Family members held in dowry death case

A junior engineer of the Power Department and the family members have been booked in connection with the death of his wife. The deceased identified as Sandeep, who had married to the engineer about two and half years ago, reportedly committed suicide by hanging in her in-laws house yesterday.

NCR Board told to develop rural areas

The Union Ministry for Urban Development has asked the National Capital Region Planning Board (NCRPB) to facilitate the development of rural area through the cluster-based approach of Provision of Urban Amenities in Rural Areas (PUARA) in consultation with the states concerned.

Union Urban Development Minister Ghulam Nabi Azad said so at the meeting of the NCRPB here. The meeting was attended by Union ministers and chief ministers of Delhi, Haryana, Uttar Pradesh and Rajasthan.

To check migration from villages to cities, states should ensure speedy development in rural areas, including providing urban amenities, Mr Azad said. “It is essential to focus on the development of rural areas since most of the migrants to Delhi are from these areas. Instead of having a restrictive policy to stop the flow of migrants from rural to urban areas, it will be better to consider accelerated development of the rural areas,” he said in his speech.

Stressing on creation of economic liberalisation and development of information technology sectors, he said these settlements could emerge as new growth centres and attract investment both from within the country as well as board.

“I take this opportunity to request each chief minister to identify such areas which could be developed in an integrated manner so as to become centre of economic growth in the entire region,” Azad said. Laying special emphasis on economic activities in the region, he asked states to facilitate growth of small industries. Azad said that implementation of the integrated rail-cum-bus transit system project, which was discussed at the last meeting, needs to be taken up at the earliest by various agencies of the Centre and state together.

The Urban Development Minister made it clear that the UPA Government would like to place special emphasis on the development of National Capital Region so that it can achieve the purpose for which the NCRPB was set up two decades back. Azad also asked the Chief Ministers of the NCR region to take urgent steps in developing a strategy for creating urban forests.

“While the ownership of land of such city forests may remain in the state governments, NCR Planning Board may assist in the development of these city forests,” Azad said.

“While some towns and cities have taken initiative in developing green areas and urban forests in the available open land, a concerted effort needs to be made so that every urban area has well managed city forests and green cover,” the minister said.

Court urges govt to help victim of acid attack

New Delhi, October 28
A city court has urged the Delhi government to consider her application for monetary help for meeting the expense of cosmetic surgeries needed on her face, which was disfigured in an acid attack by three boys in Orissa. Poonam Singhal has moved the application in the court of Chief Metropolitan Magistrate Reena Singh Nag. Though the trial against her neighbours — Bobby, Sumer and Sandeep Das — is on before a Kalahandi court, the victim’s statement was recorded before the Delhi court as she is undergoing treatment here.

In her application before the court, the victim submitted that she had already undergone 40 surgeries with help from various quarters and needed money for over 40 more surgeries.

In the absence of any legal provision, Ms Nag forwarded her application to the Social Welfare Department Director with a request to ‘’provide necessary help in getting treatment, under intimation to the undersigned (the CMM).’’

The three accused had thrown acid at Singhal while she was returning home from college at Bhawani Patna in Kalahandi on October 17, 2000. She has been undergoing continuous treatment for the past four years but still needs Rs 6-7 lakh for treatment.

The accused are facing trial for attempt to murder before a court in Orissa.

Murder in Aebedkar Nagar

A person was found murdered early this morning in Ambedkar Nagar area in South district. The person has been identified as Vinod (22), a local resident.

According to the police, Vinod was last seen in the area late night. Thereafter, he did not return to his house. Next day his body was found lying in H-Block of Madangir area. The preliminary investigations have revealed that he had sustained head injuries. “Some one had hit him with a sharp-edge weapon on his head,” said a police official. — TNS

Delhi realtor’s body found in Dadri

Dadri, October 28
The kidnapped property dealer of Preet Vihar in East Delhi has been done to death. The body of the real estate agent, Anmol Dhawan, 35, has been found inside a Santro car parked in the Tanga stand on railway road, Dadri.

The police said that they had been informed by a businessman Chaman Singh that a body was lying in a Santro car at Tanga stand. There were many injury marks on his body. The traders in the area told the police that a young man and a woman had walked towards the market after parking the car here. But they didn’t come back.

