Haryana has legitimate claim on waters: expert Chandigarh, February 8 The river basin comprises areas from where water flows or water is used or is usable. A river valley is separated by a ridge. The “Course of river keeps changing,” he says, adding that at “some stage, the Sutlej used to flow where the Ghaggar is flowing now.” “The boundary of the Indus basin stands accepted internationally by the Centre, the states concerned, the Eradi tribunal and also by he Supreme Court of India. Both Haryana and Rajasthan are a part of the Indus basin”, he said. Earlier, when the question of sharing of Indus waters arose between India and Pakistan and before the Indus Water Treaty was signed between the two countries, India distributed the Ravi-Beas waters on January 29, 1955, when Punjab, including Pepsu, was given 7.2 MAF and Rajasthan was given 8.0 MAF of water. This distribution was made to the states of the Indus basin and the states concerned had agreed to the same. In fact, the division of waters of the Indus system between India and Pakistan through the Indus Water Treaty of 1960 was made on the basis of the Indus basin concept and the basin, includes present Haryana. He made it clear that the World Bank accepted the rights of both countries on this basis. The Eradi tribunal was constituted pursuant to the Punjab accord signed on July 24, 1985, between the then Prime Minister of India and Sant Harchand Singh Longowal, President of the Shiromani Akali Dal. Initially, a single-member tribunal was constituted under an ordinance. Parliament later amended the River Water Disputes Act, 1956, and a specific section was introduced for the constitution of a tribunal. The Punjab accord thus received acceptance of Parliament. Punjab accepted the constitution of the tribunal and presented its case. Haryana, too, canvassed its claim before the tribunal claiming its right on these waters, both as a successor state and a co-basin state. Mr Malhotra said termed as baseless the claim of Mr Kumedan that the Ravi-Beas waters belonged to only as these waters belonged to all states of the Indus basin. The Eradi tribunal had considered all objections raised by Punjab and finally accepted the claim of Haryana on these waters, he claimed. |
Chautala ends up annoying voters Kasar (Jhajjar), February 8 The situation turned bitter when one person demanded the concretisation of the street by which the cavalcade of the Chief Minister had entered the village. To the demand, Mr Chautala responded bluntly: “Who wants to come to your village? I regret having come here.” Several other demands were also met with similar cold response from the Chief Minister’s party. Talking to mediapersons, Khem Chand, leading the villagers, said they were angry at the nasty remarks and humiliating treatment meted out to their village by the Chief Minister. Mr Chautala also came across such uncomfortable situations in other villages during the two-day trip. He faced hooting at Barona village yesterday. In Bhansru Kalan village also the Chief Minister made adverse remarks on the villagers when they raised their demands. |

improve power supply Sirsa, February 8 He said with the commissioning of this new 220 kv substation in Sirsa district the existing 220 kv substations, Sirsa, would be saved from overloading. He said the Haryana Vidyut Prasaran Nigam (HVPN) and the Dakshin Haryana Bijli Vitran Nigam (DHBVN) had a comprehensive plan costing Rs 75 crore to strengthen the power transmission and distribution system in the district. Under this plan, the nigams would construct 12 new substations, including five substations of 132 kv capacity and seven substations of 33 kv capacity. The nigams also planned to augment capacity of the five existing substations. He said DHBVN was rehabilitating 40 feeders of 11 kv capacity dividing each into two or three feeders. Besides this, the old conductor of lower capacity of 34 feeders was being replaced with a new conductor of higher capacity at a cost of Rs 8.62 crore. Work on the rehabilitation of 33 of the 40 feeders had already been completed. According to the Deputy Commissioner to strengthen the power distribution system in the district, DHBVN had added 2400 transformers in the network and augmented capacity of 810 existing transformers during the past four years. |
Bomb hoax delays trains Ambala, February 8 According to Railway sources, when 3307 Kisan Express was passing between Sambhu and Rajpura, the driver Jaswant Singh heard a blast on the rail track. He later reported the matter to the station master of Rajpura. As soon as the message was passed to railway control at Ambala Cantt, the Railway authorities directed the officials concerned to stop the Amritsar bound Swarn Shatabdi Express at Sambhu railway station and the Shane Punjab at Ambala City. The trains were allowed to depart only after the clearance from Safety Department of the Railways after half an hour. The Railway Safety Officer of Ambala Railway Division, Mr G.M. Singh said stone dust was found at the spot where the driver had heard a blast. |
