Blaming the INLD and the BJP for ignoring the interest of farmers, Dalits and youths of the state, the All-India Congress Committee (AICC) spokesperson, Ms Selja, while addressing a rally at Israna village, about 20 km from the city, said the unemployment had increased manifold during the INLD and the BJP rule in the state and added that the Congress had treated all persons equally irrespective of their religion or caste whenever it was in power.

Mr Chander Mohan, Congress MLA and son of Mr Bhajan Lal, Haryana Pradesh Congress President, while addressing public meeting at Hamida near here said today that if Congress was voted to power it would eradicate unemployment from the state. Chandra Shekhar’s trust comes under CAG scanner

The Bharat Yatra Kendra Trust of former Prime Minister Chandra Shekhar has come under the scanner in the Comptroller and Auditor General’s report presented at the Haryana Assembly last week. According to CAG, the trust has defaulted in making payment of electricity bills amounting to more than Rs 29 lakh.

HUDA to develop Narnaund, says CM

The Chief Minister, Mr Om Prakash Chautala, while addressing a public meeting at the Grain Market, Narnaund, 40 km from here, said the residential sectors at Narnaund would soon be developed by the Haryana Urban Development Authority (HUDA). He also announced a grant of Rs 65 lakh for sewerage system at Narnaund.

DC sets deadline to complete projects
Fatehabad, February 15
Heads of various government departments in this district have been given time-bound orders to complete all pending projects, which had been announced by the Chief Minister, Mr Om Prakash Chautala, during the Sarkar Aapke Dwar Programme. The departments have been asked to complete their pending projects by March 31.

Affiliation of 15 schools cancelled

The Haryana Board of School Education has cancelled the affiliation of eight private schools and taken action against three other schools. While stating this today a spokesperson of the board said records of these schools had been checked and the number of students attending the school was verified by the officers of the board.

A large number of teachers working in Haryana schools are in a fix. They do not know how to take a screening test to be held by the Haryana Public Service Commission(HPSC) as well as to perform duties of invigilators assigned to them by the Haryana School Education Board.

The District Consumer Forum here has dismissed a case against a surgeon here. According to information Ravi Kumar of Barsana village of this district filed a complaint against Dr D.P. Gupta seeking Rs 4.5 lakh compensation. He also impleaded two insurance companies and another doctor as defendants.

2 killed in mishap

Two persons were killed in a road accident at Durjanpur village, 45 km from here, last night. According to the police, Gautam (21), a resident of Litani village, and his friend Sanjay Kumar (20), a resident of the Dabra Chowk area here, were on the way to Litani village from Jind on a motor cycle.

NDA fooling voters: Scindia

Congress leader Jyotiraditya Scindia today charged the NDA government with trying to fool voters through false slogans of development.
Speaking at a rally at Baund village in the district, he said prices of essential commodities had skyrocketed during the NDA rule. He said people were disillusioned with the government, which had failed to fulfil its promises. "Even though Cabinet ministers have been caught taking bribe on camera, NDA leaders are harping on honesty.”

He said no one was safe in Jammu and Kashmir and attacks on Army camps had become a routine. He urged people to vote for the Congress.

Haryana Pradesh Congress Committee President and former Chief Minister Bhajan Lal, who presided over the rally, said the Central and the state governments had failed to live up to the expectations of the people. He branded the Chief Minister, Mr Om Prakash Chautala, as a “wholesaler of loot”.

He criticised Mr Bansi Lal for raising the issue of Mrs Sonia Gandhi's foreign origin. He denied any groupism in the party.

The convener of the rally, Ranbir Singh Mahendra, said people would get rid of the “anti-people” policies of the state and Central governments by voting in favour of the Congress.

Those who spoke on the occasion included former Chief Minister Hukam Singh, former ministers Amar Singh Dhanak, Mange Ram Gupta, Amir Chand Makkad, MLA Dharmbir Singh, former MP Jangbir Singh , Ramji Lal and Kuldip Bishnoi.

Blaming the INLD and the BJP for ignoring the interest of farmers, Dalits and youths of the state, the All-India Congress Committee (AICC) spokesperson, Ms Selja, while addressing a rally at Israna village, about 20 km from the city, said the unemployment had increased manifold during the INLD and the BJP rule in the state and added that the Congress had treated all persons equally irrespective of their religion or caste whenever it was in power.

