The Haryana Staff Selection Commission has refuted the allegations levelled by opposition MLA Karan Singh Dalal regarding the selection of SIs. The Secretary of the commission clarified today that applications for 100 posts of SI were invited by the commission through an advertisement on April 18, 2002.

4 of marriage party killed
Hisar, June 18
Four members of a marriage party and the director of a sheep breeding farm were killed in separate road mishaps in the district this morning. Dr Vijendra Singh was killed when he was hit by a vehicle on the Rajgarh road while he was going for his morning walk. He hailed from Uttar Pradesh.

Factory owners remanded

The two partners of a bus body building factory located on the Ambala-Naraingarh road, near Ambala City, were remanded in police custody for two days today. On the complaint of the HVPN authorities the Panjokhra police station had registered a case against them on the charge of theft of electricity by tampering with the meter yesterday.

BKU told not to block roads

The Jind police has registered a case against as many as 30 Bharatiya Kisan Union (Haryana) leaders and activists reportedly in connection with their ongoing agitation.

According to the information received today, the BKU leaders and activists have been booked under Sections 124-A, 341, 148, 149 and 50-C of the IPC at Sadar Police Station, Jind, on the basis of a complaint. Those booked include Mr Joginder Singh Mor, state executive president of BKU; Mr Nafe Singh Igrha, district Jind secretary of BKU and 28 other BKU activists. The complainant had alleged that these BKU leaders and activists had organised a public meeting at Kandela village in Jind district on June 13 and had instigated people against the government. They had asked the people not to pay electricity bills and to stop repaying government loans. It was further alleged that these leaders had instigated the people to block roads by felling trees. However, no arrest has been made in connection with this case.

Meanwhile, taking decision on a petition filed by Mr Major Singh, a resident of Dharamgarh Bohli village in this district, yesterday against the blocking of roads and staging of dharna by the BKU, the Additional Senior Sub Judge, Mr Gulab Singh, restrained defendants (BKU) from blocking any road or passage within the jurisdiction of Jind district in any way upto June 20, 2003. The judge also ordered that the defendants would maintain a distance of 100 metres between the place of dharna and the road.

Mr Major Singh has stated in his petition that the BKU and other defendants had blocked roads leading to Kaithal, Bhiwani and other cities during their agitation. He further stated that every citizen has the right to go on strike and hold demonstration to show his/her resentment, but while doing so he/she or any trade union cannot interfere with the rights of other persons. Passing the above orders the judge directed the defendants to appear in the court on June 20 in person or through any advocate and file a written statement.

Meanwhile, due to the BKU agitation the bus service of the Haryana Roadways remained suspended on Jind-Kaithal and Jind-Bhiwani roads continuously for the seventh day today. Haryana Roadways plied its buses to these cities via other routes. According to reports received from Kandela village in this district, the BKU has shifted the venue of its dharna. The dharna is now being staged more than 100 metres away from the road in a school.

FATEHABAD: A local court on Wednesday restrained activists of the BKU from blocking the Tohana-Hisar road in this district. The court has also directed the BKU activists to appear in the court on July 1.

Mr Hawa Singh, a resident of Tohana, had filed a petition in the court of Judicial Magistrate Ishwar Dutt on June 16 against the district president of the BKU, Mr Machhinder Singh, and seven others. The suit of the nature of permanent injunction restraining the BKU activists from organising any dharna or demonstration on the Hisar-Tohana road was filed on behalf of Mr Hawa Singh by his counsel Mr M. L. Garg. The court had issued summons for the BKU leaders for Wednesday. But the summons was received back by the court with the report that the defendants had refused to take them.

The court today ordered the service of summons for July 1 through ‘munadi’ and restrained the defendants from blocking roads or damaging vehicles till then.

Canal came to their rescue

Fatehabad, June 18
It was business as usual at Dhand village in this district in this morning. Villagers were playing cards in groups totally oblivious of the fact that a Dalit woman from the village has committed suicide along with her four daughters by jumping in the canal passing near the village.

When this correspondent reached the village, about 10 km from here, women were seen baking ‘rotis’ on a tandoor near the house where Raj Bala had lived with her husband Subhash and four daughters till she took the extreme step on June 13. A boy took mediapersons to the house of the victims. The house was locked from outside.

Villagers told the mediapersons that till now no police official had visited the village. Nor anyone from the administration had visited the family. They informed them that bodies of two of the four daughters of Raj Bala had been recovered from the river at far-off places and the kin had left for those places. They said the body of Kavita, the youngest daughter of Raj Bala was, was found near the Nahrana head near Sirsa and that of Poonam was found in the Kheri minor. The villagers also told that they had been told by some villagers from Daiyyar village that the body of Raj Bala was found floating near their village on June 15. As no one could identify the body, it was cremated after necessary police formalities. There is no clue yet to the two other girls.

