VIPs’ wards selected as SIs Chandigarh, June 16 In a memorandum addressed to the Governor, Babu Parmanand, Mr Dalal alleged that the selection list was prepared at the instance of Chief Minister Om Prakash Chautala. It urged the Governor to refer the list to the CBI for a probe. Mr Dalal, who distributed copies of the memorandum at a press conference here today, said Ms Promilla Issar, Home Secretary, and Mr Gulab Singh Sorot, Joint Secretary (Home-I), had both gone on leave to avoid getting involved in the appointment of these SIs. According to the memorandum, which was sent by post to the Governor today, at least nine of the 25 candidates had made it to the selection list because of extraneous reasons. It said Shailendra Singh, one of the Sub-Inspectors, is a son of Mr A.S. Ahlawat, SP of Sirsa district. Mr Ahlawat was instrumental in registering a criminal case against HPCC chief Bhajan Lal and Mr Dalal during the recent Fatehabad byelection. The selection of Mr Ahlawat’s son as a Sub-Inspector was a reward for the role played by the SP at the time of the byelection, the memorandum said. It added that another candidate, Devender Singh, is a son of Mr Ajmer Singh, a member of the HSSC. Mr Suraj Chawla, another selected candidate, is HSSC Chairman A.C. Chawla’s nephew. Suraj Chawla’s father, Mr Wazir Chawla, and Mr A.C. Chawla are brothers. Another selected candidate, Mr Ajay Disodia, is a son of a senior Haryana IAS officer, who has endeared himself to the Chief Minister by finalising offers for contract labour and supply on the basis of a single tender at the instance of Mr Chautala, alleged the memorandum. Mr Hari Chand, another selected candidate, is a brother of Mr Jagdish Nayyar, a former minister and member of the ruling INLD. The memorandum added that Lalit Kumar, another appointee, is the first cousin of Mr Rambir Singh, MLA from Pataudi. It added that Indervir Sharma is a nephew of Mr Surya Kant Sharma, Advocate-General of Haryana. Kapil Sihag, also selected as an SI, is related to the Chief Minister himself while Manoj Kumar is related to a senior officer considered close to the CM. The opposition MLA also pointed out that the list of selected candidates was declared at a time when the high court was closed for vacations. This was done to hoodwink the court which had earlier stayed the direct recruitment of SIs, the memorandum stated. Mr Dalal said more than one lakh candidates had appeared in the competitive examination held for these posts and the aspirants included many outstanding sportsmen, NCC candidates and others who had excelled in extra-curricular activities. He further alleged that the selection of HCS officers, DSPs, Inspectors and other officers was also being carried out by “such illegal methods”. Mr Dalal said a large number of selected candidates had already crossed the maximum age limit prescribed in the police rules. All 25 SIs had already been posted by the government. While the connections of nine of the 25 SIs had been exposed, those of the remaining 16 were being looked into. |
State govt flayed for ‘repressive’ tactics Sirsa, June 16 Dr Pandhey said it was for the first time that he had heard about the union leaders invited by the government for talks being arrested. He said it was strange to note that a memorandum submitted to the State Labour Commissioner against the anti-worker policies of the state government was left unanswered. CITU leader alleged that the private sector owed Rs 1,20,000 crore to government but it was not being recovered whereas the government employees were being targeted in the name of economic reforms and austerity. He condemned the government’s move of privatisation and said a united national level movement would be launched to safeguard the interest of the workers. He announced that a state-level executive would meet on June 22, to work out the strategy for this movement. While addressing the conference, the secretary of the All-India State Government Employees Union and general secretary of the Haryana Sarv Karamchari Sangh, Mr R. C.
