7 hurt as villagers, cops clash

The Hooda camp in the Haryana Congress has not taken kindly to what it describes as “uncharitable and unwarranted” comments made by a former Haryana Congress President, Mr Birender Singh, during an informal talk with newsmen at Panchkula, near here, yesterday, against the Leader of the Opposition in the Haryana Vidhan Sabha, Mr Bhupinder Singh Hooda.

After Mr Bhajan Lal became the Haryana Congress President, a number of party leaders opposed to the former Chief Minister joined hands and launched, what they term as, “jal yudh” to put pressure on the Central and the state governments for early completion of the SYL canal. They organised public rallies at Rewari, Jhajjar and Kaithal as part of the “jal yudh”.

However, the way Mr Birender Singh was projected at the Kaithal rally has irked Mr Hooda’s supporters, who feel that the projection of Mr Birender Singh had violated the spirit of unity among the anti-Bhajan factions.

Mr Birender Singh had said that a section of the “Bhavishya Pehchan” rally held at Kaithal on June 7 had interrupted Mr Hooda because of the lengthy and irrelevant speech delivered by the latter. Mr Birender Singh had also disclosed to newsmen that a formula had been floated to bring unity among various factions of the Haryana Congress, under which a non-Jat leader, who would not be an aspirant for the post of Chief Minister, would be made the President of the state unit of the party. He also went to the extent of saying that in his opinion the author of the formula was Mr Hooda. He also had a number of things to say about the style of functioning of Mr Hooda as the President of the Haryana Congress.

According to sources, Mr Birender Singh met a number of anti-Bhajan faction leaders at the residence of the former Haryana Congress President, Mr Harpal Singh, last night, ostensibly to chalk out the further programme of the group. Sources say Mr Harpal Singh, who represented the Hooda faction at the meeting, told Mr Birender Singh in no uncertain words that his remarks before newsmen were “unwarranted, untimely and uncharitable”, which would vitiate unity among anti-Bhajan leaders.

Sources say though Mr Birender Singh tried to explain away his “indiscretion” by saying that he was talking to newsmen “off the record”, Mr Harpal Singh, despite being the host, did not hesitate from expressing his hurt. The veteran Ahir leader, Rao Inderjit Singh, sources say, also supported Mr Harpal Singh’s contention that Mr Birender Singh had talked “prematurely” about the new unity formula being mooted by the anti-Bhajan factions under which a new non-Jat leader would become the Haryana Congress President.

Sources say Mr Harpal Singh and Rao Inderjit Singh were also critical of Mr Birender Singh for describing Mr Hooda as the author of the new formula. They said even if Mr Birender Singh had talked “off the record”, his comments would be published in newspapers.

Incidentally, their apprehension came true when a number of newspapers today published parts of Mr Birender Singh’s conversation with the newsmen.

Sources say Mr Birender Singh molified Mr Harpal Singh and Rao Inderjit Singh by promising that in future he would be more careful while talking to newsmen.

Charges against PGI professor to be probed

Prof Ram Chander Siwach of the Orthopaedic Department at the local PGI, who is a winner of Indian Orthopaedics Association’s annual silver jubilee oration, has been accused of falsely claiming to be the second person from north India to win the honour. He has also been charged with presenting the research work of one of his students as his own.

Taking cognisance of various complaints against Dr Siwach, the national executive of the Indian Orthopaedics Association (IOA), has initiated an inquiry into the matter. Dr Siwach is already facing a similar inquiry regarding the International Sicot Scholarship that he got in 2002. The IOA President, Dr Pravin Kanabar, in a written communiqué to one of the complainants, has disclosed that the executive had referred the matter to a committee comprising its five past presidents.This committee will probe into the matter and suggest appropriate action in case the charges are proved.

In separate complaints, two members of the IOA, Dr Sansar Sharma and Dr N.K. Maggu, had accused Dr Siwach of making a false claim that he was only the second orthopaedician from northern India to have received the IOA silver jubilee oration award since its inception in 1982. Dr Siwach had earlier based his claim on a certificate issued by the IOA, Secretary, Dr H.K.T. Raza. The said certificate —issued on September 13, 2002 —said Dr R. L. Mittal of Patiala was the only orthopaedician from northern India to have won the oration award prior to Dr Siwach.