Nand Lal, a villager, said Subhash eked his living through a camel cart. He drank heavily. This, he said, was the major cause of discord between the couple.

In the house next to the house of Subhash, lived his younger brother Dara Singh. Raj Bala’s younger sister Tulchhan is married to Dara Singh. Tulchhan sat sobbing in the corner of a dark kutcha room. She told reporters that Subhash used to beat up his wife mercilessly after drinking. He drank almost daily. She said Subhash’s father also used to beat up his mother-in-law Mohra Devi, who later committed suicide by consuming pesticide.

Tulchhan told reporters that Subhash beat up his sister black and blue on the evening of June 12. She said Raj Bala spent the night sobbing on the roof of their house. Next morning she went towards the canal along with her four daughters ostensibly to collect woods, while Subhash again started drinking. When Raj Bala and her daughters did not return the family members got suspicious. Earlier, they thought that she might have gone to her parents’ home in Sirsa district but they got suspicious when they found the clothes of Raj Bala lying on the river bank after three days. Subhash has absconded since then.

Earlier, a pregnant woman Rukmani, a resident of Dharnia village, near Dhand village, along with her two daughters had jumped in the same river on May 25. Their bodies were also fished out from the canal at far-off places.

Mr Arvind Sharma, a Congress leader and social worker of the area, said the incidents reflect the plight of farmers, particularly the landless farmers of this area. He said the income of villagers has depleted in the recent years due to draught and several other factors, but they were not able to adjust their expenditure accordingly. He said the incidents also showed how shabbily women were treated in lower strata of our society and how girls were considered burden by parents. In both cases, the women took their daughters along with them when they decided to commit suicide as they knew that their daughters would not be treated well after their deaths, he added.

Insecurity grips KU campus

Following a spate of thefts and burglaries committed during past few months, a fear of insecurity has gripped the Kurukshetra University Campus residents.

This was conveyed to the Kurukshetra University Vice-Chancellor, Dr A.K. Chawla, by residents, the Kurukshetra University Teachers’ Association (KUTA) secretary, Dr Shuchi Sumita, and the Kurukshetra University Non-Teaching Employees’ Association’s president, Mr Karan Singh, at a meeting convened by Dr Chawla at his office here on Monday.

The meeting which among others, was attended by the university Registrar, Dr J.S. Kadian, the Security Officer, Dr D.S. Sandhu, and the police post in charges of the university was informed by the police that 10 thefts and burglary cases were reported between January 1 and June 10, 2002, but out of them only one case of motor cycle theft had been solved so far.

On the occasion, the Vice-Chancellor urged the residents to contribute to the salary of two chowkidars employed for guarding the residential area of the campus, because the university administration could not afford to pay their salary. However, the delegation had planned to get the consent of residents in this regard.

Meanwhile, Dr Kadian had suggested some remedial measures including the raising of the boundary wall of the residential area and constructing four entry gates around it.

The Vice-Chancellor had also ordered to close the entry gates after 10 p.m.

Talking about the series of thefts and burglaries, teachers said the tenth burglary was committed on Friday and the burglars decamped with goods worth Rs 1.50 lakh from the house of Dr Tarun Dhall, a lecturer of the College of Education when she, along with her family members, had gone to Ambala on examination duty.

Residents alleged that burglars had broken into the houses of Dr R.P. Hooda, former Registrar of the university, Dr Shruti Dutt Sharma, presently Vice-Chancellor of Himachal Pradesh University, Shimla, Mr Swatantar Jain and Dr R.K. Rana, but the police had failed to solve these cases.

Tubewell reconnections on nominal charges

The Haryana power distribution corporations will reconnect tubewell connections on the payment of Rs 3,000 instead of Rs 20,000 by defaulters. This was stated by Major-Gen B. S. Rathee (retd), Chairman of the Haryana Power Transmission and Distribution Corporations, while addressing a meeting at Jhanj Khurd village, near here, today.

He said he was in favour of minimising penalty.

Referring to arrears, he said Rs 1,450 crore was due against the defaulters. It included Rs 900 crore from rural consumers.

He urged the consumers to pay their bills to enable the distribution corporations to provide them with better services. He directed field officers to accept part payment of outstanding bills and said the corporations would try to waive surcharge on the bills.

Commenting on the power situation in the state, he said Haryana’s power share was sufficient to fulfil the demand of the consumers provided line losses and power theft were curbed.

He said the state needed 700 lakh units of electricity daily. At present, about 650 lakh units of electricity were being supplied. The corporations were purchasing power worth Rs 10 crore daily from other states.

