HPCC President Bhajan Lal and Mr Bhupinder Singh Hooda, Congress Legislature Party Leader, are both trying to avoid contesting the Lok Sabha poll.

By not contesting the Lok Sabha poll, the two arch rivals want to send the message that they are slated to get the top job in the state government if the Congress comes to power by defeating the INLD in the Assembly elections.

While Mr Bhajan Lal has already gone on record saying that his younger son, Mr Kuldeep Bishnoi will contest the Lok Sabha poll supporters of Mr Hooda insist that the PCC chief will have to become a candidate if Mr Hooda has to jump into the fray at the persuasion of the high command.

Mr Shamsher Singh Surjewala, a former HPCC chief and one of the important factional leaders of the Haryana Congress, is being watched closely by his rivals inside the party. Mr Surjewala’s name has been sent by the Hisar DCC as a probable candidate for the Hisar Lok Sabha seat. However, the race for the Hisar seat is believed to be between Mr Shamsher Singh’s son, Mr Randeep Singh Surjewala, President of the Indian Youth Congress, and Mr Jai Parkash, a Congress MLA and a former Union Minister.

What worries Mr Shamsher Singh’s rivals is that the former PCC chief will surely start projecting himself as the next Congress Chief Minister even if the Lok Sabha ticket is denied to him in favour of Mr Randeep Singh or Mr Jai Parkash.

It is, however, almost certain that Mr Birender Singh, another former PCC chief, will not contest the Lok Sabha elections. Mr Birender Singh has been made in charge of the party in UP, a responsibility which will keep him away from Haryana.

Sources close to Mr Bhajan Lal claim that there is no hidden meaning in Mr Birender Singh staying away from fighting the Lok Sabha elections in Haryana. because the former PCC chief has been defeated in the last Assembly elections.

Mr Bhajan Lal and Mr Hooda, on the other hand, are strong candidates. Mr Bhajan Lal, who has been the Chief Minister of Haryana on more than one occasions, had won two Lok Sabha elections from Karnal. Mr Hooda had defeated the INLD giant, the late Mr Devi Lal, in three consecutive elections from Rohtak Lok Sabha constituency.

Incidentally, Mr Krishanmurti Hooda, a protege of Mr Bhajan Lal and a former Haryana minister, is an aspirant for the Rohtak seat. This has created further complications for Mr Bhupinder Singh Hooda.

Party sources said that a list of shortlisted candidates would be sent to the AICC by the PCC before February 23. This list would be examined by a screening committee headed by senior party leader Arjun Singh. The PCC chief and the CLP leader are also members of the committee.

Mr Bhajan Lal, President of the Haryana Pradesh Congress Committee, has appointed spokespersons in all 19 districts in view of the coming Lok Sabha elections, a press note issued by the PCC said today.

The spokespersons are Ravinder Kumar Rawal (Panchkula), Abhinesh Tyagi (Yamunanagar), Praveen Dhingra (Kurukshetra), Pradeep Chauhan (Ambala), Devinder Khatri (Sonepat), Ramesh Godara (Hisar), Udey Bhan Punia (Jhajjar), Kamal Singh (Bhiwani), Sushil Saini (Rohtak), Mahavir Gupta (Jind), Subhash Saini (Panipat), Rajan Ojha (Faridabad), Vishnu Dutt Sharma (Rewari), Ghanshyam (Fatehabad), Bhagwan Dass Pahuja (Gurgaon), Bhana Ram Saini (Mahendragarh), Anand Bayani (Sirsa), Pawan Kumar (Kaithal) and Sunil Gupta (Karnal).

INLD, BJP suffer post-divorce blues

The Haryana BJP and the Indian National Lok Dal (INLD), which parted company recently, are facing post-divorce blues. The two parties have to search for candidates for those five Lok Sabha constituencies which had been left for each other in the last parliamentary elections.

The INLD yesterday authorised its President and Haryana Chief Minister Om Prakash Chautala to select the candidates and to find a new alliance partner, if necessary. Mr Chautala has declared that he will announce the names of the party candidates at the March 2 Jhajjar rally being held to celebrate the fourth anniversary of his government. The rally would also mark the launching of the party’s election campaign.