The complainants had not only disputed the said claim made by Dr Siwach, but also challenged the authority of Dr Raza in issuing the certificate. According to the complainants, Dr S.M. Tuli(1982), Dr S.S. Yadav(1986) and Dr Anil Jain(1996) were among the other north Indian winners of the same honour.

Another charge being faced by Dr Siwach relates to the authorship of the research paper presented by him for the silver jubilee oration. As per the IOA norms, it is mandatory that the candidate must present his personal and original work for the award and the paper should not have been presented at any other platform in that form. However, it is alleged that the paper titled “Anthripometric Study of Proximal Femur Geometry and its Clinical Application” had been culled from a thesis of the same title submitted in 2001 by Dr Sanjay Dahiya. Dr Dahiya conducted the said research under the guidance of Dr Siwach. The complainants had questioned the legitimacy of Dr Siwach’s claim of originality of the research and also intimated the association about the presentation of the same paper at a conference held in Mumbai and Sicot conference held in San Diego.

Refuting the allegations, Dr Siwach clarified that the research work presented by him was his own and he reserved the right to present it at different platforms. Regarding Dr Dahiya’s research, he maintained that he had applied for the silver jubilee oration in 2000 whereas Dr Dahiya’s thesis was submitted in 2001.Regarding the certificate controversy, Dr Siwach claimed that he could not be held guilty for the lapses committed by others.

BKU lifts road blockade at Kanheri

Activists of the Bhartiya Kisan Union (BKU) lifted the road blockade at Kanheri village on the Tohana-Hisar road in this district last night after the union decided to lift all road blocks in Haryana. Mr Om Prakash, district vice-president of the BKU, told The Tribune on telephone from Kanheri that Mr Joginder Singh Mor, state president of the union, told them yesterday about the BKU’s decision to lift all road blockades, including at Kandela.

A delegation of about 20 villagers from Kanheri village, meanwhile, met the Deputy Commissioner and the SP last evening, according to an official press note issued late last evening. The delegation was led by Mr Randhir Singh, president of the Grain Market Traders Association, Tohana. The villagers, reportedly assured the administrative officers that they would convince the BKU activists to lift the road blockade.

The tough posture adopted by the district administration, it is learnt, was the reason behind the lifting of dharna at Kanheri.

The administration first used prominent persons from Kanheri village like INLD activist Sadhu Ram Kanheri and Om Parkash, husband of the village woman sarpanch, to pressurise BKU activists. When it failed to show results, the administration served notices of removal from post on namberdars. Meanwhile, the police booked 17 activists of the BKU for sedition.

The police then erected barriers on all roads leading to kanheri. The BKU activists had been stopping government vehicles only. But the police went a step further and stopped even private vehicles from going towards the village. This cut off the village totally from the rest of the world. Not even bicycles were allowed to cross police barriers. The result was that all kinds of supplies to the village were cut. Though the administration denied, but the power supply to the village was also discontinued. The supply was restored partially during night only.

The pressure tactics worked and when the villagers toeing the government line called a meeting of the villagers at the residence of Mr Nathu Ram Kanheri, the support to the BKU activists had depleted to a great extent. But the activists decided to hold ground till the state unit of the union took a decision regarding the Kandela blockage.

Now, while the administration claimed that the farmers had lifted dharna unconditionally and in public interest, the BKU activists maintained that the dharna was lifted after the state president of the BKU directed them to do so.

JIND: The BKU today lifted road blockade and ended its dharna at Kandela village in the district after residents of Kandela and surrounding villages persuaded the BKU leaders to end their agitation. With the lifting of road blockade traffic on the Jind-Kaithal road and the Jind-Karnal road was resumed today after 12 days.

Prominent persons of Kandela and other villages formed a committee to persuade the BKU leaders to lift the road blockade. The committee reportedly held talks with the BKU leaders and the district administration and succeeded in persuading the BKU to end their agitation.

BKU raising wrong demands: Chautala

Haryana Chief Minister Om Prakash Chautala today said that the state government would not allow anyone to create inconvenience to people and damage public property in the state.

Talking to mediapersons here, he said members of the Bhartiya Kisan Union (BKU) were raising wrong demands as the whole matter was in court. The government was unable to do anything in this regard. The government would take strict action against those causing inconvenience to the public and law and order would be maintained at every cost.

