HC order on Chahal Chandigarh, February 1 The Justice Chahal Commission of Inquiry was set up by the Chautala government on December 7, 1999, to look into the imposition, implementation and subsequent withdrawal of the prohibition in the state by the Bansi Lal government. The commission submitted its report to the Chief Minister, Mr Om Prakash Chautala, on January 23, a few days after Mr Justice J.S. Narang had reserved his judgement on a petition filed by Mr Bansi Lal challenging the appointment of Justice Chahal. Informed sources say the report had indicted Mr Bansi Lal, his son, Mr Surender Singh, and the former Prohibition Minister, Mr Ganeshi Lal. With Justice Chahal’s appointment quashed, the commission’s report has lost its legal sanctity as well as relevance, unless a higher court reversed the High Court judgement. Mr Justice Narang had quashed the appointment of Justice Chahal on the ground that when the Cabinet constituted the commission, it had no material before it to justify its constitution. During the hearing of Mr Bansi Lal’s petition, at least two senior Haryana Government officers had conceded that no material was put up before the Cabinet when the commission was set up, the sources said. For the HVP, the beginning of the New Year had proved to be cheerful. In February last the HVP had relegated the Congress to the third position in the Yamunanagar Assembly byelection, proving its detractors, who claimed that the party was a spent force, wrong. Mr Bansi Lal’s party was the nearest rival to the winning INLD candidate. Again the HVP got a shot in the arm in January, 2003, when its two top leaders got a reprieve from the judiciary. The commission’s report would have been publicised by the HVP’s opponents in a big way to dub its leaders as the “villains of the prohibition”. That opportunity now had been denied to the INLD and the Congress by the High Court, at least for a few months. The High Court judgement had rendered the three-year work of the Chahal commission an exercise in futility with just one stroke. Sources in the government said a decision on filing an appeal against the High Court judgement would be taken only after an examination of the judgement, once a certified copy of which was available. |
Kisan Sabha to launch protest Jind, February 1 It was decided at the convention that the Kisan Sabha would launch an agitation shortly and would hold demonstrations in front of the Haryana Vidhan Sabha during the coming budget session. It was also pointed out that the drought relief announced by the state government was inadequate. They demanded that compensation should also be given to those farmers who could not sow crops due to drought like conditions during the last kharif season. By a resolution the Kisan Sabha demanded that interest on the loans advanced to the farmers should be reduced to 5 per cent per annum, adequate supply of fodder, electricity and drinking water in the drought-affected areas and steps should be taken for early completion of the Sutlej Yamuna Link Canal. On the last day of the session, elections of the State Executive Committee of Haryana Kisan Sabha were held. The following were unanimously elected office-bearers of the committee president-Mr Phool Singh Sheokand; vice presidents-Mr Bawa Singh, Mr Jarnail Singh, Mr Suba Singh and Mr Harpal Singh, general secretary - Mr Krishan Sarup and assistant secretaries - Mr Vedpal, Mr Dayanand Punia and Mr Pardeep Singh. |
Farmers
burn
sugarcane Yamunanagar, February 1 Leaders of the samiti have decided to burn sugarcane in every village of the district till February 12. They have also decided that the farmers will be united under one banner for their agitation against the government. They threatened that if sugarcane price was not raised before January 31, they would be forced to set their sugarcane crops on fire. The district president of the Bharatiya Kisan Sangh, Mr Khilaram, addressing the farmers alleged that the government was anti-farmer. |

HAU alumni
meeting opens Hisar, February 1 Inaugurating a two-day alumni convention at Haryana Agricultural University here he said agriculture had undergone drastic changes within the past few years. This had necessitated generation of an entirely new technology to raise the income of farmers. Mr Chautala who is an alumnus of this university said the problems created by excessive irrigation, pest and insect infestation and use of chemical fertilizers needed to be tackled on a war footing as these had brought the farmers’ incomes to their lowest level ever. The two day convention is being attended by over 1,200 old students and faculty members. On this occasion, a seminar on ‘Government, University and Industry Linkages’ was also held. Mr Chautala revealed that on the invitation of the Chief Minister, Mr Om Prakash Chautala the President, Dr A.P.J. Abdul Kalam had agreed to be the chief guest at this university’s next convocation to be held shortly. Presiding over the function, the Vice-Chancellor Mr Vinay Kumar said the university was conscious of the scenario emerging after the implementation of the WTO regime and steps were being taken to meet the challenges. |
KU convocation
on February 4 Kurukshetra, February 1 Stating this here yesterday, the Vice-Chancellor, Mr R.S. Chaudhary,
said the Haryana Governor and Chancellor, Kurukshetra University, Babu Parmanand, would preside over the convocation function while the Haryana Chief Minister, Mr Om Prakash Chautala, would be the guest of honour. Mr Chaudhary said the convocation address would be delivered by the Union Minister of Tourism and Culture, Mr Jagmohan. He said Babu Parmanand would confer the Degrr of D. Litt (Honoris Causa) on Mr Jagmohan. Besides, 1375 graduates would be awarded various degrees and medals. This would include 126 degrees of PhD and 47 degrees of M. Phil in different subjects. The Ph.D degrees would be awarded to the students by the Chancellor while medals would be awarded by the Chief Minister and the degrees to the postgraduate students, would be given away by Mr Chaudhary. |

