Forum directs doctor to pay Rs 3 lakh relief

The District Consumer Disputes Redressal Forum, Jind while deciding a complaint under the Consumer Protection Act yesterday directed Dr Vinod Arora of Arora Nursing Home, Narwana, to pay a compensation of Rs 3 lakh to the complainants because Rakesh Kumar, son of the complainants, died due to the alleged deficient medical services rendered by the doctor.

MC Chairman’s bail plea dismissed

The Additional Sessions Judge, Mr B.M. Bedi, today dismissed the anticipatory bail application of the Chairman of Sadar Municipal Council, Mr Shankar Dass, here. The judge also dismissed the anticipatory bail applications of three councillors — Mr Rajesh Kumar, Mr Raj Kumar and Dr Ved Prakash. Similar applications filed by four shopkeepers and the former municipal engineer, Mr B.L. Wadhwa, were also dismissed by the court.

Haryana directive on confirmation

The Haryana Government has directed all heads of departments to ensure speedy disposal of cases of confirmation of employees, besides reviewing the progress of such cases on a six monthly basis and submitting the report to their Administrative Secretaries in December every year.

Mr Bhupinder Singh Hooda, Leader of the Opposition, in the Haryana Assembly, has extended his support to teachers agitating against the state government’s move of rationalising the teaching staff of secondary schools.

Criminal cases recommended

The Haryana State Vigilance Bureau has recommended registration of criminal cases against 23 gazetted officers, 67 officials and 56 others in various inquiries conducted by it from October 1, 2002, to December 31, 2002.

101 marriages solemnised

INLD will continue support to BJP: Chautala

Haryana Chief Minister Om Prakash Chautala, today said the Indian National Lok Dal would continue its support to the BJP and the Vajpayee government at the Centre. Talking to mediapersons here, he said to keep the Congress away from power, it was necessary that support to the Vajpayee government should continue. He said the INLD had ideological differences with the Congress because the party was pursuing anti-farmer policies. He alleged the Congress had not paid any attention to the development of the rural areas and had worked against the interest of farmers while it was in power.

Mr Chautala said the BJP should not oppose the opening of casinoes in the state as it was the ruling party in Goa where casinoes were functioning. However, the Congress was opposing casinoes without any justification, he said.

Criticising the Haryana Vikas Party, Mr Chautala said leaders of the HVP were misleading the youth by promising them employment allowance. He said prior to the Assembly elections in 1996, the HVP had promised employment by allotting petrol stations and gas agencies, which failed to do after coming to power.

Earlier, Mr Chautala presided over a function organised by the Sir Chhotu Ram Shiksha Samiti to celebrate Sir Chhotu Ram Jayanti on the premises of the local C.R.K. College. Mr Chautala said Sir Chhotu Ram had worked for the uplift of farmers and the poor people. He urged the people to follow the path shown by Sir Chhotu Ram.

He also inaugurated Chaudhary Devi Lal Stadium built by the samiti on the premises of the college. He announced a grant of Rs 5 lakh for the stadium.

Mr Chautala also presided over a function organised by the Jat Dharmarth Sabha in connection with the celebration of Sir Chhotu Ram Jayanti at the local Jat Dharamshala. He announced a grant of Rs 5 lakh for the sabha for setting up a library. Later, he presided over the district grievances redressal committee and listened to the complaints of the people. He directed officers of the Public Health Department to ensure adequate supply of drinking water to residents of Jind district.

Tributes paid to Sir Chhotu Ram

Rohtak, February 6
Birth anniversary of Sir Chhotu Ram was celebrated today with the leaders of various political parties and farmers’ organisations paying tributes to the great kisan leader, at a state-level function organised here.

Former Union Minister and senior Dalit Leader Chand Ram presided over the function, which was attended by the leader of the opposition in the Haryana state Assembly Bhupinder Singh Hooda, Uttar Pradesh PWD Minister Swami Omvesh, Rashtriya Lok Dal (RLD) Haryana unit President and veteran Arya Samaj Leader Swami Indervesh, among others.