The Chairman said plans were afoot for strengthening the power system and said all substations of which foundation stones had been laid, would be commissioned on a priority basis. The HVPN would set up 40 substations next year, he said.

HSSC refutes Dalal’s charges

The Haryana Staff Selection Commission (HSSC) has refuted the allegations levelled by opposition MLA Karan Singh Dalal regarding the selection of SIs.

The Secretary of the commission clarified today that applications for 100 posts of SI were invited by the commission through an advertisement on April 18, 2002. The advertisement was challenged in the high court which directed the state to restrict the recruitment to 17 posts instead of 100.

Adhering to the judgement of the high court, the HSSC issued a public notice on February 28, 2003, and restricted the recruitment process to 17 posts.

After the written and physical tests, the commission selected 17 candidates in the main select list and eight in the waiting list. He added it was incorrect that Lalit Kumar, Inderveer Sharma, Kapil Sihag and Suraj Chawla, allegedly relatives of VVIPs, have been appointed. In fact, none of them had figured the main list nor appointed by the Police Department.

Four members of a marriage party and the director of a sheep breeding farm were killed in separate road mishaps in the district this morning.

Dr Vijendra Singh was killed when he was hit by a vehicle on the Rajgarh road while he was going for his morning walk. He hailed from Uttar Pradesh.

In another accident, four youths travelling in a Gypsy died when their vehicle collided head-on with a private bus near Garhi village, about 40 km from here, this morning. They were going from Mundhal village to Badsi to attend a marriage. Three of them died on the spot while the fourth succumbed to his injuries on the way to hospital. Six other were injured in the accident. The police has registered a case.

Meanwhile, a local resident was killed in yet another accident. According to the police, Surender Kumar, an employee of a local industry, was standing in front of a factory when a truck hit him. He succumbed to his injuries on the way to hospital. The police has registered a case.

Three persons, including two women were killed and six others injured, two of them seriously when the Canter in which they were travelling collided with a tractor-trailer on the Jind-Hansi road, 10 km from here, on Monday.

The dead include Krishna wife of Mahavir and Rajpati wife of Surajbhan of Budana village and Jagat Singh driver of the Canter of Thurana village.

According to reports Jagat Singh died on the spot while Krishna and Rajpati succumbed to their injuries on way to hospital.

The injured have been identified as Krishna wife of Ajit, Kuldeep, Kamla, Mamo Devi, Jasmer and Rajesh. Krishna and Kuldeep whose condition was stated to be serious have been referred to the Medical College Hospital at Rohtak.

While remaining were being treated at the local general hospital.

All these persons were reportedly going from Delhi to Budana village. They hired a Canter at Jind for Budana village.

Jatha representation irks HSGPC

Resentment prevails among the Sikhs in Haryana over continuous discrimination against them by the SGPC while sending Sikh jathas to Pakistan.

The State Executive of the Haryana Sikh Gurdwara Parbandhak Committee (ad hoc) at its first meeting held here last night condemned the way in which the SGPC had denied representation to the Sikh settlers in Haryana in the jatha which had been sent to Gurdwara Dera Sahib in Lahore to take part in the Martyrdom Day of Guru Arjan Dev.

The executive committee regretted that no Sikh from Haryana had been included even in the last Sikh jatha sent to Gurdwara Panja Sahib at the time of Baisakhi.

Mr Iqbal Singh Waraich, Secretary of the HSGPC (ad hoc), alleged, while talking to The Tribune, that only Sikhs with vested interests were included in jathas to Pakistan. He further alleged that during the past 50 years hardly any Sikh from the state had been included in jathas sent to Pakistan.

Mr Waraich maintained that a majority of Sikh settlers in Haryana were from West Punjab and hailed from the districts of Sialkot, Sheikhupura, Gujranwala, where some historic Sikh gurdwaras are located. The Sikh settlers in Haryana had all along been yearning to visit these places and pay obeisance at the gurdwaras there. But unfortunately, the SGPC had always denied this opportunity to them.

Mr Waraich further said in order to keep the memory of some historic gurdwaras left in Pakistan alive, the Sikh settlers in Haryana had constructed replicas of such historic gurdwaras in the state. For instance, Gurdwara Rori Sahib which is in Amenabad in Pakistan has been “established” in Nissing Town, about 35 km from Karnal. Similarly, Gurdwara Sacha Sauda which is in Choorkana (Shekhupura district) has been “constructed” on Safidon-Assandh Road. Gurdwara Dera Sahib at Lahore has been “re-established” in Assandh town, about 45 km from Karnal.

The HSGPC Secretary stated that this was also one of the main reasons for demanding a separate HSGPC.

The state Executive Committee also expressed its gratitude to the Sikh masses for larger participation and the district administration for smooth arrangements for the Vishal Sikh Haryana Conference held in Karnal in May.