Encroachments
to be removed by February 28 Kurukshetra,
February 1 Directing secretaries of all municipalities and Block Development and Panchayat Officers at a meeting held here today, the Deputy Commissioner, Mr Abhilaksh Likhi maintained that a special drive would be launched in the district to remove these unauthorised encroachments so that better facilities could be provided to the common man. Mr Likhi also directed to achieve small savings target assigned to them. He said the money, which would be deposited in the small savings, would help the state government in getting loans for executing development works in the state. He said a target to deposit Rs 90 crore had been fixed for the district the current financial year. The DC directed all departments to complete development works pertaining to their respective departments as announced by the Haryana Chief Minister during the second phase of ‘Sarkar Aap ke
Dwar’ programme by February 28. He asked the officers to give him in writing if any case regarding the CM’s announcement has to be sent to the state headquarters for approval. |
Warrant
against DETC Taxation Ambala, February 1 The court had issued summons to four witnesses
including the DETC (Taxation), in this case for today. Three of the
witnesses including the Chief General Manager, SBI, Kaithal,
earlierposted at the Cantonment here, Mr Surat Singh, Inspector, Giyan
Chand and ASI Gurdial Singh recorded their statements in the court
today. The police has registered a case against Joginder Singh, an
employee of the Excise and Taxation Department here on February 22,
last year for allegedly embezzling around Rs. 2 crore of the
department through fake treasury vouchers. The police has also
arrested three others, including Neena Gupta, Ram Awtar and Mahesh in
this case. The four accused are in judicial custody. |

Delhi-Bathinda Kisan Express from today Hisar, February 1 The Station Master, Hansi, Mr Ajay Gautam, said here today that the train would leave Delhi at 3 pm and reach Bathinda at 10.55 pm. On its return journey it would start from Bathinda at 7 am and reach Delhi at 2 pm. Railway Minister Nitish Kumar had announced the running of the train in September last year on the occasion of former Deputy Prime Minister Devi Lal’s birth anniversary.

Army Dental Corp raising day Ambala, February 1 Lt Gen B.S. Thakur, GoC 2 Corps, lauded
the role played by the Dental Corp right from the day of its inception and
specially commended the job done by it during operation Parakram. A tea party
was organised at Corps Dental unit which was attended, among others, by Brig P.
Venkateswarlu, Brig Adm, Brig Y.V. Sharma, Comdt M.H Ambala and senior
officers, Col H.K. Thombre, CO and Corps Dental Adviser, escorted the officers
and briefed them about the state of art dental chairs and equipment installed
for surgeries. The Army Dental Corps was raised on February 1, 1941, as the
Indian Medical Service (Dental) with seven officers. It underwent expansion in
its cadre and was transformed to the Army Dental Corp from January 26, 1950. It
provides treatment including specialised one to serving soldiers, their
dependents and ex-servicemen. During the war, it looks after maxillofacial
trauma, blood transfusion, evacuation of casualties and also in embalming of
the bodies. |

Police
remand for two Ambala, February 1 The Public Prosecutor, Mr Jagmal Singh, requested the court to grant police custody of the two as some of the gold was yet to be recovered from them. He said the police had recovered only 140 gram of looted gold from the accused, while the rest of the robbed gold was yet to be recovered. He said according to the information, the accused had sold some of the gold. |

of bus stand sought Ambala, February 1 They said the Mahesh Nagar bus
stand was located in front of a shopping complex. “The shopkeepers
are facing problems since the local buses are parked in front of their
shops, affecting their business. Also, haphazard parking affects
smooth flow of traffic on the Jagadhari road, which is a state
highway,” a press note said. |
