-III computer. The police said that at the time of the raid the total betting amount involved was Rs 7.5 lakh.

The accused, Manish, is a resident of Lalita Park in east district. He was allegedly running the betting racket from Arya Nagar Apartment in Patparganj area.

Opp sniffs scam in purchase of jerseys

The Leader of Opposition in the Standing Committee in the MCD, Mr. Vijender Gupta, has asked the Lt. Governor to order an inquiry into the purchase of Rs 3.82 lakh jerseys for free distribution to students of the corporation-run schools.

He has alleged that the purchase procedure adopted was dubious and the financial interests of the suppliers had been the overriding consideration.

Since the department concerned had not worked out the justified rates based on the cost of raw material and labour etc, the rates quoted by an approved supplier should have been accepted as the justified rates.

Mr. Gupta has further alleged that the meeting of the Technical Committee, which is expected to approve the rates before placing them before the Standing Committee, was never held. It is stated in the recommendations that the Technical Evaluation Committee meeting was held on September 31, even though the month has only 30 dates. It is apparent from this that the department, while manipulating the records, in haste, has left this glaring lacuna in its recommendations. Likewise, it is shown that a meeting of the Price Evaluation Committee was held on October 2, a national holiday.

It is doubtful as to whether any of the suppliers were present at the time of opening of the price bid, leading to the inference that the whole tendering procedure was nothing but sham.

Mr Gupta said that surprisingly the so-called technical evaluation committee has no expert in fabrics technology. The members of the committee, consisting of departmental officers, are not experts in Fabrics Technology. He pointed out that the raw material to be used in the manufacture of the jerseys and their weight had not been mentioned in the recommendations. The proposal to purchase the jerseys did not state that the approved samples had been sealed and kept under the safe custody of some senior officer, leaving ample scope for manipulation at a later stage.

Mr Gupta alleged that the condition of laboratory test for each lot of the supplied material, before payment, found no mention in the payment conditions. This is mandatory as the storekeepers in the corporation are from the clerical cadre and have no technical knowledge about woolen fabrics. He said that for the purpose of payment, the certificate from the storekeeper had been made compulsory. The recommendations are silent about the test check by the immediate higher authority, he alleged.

Lost boy, tended by cops, united with parents

Rahul, the five-year-old lost boy who had been virtually adopted by the policemen posted at the Harsh Vihar Police Post in East Delhi for the last four months, has finally been united with his parents and family, thanks to the media exposure after his story was carried in these columns earlier this month.

The ecstatic parents, who had given up all hope of finding their son who had strayed away and was separated from his family four months ago, were grateful to the policemen for looking after their child so well. The policemen had not only taken care of his needs but had also admitted him to a nursery school in the area.

The father, Ram Singh, a resident of Navjeevan Camp, Govindpuri, in Kalkaji area of South Delhi, told the Tribune that the family had gone visiting some relatives in East Delhi. While getting off a crowded bus, the child got separated. After looking for him for several hours, they lodged a report with the police control room.

The child was later spotted by the staff of a police control room van in Harsh Vihar area and handed over to the personnel of the police post. The father said that they were distraught and returned home in the night. They came to know the whereabouts of the child from some neighbours who saw his picture in the newspaper and later on the television.

The parents were also all praise for the media and particularly The Tribune, which broke the story on October 20. Both the print and visual media had descended on the East Delhi Police Post in hordes and had reported the matter extensively, which enabled the parents to locate their missing child. Rahul was taken in by the staff of the police post after the Children’s Home had declined to accept him for reasons best known to them. Since then, the police post had become a home for the lost child and the policemen his surrogate parents.

PM to open Sahitya Akademi bash

Prime Minister Manmohan Singh will inaugurate the Golden Jubilee celebrations of Sahitya Akademi on Monday November 1. Scheduled to be held at Vigyan Bhavan, the event will include the felicitation of the newly elected fellows of the Akademi by the Prime Minister.

Dr. Singh will also present the Golden Jubilee Lifetime Achievement Awards to Namdeo Dhasal, Golden Jubilee Young Writer’s Award to Mandakranta Sen, Ranjit Hoskote, Neelkashi Singh, Abdul Rasheed and S Sithara.