CM lays stone of judicial complex

This was stated by the Haryana Chief Minister, Mr Om Prakash Chautala, while addressing advocates after he laid the foundation stone of a judicial complex at Pehowa, 30 km from here, yesterday. The complex will be constructed at a cost of Rs 1.35 crore. It will have all basic amenities.

The Chief Minister urged the lawyers to dispose of the cases with the mutual consent of the affected parties.

He said mini secretariats were being constructed at the divisional level on the pattern of district level so that the problems of the people could be redressed under one roof.

The president of the Pehowa Bar Association, Mr Birbhan Bakhli, while welcoming the Chief Minister demanded that chambers of the advocates should be constructed in the judicial complex. The Chief Minister said the site would be provided by the administration while the chambers will have to be constructed by the advocates themselves.

Later the Chief Minister inaugurated a 33-KV substation, constructed at a cost of Rs 1.10 crore, at Morthali village. The substation will provide uninterrupted power supply to nearby areas and as many as 3,445 consumers will be benefited by commissioning this station.

The Chief Minister also laid the foundation stone of a 33-KV substation at Gumthalagaru of the subdivision. It will be constructed at a cost of Rs 1.20 crore.

Factory owners remanded

Ambala, June 18
The two partners of a bus body building factory located on the Ambala-Naraingarh road, near Ambala City, were remanded in police custody for two days today. On the complaint of the HVPN authorities the Panjokhra police station had registered a case against them on the charge of theft of electricity by tampering with the meter yesterday.

According to a police report, the senior officers of the HVPN along with the DSP raided the factory and found that the seals of the meter were broken. The HVPN authorities imposed Rs 40 lakh as penalty on the factory. The police registered a case under Sections 39, 39A, 44 and 50 at the Electricity Act and 420, 379 and 120B, IPC, against partners Builder and Ramnik. Later the police arrested the duo.

They were produced in the court of the Duty Magistrate, Mr Rajesh Sharma, this morning. Their counsel on a bail application argued that Section 420 was not applicable in the case as Section 379 was already included in the FIR. Moreover, the partners were not given any notice before the registration of the case, while there was a provision in the Haryana Electricity Act to provide to settle the matter.

It is learnt that the Sales Tax Department had also conducted a raid on the factory the same day. The officials of the department also took some factory documents with them. It could not be ascertained why the two agencies conducted raids simultaneously the same day.Top

Gang of robbers busted

Ambala, June 18
A gang of robbers involved in several robbery incidents has been busted by the police in Ambala.

Talking to mediapersons here today, the Superintendent of Police, Mr Hardeep Singh Doon, said the gang of six youths was involved in several cases.

He said acting on a tip-off that four youths were travelling on a motor cycle near Chor Mastpur under suspicious circumstances, CIA staff kept a look out and managed to nab them near Matheri chowk. The youths were found to be travelling on a stolen motor cycle.

The youths nabbed by the police were Tarun Kumar, Satwinder Rana, alias Sonu, Ravinder Kumar, alias Ravi, and Vikas Gautam, alias Mantu. A country-made revolver of .315 bore was seized from Tarun Kumar, while a 9 mm pistol was seized from Satwinder Rana.

Mr Doon said following interogation, two more youths, Vibhu, alias Bunty, alias Vedi, and Sushil Kumar, alias Kalu, were held.

Stolen goods worth Rs 4 lakh were recovered from them. The gang was involved in nine cases of theft. They had stolen a motor cycle from near GMN College and a motor cycle from the Sessions Court besides stealing computers from an institute in Ambala Cantonment. The motor cycles and computers have been recovered by the police.

The gang was also involved in a chain snatching incident near Subhash Park. The modus operandi of the gang was to use an iron rod to break open the lock and decamp with goods.Top

Confirming this here today, the Registrar-cum Examinations Controller, Dr J.S. Kadian, said the two students — Rajesh Malik and Deepak Dahiya — the alleged accused in the question paper leak scam, would not be allowed to enter the university campus.

Karnal to have TV transmitter

To provide a wider coverage to the Doordarshan programmes in Haryana, the Union Ministry of Information and Communications is setting up a high-powered TV transmitter in Karnal. Mr I.D. Swami, Union Minister of State for Home Affairs, told The Tribune today that the transmitter would cost Rs 11.50 crore.

Computer courses in 7 govt schools

Seven government schools have been selected in Ambala where computers will be offered as an optional subject from Class XI onwards. Naggal MLA Jasbir Mallour said a total of 100 government schools had been selected in Haryana where computer courses would be introduced from the forthcoming academic session. He said computers as an optional subject would be offered in these schools at Class XII level from the next academic session, according to a press note. He said under this programme, the central government would contribute 75 per cent.Top