Ms Selja said when Indira Gandhi was the Prime Minister, the Congress had worked to get equal rights for the Dalits and framed policies in the favour of farmers. Lamenting the BJP for playing the politics of religion to woe voters, Ms Shailja said earlier the BJP had forged an alliance with INLD to form the government at the Centre. Both the BJP and the INLD had done nothing for the common man. Ms Selja said now the INLD was blaming the Central Government for not providing enough funds to the state for developments.

Addressing the gathering, a senior Congress leader, Mr Bhupinder Singh Hooda, said atrocities were committed against the farmers of the state and their interests ignored by the INLD government.

He declared that all irrelevant taxes, including house tax, which had been imposed by the present regime, would be waved. Mr Chander Mohan said the hollowness of ‘feel-good’ factor raised by the BJP had been exposed and the people had made up their mind to oust the NDA government from the Centre. He also criticised the Haryana Government for deteriorating law and order situation in the state. He said that the Congress was ready for the Assembly poll if the Chief Minister dissolves the Assembly.

Mr Tara Singh, MP, said Mr Atal Bihari Vajpayee had proven to be the weakest Prime Minister ever. He disclosed that India was being run by the capitalist country. He said the Central Government had spent Rs 1,500 crore on advertisement to deceive the sentiment of innocent electorate of the country.

Mr Sat Pal Kaushi, Secretary, Haryana Pradesh Congress, Mr Raj Kumar Tyagi, Congress President (Urban) and many other Congress leaders also spoke on the occasion.

Chandra Shekhar’s trust comes under CAG scanner

Chandigarh, February 15
The Bharat Yatra Kendra Trust of former Prime Minister Chandra Shekhar has come under the scanner in the Comptroller and Auditor General’s report presented at the Haryana Assembly last week. According to CAG, the trust has defaulted in making payment of electricity bills amounting to more than Rs 29 lakh.

While reviewing the performance of Dakshin Haryana Bijli Vitran Nigam Limited (DHBVN), CAG said test-check of records of Badshahpur sub-division revealed that seven electric connections (1 domestic, 4 agricultural and 2 LT industrial) were released in different names in the premises of the trust at Bhondsi on Gurgaon district.

The owners of two industrial connections, released in 1993, did not pay their electricity bills from November, 1993 to July, 1999, and the defaulted amount accumulated to Rs 20.37 lakh in July, 1999. These industrial connections were got disconnected in July, 1999, by consumers themselves.

However, even after disconnection, the consumers shifted the load of the industrial connections to three existing tubewell connections. Power supply to these tubewell connections was not allowed to be disconnected on the pretext of security of “the VVIP” (Mr Chandra Shekhar), the report stated.

The three agricultural consumers also defaulted in payment of electricity bills from September, 2000. When some portion of the land of the trust having the three tubewells was transferred to the gram panchayat, Bhondsi following a Supreme Court order, the defaulted dues of two connections amounting to Rs 3.53 lakh were cleared by the panchayat. The third connection was disconnected in June, 2002, and its unpaid dues were worked out to be Rs 6.88 lakh.

The outstanding amount against the fourth tubewell was Rs 72,000 at the time of temporary disconnection in May, 2002. As for the domestic connection, there was default in payment of electricity bills since May, 2000, and the defaulted amount was found to be Rs 1.14 lakh when the connection was permanently disconnected on March 11, 2002.

Total outstanding amount as on April, 2003, was worked out to be Rs 29.11 lakh against the electric connections of the trust.

According to the report, the management of DHBVN admitted the facts while explaining that it was not possible to initiate case under the Land Revenue Act due to VVIP status of the consumer.

HUDA to develop Narnaund, says CM

The Chief Minister, Mr Om Prakash Chautala, while addressing a public meeting at the Grain Market, Narnaund, 40 km from here, said the residential sectors at Narnaund would soon be developed by the Haryana Urban Development Authority (HUDA). He also announced a grant of Rs 65 lakh for sewerage system at Narnaund.

He claimed that his government had spent Rs 368 crore to improve drinking water facilities in the rural areas during the past four years. The government had constructed 285 new waterworks and raised the capacity of 589 existing waterworks during this period to provide drinking water in rural areas. The government had also laid 6,187 km-long pipelines in the state for this purpose.

Mr Chautala said more than 44,000 development works had been completed through ‘Sarkar Apke Dwar’ programmes during the past four years. He said his government had provided 50,000 jobs to youths and would provide another 50,000 jobs to unemployed youths by the end of this year.