According to sources in the party, though Mr Chautala is not in the habit of giving his mind before he feels it necessary to do so, an exercise is on in the party to select candidates keeping the caste structure of particular constituencies in mind. The party is likely to renominate its sitting MPs, though the possibility of one or two changes is not ruled out. The INLD is toying with the idea of fielding certain sitting MLAs, not necessarily of its own party, in the parliamentary elections.

The sources say the INLD is considering the names of two ministers for the Karnal and Faridabad Lok Sabha constituencies. The name of one of these ministers is also being considered for Kurukshetra if the party decided to change its sitting MP, Mrs Kailasho Saini. For the Jat-dominated Sonepat seat, the name of a non-Jat MLA is in circulation.

From the Ambala reserved seat also, the party may field a sitting MLA, who had contested this seat earlier also. The sources are in the dark about the possible INLD candidate for Mahendragarh.

The BJP, too, is in a dilemma over the choice of candidates. It does not have known heavyweight candidates for the five constituencies it did not contest in 1999.

The BJP, too, is in touch with certain sitting MLAs and former MLAs of the other parties. However, the party is facing a problem. Most of these MLAs are asking for the party ticket from those constituencies in which the party already has sitting MPs. The state unit of the party does not seem to be in a mood to replace the sitting MPs. Its leaders say to change the sitting MPs is beyond its jurisdiction. The state unit has left the issue for the high command.

The Haryana Congress, too, is in search of the candidates who can turn out to be winners. While in certain constituencies the party is likely to field its heavyweight leaders, the party is in a quandary in the others. Though the state unit has left the choice of the candidates to the high command, Haryana Congress President Bhajan Lal and the Leader of the Opposition Bhupinder Singh Hooda will have a say in the matter as they have been nominated members of a committee formed to finalise the candidates.

Forum orders trader to pay compensation

The District Consumer Protection Forum, Fatehabad, today fined a Rohtak-based transport company and its Tohana-based agent for deficiency in service to a Tohana-based dealer.

According to reports Mr Dheeraj Gaba, a Tohana trader had sent shoes worth Rs 9075 on September 19, 2002 through the Tohana-based agent of a Rohtak-based transport carrier. The packet did not reach its destination and Mr Gaba moved the forum here. Forum President Mr P. C. Gupta and members, Mr B. S. Dandiwal and Ms Seema Saraf ordered the transporter and his Tohana-based dealer to make the payment of the shoes along with interest to the complainant.

They also ordered the transporters to pay a Rs 1500 compensation to the complainant.

BSP to contest on its own

Om Parkash Chautala’s Indian National Lok Dal suffered a political blow today when the Bahujan Samaj Party announced today that it would contest the coming Lok Sabha poll in Haryana on its own.

Mr Narender Kashyap, national general secretary of the BSP, said here that the party would kickstart its campaign in Haryana with a “samajik aur aarthik parivartan rally” here on March 10. The rally would be addressed by BSP chief Mayawati.

Mr Kashyap said besides Haryana the party had also decided to contest the coming poll in Himachal Pradesh, Punjab, Chandigarh and Jammu and Kashmir, too, on its own.

Reacting to reports in a section of the media that the BSP and the INLD were trying to negotiate an alliance, he said there were no such plans and the BSP was strong enough to contest all 10 Lok Sabha seats in Haryana.

He said the party nominees would be announced at the March 10 rally by Mrs Mayawati herself.

Later, he also addressed a state-level meeting of party workers.

Postpone varsity council meeting, say teachers

Mr Vazir Singh Nehra, president of the Maharshi Dayanand University Teachers Association (MDUTA), has demanded the postponement of a meeting of the Executive Council of the university scheduled for February 23.

In a letter to the Vice-Chancellor, Maj-Gen Bhim Singh Suhag (retd), he pointed out that the last meeting of the council was held on February 16. According to the rules members were given 10 days to file their objections to the minutes, if any, from the day of circulation of the minutes. The proceedings of the last meeting had not yet been circulated. Therefore, it would be inappropriate to hold another meeting.