Excerpts of a film based on the Akademi by Gulzar would also be screened and noted singer Jagjit Singh would give a recital of Kabir’s poems.

Minister for Information and Broadcasting Jaipal Reddy would be the Guest of Honour and the President of the Akademi, Prof. Gopi Chand Narang, will give the welcome address. The newly elected fellows to the Akademi are noted littérateur Amrita Pritam, U R Anantha Murthy, Vijan Dan Detha, BH Hrishnamurthy, Sankkha Ghosh and EP Chelyshev (honorary).

Amity Utsav concludes

The Amity Utsav organised by the Amity International School, Noida, concluded here today. The three-day event saw the participation of about 1500 children from 32 prestigious schools across the city. The inaugural function was presided over by Ms. Robin Diallo, first secretary, Cultural Affairs, US Embassy. The Valedictory function was presided over by Ms Lucy Edwards, High Commissioner, Canada. At UGC, Gandhian studies back in vogue

In an effort to put to use the Gandhian thoughts and views on non-violence and conflict resolution, especially in the context of world peace, the University Grants Commission (UGC) has announced its decision to revamp and revitalise Gandhian studies.

With this intent, the UGC has decided to support 20 more universities and 150 colleges, apart from the existing ones across the country, in their endeavour to undertake study and research in Gandhian studies.

“Two months ago we added eight more colleges to the list of the existing ones which had received grants for undertaking courses in Gandhian studies and thought. We hope to start study centres in 500 colleges in the next two years and extend the facilities to 50 universities”, said Prof. VN Rajashekharan Pillai, Vice Chairman, UGC.

He added, “In addition to the regular departments that we support, we have an annual budget of Rs one crore assigned for this, which will be increased in the future”.

A national level committee has been constituted to look after the revamped course, which will seek active participation of teachers and students.

“Interaction between NGOs and other Gandhian organisations will be sought for socially relevant community actions and this will also help in providing a pool of Gandhian experts, who will be used to deliver lectures on Gandhian thought and philosophy and provide necessary assistance”.

While universities and colleges across the country can send their proposals to avail the grant till November 25, eight universities, including Jammu University, Jammu and Kashmir, Jamia Milia Islamia, New Delhi, and Mangalore University, have been extended support by the UGC.

The centres will become operational by January 30, 2005, and will encourage the organisation of seminars and lectures on various aspects of Gandhian thought apart from encouraging research.

“Initially we would associate the centre with Political Science department, but we hope to offer a diploma in the subject. For now, it will be built in with the master’s course in Political Science”, said Prof. Amitabh Mattoo, Vice Chancellor of Jammu University.

Explaining the relevance of the course, he said, “Gandhian thought is a peg to look at wider dimensions of peace and conflict studies, especially in context of Jammu and Kashmir”.

The endeavour to bring Gandhian thoughts into focus is also an attempt to, “use his values for uplift of weaker sections of society, analyse the concepts of gram swaraj as reflected in his philosophy and highlight new interpretations of dhrama and politics as done by Gandhi”, said Prof. Pillai.

The studies would also help in “analysing the sarva dharma sambhavana and harijan against the backdrop of traditional varnasharm system and encourage amity between various social categories and boost social harmony”, he added.

Chautala ignores delimitation panel’s objection

Although the Delimitation Commission of the Centre has raised an objection over the state government’s announcement of Satyamev Puram district, Chief Minister Om Prakash Chautala virtually thumped his nose at it by announcing development projects relating to it.

Addressing a high-powered committee of officers here yesterday pertaining to the development of Gurgaon, Mr Chautala announced that the Sohna-Alwar stretch of road connecting Gurgaon and Satmev Puram will be four-laned. The stretch is about 45 km. The road touches Nuh, the supposed headquarters of the new district, from Gurgaon. He named Satymev Puram in his speech as if to send out a loud message to the commission.

Mr Chautala had recently announced setting up the new district comprising Mewat areas falling in Gurgaon and Faridabad district. Thereafter the commission raised the objection. The district was to become functional from November 1, the Haryana Day.

Mr Chautala further announced that Gurgoan will have 10 more power sub-stations to augment power supply. The proposed sub-stations will be in the 220 KVA and 60 KVS categories. They would be located in Sectors 3, 7, 15, 10A, 20, 28, 52, 57 and 54 and on Sohna Road.