The government had decided to remove 4 per cent sales tax on the sale of fertilisers in Haryana. This step would benefit farmers in the state, he added.

Later addressing a function at Haryana Agricultural University, Mr Chautala claimed that his government had taken many decisions in the interest of the farming community. He said special emphasis was being laid on the development of dairy farming in Haryana and the Pashudhan Vikas Board had been set up to promote animal husbandry. The government had introduced an animal husbandry insurance scheme in the state and 50 per cent premium would be borne by the government under this scheme.

He urged farmers to diversify cropping pattern and change the wheat-paddy rotation. He urged them to grow flowers, fruits, pluses, sugarcane and vegetables instead of wheat and paddy. This would help farmers to make more income from their produce.

Earlier, Mr Chautala inaugurated the buildings of Senior Secondary School, Jahaj Pul, a primary school at Mela Ground and Community Centre in Sector 16. He also gave away prizes to farmers for promoting Murrah breed buffaloes in Haryana.

Mr Sampat Singh, Finance Minister, Mr Bahadur Singh, Education Minister, Mr Subhash Goyal, Local Bodies Minister, were also present on these occasions.

MCI’s no to Agroha medical college

The Maharaja Agarsein Institute of Medical Research and Education, Agroha, seems to have been jinxed. Restarted last year after a gap of three years with 50 admissions to MBBS course, the institute has not been granted permission by the Medical Council of India (MCI) for admission to its second batch this year.

The institute was inspected by the MCI team on May 13 and 14. It is learnt that the inspecting team found several deficiencies, out of which the most important being that 45 staff members (Professors 13, Associate Professor 1, Assistant Professors nine and Senior Residents 23 were appointed shortly before the inspection. If the staff which was in a position at the time of last inspection in June-July 2002 had been removed or they had left on their own and the new staff appointed only now, then who taught the 50 students admitted last year in August 2002?

It is surprising that the institution is getting 99 per cent grant for the entire recurring expenditure and 50 per cent for non-recurring expenditure from the state government, still the institution has not been able to take off, though 15 years have passed since its inception in 1988 and huge amount of tax-payers money has been spent.

Maharaja Agarsein Institute of Medical Research and Education, Agroha, was started in 1988 with admission of 50 students (located at Rohtak as guest students). The intake of the students on behalf of the Agroha institute continued in the Medical College at Rohtak till 1993. The MCI inspected the local Medical College thrice but did not approve it for the increased capacity. As a result the students were shifted to the Agroha campus in 1994. Thereafter the admission, with intake of 35 students in each year, were made at the Maharaja Agarsein Institute of Medical Research and Education, Agroha, till 1998.

But, the Agroha institute was never approved by the MCI for want of staff and other infrastructure facilities. The Haryana government decided to stop all grants to the institute. The management of Maharaja Agarsein Institute of Medical Research and Education, on April 1, 1999, decided to close down the institution and a total of 152 students were left on the road.

The state government decided to shift these students to Medical College, Rohtak, on April 12, 1999. Their yearwise adjustment is still continuing. With the INLD government coming to power, the grant-in-aid to the Agroha institute was started and the managing committee decided to restart the college last year and 50 students were admitted in August 2002 with the MCI’s permission.

However, the current year’s admission of second batch has again run into rough weather with the MCI putting its foot down. It seems the management of the institute has not learnt any lesson from the past. Going by the staff position in between the last year’s and this year’s inspection, the MCI cannot be blamed for its tough posture. If the admissions are permitted without facilities, as had happened in the past, the history may be repeated itself and again a large number of students may be left high and dry.

BJP for talks with farmers

The Haryana unit of the BJP will take up public interest issues, including that of farmers, with the Chief Minister and if the suggestions made by the party are not implemented the party will launch a state-level agitation. This was announced by the state BJP treasurer, Mr Shriniwas Goyal, here today. He was addressing a press conference after presiding over a meeting of the district executive body of the party.

Mr Dev Kumar Sharma, state unit secretary, Mr Girdhari Lal Wadhwa, district president, Mr Jaimal Singh advocate, district general secretary, and Mr Ramesh Goyal, district spokesman of the party, were present on the occasion.

