CBSE to introduce internal assessment
Rohtak, February 24
The Central Board of Secondary Education (CBSE) has decided to introduce internal assessment in social sciences from class IX onwards from the next academic session in all schools affiliated to it.

720 rare birds freed from poachers

Police yet to act in nose-chopping incident

Sirsa, February 24
The police has yet to register a case in a nose-chopping incident, three days after a middle-aged woman faced the wrath of a man in the name of family honour. The National Commission for Women has decided to probe into the incident in which Kapur Kar’s nose was chopped off after her son fell in love with a cousin, a relationship that hurt the family pride.

Government employees go on strike
Ambala, February 24
Members of of different unions today went on a strike to press for their demands. The worst affected were Haryana Roadways bus passengers. As buses of the Ambala depot remained off road since morning, passengers were forced to look for other means of transport. Passengers at the Ambala Cantonment main bus stand lamented that they were facing problems since morning.

Ransom case: judicial remand for 2 youths
Fatehabad, February 24
Chief Judicial Magistrate R.N. Bharti today rejected the bail application of two youths, who allegedly had demanded ransom and threatened to kill a doctor and members of his family. The two were remanded in judicial custody till March 9.

Teenaged girl gang-raped
Rohtak, February 24
A teenaged girl was abducted and gang-raped allegedly by three youths at Chamaria village under Rohtak Sadar police station today, the police said. The trio also allegedly stabbed two youths who came to the victim’s rescue and fled from the spot.

Bodies of couple, kids identified
Kurukshetra, February 24
The bodies of the couple and their two daughters, who were found dead at a private hotel here yesterday, have been identified. Confirming this here today, the district police chief, Mr Yogender Nehra said the husband had been identified as Mr Anil, a son of Mr Rajinder, a resident of Baakner, under police station Narela, Delhi while his wife had been identified as Mrs Kavita and their daughters Sangeeta and Maalo.

Two dowry cases registered
Ambala February 24
Two dowry cases were registered in Ambala here today. One case was registered in Baldevnagar police station at Ambala city on the complaint of Rajni. She said she was married with Charnjit Bagga of Ludhiana. She alleged that her husband and in-laws started harassing her for not bringing more dowry.

Team visits Ambala Central Jail

Ambala, February 24
A high-level team headed by a former Commissioner of the Delhi police, Mr R.S. Gupta, visited Ambala Central Jail today.
The team comprised police officials who are inquiring into the escape of militants from Burail Jail in Chandigarh.

Mr Gupta refused to comment on the reason for his visit to the jail. “I have only come to increase my knowledge,” he told media persons after visiting the jail.

A jail official said that the team members made enquiries regarding the functioning of the jail. He said that they were asked about handling of high-security prisoners. The officials also wanted to know about the steps to be taken to ensure that there were no jailbreak incidents.

The team members visited the barracks and they took stock of the precautions being taken with regard to the prisoners.

CBSE to introduce internal assessment

The Central Board of Secondary Education (CBSE) has decided to introduce internal assessment in social sciences from class IX onwards from the next academic session in all schools affiliated to it.

The internal assessment will be to the extent of 20 per cent of the total marks of the subject. This paradigm shift from the examination-focused evaluation system to a broad-evaluation of skills of the learner throughout the year in the classroom is a part of the board’s continuing exercise that seeks to comprehensively judge various faculties of students. This exercise has been undertaken to remove disparities in the evaluation process that focuses only on external examination.

In a communication to the principals of affiliated schools, the CBSE Director (Academic), Mr G. Balasubramanian, said though initially internal assessment was being introduced only in social sciences but the board planned to cover other subjects in due course. Under the new plan every student in classes IX, X will be evaluated internally by the school and will be graded on the basis of various skills developed by him or her during the learning process. The first batch of students under this methodology will appear in the secondary school examinations to be held in March 2006.

This evaluation is supposed to be continuous and these grades would be reflected in the secondary school certificates of the candidates issued by the board after the secondary level examinations. The evaluation would be done as per the guidelines and format given by the board. The board would provide a detailed framework of the methodology to be adopted by the schools shortly.

Dr S.C. Singh, Principal of the local Model School, welcomed the change in the evaluation system. He said learning would become more purposeful and meaningful if the system was implemented properly. At the same time he warned of the inherent danger of the misuse of the new system by schools to exploit the students as was being done in practical examinations. It was for the board to see that the new method was implemented properly, he added.

720 rare birds freed from poachers

Karnal, February 24
Hundreds of Chakors, rare birds, were today freed from poachers by the Karnal police following the intervention of an NGO — People for Animals.
These birds were being transported from Allahabad to Punjab, Haryana and Jammu & Kashmir. Police sources said five persons were arrested under Sections 11, 59 and 60 of the Prevention of Cruelty to Animals Act-1960 in this regard.

As many as 720 rare birds were found in miserable condition from a truck. The NGO had helped to keep the birds in a local farm till the court trial against the poachers was completed, said Mr Naresh Kumar Kadyan, Chairman of the state unit of the People for Animals. “We will try to provide full security to the birds”, he added.

Trafficking in wildlife, including birds and products made from them was banned under laws. But with due to the laxity of enforcement, poaching and illegal trafficking continued to be a major problem in the area, he said.

