UP stops work on Yamuna bedbars
Chautala writes to Vajpayee

Yamunanagar, June 12
Demarcation work on the Mandewala Flood Protection Bedbars has come to a halt. Haryana Chief Minister Om Prakash Chautala has written to the Prime Minister apprising him of the unreasonable action of Uttar Pradesh in stopping the work which has been duly approved by the Central Water Commission.

According to highly placed sources, the Haryana Government has referred the matter to the Government of India in which Uttar Pradesh has raised the dispute on demarcation of land, resulting in work being stopped.

Two years ago one of the creeks on the right side of the Yamuna (Haryana side) got activated which resulted in the flooding of about 12 villages of Yamunanagar district. Even during low flood (up to one lakh cusecs of water in the Yamuna) there was a threat to these 12 villages. Haryana proposed the construction of a bandh to close the creek before monsoon last year. Uttar Pradesh opposed it and took the issue to the Yamuna Standing Committee comprising the co-basin states of Haryana, Uttar Pradesh, Delhi, Rajasthan and Himachal Pradesh under the Central Water Commission.

On a complaint from Uttar Pradesh the Yamuna Standing Committee constituted a subcommittee under the chairmanship of the Chief Engineer (Flood) of the CWC. The Chief Engineer (Ganga) of Uttar Pradesh and the Chief Engineer (Yamuna) of Haryana were members of the committee.

According to information, this decision was taken at the 62nd meeting of the Yamuna Standing Committee held on July 31, last year in which it was decided that the subcommittee would inspect the site on August 21, and decide on the issue. The sub-committee inspected the site on the same date and sought additional information. The Haryana Government sent the information to the Central Water Commission in November, 2002.

A meeting was convened by the committee again on March 5, this year. It was decided to further inspect the site on March 20. After hearing both sides the sub-committee decided that the Haryana Government could construct three Bedbars suitably spaced with top level at 1006 ft.

When the newsman contacted Mr Vijayender Kumar, Deputy Commissioner, Yamunanagar, he said demarcation from the Haryana side had already been completed, both by manual and laser technology-based system in the presence of officials from Haryana as well as Uttar Pradesh. He said it had been established that land belonged to Haryana. However, to satisfy the Uttar Pradesh authorities, the demarcation from the Uttar Pradesh side will start tomorrow in the presence of officials from both sides. He said he had visited the site along with senior officials of the Irrigation Department and found that the demarcation work carried out by Yamunanagar district was correct.

However, the high-powered meeting at the level of the Commissioner, the Deputy Commissioner and the Superintendent of Police of Saharanpur and Yamunanagar was held on June 9 in which it was decided that the demarcation work should be undertaken once again but the same could not materialise.

Cong workers clash
Our Correspondent

Ambala, June 12
Several supporters of HPCC chief Bhajan Lal and Mr Bhupinder Singh Hooda clashed with each other at a party workers’ meeting held in Congress Bhavan, Ambala City, today. One of the Congress leaders sustained minor injuries in the clash. The meeting had been summoned by former minister and convener of Ambala Congress Phool Chand Mulana to finalise the plan of a block-level camp to be organised in different blocks of the district on June 21 and 22.

Besides the president of the District Congress Committee (Rural), Mr Nirmal Singh, the president of the district urban committee, Ms Kiran Bala Jain, former minister Raj Kumar Saini, former DCC president Balwant Gupta, senior leader of Sewa Dal Raj Kumar Gamma and president of Manila Congress, Ambala, Amarjit Kaur Sodhi were also present at the meeting.

As soon as the meeting started, Mr Mulana started taking feedback from the block presidents about the workers’ camp. When he was asking about the camp from the block president of the Naggal constituency, Mr Joginder Singh Pinjola, who was recently appointed by Mr Bhajan Lal, some of the party workers of Naggal raised objections, saying that Mr Joginder Singh was not even an active worker of the party, so he should not be allowed to present at the meeting.

Some of the supporters of Mr Bhajan Lal including a senior Congress leader, Mr Puran Prakash Saini, raised a counter-objection. They said that none of the party worker had the right to criticise the block president nominated by the HPCC chief. They defended the Naggal block president.

Later the arguments led to a heated exchange between the two groups and soon it turned into a clash. It is learnt that later some of the local leaders brought this matter in the notice of Mr Bhajan Lal and other state-level leaders. The SHO of the local police station also reached Congress Bhavan, but some of the leaders persuaded him by stating that it was the internal matter of the party.