Jagga, said the called pro-farmer government of the state had attacked the farmers and had put several behind the bars. He also criticised the retrenchment of employees as well as the plan of the government to privatise roadways which had not only made the loss of the past several years but had also earned them a profit of Rs 119 crore. |

BKU’s ‘rasta roko’ fails to take off Rohtak, June 16 BKU leaders on June 14 decided to launch ‘rasta-roko’ agitation in Rohtak district also to pressurise the government into releasing their state President Ghasi Ram Nain. They had threatened to stop movement of government vehicles, including Haryana Roadways buses, on this road from today onwards. The agitating farmers had chosen important villages of Brahmanwas and Basantpur to launch the agitation. But the inhabitants of these two villages today refused to cooperate with the agitators and thus did not make any arrangement for the supply of water to the agitators and ‘shamiana’ to protect them from humid and hot weather. The district administration had also made elaborate arrangements to deal with any situation arising out of the threatened blockade of the national highway. District Magistrate Ashok Yadav, today led the flag march by the Haryana Police on the national highway. The District Magistrate yesterday held discussions with prominent residents of the Brahmanwas, Basantpur and the adjoining villages for their cooperation in keeping the vehicular traffic moving on the national highway. He expressed satisfaction over the response from these villages. Mr Yadav claimed that the vehicular traffic was plying uninterrupted on the Rohtak-Panipat and the Rohtak-Jind national highways. Discouraged by the refusal of the Brahmanwas and Basantpur villages to cooperate with the BKU in holding a blockade, the agitating farmers’ leaders are busy planning another strategy to implement their decision. The ‘rasta roko andolan’ and dharna organised by workers of the BKU, Haryana unit, at Kandela village in the district entered its seventh day today. The call for the agitation was given by the BKU to press its demand for the release of Mr Ghasi Ram Nain, state president of the BKU. Due to the agitation, traffic on the Jind-Kaithal, Jind-Karnal and Jind-Bhiwani roads was disrupted. Though Haryana Roadways was plying its buses to these cities via other routes, the passengers have been facing inconvenience as they have to travel on long routes to reach their destinations. The BKU had announced that during the agitation, only Haryana Roadways buses and Haryana Government vehicles would be stopped. However, due to the road blockade at Kandela village, movement of private vehicles was also disrupted on the Jind-Kaithal and Jind-Karnal roads. The ongoing agitation by the BKU has received a setback due to differences among leaders and activists of the BKU. There is resentment among some leaders and activists of the BKU over the manhandling of Mr Ramphal Kandela, state general secretary of the BKU, by some activists at the BKU rally at Kandela village on June 10. Mr Kandela and his supporters were not actively participating in the agitation, according to some reports. A meeting of leaders of the BKU was held at Kandela village today to resolve the differences, but it ended without arriving at any solution. |
Mayawati govt ‘has lost mandate’ Sonepat, June 16 Talking to mediamen here at PWD rest house, Mr Ajit Singh criticised the state Governor for neglecting the demand of the opposition and said “the action of the Governor was against the democratic norms”. He cited the example of the Mulayam Singh Yadav’s government which was dismissed in 1993 by the then Governor when the Mayawati’s BSP party withdrew its support and it was explained that the government had lost majority in the house. Claiming that the opposition parties will form the next government in the state, Mr Ajit Singh said “but I will not be a candidate for the chief ministership in the state. The next CM will be with unanimous decision of the opposition parties.” Around 22 MLAs of the BJP and large numbers of the BSP were fed up with the style of functioning of the Mayawati government. He lashed out at the BJP-led Central government for being pro-capitalist and anti-farmer and said that the amount of subsidy on agriculture inputs had been reduced from Rs 12800 crore in 2000-2001 to Rs 11,009 crore in 2002-2003, whereas the government had extended financial assistance of Rs 11,500 crore to the UTI. When asked about his party’s alliance in Haryana, he said “the state unit will take a decision in this regard. But at present we are concentrating on creating regular party cadre in Haryana”. |
Kapil steers clear of Merc row Ambala, June 16 Talking to mediapersons after inaugurating a showroom on Hisar Road in Ambala City, Kapil Dev said he was given the Mercedes Benz car by Zaheer Rana on behalf of Remo Marketing as “Cricketer of the Century Award”. “I am not at fault as it was only a gift,” he said. He said as a personality he had to go to several charities and if one of these turned out to be bad there was precious little he could do. “We take a gift in good faith. It is not possible to check the antecedents of each and every person who gives a gift,” he said. Kapil Dev said if a person refused to accept gifts, he would be considered haughty. “A gift is important not for its cost but for the love and affection,” he said. Answering a query, he said he had never played under a foreign coach. “It will not be possible for me to say whether they are better or not,” he said. Kapil Dev said Ajay Jadeja should play cricket but he had never said that he should be included in the national team. “Media has a crucial role to play and they should know when to draw a line. One must keep national interest in mind,” he said. On Indo-Pak cricket, he said it was for the Prime Minister and the Ministry concerned to decide whether the two countries should resume playing cricket or not. “It is a government policy. If the policy is to play then the cricketer will play, otherwise not,” he said. “Country always comes first,” he added. Regarding cricketer endorsing products, he said 20 years back cricketer used to work in companies but with changing times they had started earning through advertisements. “It takes about three days to make one advertisement. I don’t see anything wrong in their indulging in endorsements,” he said. |