Expressing concern over the farmers’ plight owing to the policies of the Vajpayee led NDA government, Mr Hooda stressed upon the need for a farmers’ movement against the “anti farmer’’ policies of the NDA and the Indian National Lok Dal (INLD) government in Haryana. PTI, UNI

Congress teams for HP poll

Leaders of the Haryana Congress will go for electioneering in 14 constituencies of Himachal Pradesh. There will be two teams each for the Shimla, Rohru, Kumarsen and Jubbal-Kotkhai constituencies. In the remaining constituencies there will be a single team of the Haryana PCC to undertake election campaign.

Mr Bhajan Lal, President, Haryana Pradesh Congress Committee, said that senior leaders of Haryana would lead 18 teams for the Himachal elections. For the Shimla constituency two teams would be led by Mr Bhajan Lal himself and Mr Shamsher Singh Surjewala, a former president PCC, respectively.

Haryana CLP leader Bhupinder Singh Hooda will lead a team in the Solan constituency. Dr Kirpa Ram Punia, a former minister, will lead a team in the Theog constituency. Former PCC presidents Mr Birender Singh, Mr Dharampal Singh Malik and Mr Balbir Pal Shah, MLA, will lead electioneering teams in the Arki, Kasauli and Rohru constituencies, respectively. Mr Balbir Pal Shah, MLA and Mr Jai Singh Rana, ex-MLA, will be heading another team in Rohru constituency.

Capt Ajay Singh Yadav, Deputy Leader of the CLP, will be the leader of the team in the Kusumpti constituency, which former MPs, Sardar Tara Singh, Mr Ranjit Singh and Sardar Lachhman Singh will be leading electioneering teams in Paonta Sahib, Chaupal and Doon, respectively.

Mr Mange Ram Gupta, General Secretary, PCC and Ms Anita Yadav, President, Haryana Pradesh Mahila Congress, MLAs, will head the teams in Jubbal-Kotkhai constituency. Mr Chander Mohan, MLA, will be the leader in the Nalagarh constituency.

Former Ministers Phool Chand Mullana and A.C. Chaudhry will head electioneering teams in Nahan and Kumarsen constituencies, respectively. Mr Chaudhry and Rao Dharampal, MLA, will also head a team in the Kumarsen constituency.

Aircraft wreckage may be of a Spitfire

The process of digging out the aircraft wreckage from the Markanda riverbed gained momentum today after senior Air Force officers visited the site.
Although officers are not ready to hazard a guess regarding the identity of the aircraft, there is a possibility that the wreckage may be of a Spitfire.

An Air Force officer said Spitfire was one of the most effective fighter aircrafts of its time, at the cutting edge of technology from the mid 1930s to 1950. It encompasses in one aircraft most major developments of the end of the piston-engine-fighter era.

Senior Air Force officers, including Air Cmde S.K. Sofat, visited the wreckage site, as did the Superintendent of Police at Ambala, Mr Hardeep Singh Doon. An official said the wreckage might well be dug out by tomorrow.

To speed up the digging, JCB machines have been put into use. The cockpit, fuselage and the wing of the aircraft that lay buried in the riverbed for the last five decades became visible today. A huge crowd had gathered at the spot to have a look at the aircraft.

However, for Mr Alam, who had taken the land on lease for cultivation, the discovery has come as a loss. He said greater damage had been caused to the crop by the onlookers than by the actual digging. “We have to work hard to prepare the ground for cultivating vegetables, but the crowd is trampling it,” he said.

Probe may trigger off fresh controversies

Institution of a vigilance probe by the state government against Mr Sumit Kumar, Secretary in the state Assembly, may trigger off fresh controversies about the Om Prakash Chautala government’s alleged policy of using the State Vigilance Bureau (SVB) for settling personal scores.

Sources in the SVB, however, justified the move saying that Mr Kumar, who was holding a prestigious position in the assembly secretariat, was being chargesheeted for falsely claiming house rent allowance (HRA). When Mr Kumar was inducted in the assembly secretariat in 1989, he was staying at his house but found to be claiming the HRA, the sources said. Subsequently, Mr Kumar had moved to an official residence in Sector 11 here where he was staying at present.

A complaint regarding Mr Kumar’s alleged action was lying with the SVB on the basis of which inquiry was started. He was being charged under Rule 7 of the Government Employees Service Rules. His increment would be stopped and he could even be dismissed from service if he was found guilty, the sources said. Mr Kumar could not be contacted for his reactions as he had gone to Mumbai.