He said the real purpose behind the proposed meeting was to get regularised many of the decisions the Vice-Chancellor had taken in the past in “contravention” of the rules. These included eight amendments to university ordinances.

The communication added that the date of the meeting had been decided because many of the members who had been supporting the Vice-Chancellor’s actions would cease to be members during the next few days.

Historical sites cry for attention

The Kurukshetra Development Board (KDB) is not taking interest in the maintenance and upkeep of ancient  religious and historical sites in and around Kaithal town.

This was alleged by Mr Mai Lal  Saini, president, Gyarah Rudri Shiv Mandir Sabha, Kaithal,  while talking to mediapersons here yesterday. Mr Saini said the condition of  such sites was deteriorating  in the absence of any interest by the departments concerned and if this trend was not checked we might lose vital clues to the cultural heritage.

He said Ganesh Tirath, Navgrah Kunds, Bidkyar pond , Gyarah Rudri Shiv Mandir and other religious and historical sites in Kaithal town, Kapil Muni Mandir at Kalayat and dozens of other sites in and around Kaithal needed immediate attention of the KDB and the Archaeological Department as the local committees looking after all such places lacked necessary resources and knowhow to keep such places in good shape.

He urged the KDB and the Archaeological Department not to adopt an indifferent attitude towards such sites.

Special drive against spurious liquor

Deputy Commissioner of Kurukshetra Ms Sukriti Likhi has asked the Excise Department to launch a special drive in the holy city against sale of smuggled liquor. The step has been taken following death of six persons, including a woman on Tuesday and Wednesday.

She told The Tribune over the telephone that the authorities had been asked check the sale of spirit and thinner in the city. Record of purchase and sale of spirit and liquor by the retail distributors would be maintained to prevent any misuse, she added. 

She also appealed the social organisations to educate people on the hazards of drinking liquor or its substitutes.

Superintendent of Police Yogesh Nehra said that Satyawan son of Motiram of outer Mohalla (Thanesar) was arrested on Wednesday allegedly for providing ‘thinner’ (a chemical used for mixing in paints) to the victims for consumption and a case under Section 304 of the IPC was registered against him.

The place where the tragedy took place is a backward locality of 2,000 persons, most of whom are labourers. A visit to the locality revealed a pathetic sight, with relatives of the dead expressing helplessness over the evil of spurious liquor.

Babu Ram, a resident of the locality regretted that the authorities were concerned over the problem of the sale of smuggled liquor. He blamed the State Excise Department and the police for not taking action against the sale of liquor in the city.

Another resident of the locality alleged that the police was trying to hush-up the case under the pressure of liquor smugglers by fabricating the story of ‘thinner’. He said the sale of liquor was banned in the holy city but it was available on a phone call.

Hospital incident: CMO accused of conspiracy

Incident of February 17 night in the civil hospital here took a new turn as Dr J.P. Chaudhary, Medical Superintendent, accused of nuisance in the hospital under the influence of liquor accused the Chief Medical Officer of tarnishing his image.

In a press note issued here today Dr J.P. Chaudhary said on that day when he went to the surgical ward for evening round the doctor on emergency duty Dr Deley Singh told him that the staff nurse of the ward had come to him complaining that she was facing problem in administering medicines and injections to the patients due to cots laid by patients’ attendants in the ward who were drunk.

According to Dr Chaudhary when he went there he found the cots and the patients, attendants who included Balbeer Singh and brother of Dr Mohar Singh drinking.

When he asked them to remove the cots, they replied that they were known to Dr Mohar Singh and they had paid him and have been allowed to place cots by him. Dr Chaudhary repeated his instruction to remove the cots at which they misbehaved with him forcing him to warn them of action.

After this they went away and he himself went home added Dr Chaudhary.

Dr Chaudhary levelled allegations against Dr Mohar Singh of a conspiracy against him and admitting patients with an ulterior purpose to spoil his image.

Dr Chaudhary has also raised the question why his medical examination was not conducted if he was under the influence of liquor.

