Chautala lays stone for health centre

Haryana Chief Minister Om Prakash Chautala today laid the foundation stone for a primary health centre, to be built at a cost of Rs 76 lakh, at Sianasaida village, near Pehowa, 30 km from here. Speaking on the occasion, Mr Chautala claimed that Rs 410 crore were being spent on health services in Haryana in comparison to Rs 60 lakh in 1966, when the state came into existence.

Man stabbed to death by friends
Hisar, February 27
A person was stabbed to death by his friends in the Mahabir Colony area here late last night. According to the police, Sita Ram of the same colony was sitting with his friends in a field outside the colony when, following a minor dispute, his friends started beating him up.

Arpana brings village handicrafts to city

Arpana, a unique social service-oriented community based at Madhuban (Karnal), is organising a four-day “spring sale” here from February 28 to March 2. According to a press note issued here yesterday, a wide variety hand-crafted embroidered items such as household linens, baby dresses and dresses for women manufactured by rural women of Haryana will be on display.

INLD may change nominee from Hisar

In a surprise move the Haryana Government has appointed Mr Surinder Singh Barwala, outgoing member of the Lok Sabha from Hisar, as the Chairman of the Haryana Bureau of Public Enterprises and the standing committee on public enterprises.

Mr Barwala was widely expected to be renominated as the INLD candidate from Hisar. His appointment is being seen in political circles as a clear indication that the INLD may change its candidate from Hisar in the next Lok Sabha elections. Observers feel that if Mr Barwala was to be renominated from Hisar, there was no sense in giving him a government job at this juncture when he should be busy campaigning.

The claimants for the Congress ticket from Hisar include Mr Jai Prakash, sitting Congress MLA from Barwala, who had defeated the wife of Mr Barwala in the last Assembly elections, and Mr Randeep Singh Surjewala, President of the all-India Youth Congress. Mr Jai Prakash gained a lot of public sympathy following his arrest on criminal charges, including a petty theft of about Rs 3,500. His Assembly segment also falls in the Hisar Lok Sabha constituency.

In political circles of Haryana, it is considered almost certain that Mr Jai Prakash will contest from Hisar, not necessarily on the Congress ticket. The BJP is also eyeing him as a possible candidate from Hisar. But for Mr Jai Prakash, the Congress ticket seems to be the first priority. Perhaps the INLD leadership wants to field from Hisar a candidate more formidable than Mr Barwala.

Mr Barwala’s appointment will once again fuel speculation about the candidature of Mr Ajay Singh Chautala, elder son of the Chief Minister, from Bhiwani, which he represented in the dissolved House. Earlier also, the state was rife with speculation that Mr Ajay Singh might shift to Hisar or Sonepat. However, he had categorically stated that he would contest the Bhiwani seat.

Since the BJP candidate from Sonepat, Mr Krishan Singh Sangwan, is considered to be a strong contender, speculation is that Mr Ajay Singh may shift to Hisar.

There is speculation that the INLD may field a senior minister from Hisar, whose Assembly segment was earlier part of Hisar district. The minister enjoys the image of being a gentleman and matches Mr Surjewala and Mr Jai Prakash in personal popularity. With the appointment of Mr Barwala as the Chairman of the Bureau of Public Enterprises, Finance Secretary Chander Singh stands relieved of the charge.

The government appointed the Chairmen of two more corporations. Mr Akarm Khan, a former MLA from Chhachhrauli has been appointed Chairman of the Haryana State Electronics Development Corporation (HARTRON). Mr Khan is considered close to Mr Ajay Singh Chautala, younger son of the Chief Minister.

Mr Surat Singh of Rohtak has been appointed Chairman of the Haryana Dairy Development Cooperative Federation.

Ranjeet denies rift within his camp

Efforts to check the declining popularity of the Congress though appreciated by late Congress leader Madhav Rao Scindia remained ignored as we were not given due respect’ said Haryana Pradesh Congress Committee Vice-President Ranjeet Singh here today. He was addressing workers from all nine Vidhan Sabha segments of the Sirsa parliamentary constituency at the local Anaj Mandi here today.