While Mr Kumar was being charged for a major penalty, a section of officials here was of the view that the matter could have been dispensed with minor punishment. The issue, however, has the potential of assuming political colour because of Mr Kumar’s background. His father, Mr Maha Singh was a minister in the Cabinet of late Mr Devi Lal, father of the present Chief Minister of Haryana, Mr Om Prakash Chautala.

However, later Mr Maha Singh defected to the Congress and he is still also with the Congress. Thus, the action initiated against Mr Kumar will fit into the framework of SVB’s recent steps against a number of other Opposition politicians.

Cop found guilty of framing two youths

Sirsa, February 6
District and Sessions Judge M.S. Sullar here today ordered prosecution of Randhir Singh, Inspector Haryana police under Sections 194 and 195 of the IPC for fabricating evidence against two youths in a murder case. The court also directed Randhir to attend court on March 3. Punishment under the two Sections can be up to life imprisonment.

A case was registered on January 7, 2001, when body of a woman was found in Kaluana minor near Kaluana village of the district. The police booked Inderraj of Taruana village and Gayan Singh of the same village in this case. The police made Shiv Raj brother of Inderraj along with Mander Singh and Gurcharan as witnesses in the case. The police informed the court that during investigation these witnesses had identified the photographs and belongings of the dead.

On the basis of this the police identified the body as that of Jasvinder Kaur of Taruana village. The police also mentioned that the dead was the mother of Inderraj and witness Shiv Raj.

She was allegedly murdered by Inderraj with the help of Gayan Singh suspecting her character and threw the body in the minor.

During proceedings in the court witnesses having identified the body. The court found that the age of the woman indicated in the police papers and the post-mortem report was 30 to 35 years. But Inderraj (24) and Shiv Raj (27) were shown her sons.

On the basis of this the court held the then investigating officer of Dabwali CIA police inspector Randhir guilty of framing two youths. Acquitting both Inderraj and Gayan, the judge ordered to initiate a case against inspector Randhir under Sections 194 and 195 and also issued notice to him to be present in the court on March 3.

It is the second case in a week, in which the court held government officials guilty of registering false cases.

Forum directs doctor to pay Rs 3 lakh relief

The District Consumer Disputes Redressal Forum, Jind while deciding a complaint under the Consumer Protection Act yesterday directed Dr Vinod Arora of Arora Nursing Home, Narwana, to pay a compensation of Rs 3 lakh to the complainants because Rakesh Kumar, son of the complainants, died due to the alleged deficient medical services rendered by the doctor.

The complainants, Mr Rajkaran and his wife Nanhi Devi, parents of the deceased Rakesh Kumar had filed a complaint before the Forum in August, 1996, that their son Rakesh Kumar was operated for appendicitus at Arora Nursing Home, Narwana.

The complainants alleged that after the operation the condition of the patient deteriorated. The patient was taken to Hisar on June 22, 1996, in a serious condition where he was declared dead.

A case under Sections 304A of the IPC was registered at the Narwana police station. A post-mortem examination of the deceased was conducted at the General Hospital, Narwana.

It was alleged that the death of their son Rakesh Kumar was caused due to the negligence of the doctor during the operation and the follow-up treatment.

They also pointed out that before the operation the doctor was informed about the diabetic condition of the patient but the doctor ignored the same and did not take proper precautions both prior and during the operation.

They demanded compensation on the grounds that the loss of their son leaves them with no dependent in their old age.

While deciding the case, Mr Jagdeep Dhanda, President of the forum and Mr Sajjan Jindal, member of the forum, said they were of the considered opinion that since the doctor rendered deficient services the complainants were entitled to be compensated. They directed the doctor to pay Rs 3 lakh to the complainants because the death of Rakesh Kumar leaves the complainants without any dependent in their old age.

They further directed that if the amount was not paid to the complainants within two months interest at the rate of 12 per cent per annum will be payable till the realisation of the amount.

MC Chairman’s bail plea dismissed

Similar applications filed by four shopkeepers and the former municipal engineer, Mr B.L. Wadhwa, were also dismissed by the court.

The regular bail application of the former building inspector, Mr K.K. Verma, who was earlier arrested by the State Vigilance Bureau and was remanded in judicial custody, will be decided on Saturday by the court.

The vigilance bureau had registered a case against the chairman and municipal officials and three councillors on November 19, 2002 for granting permission to four shopkeepers to enhance the height of their shops. The rent of the shops were also reduced by the municipal authorities.