Dr Mohar Singh was not available for comments. However, later he rang up and denied all charges of Dr Chaudhary as baseless. Dr Mohar Singh added that the non-cooperative attitude of medical superintended Dr Chaudhary was responsible for problems in the hospital.

VC nominates 8 to MDU court

The Vice-Chancellor of Maharshi Dayanand University has nominated eight members to the university court under Statute 9 of the MDU Act, it was officially stated here today.

Those nominated were: Mr R.N. Mohra, Hindi Department, Mr Ravindra Vinayak, Commerce Department, Mr A.K. Madan, Pharmacology Department, Mr B.D. Yadav, History Department and Mr Dalip Singh and Mr S.K. Bedi, both from IMSAR. The term of these members would end on February 15, 2006.

The term of the two other nominated members – Mr D.S. Dahiya, Principal, University College, Rohtak, and Mr Jai Narain Dalal, Principal, Government College, Dubaldhan – will be effective from March 10 next to March 9, 2006.

The following have been elected to the court from amongst regular teachers of affiliated and maintained colleges: Ms Amita Sharma, Ms Pragya Aggarwal, Mr Yudhister, Mr M.S. Sheoran, Ms Rajni Sharma, Mr Naresh Rathee, Ms Ranjana Lal, Mr I.S. Sindhu, Ms Indira Jakhar and Mr R.K. Yadav.

Essay-writing contest results

The Haryana State Council for Science and Technology has announced the result of a State-level essay writing competition for college students for 2003-2004.

A spokesman of the council said here today that the first prize of Rs 5,000 had been bagged by Karan Yadav of Government Post-Graduate College, Karnal.

The two second prizes of Rs 3,000 each had been won by Timsi Rao of Government Post-Graduate College, Karnal; and Kamna of Radha Krishan Sanatan Dharam College, Kaithal.

The two third prizes of Rs 2,000 each had been bagged by Divya Kapoor of Guru Nanak Khalsa College, Yamunanagar; and Jyoti Hooda GVM girls College, Sonepat.

Eight consolation prizes of Rs 500 each had been won by Surabhi Satija, Chandrawati, Aman Sharma, Monika Saran, Archana, Anjali Yadav, Hem Lata and Amar Deep.

Board shifts 3 exam centres

The Haryana School Education Board has shifted three examination centres and caught 90 candidates for indulging in copying and using unfair means during the ongoing middle class examination.

Stating this here today, a spokesperson of the Board said that flying squads had raided some examination centres to check copying and use of unfair means.

She said eight persons had been arrested for violating Section 144 outside examination centres in Bhiwani district and 10 in Jhajjar district.

Addressing the day-long dharna, general secretary of the roadways employees union Nihal Singh announced that all employees of Haryana Roadways would take part in the nationwide strike on February 24 and buses would not ply. The union leader denounced the Centre and the Haryana government for retrenchment and privatisation and abolishing posts.

In a press note today the Haryana Employees Joint Action Committee leader disclosed gate meetings of employees of the different departments were held today.

Disclosing this, the district police chief said here on Tuesday that a complaint was lodged by Balkaur Singh, centre superintendent of Senior Secondary School, Mandi Dabwali in the Middle examination of the board.

The Haryana Government has decided to launch a special campaign to provide employment to the blind and visually handicapped persons with 40 per cent or more disability by filling vacancies in various departments.

A spokesman of the Social Justice and Empowerment Department said such candidates having a domicile of Haryana could apply by March 4 for 20 temporary posts, 19 on a retainership basis and 11 on consolidated pay.

These vacancies were available in the Departments of Prosecution, Transport, Public Health, Industrial Training, Social Justice and Empowerment, Health, Forests, Cooperation, Public Relations and Home Guards.

2 rice mills sealed on expiry of lease

Tarawari (Karnal), February 19
The administration has sealed two rice mills here and handed possession of the land to the Municipal Council here.

As per reports, the council gave 25 acres of land to the rice mills on lease which expired in 1996-97.The owners of the mills continued to hold back the possession without permission after the period.

Tehsildar of Nilokheri subdivision Inderpal Rajan along with the police took the possession of the mills and sealed the main gates. — TNS