The police sources said during the preliminary investigations the persons arrested from the truck had been identified as Hari Lal, Nankayu, Phool Chand, Ram Chand and Kamlesh. They all belonged to Allahabad district in Uttar Pradesh.

During the interrogations, they revealed that the birds were to be supplied at various farm houses in Punjab, Haryana and J&K. A senior official of the local police said the matter would be investigated thoroughly and investigation teams would be sent to the farm houses for further investigations into the violation of the Prevention of Cruelty to Animals Act-1960.

The police has yet to register a case in a nose-chopping incident, three days after a middle-aged woman faced the wrath of a man in the name of family honour.
The National Commission for Women has decided to probe into the incident in which Kapur Kar’s nose was chopped off after her son fell in love with a cousin, a relationship that hurt the family pride.

Commission member Nirmala Seetharaman said from New Delhi that the commission, at a meeting yesterday, decided to probe the matter.

It is said 19-year-old Kuldeep Kar was in love with 20-year-old Tarsem Singh, her cousin and neighbour.

With both families against the match, Kuldeep was forced to get married to another man a week ago.

On Saturday afternoon, Kuldeep’s uncle barged into the boy’s house and used his sword to cut off the mother’s nose. The police is yet to make any arrests. — UNI

Government employees go on strike

Members of of different unions today went on a strike to press for their demands.
The worst affected were Haryana Roadways bus passengers. As buses of the Ambala depot remained off road since morning, passengers were forced to look for other means of transport.

Passengers at the Ambala Cantonment main bus stand lamented that they were facing problems since morning. “I have to reach my village and now I have been told that the bus drivers are on a strike,” Mr Mehar Singh said.

Even students appearing for the Class VIII examination faced inconvenience. Villagers from different villages hired tempos so that children could reach the examination centre in time.

Employees of the municipal committee, banks, power units and insurance offices were also closed. The unions which were on the strike included the MES Worker Union (Area Committee), the All-India Central Ground Water Board Employees Association, the Haryana Bank Employees Federation and Roadways employees.

Employees of the municipal council sat on a dharna outside the office and demanded that their grievances be redressed at the earliest. Roadways employees demanded that the government should not privatise the organisation.

Slogans were raised against the government. The employees said the government was pursuing an “anti-employee policy” and claimed that it was turning a deaf ear to their genuine demands.

Ransom case: judicial remand for 2 youths

Chief Judicial Magistrate R.N. Bharti today rejected the bail application of two youths, who allegedly had demanded ransom and threatened to kill a doctor and members of his family. The two were remanded in judicial custody till March 9.

The police had arrested Harpal Singh and Ranjit Singh, both of Aherwan village in this district allegedly for demanding ransom of Rs 25 lakh from Dr Viney Singla on February 20. Ranjit Singh was a former employee of the doctor, while Harpal Singh, a friend of Ranjit. The youths were in police custody till February 21.

Teenaged girl gang-raped

Rohtak, February 24
A teenaged girl was abducted and gang-raped allegedly by three youths at Chamaria village under Rohtak Sadar police station today, the police said. The trio also allegedly stabbed two youths who came to the victim’s rescue and fled from the spot.

A 17-year-old girl of the village was going to the fields this morning when the three youths, identified as Rishi, Sanjay and Amit, of the same village allegedly abducted and raped her near a canal embankment.

Hearing the girl’s cries, two youths Mukesh and Vinod rushed to her rescue. However, the alleged rapists stabbed the two and fled. A case has been registered against the three.

Bodies of couple, kids identified

The bodies of the couple and their two daughters, who were found dead at a private hotel here yesterday, have been identified.
Confirming this here today, the district police chief, Mr Yogender Nehra said the husband had been identified as Mr Anil, a son of Mr Rajinder, a resident of Baakner, under police station Narela, Delhi while his wife had been identified as Mrs Kavita and their daughters Sangeeta and Maalo.

Mr Nehra said the deceased’s kin, after going through a news item reached Kurukshetra. The bodies were handed over to them today after the post-mortem.

Anil’s kin told the police that he was compelled to commit suicide along with his family due to poverty.

Two dowry cases registered

Two dowry cases were registered in Ambala here today. One case was registered in Baldevnagar police station at Ambala city on the complaint of Rajni. She said she was married with Charnjit Bagga of Ludhiana. She alleged that her husband and in-laws started harassing her for not bringing more dowry.

The second case was registered at Ambala Contonment in which Nitu Gupta alleged that her husband, father-in-law and mother-in-law used to beat her to pressurise her to bring more dowry.

Poppy husk seized: The police seized 16 kg of poppy husk from a resident of Bareilly (UP) here on Tuesday. According to the police, on the basis of suspicion when the police searched the luggage of Pappu 16 kg of poppy husk was found. The police registered a case under the NDPS Act and arrested Pappu.

One killed: One person was killed and another was injured in a road accident at Ambala Cantonment here on Tuesday. According to information, Harjit Singh a scooterist died on the spot and his friend Rahul Dhiman sustained serious injuries when a car collided with their scooter near LIC building. The police has registered a case against the car driver.