He also presented Mahant Baldev Das, a Congress candidate from Rori in the last Vidhan Sabha byelection, senior Congress leaders Teja Singh Bhima, Karnail Singh Dadu, Major Singh Rori, Kaur Singh, Dr Tej Ram, Banta Singh, Surjeet Singh and Janta Singh before the press to suspend rumours about any friction within the camp.

Ranjeet Singh criticised Congress leaders for taking long time in decision making as in the case of Sheila Dixit. Discussing the fall of the governments due to the withdrawal of the support after the Maham episode in 1990, Ranjeet Singh said his aim to strengthen the party.

Later while talking to mediapersons he said he might take final decision within three days when asked if he would participate in the Fatehabad rally of the BJP on March 2,. His criticism of both Congress and the INLD leadership overtly suggests that he might join the BJP on March 1.

Geeta threatens to campaign against Hooda

Followers of the Leader of the Opposition, Mr Bhupinder Singh Hooda, are to be believed, the dowry case registered by his daughter-in-law will not have much adverse political fallout for the Congress leader.

The Hooda camp is trying to prove that the Haryana Pradesh Congress Committee (HPCC) chief, Mr Bhajan Lal, has a role in prompting Ms Geeta Grewal, the estranged daughter-in-law, to go public about her alleged harassment by Mr Hooda’s family.

While there is no concrete proof of Mr Bhajan Lal’s involvement in the dowry case registered against Mr Hooda and two women members of his family, Hooda supporters claim that there is enough indirect evidence to prove the HPCC Chief’s involvement.

“Mr Bhajan Lal did not protest when Mr Sampat Singh, Finance Minister, took a dig in the Assembly about Mr Bhajan Lal and Chief Minister Om Prakash Chautala’s complicity in registration of the case against Mr Hooda at Panchkula,” a Congress functionary close to Mr Hooda said.

He alleged that the PCC chief had also organised Ms Geeta Grewal’s visit to the AICC office in the company of some other women to make a complaint against Mr Hooda. “Ms Saroj Malik, an active Congress member of Panipat considered close to Mr Bhajan Lal, also took part in the demonstration,” he said.

He claimed that Geeta was provided with a pass by the Bhajan Lal camp to enable her to meet Ms Sonia Gandhi at Sonepat yesterday. Even Mr Jitender Malik, a Congress MLA from the district, was refused such a pass. Geeta’s attempt to talk to Ms Gandhi, however, remained unsuccessful.

Talking to TNS, 27-year-old Geeta Grewal, an alumni of the PGIMS, Rohtak, however, said she was not a tool in anyone’s hands. The decision to make a personal matter public was her own, she said, adding that it was the Hooda family which started everything by making some weird allegations against her in the divorce petition filed by her estranged husband, Mr Deepender Singh.

Geeta threatened to campaign against Mr Hooda if the latter was given the ticket from Rohtak in the coming Lok Sabha elections. She said: “I shall go to Sanghi (Mr Hooda’s ancestral village in Rohtak district) and meet the Sarpanch there and also offer prayers at the village temple where I was taken by my husband’s family as a newly wed bride. Then I will go to Rohtak and hold a press conference there to tell the press about my experience with the Hooda family.”

About her attempt to meet Ms Gandhi at Sonepat, she claimed she could not get past the security cordon as she did not have a pass.

4 IAS, 13 HCS officers shuffled

The Haryana Government carried out yet another round of administrative reshuffling today and issued transfer and posting orders of four IAS officers and 13 HCS officers with immediate effect.

On February 24, 45 officers, including 25 SDMs, were issued transfer and posting orders by the government. Again on February 26, 40 officers, including eight from the IAS cadre, were shifted.

Following today’s order, Mr K.C. Sharma, Financial Commissioner and Principal Secretary, Administrative Reforms Department, becomes Financial Commissioner and Principal Secretary, PWD (B&R) and Architecture Department, relieving Mr N. Bala Baskar of the said charge.

Mr Pius Pandarwani, OSD, Land Use Board, has been posted in place of Mr K.C. Sharma. Mr Shymal Misra, Additional Deputy Commissioner, Kaithal, and MD Cooperative Sugar Mill, Kaithal, becomes Additional Director, Women and Child Development Department, relieving Mr Anand Sharma of the said charge.

