Congress plans offensive strategy in Assembly Chandigarh, February 3 A decision to this effect was taken at a meeting of the Congress Legislature Party (CLP) held here today under the chairmanship of the Leader of Opposition, Mr Bhupinder Singh Hooda. The Haryana Congress President, Mr Bhajan Lal, was also present at the meeting. Sixteen out of the 20 Congress MLAs attended the meeting. The absentees were Capt Ajay Singh Yadav, Deputy Leader of the CLP; Rao Inderjit Singh, Mr O.P. Jindal and Mr Chander Mohan. Sources in the CLP say it was decided at the meeting that various MLAs of the party should move adjournment motions and call attention motions in order to raise issues of public importance. The party will move nine adjournment motions and five call attention motions. The issues on which the adjournment motions will be moved include the delay in the construction of the SYL canal; the government’s alleged failure to pay compensation to farmers for the loss suffered by them due to the recent hail storms in the state; an increase in the rates for drinking water and sewerage services; sale of government property; sale of sub-standard medicines in the state; law and order; failure of the government to open a university in Southern Haryana; and the reaffiliation of colleges of Bhiwani and Hansi to Maharshi Dayanand University, Rohtak. The Congress MLAs will move call attention motions on non-payment of minimum support price to paddy growers, power shortage, denial of rights to the Scheduled Castes and Backward Classes, surplus employees and privatisation of health services. Going by past traditions of the Vidhan Sabha, it is unlikely that the Speaker will allow any of the adjournment motions sought to be moved by the Congress. For example, the Speaker is likely to turn down the adjournment motion on the SYL canal on the plea that the matter was subjudice. Similarly on the issues like affiliation of Bhiwani colleges and sale of sub-standard medicines, the Speaker may take the plea that the issues were not of recent origin. It is to be seen what new tactics the CLP will adopt to embarrass the ruling party. Despite an unfriendly Speaker (as the Opposition terms Mr Satbir Singh Kadian), the debate on the motion of thanks to the Governor for his address to the House and the debate on the Budget will provide ample opportunities to the Opposition to highlight issues of public importance. Only it has to use its ingenuity to make the treasury benches uncomfortable for the Indian National Lok Dal, particularly as this will be the last session before the Lok Sabha elections. |
Rs 251 cr spent on water supply schemes, Narwana, February 3 The Chief Minister Mr Om Prakash Chautala, while inaugurating a water supply scheme at Sacha Khera village in Jind district today at a cost of Rs 43.61 lakh and another water supply scheme at Karamgarh at a cost of Rs 76.80 lakh, said these schemes would help in providing 70 litres of water per capita per day to the people of the area. He said the water supply would be augmented in 470 villages during the current year at a cost of Rs 109 crore. Mr Chautala also dedicated the ‘Vishawakarma Chowk’ to the people and said the next engineering college to be opened in the state would be named after Lord Vishwakarma. The state government plans to set up transformer banks at various places so as to replace the damaged transformers within 24 hours, Mr Chautala added. Addressing a gathering after laying the foundation stone of a 33 kv sub-station at Gurusar village, today to be constructed at a cost of Rs 1.20 crore, he said the present government was making concerted efforts to enhance the power supply in the state and by September, there would be no shortage of electricity. He said during the tenure of the present government, the installed capacity of power had been increased by 815 mw.