During the argument on the bail application, the counsels for Mr Shankar Dass, Mr Ajay Jain, and Mr K.L. Sehgal, said the decision of granting permission to enhance the height and reduction of the rent was resolved at a meeting of the council where 26 councillors were present. He said the chairman did not come in the category of public servant. Hence, the Section of Prevention of Corruption Act could not be applied on the chairman. The public prosecutor, Mr S.C. Kamboj, while opposing the bail applications said it was a serious offence, so the bail should not be granted.

Haryana directive on confirmation

The Haryana Government has directed all heads of departments to ensure speedy disposal of cases of confirmation of employees, besides reviewing the progress of such cases on a six monthly basis and submitting the report to their Administrative Secretaries in December every year.

A notification to this effect was issued by the State Chief Secretary here today.

The notification pointed out that the service rules of various departments provided for taking decision with regard to the completion of period of probation, whether successful or not, within three months of the expiry of the prescribed period of probation. On satisfactory completion of probation, orders of confirmation were to be issued if a permanent post was available.

Hooda supports teachers

Mr Bhupinder Singh Hooda, Leader of the Opposition, in the Haryana Assembly, has extended his support to teachers agitating against the state government’s move of rationalising the teaching staff of secondary schools.

In a press statement, the Congress leader said at a time when examinations were round the corner, the transfer of teachers was a great setback to students. He also expressed concern about the health and safety of Mr Phool Singh Perwar, teacher leader, who had been on an indefinite fast in protest against the government step. The only activity of Haryana Chief Minister Om Prakash Chautala appears to be to erect statues of his father.

Criminal cases recommended

The Haryana State Vigilance Bureau has recommended registration of criminal cases against 23 gazetted officers, 67 officials and 56 others in various inquiries conducted by it from October 1, 2002, to December 31, 2002.

An official spokesman said here today that the bureau had also recommended recovery of over Rs 1.54 crore besides departmental action and criminal proceedings. The bureau had also detected seven cases of revenue leakage in which over Rs 4.81 crore was involved.

During this period the bureau recommended departmental action against 83 gazetted officers and 16 officials.

101 marriages solemnised

The Arya Pradeshik Pratinidhi Sabha of Delhi, Arya Yuvak Samaj, Haryana and the Vedic Yajna Anusabdhan Sansthan organised a mass marriage function at the theme park here today. Dr C.P. Thakur, Union Minister for Development of Small Scale Industries, was the chief guest. The president of the DAV College managing committee, Mr G.P. Chopra, presided.

A procession started off from the Brahma Sarovar in this connection. As many as 101 marriages were solemnised.

A large number of intellectuals, educationalists, religious leaders, students, activists and others were present at the ceremony.

Kanchi Seer instals idols in Bhiwani

Kanchi Shankaracharya Jayendra Saraswati today installed idols in a Shiva temple, constructed in Ninan village, near here, in this district.
The temple has been constructed at a cost of about Rs 12 crore. The Kanchi Seer, who arrived here last evening, also met his disciples before leaving for Kanchi.

Talking informally to reporters, he was evasive about the Ayodhya temple dispute saying the issue had to be resolved by “sarv dharamacharis” (saints).

The issue had come in a passing reference during his meeting with Prime Minister Atal Behari Vajpayee in New Delhi, he said. He said that not only the Prime Minister, he had also met the President during his stay in Delhi.

“I stressed upon the Prime Minister three issues, adoption of swadeshi, development of villages and generation of self-employment schemes,” the Kanchi Seer added. PTI

Women’s conferences

The women’s wing of the Haryana unit of the ruling Indian National Lok Dal will organise women’s conferences in each Assembly constituency to create awareness among women about the party’s policies and achievements. The President of the women’s wing, Mrs Kailasho Saini, MP, said here today that the conferences would commence from tomorrow when the first such conference would be held in Ateli. She said a target to enrol 2.5 lakh women members of the INLD by March 31 had been fixed.

2 women, girl killed in wall collapse

Hisar, February 6
Two women and a girl, all from one family, were killed when a wall collapsed suddenly in Kebral village of this district, the police said today.

Sumitra (35), Teejo Devi (30) and her 13-year-old daughter Suman were sitting in the sun near the wall when it collapsed, killing two on the spot, while Suman died on way to a hospital. PTI
