family has assets over Rs 10,000 cr: Cong Chandigarh, October 26 The committee, headed by a former Haryana Congress president, Mr Shamsher Singh Surjewala, is in the last stages of finalising its report after visiting various parts of the state and the country. Its other members are Mr Bhupinder Singh Hooda, Mr Birender Singh and Mr Harpal Singh, all former party chiefs; Capt Ajay Singh Yadav, officiating Leader of the Haryana Congress Legislature Party; and Mr Phool Chand Mullana and Mr Karan Singh Dalal, both former ministers. Mr Jagdish Nehra and Mr Ran Singh Mann, both former ministers, are permanent special invitees to the meetings of the committee. According to reliable sources, the committee in its report, described as a charge-sheet, has said that in 1977 when the Chautalas first came to power, they owned merely 30 acre of agriculture land. Now their assets, the committee’s report says, include thousands of agricultural land, hotels, commercial complexes, residential and commercial plots and other prime properties. The report alleges that the ruling family has made these assets by influencing the decision-making power of official machinery in favour of the chosen ones by compromising the interests of the state. Some of the fields in which the Chief Minister and his family, the Congress alleges, used their influence in an illegal and unauthorised manner were the change of land use (CLU), mining, auction of liquor vends, exemptions to various industries from the local area development tax (LADT), extortion from industrialists and issue of no-objection certificates for installing patrol pumps. The sources say the well-documented report, which is supported by a large number of photographs of the properties allegedly owned by the Chautalas, also claims that the INLD supremo also collected money in the name of the ousted Fiji Prime Minister, Mr Mahendra Choudhary, and from the allocation of land by the Haryana State Industries Development Corporation. The report alleges that the Chautalas have collected huge assets in the garb of the Devi Lal Memorial Trust. The charge-sheet alleges that illegal money was also made through the release of the land acquired for public purpose and the land still under the acquisition proceedings and by granting special concessions to big builders and colonisers. It also lists various properties purported to be owned by the Chautala family. The list includes 4000 acre of land in Canada and two farms of 5000 acre each in Australia. Interestingly, the person who played a key role in preparing the “charge-sheet” is a former Advocate-General of Haryana, Mr Mohan Jain, at whose residence here the committee is believed to have held several meetings. Mr Jain was appointed the Advocate-General because of his role in toppling the Bansi Lal Government in 1999, which paved the way for Mr Chautala to become the Chief Minister of the state. However, soon differences cropped up between Mr Jain and Mr Chautala, leading to the resignation of the man to whom the INLD supremo was once grateful. During the Bansi Lal regime, Mr Jain had become a focal point for dissidents. Several unsuccessful toppling operations were launched against the Bansi Lal Government with the logistic support provided by Mr Jain. It was only in July, 1999, that the dissidents and Mr Jain succeeded in their game. It was he convinced those MLAs who had walked out of the Haryana Vikas Party to accept Mr Chautala as the Chief Minister. The sources say the “charge-sheet” will be presented to the Governor, Dr A.R. Kidwai, soon, with copies to the President of India, the Prime Minister and the AICC president, Mrs Sonia Gandhi, among others. |
Cane price likely to go up in Haryana
Chandigarh, October 26 The cane prices were increased to Rs 110 per quintal in Haryana as soon as Mr Chautala had come to power by toppling the Bansi Lal-led regime in 1999. Since then there had not been any increase in the SAP of cane in the state. However, all the cooperative sugar mills of Haryana — barring the mill at Shahbad — have gone into the red as a result of the state government decision to increase cane price. Further increase, even if it is token in nature, will certainly be opposed by the representative of the Federation of Cooperative Sugar Mills (Sugarfed). However, the state government, it was learnt, is likely to offer cash support to the cooperative mills to meet with the payment responsibilities. The private mills of the state will also have to bear the brunt of the proposed increase as the state government has recently passed a Bill in the Assembly to bring parity in the prices of cane to be paid by the cooperative and private mills. The agenda for the November 8 meeting also includes distribution of cane among various sugar mills for crushing. Sources said the cooperative mills at Bhuna in Fatehabad district and at Panniwala Mota in Sirsa district might not be involved in crushing at all this season in view of the short supply of cane to these mills experienced in earlier seasons. The cane produced in the areas earmarked for these mills may be taken to the Panipat and Rohtak cooperative mills for crushing, the sources said. The meeting will also consider shifting some of the villages bonded to a cooperative mill to another cooperative mill. The meeting will also review the performance of the cooperative mills during the 2003-04. |
Media’s role in development vital: experts
