IYC seeks Chautala’s dismissal
Row over funds for deposed Fiji PM

Tribune News Service

Chandigarh, January 28
The controversy over the money collected for helping deposed Prime Minister of Fiji Mahendra Chaudhary got a boost today with the Indian Youth Congress demanding the dismissal of Haryana Chief Minister Om Prakash Chautala for failing to adhere to “constitutional norms”.

An IYC delegation led by its President, Mr Randeep Singh Surjewala, who presented a memorandum to the Governor of Haryana, Babu Parmanand, on this issue here, also urged the Governor to order a CBI probe to find out truth about the quantum of money collected and the ‘Indo-Fiji Friendship Society’ which was said to be in possession of the funds.

The memorandum, which contained a blow-by-blow account of Mr Chautala’s announcement to collect funds for helping Mr Chaudhary, an NRI of Haryana origin, said that in a public function held at Bahujamalpur in Rohtak district, the Chief Minister had undertaken to collect Re 1 each from the 1.6 crore population of the state. The function, which was held to felicitate Mr Chaudhary, took place on August 17, 2000, and the money was to be given to him before his departure on August 26.

The memorandum added that Mr Chautala had asked workers of the INLD as well as other political parties, panches and sarpanches to collect money and deposit it with the SDMs or the Deputy Commissioners concerned before August 26, 2000. It claimed that workers of political parties and others collected money to the tune of Rs 6 crore which was deposited with the SDMs and DCs concerned. A majority of the donations were received in cash, it claimed.

The memorandum questioned why money in crores collected in the name of Mr Chaudhary was not handed over to him even 31 months after August 26, 2000, when he was supposed to be presented with the collection. People cutting across political affiliations had joined the campaign and the money, by the Chief Minister’s own admission, was routed through the SDMs and the DCs concerned (A clipping of The Tribune was enclosed with the memorandum to substantiate the point about deposition of the money with the DCs and the SDMs). “What was the reason then for handing over the money to a self-styled ‘Indo-Fiji Friendship Society’ and what was the criteria for constitution of such society? Why has the society not handed over the money till date to its rightful owner”, asked the memorandum.

Pointing out the contradictions between the statements of Mr Sher Singh Badshami, President of the INLD’s Haryana unit and also Secretary of the Indo-Fiji Friendship Society, who said that money was collected only in the form of bank drafts and cheques, and of Chief Minister Chautala’s announcement about collecting Re 1 from each Haryanvi, the IYC asked exactly how much money was collected.

The memorandum said it had now been stated by the Indo-Fiji Friendship Society that the money would be utilised for NRIs of Haryana origin and not for Mr Chaudhary questioning that what was the justification of raising the money then. It also asked for the date on which the money was deposited in Oriental Bank of Commerce, Sector 19, Chandigarh, it also asked as who was in possession of the money between August, 2000, and the day when it was deposited in the bank.

Claiming that “fraud by Mr Chautala and his party is thus writ large” in the Fiji episode, the memorandum said when a person holding the highest office in the state was engaged in defrauding the people of the state, it amounted to his ceasing to hold allegiance to the law of the land. The use of government officials in the fraud also amounted to violation of Article 164(3) read with Third Schedule of the Constitution of India, stated the memorandum.

Mr Surjewala later said the Governor gave them a patient hearing lasting about 40 minutes when they went to submit the memorandum. Mr Satwinder Singh Sandhu and Mr Harmohinder Singh Lucky, presidents of IYC’s Haryana and Chandigarh units, respectively, also accompanied him to Raj Bhavan, he added.