Mr Pankaj Yadav, awaiting posting orders, has been posted as Additional DC, Kaithal, and MD, Coop. Sugar Mill, Kaithal, in place of Mr Shymal Misra. Mr B.B. Kaushik, awaiting posting orders, becomes Jt. Director(Admn), Animal Husbandry and Dairy Development Department against the vacant post.

Mr Sultan Singh Ghoswal, awaiting orders of posting, becomes General Manager, Haryana Roadways, Sonepat, against a vacant post.

Mr Dharam Pal Singh Yadav, Estate Officer, HUDA, Hisar, and Mr Harish C. Jain, GM, Haryana Roadways, Hisar, will swap their places of posting. Mrs Anju Chaudhary, awaiting orders of posting, becomes City Magistrate, Gurgaon, vice Mr Sushil Sarwan, who goes as such to Faridabad in place of Mr Sujan Singh, who has been posted as city Magistrate, Rewari vice Mr Gurmeet Singh, who will be the new City Magistrate of Panipat against a vacant post.

Mr Shakti Singh, awaiting orders of posting, has been posted as GM, Haryana Roadways, Faridabad, against a vacant post. Mr Mahabir Parsad, awaiting orders of posting, has been posted as GM, Haryana Roadways, Karnal, vice Mr Parvesh Kumar, who has been appointed as City Magistrate, Yamunanagar, against a vacant post.

Mr Devinder Kaushik, SDO(C), Loharu, and Mr Amardeep Jain, SDO(C), Siwani, will swap their places of posting.

Chautala lays stone for health centre

Kurukshetra, February 27
Haryana Chief Minister Om Prakash Chautala today laid the foundation stone for a primary health centre, to be built at a cost of Rs 76 lakh, at Sianasaida village, near Pehowa, 30 km from here. Speaking on the occasion, Mr Chautala claimed that Rs 410 crore were being spent on health services in Haryana in comparison to Rs 60 lakh in 1966, when the state came into existence.

Mr Chautala said Rs 260 per capita were being spent on health services in the state. He said a campaign to send health mobile units to villages had been launched so that medical check-up and medicines could be provided free of cost to villagers at their doorstep. There is a provision for opening a primary health centre for a population of 30,000, he added.

Mr Chautala said the Haryana Government would build toilets for women in villages and employ female sweepers for their upkeep.

Earlier, under the Pradhan Mantri Gram Sadak Yojna, Mr Chautala today inaugurated the work widening and recarpeting of the road joining the Ambala-Hisar highway to Thanesar city, near Tikri village. The work will cost Rs 5.14 crore and benefit the residents of several nearby villages, including Talheri, Chanaal Herl, Surmi and Bagthla.

The Haryana Transport Minister, Mr Ashok Arora, the Haryana Agriculture Minister, Mr Jaswinder Sandhu, the sitting member of Parliament, Mrs Kailasho Saini, the Deputy Commissioner, Mrs Sukriti Likhi, the Superintendent of Police, Mr Yogender Nehra, the Subdivisional Magistrate, Pehowa, Mr Prem Chand, the Deputy Superintendent of Police (Headquarters), Mr Nripjeet Singh, the Indian National Lok Dal halqa president, Mr Chhotu Ram, and other INLD office-bearers were among those present.

KAITHAL: Mr Om Prakash Chautala on Friday laid the foundation stone for Kapisthal Park, to be built by the local Municipal Council at a cost of Rs 2 crore in the Mata Gate locality.

Later, the Chief Minister laid the foundation stone for a multipurpose service centre of the District Red Cross Society at the local Civil Hospital. He also laid the foundation stones for a bridge on the Sirsa canal on the Jind road and Padmawati Bansal Dental Hospital, to be built at a cost of Rs 8.42 crore by an industrialist, Mr Naranjan Lal Bansal, along the Narwana road in the district.

Earlier, Mr Chautala laid the foundation stone for a bridge to be constructed on the Ghaggar near Dadota village, 54 km from here, and five small bridges which will be completed at a cost of Rs 4.26 crore.