State BJP to have no truck with SAD Karnal, February 3 Earlier, it had made it clear to the party high command that the state unit of the party was not in favour of going together with the ruling INLD. Similarly, SAD’s state unit had also expressed its desire to the party high command to break relations with the INLD as the ruling party had not “watched the interest of Sikhs” while in power. Talking to TNS after holding a meeting of the State Mahila Morcha of the BJP here, Mr Ganeshi Lal, president of the state unit of the BJP, said the BJP would not approach any other political party for alliance in the state in the coming Lok Sabha elections. When asked whether the party would approach the SAD leadership for alliance in Haryana, he said, “There is no question of approaching any party for alliance”. He said the “feel good factor” was strong enough in the country to enable the BJP to win all 10 Lok Sabha seats in the state. Special efforts were being made by the party to ensure women’s participation in the political activities of the BJP. He said the party was organising a public rally at Gohana on February 8. |
Police to take steps
to check copying Hisar, February 3 Mr Resham Singh, Inspector-General of Police, Hisar range, today held a meeting here with the Superintendents of Police of Hisar, Sirsa, Fatehabad, Jind and Bhiwani districts in this connection. He asked them to make special arrangements during the examinations to check the menace. He directed them to take strict action against those involved in providing help to students from outside during the examinations. He said there were many complaints of mass copying in a large number of schools in the region in the past. The Haryana Board of School Education, Bhiwani, had identified these schools as sensitive and more sensitive examination centres and had prepared a list of such centres. He handed over the list of such schools to the SPs and asked them to deploy sufficient police force at these centres to check copying. He directed them to make special arrangements so that copying did not take place at any examination centre in the districts The IGP also directed them to keep a close watch on anti-social elements involved in question paper leak as there were many such complaints during university and board examinations last year. There were also reports of attacks on flying squad members in rural areas in last year. He asked them to provide proper security to flying squad members and take strict action against such anti-social elements. |
CSD toiletries, liquor openly available in town Rohtak, February 3 While most CSD canteens in cantonments have open counters where goods are properly displayed to make shopping a pleasurable experience, two such canteens here are without proper display-cum-storage counters. The available items are displayed in locked cupboards behind glass shields. Elderly ex-servicemen find it difficult to read the prices or the brand of the available items. These cupboards cannot accommodate all available items and those entitled to the facility miss out on many of their requirements. A visit to both canteens by The Tribune revealed that even damaged cartons and broken bottles were being sold to captive buyers a majority of whom are above 60 years of age. They accept whatever is given to them. Dependent parents of serving officers are not entertained at any of the canteens. When asked the Manager of the NCC CSD canteen Lt Col Shishpal Singh, cited an Army circular of 1996. He rudely brushed aside protests by three such parents who said their duly authorised dependent cards were being accepted all over the country. CSD marked toiletries and liquor are openly available in the town at prices lower than the market rates. Inquiries reveal that the canteen staff get these issued in fake names
and sell the same in the open market. Canteen liquor commands a premium here as it is considered to be unadulterated. Rohtak district has the maximum number of serving and retired defence personnel. For this reason the town which has no regular units based here still has two canteens. However, the canteens have failed to serve their purpose. |

Student freed from kidnappers Yamunanagar, February 3 The kidnappers picked up Sandeep of Goglon village in Yamunanagar district from the college road. When he came out, he was forcibly pushed in the vehicle by the kidnappers. The Principal of the college, Dr Balbir Singh, rushed out but the kidnappers had fled. The Principal informed the Station House Officer Yamunanagar, who reached the college. The police sent wireless messages to all nakas in the district and police stations to be alert. Within an hour of the incident, the police intercepted the vehicle at Jorian naka near here. Five out of nine kidnappers fled, but the police arrested four youths and got Sandeep freed from their clutches. Those arrested were identified as Mukesh, Vishal, Sanjeev and Rajesh of Ladwa in Kurukshetra district. They revealed the whereabouts of the other five persons. On interrogation, they stated that on January 31, at the state-level convention of the Congress Sewa Dal, there was a fight between the students of Ladwa and Yamunanagar. In spite being threatened Sandeep came to attend classes, from where he was kidnapped. The kidnappers had beaten up Sandeep. The police registered a case under Sections 364, 120-B and 34 of the IPC against the accused and recovered sharp-edged weapons. Dr Balbir Singh said he had suspended three students of the college, Pratap, Devinder and Jaiveer, who were involved in the incident. |

High Court Chandigarh, February 3 The Bench, comprising Mr Justice G.S. Singhvi and Mr Justice A.K. Mittal, also directed the state counsel to seek instructions from higher authorities before making a statement on February 12 about the steps taken to end the problem. The Judges observed in an open court that in Mahatma Gandhi’s country, truth had taken a back seat. The system of education at grassroots level was being manipulated by unscrupulous elements. |

Special lok adalats for women Karnal, February 3 Stating this in a press note, Mr Shekhar Dhawan, member-secretary of the Haryana State Legal Services Authority said in the first phase, such lok adalats would be held at Karnal, Sonepat and Rewari on February 14. All pending cases of motor accident claims pertaining to women would be taken up in these lok adalats.