Nilokheri, October 26 Mr Philip expressed his concern over the media deviating from its role of social responsibility. Giving a brief background of the evolution of media, he said the basic idea of publishing newspapers or periodicals was to highlight the real issues concerning the masses so as to exert pressure on the rulers or the policy framers to make policies to suit the needs of the people. Adding that media could play a vital role in the development process, he said the journalists should go out in the rural areas for a wider interaction with the people and highlight the issues concerning their socio-economic development. Dr Veer Chopra, a film producer and political scientist, focused on the role of information communication technology (ICT) in rural development. He stressed upon participatory efforts of rural development agencies and beneficiaries to take the latest communication technologies to the rural areas and make the people understand it. He said the ICT was playing a major role in bridging the gap between communities in the world. He said rural artisans and entrepreneurs could benefit in searching markets across the globe for selling their products through information technology. This would automatically help them raise their socio-economic status. Dr Surat Singh, Director of the HIRD, sought the help of media in creating awareness among the rural folk about the policies and programmes of the government. He said media was the only powerful tool that could play a vital role in rural development due to its wider reach among society at the grassroots level. Prof S.P. Sinha, consultant of the institute, said the media should focus on micro-level problems of rural people concerning agriculture, dairying, education, health etc. Prof Puran Singh, a faculty member of the institute, said the media should highlight the success stories of individuals or group of people from rural areas to serve as inspiration for others. Dr Mahi Pal, senior associate professor of the HIRD, said a large section of the mediapersons were “illiterate” about the basic concept of rural development. Prof Harbans Singh said the media should not deviate from its social responsibility of playing a constructive role in the overall development of the nation. Officials seek private bank facilities from SBI
Chandigarh, October 26 It may be stated that a number of departments of Haryana Government had opened salary accounts of their employees in private banks because of their better services. But recently the Haryana Government directed all its departments to open the salary accounts in treasury banks only. These instructions were circulated to Heads of Departments all over the state. Following this the salary accounts of employees were shifted to the SBI. But the SBI, unlike private banks, would not provide zero balancing facility for their salary accounts and would also charge for the ATM services and drafts which they might obtain from the bank out of their salary accounts. Also, the Bank would retain one time balance of Rs 1000 in case of obtaining a cheque book. On the other hand, when the salary accounts were being managed by the private banks and the IDBI, they neither retained Rs 1000 in each salary account for providing a cheque book nor they charged for using ATM services and draft fee. Also, the officials were able to avail the zero balance facility for their salary accounts. It is being pleaded that the class-IV employees would find themselves in difficulty by retaining Rs 1000 out of their salary in the bank account. |

Honour for gallant Haryana policemen
Chandigarh, October 26 The state and the country recognised their
gallantary when the Governor of Haryana, Dr A.R. Kidwai, honoured them with the Police Medal for Gallantary here today at an impressive investiture ceremony held in Raj Bhawan. DSP Badan Singh, despite being injured by a criminal, with the assistance of constable Ashok Kumar succeeded in arresting two notorious criminals, Rajesh Kumar and Lakhwinder Singh. A huge cache of arms and ammunition was recovered from them. ASI Gumana Ram and Head Constable Yudhvir Singh killed a criminal, Upesh Kumar, who earlier murdered a jail warden, Mr Vijay Gulati, of Hisar jail. Most wanted criminal held
Sonepat, October 26 The fear of Sanjay had been so much that no one from the village dared to cultivate the land even on lease or contract basis. Through, the families have ploughed the land they are still are under the fear of the dreaded criminal, who is allegedly involved in the murder of four other persons of the village. Talking to mediapersons Ram Phal said in 1995, he struck a deal with his brother, Rameshwar, to purchase 10 kanals of the family’s common land. But his brother sold the land to Sanjay’s father, Hukmi, and they ploughed the land. However, according to the village panchayat decision, Hukmi was asked to pay Rs 60,000 to the family of Ram Phal. But Hukmi did not pay the amount and ploughed the disputed land. Ram Phal alleged that when he resisted Hukmi’s attempt to cultivate the disputed land, Hukmi’s son Sanjay allegedly murdered his son Azad on September 15, 1995. Though Sanjay was arrested and convicted by the court, but he was released on parole for appearing in an examination. In January 1996, Ram Phal said Sanjay did not report back to the police and allegedly murdered his second son Satyavaan on December 21, 1997. “After receiving threats from Sanjay, our families shifted to Kasandi village in January, 1998, and since then we have been residing there,” he said. |

Rewari, October 26 In a head-on collision between a Maruti van and a motor cycle which took place on the Rewari- Pataudi road, near Dhoki village, about 3 km from here, yesterday, two motor cyclists- Rajender
Kumar, a resident of Shiv Colony here , and Bijender (25), a resident of the local Indian Oil Corporation Colony,
died on the spot, while several occupants, including the driver of the Maruti van, were injured. The police has registered a case of rash and negligent driving against the driving of the van. In another such accident, Rajender Singh, son of Ishwar Singh,a resident of Jhajjar district, who was returning home on his motor cycle after paying a visit to his relations in Balawas village, near here, was killed when a car collided against his vehicle on the Rewari- Berli road yesterday. Similarly, Pappu Guwaria, son of Bhagu Ram, was killed when he fell down while alighting from a Haryana Roadways bus, near the bus stop at Kund, about 23 km from here, yesterday. |
MDU forms panel on security
Rohtak, October 26 An official press release issued here today said the committee would meet at least once a month to address security concerns. The recommendations of the committee would be forwarded to the VC for consideration. The committee comprises the Proctor as convener and the Dean Students Welfare, the Chief Warden, Head, Department of Law and Prof Neelima Dahiya of the History Department as members. Meanwhile, the VC has nominated Dr M.S. Chhikara, Principal, T.R. College of Education, Sonepat, a member of the executive council with effect from October 30 for two years. The newly appointed Dean, Faculty of Law, Dr K.P.S. Mahalwar, would be a member of the executive council from October 29, 2004, to July 21, 2005, in terms of Statute 11 of the MDU Act. |