Anmol Dhawan, a resident of Govindpuri area of Preet Vihar, was engaged in sale and purchase of land. Dhawan had left for his in-laws house in IP Extension on October 24 evening in his Santro car (DL-7C A 2985), but since then he didn’t returned home.

On October 25, his brother Yash Pal Dhawan had lodged a missing report with the Delhi Police. His body was recovered from Dadri after one person had reportedly informed his relatives.

Ambitious projects to come up in Greater Noida

The Greater Noida Authority, which has been given 200 acres of additional land, is planning a number of ambitious projects including a huge transport hub of international standards at Boraki railway station.

The transport hub, comprising rail and road terminals for passenger and goods traffic, is part of important other projects coming over 1,225 acres of land, including fruit and vegetable market, a major commercial complex, special economic zone, a parking space for 5000 cars, a night safari, rural development project, etc.

According to Mr Rakesh Bahadur, Chairman and Chief Executive Officer of Greater Noida Authority, state and Central governments have given their go ahead signals in principle and Rites has been asked to undertake a feasibility study for the transport hub, which will be located between the Inland container depot and the special economic zone.

The hub will be developed as a major goods terminal as also for all transport, both rail and road at one location for goods as well as passenger traffic. All train, bus and truck services will terminate and originate here and the place will function like a third big terminal for Delhi and NCR region.

An important feature of this huge project is that it is proposed to be a joint venture between private and public sectors because the huge investment for the ambitious project can’t be made by government or private sector alone, the CEO added.

Tentatively, 100 acres have been earmarked for Inter-State Bus terminal, 240 acres for trucks and train terminals and 100 acres for developing a whole sale fruit and vegetable market.

There will be a 9 km distance between Inland Container Depot and the Special Economic Zone. An eight-platform railway station, 175 acre-truck terminus, an inter-state bus station and passenger and good transport facilities for whole sale trade.

The railway facilities will also be utilised for sending automobiles manufactured at Gurgaon and in Greater Noida to Eastern India through special railway wagons from the railway terminal.

Mr Rakesh Bahadur said proposal for a night safari has been discussed with central the zoo authority, which has given its nod to it in principle. A project report is being developed for the purpose. Twenty per cent of the total of two crore of people, that is 25 to 30 lakh from Delhi and NCR region, will be visiting the night safari. This will be the third night safari of its type after Singapore and the second one, which is coming up in Thailand, CEO the Greater Noida said.

The Greater Noida Authority was planning to launch a massive rural development programme, which will include community development projects by private sector, family health camps by private hospitals, and 10 schools, five of primary level and five at secondary level. The Greater Noida Authority will contribute 50 computers free for imparting computer education to students, Chairman Rakesh Bahadur added.

Fake medicines worth 2 lakh seized

Ghaziabad, October 28
In a joint raid by the Health Department and the Special Operations Group of Police, spurious medicines worth Rs two lakh were seized from a pharmaceutical company in Rajnagar, Ghaziabad.

Prakriti Enterprises, the pharmaceutical company that were supplying life-saving drugs in Pharma Bazar under the banner of Kapoor Pharma Co of Delhi. Special teams have been sent to Noida and other places to
find out where the fake medicines are being manufactured. An official of the pharma company, Rakesh Bhargav, however, said the medicines were not made by their firm.

The raids were conducted under Divisional Drug Controller, A. K. Pandya, in Sector-4 of Rajnagar colony, in which medicines and life-saving drugs manufactured, mostly by Kapoor Pharma Co of B-59, Wazirpur industrial area, Delhi, were seized.

Meanwhile, Bhargav said that the sale of medicines manufactured by his company had declined in West UP in recent months. During investigation, it was found that Prakriti Enterprises was supplying the medicines in the market. “So, we sought help from the health department,” he added.

It was alleged that the fake drug manufacturers were filling capsules of Tetracycline 25 mg and Bloro Phenicol with ground turmeric only. AK Pandya, however, said actual position will be known only after lab tests, and analysis whether the said medicines were fake or genuine.

These gruesome yet realistic accounts of the tyranny that animals are subjected to were part of the lessons that PETA, People for the Ethical Treatment of Animals, gave to aspiring fashion designers to persuade them from refraining to use raw materials procured in the above mentioned ways.