The BJP leader claimed that the abolition of octroi and the restoration of grant to Agroha medical college were examples of state government’s acceptance of BJP’s demands. The BJP would now urge the state government to review the implementation of VAT, norms for private schools, withdrawal of cases against farmer leaders and improve the law and order situation in the state.

Replying to a question, Mr Goyal said the party did not subscribe to the decisions of the state government to arrest farmer leaders and register cases against them. He said that government should start negotiating with the farming community.

With regard to the controversy of state working president, Mr Goyal said the party constitution had no provision for a working president.

Earlier, during the meeting of the district executive, he was bombarded with questions with regard to the lenient view of the party’s state leadership on certain issues. Mr Goyal assured the angry workers of developing a concrete working plan.

Referring to the organisational elections, he said the process of district-level elections would be completed by the end of August while the new president of the Haryana unit would be elected by the end of September.

Punjabis in Haryana may form front

“The Punjabi community of Haryana may form a front for the next Lok Sabha elections,” said Mr A.C. Chaudhary, president of the Punjabi Welfare Sabha, at a convention here today.

He said the ruling Indian National Lok Dal and other political parties in the state had ignored the Punjabis all these years. Even though the Punjabis formed 36 per cent of the population of the state, there was no reservation for them either in the panchayats municipal, corporations or the state Assembly.

He said the state should give the community a proper ‘berth’, so that, its representatives could take up the issues relating to it. To strengthen the community at the grass-root level, Mr Chaudhary said a women’s wing and youth wing of the sabha would be created in each block, subdivision and district. Women and the youth would be asked to rope in masses in the sabha.

Income tax PAN to cost Rs 60

Income Tax assessees will now have to pay Rs 60 to get PAN card from the Income Tax Department that used to be provided free of cost so far.

The Central Board of Direct Taxes (CBDT) has entered into an agreement with the UTI, under which UTI will prepare PAN cards.

Mr Shakti Singh, taxation advisor and state vice-president of the Haryana Sales Tax Bar Association, told The Tribune here today. He said the assessees would have to pay Rs 60 to get an application form for PAN. Though these computerised cards would be prepared by the UTI but these would be distributed by the Income Tax Department after verifying the particulars of the assessees. Due to the additional burden on the limited staff of the department, the work had been outsourced to the UTI, he added.

He demanded that PAN card should be issued on serialwise number basis and at the time of submitting the application form of PAN, the assessee should also be given its receipt number.

The Limca Book of Records state “the normal size of a human hand is 23-24 cm, but Dr O.P. Sehgal has hands that span 27 cm.”

Dr Sehgal told the Chandigarh Tribune that he was conscious that he has large hands, but he did not know that his hands would one day find mention in the record books. “When my hands are spread together, they span about 55 cm,” he said.

He realised that he has large hands during an election duty. Dr Sehgal was on election duty in 1998 in Barwala village. One of the voters was over seven feet tall Janak Raj. “I was delighted to meet the tallest man in Haryana. Interestingly, when I shook hands with him, he said even though I was much shorter than him my palm was bigger than his,” he said.

“I then realised that my hands are bigger than that of even the tallest man. After that I would never miss an opportunity to compare my hands with the tall persons and each time, my hands would turn out to be bigger than them,” he said.

Dr Sehgal’s younger daughter was married in the USA. “During the reception there, I was introduced as the man with the largest hands in the world. The tall Americans present there compared their hands with mine and my hands were bigger than theirs,” he said.

Dr Sehgal said many people would be surprised to learn that one of the men whose hand comes closest to his is none other than Haryana Chief Minister Om Prakash Chautala. “I had met Mr Chautala once and I told him about my hands. Then he extended his hands and I realised that his hands are bigger than normal size,” he said.

Large hands seems to run in the family since his father too had large hands and his elder daughter, who is settled in Patiala, also has large hands. Dr Sehgal’s father had come to Ambala following partition from Sherkot in Jhang district of Pakistan.

Dr Sehgal has also been honoured on January 26, 1998, after he helped catch two culprits who were escaping after looting an elderly person.

He feels that the Haryana Government must give an honorarium to the record holders. “After all, there are only a limited number of record holders in Haryana and Janak Raj used to be paid an honorarium for height by former Deputy Prime Minister Devi Lal. Also, concessional bus and train travel should be accorded,” he stated.