The Chief Minister addressed public meetings in more than a dozen villages of Narnaund and Hansi Assembly segments and inaugurated a girl’s high school at Bass village near here.

DC sets deadline to complete projects

Heads of various government departments in this district have been given time-bound orders to complete all pending projects, which had been announced by the Chief Minister, Mr Om Prakash Chautala, during the Sarkar Aapke Dwar Programme. The departments have been asked to complete their pending projects by March 31.

Presiding over the monthly review committee meeting of the district yesterday, the Deputy Commissioner, Mr Mehtab Singh Sahrawat, asked officers to remove all stumbling blocks in the implementation of the projects so that no work remained pending after the deadline set by him.

The Additional Deputy Commissioner, Mr Nitin Kumar Yadav, the SDM, Mr Subhash Sheoran, the City Magistrate, Mr Munish Nagpal, the SDMs of Rattia and Tohana, Mr S. B. Lohia and Mr Satbir Singh Saini, respectively, and district heads of various government departments were present at the meeting.

The Deputy Commissioner directed the Rural Development Agency to make sure that all village Chaupals were repaired by March. He directed the department to ensure that the food for work scheme under the Sampooran Rozgar Yojana was implemented properly. He asked the departments concerned to see to it that those below the poverty line got the benefits reserved for them.

The Deputy Commissioner asked municipal committees in the district to speed up the process of recovery of house tax and municipal tax so that development works did not suffer for want of funds.

Affiliation of 15 schools cancelled

The Haryana Board of School Education has cancelled the affiliation of eight private schools and taken action against three other schools.
While stating this today a spokesperson of the board said records of these schools had been checked and the number of students attending the school was verified by the officers of the board.

The number of students attending the school was less then these registered in the records of the schools which compelled authorities of the board to take action against them.

The spokesperson said Brij Mundal Public Senior Secondary School, Hassanpur, Faridabad, NBVM Senior Secondary School, Jawahar Colony, Faridabad, Adarsh Senior Secondary School, Dhauj, Faridabad, P.L. Shiska Sadan, Bhera Bankipur, Sonipat, Bhartiya Vidhya Mandir, Jammu Nagar, Yamuna Nagar, S.R. Memorial Senior Secondary, School, Hisar, Rose Bud High School, Nangal Chaudhry, Mohindergarh and New Adarsh High School, Ferozepur Bangar, Sonepat had been disaffiliated.

She added that Prince Senior Secondary School, Nangla Road, Faridabad, R.S. Senior Secondary School, Hodal, Faridabad, and R.D.S. High School, Pangaltu, Faridabad, would be disaffiliated soon.

Haryana school teachers in a fix

A large number of teachers working in Haryana schools are in a fix. They do not know how to take a screening test to be held by the Haryana Public Service Commission(HPSC) as well as to perform duties of invigilators assigned to them by the Haryana School Education Board.

The HPSC will hold a screening test in Chandigarh on February 22 to shortlist applicants for posts of school headmaster and principal. Many of the applicants are working as teachers in the Haryana schools, both government and government-aided private schools.

The eighth class examinations of the education board will commence from February 16 and will last till the end of the month. The board has issued strict instructions that no teacher should be exempted from the examination duties.

The teachers say since the screening test is to be held in the morning, it will be difficult, particularly for women teachers, to reach Chandigarh after performing the examination duties in the afternoon. The teachers say the HPSC should hold the screening test after the examination season is over.

Chairman of the HPSC K.C. Bangar expressed his inability to change the date of the screening test.

Waiver costs power nigam dear

The Haryana Government has been pulled up in the latest Comptroller and Auditor-General’s (CAG’s) report for the tardy implementation of a waiver scheme for recovering pending dues from power consumers.

The 75 per cent waiver scheme, floated by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) on April 27, 2002, had coincided with a violent agitation by farmers and death of at least six agitators in police firing in Jind district. The Chief Minister, Mr Om Prakash Chautala, timed a drive to arrest BKU leaders with the launching of the scheme. There was strong reaction in parts of the state against the arrest of BKU leaders and the police fired upon the agitators in Jind.

This scheme was far from foolproof as the latest CAG report found that those who had benefited under the scheme had become defaulters again.

The waiver scheme provided that 75 per cent of the outstanding dues of defaulting domestic, non-domestic and agricultural consumers in the rural areas would be waived if they cleared their respective bills in one go before May 15, 2002. The deadline was later extended up to May 31.