PETA Director of Asian Campaigns Poorva Joshipura gave a graphic video presentation to nearly 30 senior fashion students at the National Institute of Fashion Design (NIFT) here yesterday, giving the students a glimpse into the gruesome process that turns living, breathing beings into a jacket or shoe.

The exercise was aimed at making these students opt for alternatives to the preferred animal products in their designs upon graduation. The students were also shown samples of synthetic leather, known as pleather, which is now in wide use in fashion houses in Europe and is considered vastly superior to animal leather with better durability, ease of care, uniformity, breathability and eco-friendliness. Students were also shown swatches of faux fur made from natural fibres rather than skin and the “Ahimsa silk”, made without harming silkworms.

PETA has been taking its message to top design students all over the world.

“PETA is thrilled that NIFT is showing students how they can make humane, cutting-edge choices in material selection”, said Ms Joshipura. She added, “We hope the students will agree that a life is too hefty a price to pay for a shoe and will use synthetic leather and other stylish humane alternatives instead of animal skins.”

Army recruitment racket busted

The Delhi Police have busted a racket in recruitment in Army. The police have arrested two persons in this connection from whom a large quantity of incriminating material has been seized. They have been identified as Inderjeet Malik (41) and Rambir Singh (51). — TNS

Joshi calls for upgrading of cancer testing facilities

Lt-Governor of Delhi B.L. Joshi today called for the upgradation of cancer detection facilities in the country, saying that for every one lakh population there should at least be one cancer detection unit.

Speaking at the inauguration of the silver jubilee conference of Medical Physicists of India, which is being organised as the international conference on medical physics, he said there were more than 2.5 million persons suffering from cancer in the country. To this figure, eight lakh new patients were added every year. However, there were only 300 radiation installations for cancer treatment in the country, out of which only 28 were linear modulators, the new advanced modality for cancer management. As many as 400 delegates from all over India, besides several foreign countries, including the USA, Germany, Canada, Australia, the UK, Bangladesh, Nepal, Malta and Oman are participating in the conference, organised by the Rajiv Gandhi Cancer Institute and Research Centre.

The highlight of the conference are deliberations on the state-of-the-art Intensity Modulated Radiation Therapy (IMRT) for the therapeutic management of cancer patients. The IMRT is able to reach even the most inaccessible cancer-affected parts of the body, with no side effects on the healthy organs.

Medical physics is the applied science to all branches of medicine, especially to radiation oncology.

International conference of surgeons

As many as 250 eminent surgeons from all over the world got together in the Capital for the 50th annual conference of the International College of Surgeons-Indian section, which began today.

Inaugurating the four-day CME, Chairman of the Escorts Group Rajan Nanda, said that the conference would provide an excellent opportunity to doctors to enhance their knowledge base.

According to Dr N. K. Pandey, Executive Director, Escorts Hospital & Research Centre (EHRC), the prime objective of the convention was to provide a platform for participants to hone their skills through interactions and exchange of information with expert doctors from all around the world.

NHRC flays Capital’s dismal record

National Human Rights Commission (NHRC) chairman Justice AS Anand today said the Capital had become the biggest centre of bonded labour and it was a matter of great concern that the government was refusing to accept that the problem exists at all.

“The Delhi Government has identified only 39 bonded labourers in the last five years which means almost nonexistence of the problem, but it’s too good to be true,” said Justice Anand after inaugurating a sensitisation workshop on bonded labour for deputy commissioners here.

He said that every year thousands of people from poor states like Orissa, Jharkhand, Assam and Bihar flock to Delhi in search of livelihood. These poor people are exploited by middlemen and made to serve for less.

Wanted: A neutral gender sensitisation

While JNU prides itself over the fact that gender issues are seldom brushed under the carpet, there seems to be a growing sense of dissatisfaction over the functioning of the Gender Sensitisation Committee Against Sexual Harassment (GSCASH).

First set up in 1999, GSCASH is seen as an “expression of JNU’s democratic ethos”. However the “time consuming investigations” and its alleged “failure to remain neutral to political will” are adding to the general disillusionment.