Ex-minister’s daughter booked Kurukshetra, June 16 The case pertains to a prime land measuring approximately 2900 square yards on the Railway Road opposite the Kurukshetra Central Co-Operative Bank. According to the police, Mrs Swaraj Gupta, wife of Mr S.P. Gupta of Delhi, has lodged a complaint against her sister, Mrs Krishna, wife of Jagdish Mittar, and her son, Shishpal, and his wife, Rita of Samana in Punjab for usurping the former’s prime land in Kurukshetra fraudulently. Both complainant and the defendant are the two daughters of former Haryana Minister the late Mahashaya Banarasi Dass who had no son. While Swaraj married S.P. Gupta in Delhi, Krishna is married to Jagdish of Samana town in Punjab. Mrs Swaraj claimed that the piece of land belonged to her and her sister’s son Shishpal forcibly and fraudulently occupied it. Shishpal, his mother and wife threatened the complainant when they were asked to handover the land to the owners. The police has registered a case under Sections 420, 418, 448, 449, 506 and 120B of the IPC. No arrest has been made so far. UNI |
NHRC moved over ‘custodial’ death Fatehabad, June 16 Mrs Nirmal Khera, sister of Naveen Kumar, a resident of Tohana in this district, said in her letter that her brother was secretary of the Mini-Bank, Akanwali, when he was “implicated” in a case of embezzlement by the bank authorities. The case was under consideration in a Tohana court and he was on regular bail. She has demanded action against the guilty bank officials and also doctors for conniving with them. |
Bawa remanded in judicial custody Panchkula, June 16 Mr Bawa was arrested by the police after he failed to present himself before the court of Sub Divisional Magistrate (SDM), Kalka on June 5, where proceedings for declaring him a habitual offender have been initiated against him under Section 110 of the Cr. P. C. The Congress leader was produced before the court of SDM, Kalka today, who remanded him in judicial custody, after asking the police to get his medical examination done. Meanwhile, the police also served him a three day notice for arrest in two other criminal cases — on charges of wrongful confinement, extortion and fraud — registered against Amarjit Singh Bawa at Pinjore and Kalka police stations yesterday. While a case under Sections 342, 323, 506, 384, 467, 468, 471, 420 and 120-B of the IPC has been registered against Bawa and three others- Thakur Dass, Devinder Sokhia and Raghuvir — at Pinjore police station, another case under Sections 420, 471, 323 and 506 of the IPC has been registered against him at Kalka police station. |
Auction notice resented Sirsa, June 16 When the council failed to pay the said amount, the Wakf Board moved the court. On their petition the court ordered the auction of 50 shops of the Municipal Council to recover the dues of the board. However, the situation became tense when the auctioning team, led by the Tehsildar, reached the site with the court order. Shopkeepers of the market say that since they had taken these shops on rent by paying an advance in the form of security to the Municipal Council, these cannot be auctioned without prior information or notice to them. Moreover, how can the Municipal Council terminate the contract without refunding their security amount? they ask. A delegation of the shopkeepers also met the Deputy Commissioner in this connection. They also sought clarification from him whether they were to deposit the rent to the Wakf Board or the Municipal Council. On the other hand, the Chairman of the Municipal Council, Mr Padam Jain, admitted that MC had to pay Rs 2 crore to the board for the auto market land and said the court had allowed the plot owners to construct shops on their own responsibility after filing an affidavit. He informed that almost 90 per cent plot owners in the auto market had deposited their balance amount and on this basis the Municipal Council had requested the board to allow two months’ time to clear the balance. He said the controversy was baseless and by clearing the balance to the Wakf Board the Municipal Council would prevent the auction of Municipal Council property. |

Chemists call off stir Yamunanagar, June 16 Mr R.K. Khera and Mr Satish Vij, president and general secretary of the Haryana body, respectively, informed the newsmen here today that an amicable solution had been arrived at between the association and the district administration. However, the chemist shops remained closed today in Yamunanagar and Ambala districts for the third day today in protest against the demolition of a chemist shop at Civil Hospital, Yamunanagar and the lathi charge on chemists on Saturday evening by the local police. |

factory Ambala, June 16 According to information, the fire was noticed by an employee of the factory around 9.15 p.m. The Fire Brigade was informed immediately. Four fire tenders, including one foam crash tender of the Air Force, reached the spot and the fire could be controlled after two hours.