The DHBVN waived dues totalling Rs 59 crore comprising the sale of power (Rs 37.37 crore), surcharge (Rs 20.47 crore) and electricity duty (Rs 1.16 crore) in respect of 87,000 consumers under the scheme. However, before implementing the scheme, the DHBVN did not ensure that once a consumer had benefited under the scheme, he or she would pay the bills regularly thereafter.

During a random check of 3179 consumers in Bhiwani and Sirsa electricity circles, who had availed the benefit of waiver of Rs 6.63 crore under the scheme, it was found that they had again become defaulters to the extent of Rs 2.19 crore up to July 2003.

The CAG stated that “laxity” on the part of the DHBVN to recover its dues from rural consumers regularly, coupled with implementation of the waiver scheme without devising a mechanism to ensure regular payment of power bills by beneficiaries in future had led to a loss of over Rs 37 crore to the company.

Case against surgeon dismissed

The District Consumer Forum here has dismissed a case against a surgeon here.
According to information Ravi Kumar of Barsana village of this district filed a complaint against Dr D.P. Gupta seeking Rs 4.5 lakh compensation. He also impleaded two insurance companies and another doctor as defendants.

The complainant said that he had been suffering from stomach problem and contacted the doctor on November 29, 1999, who referred him to a diagnostic centre. The ultrasound report and other tests revealed that the patient had kidney stone. The patient was operated upon on December 1, 1999. But the patient alleged that discharge continued from his wound and he continued to suffer pain.

The doctor maintained that he had told the complainant that the stone was of 3 cm size and was difficult to remove and chances of bleeding during operation were more. Inspite of this, the patient had opted for the operation. The consumer forum came to the conclusion that there was no deficiency on the part of the surgeon and declined to grant compensation to the complainant.

Conference on biotechnology

The Department of Biotechnology of Kurukshetra University organised a colloquium on “Biotechnology and its perspectives” on February 14, at which lectures on microbial technology and Biotechnology were delivered.

Prof Rakesh Bhatnagar of JNU New Delhi explained about Anthrax and bacterium causing it. He spoke on “Recombinant Vaccine against anthrax”.

The seminar was attended by M.Sc students, Research Scholars of life science departments and senior faculty members like Prof Emeritus S.P. Singh, Prof L.R. Kakkar, Dean Faculty of Science, Prof Emeritus Hari Singh, Prof I.C. Mittal and Dr Rajneesh Sharma from Zoology department, Prof N.K. Matta from Botany department, Dr R.P. Mandhan and Dr J. Sharma from Biotechnology department.

Lok Adalat decides 74 cases

As many as 74 cases related to women were disposed of in the special Lok Adalat held here yesterday. Mr R.C. Gupta, District and Sessions Judge of Karnal district inaugurated the adalat.

Mr Gupta said that 16 cases pertaining to death and injury arising out of vehicular accidents under the motor vehicle act were decided on the spot and Rs 15,25,000/- awarded compensation in these cases.

Mr Nazar Singh, Chief Judicial Magistrate of Karnal said 74 cases related to women including 15 civil cases, 15 criminal cases, three petty criminal cases, 11 family dispute cases, eight summary cases were disposed of and compensation of Rs 3,40,940/- awarded.

Kranti manch plans ‘jan chetna’ rally

The Sampurna Kranti Manch, a socialist outfit, will hold a “jan chetna” rally in Haryana this month. Addressing a press conference here today, Mr Yaginder Yadav, a Delhi-based academician and an activist of the manch, said the rally would take off from Narnaul on February 23 and wind up at Gurgaon on March 16.

Mr Yadav also released a four-page election manifesto at the press conference. Though the manch would not contest the Lok Sabha elections, the manifesto was being released to make people aware about the manch’s aims. The manifesto advocated the people’s right to information.

2 killed in mishap

Two persons were killed in a road accident at Durjanpur village, 45 km from here, last night. According to the police, Gautam (21), a resident of Litani village, and his friend Sanjay Kumar (20), a resident of the Dabra Chowk area here, were on the way to Litani village from Jind on a motor cycle. As they reached near Durjanpur village their vehicle collided with a tractor, coming from the opposite direction. They were admitted to a private hospital at Barwala where both succumbed to their injuries. The police has arrested the tractor driver.