7 hurt as villagers, cops clash

Irked by power failure in their villages for the past two days, villagers blocked the Kulan-Tohana road near Jamalpur Shekhan village in the district today. Several persons, including some policemen, received bruises in a brawl that followed the efforts of the police to lift the road blockade.

A jeep belonging to the Dakshin Haryana Bijli Vitran Nigam (DHBVN) was damaged by the villagers. The police has rounded up seven persons in this connection and registered cases against many persons for causing damage to public property and preventing a government servant from performing his official duties.

According to reports, residents of Jamalpur Shekhan village and Khanora blocked the Kulan-Tohana road at about 10 a.m. against the alleged failure of the DHBVN to provide power supply to their villages for the past two days. They alleged that though the power supply to their villages had always been erratic, and there had been virtually no power supply for the past two days.

The Block Development Officer, Tohana, Mr Dharamvir Dhankar, the SDO (DHBVN), Mr K.S. Pannu, the Naib Tehsildar, Mr Krishan Alawadi, and the SHO, Sadar Police Station, Mr Krishan Lal reached the dharna site with a strong contingent of police. As the DHBVN officials were busy negotiating with the villagers, an altercation ensued between the police and the agitating villagers. The police resorted to cane charge and the villagers reacted with stone pelting. Several persons, including some cops, were injured in the incident.

Unit making illegal arms unearthed

The Jhajjar police today claimed to have unearthed an illegal arms manufacturing unit at Bahrana village with the recovery of two countrymade pistols and some spare parts used for manufacturing the arms.

The police has booked six persons in this connection.

According to a Jhajjar police spokesman, a Bahadurgarh CIA police party on a tip-off that four brothers — Prakash, Krishan, Ramphal and Dilbag, had been manufacturing the arms in a house raided the place.

The occupants of the house were missing and an arms manufacturing unit was found in the house.

The police recovered two .315 bore countrymade pistols, live cartridges of 315 and 238 bore, barrels butts and other parts used in the manufacture of pistols from the house. — PTI

Two persons were killed and a woman was seriously injured in two separate road accidents in the district on Friday. In the first incident, one person was killed and a woman was injured when a motorcyclist hit their moped near Kanheri village under Cheeka police station on Friday. According to complaint lodged by Ashok Kumar, his brother Rajpal and his mother were going on a moped when they were hit by Balbir Singh, a motorcyclist who allegedly was driving hi vehicle negligently. Rajpal died on the spot and his mother was seriously injured . The accused fled from the scene of accident. The police has registered a case under Sections 304-A,279,388 of the IPC.

In another incident, Sunder, son of Khanshi of Teothna (HP), was hit by a Haryana roadways bus near Kathwar village. The victim died on the spot . The police has registered a case against the bus driver.

One killed, 2 hurt in road mishap

Yamunanagar, June 22
One person was killed and two were injured in a head-on collision between two trucks. According to the police, Vijay Singh(35) of Faridabad was driving a minitruck when the collision took place with another truck last night on the Yamunanagar-Jagadhri highway.

One passerby named Parvesh was also injured in the accident. The body was sent today to the local Civil Hospital for post-mortem. The Yamunanagar police has registered a case.

Suicide by man in debt

Sirsa, June 22
One person committed suicide to escape harassment from financers. According to the information received yesterday Jaspal of village Takthmal in the district had suffered heavy losses in business and financiers were pressing him to repay the loan. The wife of Jaspal has lodged a complaint with the police against the three financiers Sukhwinder Singh, Jagdev Singh and Mohan Singh. According to the complaint Jaspal owed them Rs 3 lakh and he was being pressed to repay it. According to the complainant the three called her husband to their shop No 73 in Kalanwali and asked him to deposit the registry of his land in lieu of the loan of Rs 3 lakh. On Jaspal's refusal to comply they allegedly beat him up. Jaspal went to his fields and hanged himself.

Blue films seized

Karnal, June 22
The police yesterday arrested Ajay Kumar from a Video Laboratory on the Railway Road and recovered 40 CDs of blue films and 80 CDs of pirated new Hindi movies. The police made the raid on the laboratory along with Malhotra Copyright Protection Agency. The pirated CDs were of films like ‘Chalte-Chalte’, ‘Ishaq-Vishaq’ and ‘Nai Padosan’ etc. In the raid 125 pirated MP3 were also seized. A case has been registered.