According to him, the power supply which was provided to Gurgaon vide Samaipur in Delhi will be augmented by setting up feeders in Faridabad and Bahadurgarh. This was to keep the area independent of the supply from Samairpur so that Gurgaon truly becomes a “no-power cut zone”.

He further said that the government will set up three flyovers and one subway on Mehrauli-Gurgaon (MG) Road at a cost of Rs 79 crore.

During his visit here, he also inaugurated an open air theatre and the Tau Devi Lal Botanical Garden, respectively in Sector 29 and Sector 52A.

Two more dengue cases in Noida

The Noida Medicare Centre in Sector-30 has sent a report on two more cases of dengue to the Chief Medical Officer, Gautam Budh Nagar, thus bringing the total number of dengue cases in the city to 32.

But the CMO had refused to accept them as dengue cases, though the cases of dengue have been increasing and two suspected dengue patients have succumbed to the scourge.

In the two cases reported by the NMC, one is a Delhi resident while the other is a Noida resident, sources in the CMO office in government hospital, Sector-30 Noida, claimed.

It may be added that the authorities have taken dengue cases rather lightly and no worthwhile measures have been taken either by the health department or the Noida authority to combat this fatal ailment in the area.

Three thefts in a night scare Noidaites

Noida, October 30
The criminals in Noida continue to strike fear into the hearts of residents. As many as three thefts were committed in different sectors last night. The criminals had decamped with the machinery worth lakhs from a shop in Sector-9 where they had broken open the locks and shutters.

In a factory, the thieves made an entry by cutting sheets of asbestos used in its roof and decamped with cash and finished goods.

An Esteem car parked in front of a house in Sector-27 was also driven away by the thieves.

Meanwhile, the police claim that they are trying to summon criminals who have been involved in thefts and loots in Noida during the last five years.

The thieves had first struck Shiv Machinery store at C-120 in Sector-20 after breaking its locks and shutters. The proprietors C.K. Mittal and D.K. Mittal next morning found the shutters and locks tampered with and cash and high-speed steel wire, tramp riser, blade packets and four water motors missing. According to D.K. Mittal, the thieves had taken away only costly and branded items. The loss is estimated at Rs 5 lakh by the owners. In the second theft in Sector-3, plot No G-38 in a cello-tape manufacturing unit, the intruders had entered by cutting the asbestos sheets.

According to proprietor D.K. Goel, thieves had taken lakhs of rupees from table drawers, almirahs and cupboards and things were found lying here and there. Some finished goods boxes were also missing. Besides, in A-127, Sector-27 under Sector-20 police station, a Maruti Esteem car No DL2 CA-8392 was found missing. All the incidents have been reported to the police, who are under tremendous pressure due to thefts in Sector-37, 15B, and 9. SP City A.K. Jain has asked SOs of all the police stations in Noida to compile a list of criminals involved in theft cases during the past five years.

Security guard done to death in sleep

A security guard, Tejpal, in Rahul Vihar under Vijay Nagar police station area, was murdered by unidentified assailants while he was asleep.

The assailants had hit Tejpal on his head with some heavy article like hammer or stone and killed him savagely.

Property dealers are quite active in selling plots in this undeveloped colony. SO Vijay Nagar, Satya Pal Singh said Tejpal, 55, was a security guard at the office of property dealer Irshad. Tejpal had retired to his room after taking meal at night. He was found murdered on cot in the morning. The victim had been done to death many hours earlier as his blood dried up around the cot, the police said. There was a deep wound on his head. Police feel the security guard had been killed out of vengeance.

Doctors happy to get NPA

The Haryana Civil Medical Services Association (HCMSA) has expressed satisfaction over the government’s acceptance of its demand for Non-Practising Allowance (NPA).

The state executive of the HCMSA met here in which the development of acceptance of the demand of 25 per cent of NPA was taken note of. The executive also discussed other issues relating to the problems of the doctors in the health services. Besides, a decision was taken to convene a general body meeting of the HCMSA here on November 11. The full house meeting will elect president and joint secretary of the HCMSA.