Mr Jaswinder Sandhu, Agriculture Minister, Mr Ashok Arora, Transport Minister, Mr Ram Pal Mazra, Chief Parliamentary Secretary, Ms Kailasho Saini, MP, Mr Amar Singh Dhandey, MLA, Guhla, Mr Leela Ram, MLA, Kaithal, Mr Dina Ram, MLA, Kalayat, Mr Naranjan Lal Bansal, Chairman, Haryana Warehousing Corporation, Mr Chajju Ram Jamba, INLD district president, Mr Shashi Walia and Mr Sat Pal Taya, senior INLD leaders, Mr Anurag Agarwal, Deputy Commissioner, and Mr Sukhdev Singh, SP, were present at the functions.

FATEHABAD: The Chief Minister laid the foundation stone for a 33 KV power substation at Dhani Raipur village in the district. The substation will be constructed by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) at a cost of Rs 1.30 crore.

Major-Gen B.S. Rathi (retd), Chairman, Haryana Power Utilities, Mr Subhash Katyal, a member of the Haryana Electricity Regulatory Commission, Mr V. Umashankar, Managing Director, DHBVN, the Deputy Commissioner, Mr Mehtab Singh Sehrawat, the SP, Mr Saurabh Singh, Dr Sushil Indora, a member of the dissolved Parliament, Mr Nishan Singh, Ms Swatantra Bala Chowdhary and Mr Jarnail Singh, all MLAs, were present on the occasion.

Man stabbed to death by friends

Hisar, February 27
A person was stabbed to death by his friends in the Mahabir Colony area here late last night.

According to the police, Sita Ram of the same colony was sitting with his friends in a field outside the colony when, following a minor dispute, his friends started beating him up. One of them allegedly stabbed him. He succumbed to his injuries on the way to hospital.

The police has registered a case against Daya Ram and two others on the complaint of the wife of the deceased. No arrest has been made so far.

In another incident, a person committed suicide by setting himself on fire at Dhani Raipur village, near here, yesterday. According to reports, Dina Ram set himself on fire after sprinkling kerosene on his body. He was admitted to the local Civil Hospital where he died last evening. According to his family members, he had been suffering from depression.

In yet another incident, Azad Singh of Surya Nagar committed suicide by throwing himself in front of a train near the colony yesterday. He is stated to have been mentally unstable for the past several days.

Arpana brings village handicrafts to city

Arpana, a unique social service-oriented community based at Madhuban (Karnal), is organising a four-day “spring sale” here from February 28 to March 2. According to a press note issued here yesterday, a wide variety hand-crafted embroidered items such as household linens, baby dresses and dresses for women manufactured by rural women of Haryana will be on display.

Motivated by Param Pujya Ma, Arpana’s members bring health and socio-economic services to an area of over 2,00,000 residents of Haryana, Himachal and Delhi. Over 1750 rural women have been trained in exquisite hand embroidery, which has contributed significantly to their family income.

And with a view to ensuring income for these trained women, Arpana markets these handicrafts in the region. Arpana has been awarded the prestigious Sasakawa Health Prize in 1993 for “outstanding innovative rural health programmes.”

The press note said the spectre of poverty motivated Arpana to replicate the innovative health and developmental programmes in two slums in New Delhi.

The sale will also be organised in Sector 7 of Panchkula on March 4 and 5, it added.

Reinstatement of general-category staff opposed

The All-India Confederation of SC/ST and BC Organisations (Haryana) has opposed the reinstatement of general-category employees by the Haryana Government.

Mr Karamveer Singh, President of the Haryana unit of the confederation, said while the government reinstated these employees, it had reversed the promotions of many Scheduled Caste (SC) officers and stopping further promotions.

The Haryana unit of the confederation today decided to hold public meetings at various places of Haryana to mobilise public opinion on the issue.

The first public meeting would be held at Yamunanagar (February 29), followed by Chandigarh (March 3), Tohana and Fatehabad (March 12); Hisar, Rohtak, Kalanaur, Bhiwani and Jhajjar (March 13) and at Dadri, Kanina, Narnaul and Rewari (March 14).