With parties gearing up to contest the post of student representative to the GSCASH, there is clamour among students “to save the neutral body from political wrangling and interference”.

“The GSCASH is meant to be a gender neutral body, strictly insulated from political pressure. If you consider the statistics, you will notice that a majority of the complaints in the recent past have emanated from a certain political group and targeted at the rival factions”, pointed out Mohd. Maruf Hussain, who is contesting for the GSCASH post.

To buttress his claims he said, “I have been named as a witness in a case of harassment, of which I knew nothing. When I objected, I was asked to repeat a statement against the accused who belongs to a rival group. Finally, I chose not to go to the hearing”.

Agreeing that the GSCASH has not been able to stand on neutral ground, Devi Dyal Gautam, who is also in the fray for the post, said: “GSCASH has also failed to instill a feeling of confidence amongst the students, especially boys”.

He pointed out, “Even today most men on the campus are not aware that they too can file a complaint”. Gautam also lamented, “Sometimes some cases that are reported to the GSCASH are motivated by personal differences. Sometimes, two people, who have fallen out owing to various reasons, file a complaint of harassment in the GSCASH, thereby wasting precious time and also trivilialising its importance”.

While the SFI, which has seen many of its members being elected to the GSCASH, refutes allegations of a “political bias,” it regrets that the GSCASH has not “played an adequate role in gender sensitisation”. Said Prosenjit, an SFI member, “The allegations are baseless. These people who accuse the Left of partiality must cite cases as examples. The committee is supposed to present a detailed report of the cases it has dealt with at the end of the year. Those who claim a bias are basically against the GSCASH and want it wound up”.

He said the SFI’s grouse is the “delay and the time consuming process”.

Haryana lawyers demand separate high court

In a joint memorandum to Prime Minister Dr Manmohan Singh and the Chief Justice of the Supreme Court, the lawyers made out a case for a separate high court for the state saying that although some states were born after Haryana, they had their own high courts. They cited the example of Uttaranchal, Chhatishgarh and Jharkhand, which came up a few years ago in contrast to Haryana, which was created in 1966.

The memorandum pointed out that on account the distance of Chandigarh, the state capital, the people of far-flung areas face problem to approach the high court. Also, on account of the present high court, which belonged to Haryana and Punjab, the cases relating to Haryana take long to be settled. The memorandum further points out that the advocates of Haryana find it difficult to be co-opted to the Bench as judges.

The memorandum also made out a strong case for establishing a bench of the state high court in Gurgaon, so that the people of the Ahirwal belt and Mewat areas, which are about 400 kms away from Chandigarh, are properly catered. It also pointed out that there was a Bench of the Jodhpur High Court in Jaipur in the neighbouring state of Rajasthan as well as a Bench of the Allahabad High Court in Lucknow. The memorandum has argued for providing opportunity to the lawyers in district courts to be allowed to be elevated as judges of the high court.

A junior engineer of the Power Department and the family members have been booked in connection with the death of his wife. The deceased identified as Sandeep, who had married to the engineer about two and half years ago, reportedly committed suicide by hanging in her in-laws house yesterday.

The parents of the woman have alleged that their daughter had committed suicide due to the harassment by her in-laws, who were seeking more dowry from her. The family has been residing in the Power Department’s colony here. In another incident, two motorcycle-borne youths snatched a gold chain from a woman in Sector- 14 market here in broad daylight. — TNS

Those who believe that only the above-mentioned sell, says Chaudhari, are “only looking for an alibi for the mediocre story lines of their films”.

He added, “If inclusion of stars is the only thing required to produce a hit, then why do 98 per cent of the films, many of them including big stars like Amitabh Bachchan, Shah Rukh Khan and Salman Khan, flop at the box office today”.

Claiming that Bollywood is highly star-centric, he said filmmakers fail to pay the required attention to the storylines of their films, thinking that stars alone will do the trick at the box office. Chaudhari said it is time for Bollywood to move ahead and think beyond its “five-and–a-half stars”.

Speaking at the music release of his debut directorial venture, ‘Rok Sako To Rok Lo’, scheduled for a countrywide release on November 26, Chaudhry said the film is his endeavour to show to the film industry how management principles can be brought into play to ensure the success of a film.
