2 die in mishaps due to fog

Two persons, including a child, were killed and 10 others injured in four separate accidents in the district in past 24 hours due to dense fog.
Conductor Rohtash, of Guravda village in Bhiwani district, was killed when a Haryana roadways bus going to Narnaul from Hisar, collided with a truck at Milkpur village, on the Hansi-Bhiwani road, yesterday.

Funds for maintenance of buildings sought

Farmers of the area have threatened to set their sugarcane crop on fire on February 1 at Foodgrain Market in front of the office of the Deputy Commissioner, here if their demand of raising the sugarcane price is not met before the deadline.

Termination order quashed
Chandigarh, January 18
Allowing a bunch of two writ petitions against the state of Haryana and other respondents, a Division Bench of the Punjab and Haryana High Court has quashed an order issued in August, 2000, whereby the services of two lecturers were terminated.

Bhajan’s call for ‘jail bharo’

The claim by Haryana’s dissident Congress leaders that they will stand by the HPCC chief, Mr Bhajan Lal, if the issue at stake is of genuine importance to the people of the state has turned out be nothing but yet another hyperbole in the wake of the agitation launched by the party on the Sutlej-Yamuna Link canal (SYL).

Asked what will happen to the MLAs and leaders who did not participate in the rally in Delhi on Wednesday demanding the completion of the canal, Mr Bhajan Lal said those who had kept away from the rally would suffer political isolation. He did not give any clear answer on possible disciplinary action against the dissidents and said it was an internal matter of the party.

Mr Bhajan Lal’s call for ‘jail bharo’ throughout the state on April 13, on the auspicious day of Baishaki, is also unlikely to be heeded to by the dissident leaders or their followers unless something dramatically changes the political atmosphere in the state.

Capt Ajay Singh Yadav, Congress party’s Deputy Leader in the House, also echoed views similar to those of Mr Bhajan Lal. Two MLAs, Rao Inderjit Singh and Rao Dan Singh from the Ahirwal region of the state, did not take part in the rally in Delhi while four others from the area, including Captain Yadav, attended it. Both Inderjit Singh and Dan Singh will get it back from their followers who will not forgive them for ignoring the canal issue which is supposed to bring water to these districts, says Captain Yadav.

The dissidents are obviously not worried about the political isolation aspect. Besides, they are also organising a public meeting at Rewari on March 12 to demand the completion of the canal. The programme at Rewari, primarily an effort of Mr Bhajan Lal’s rival Mr Bhupinder Singh Hooda, Leader of the Opposition, and Rao Inderjit Singh, will be a demonstration of the anti-Bhajan Lal camp’s concern for the completion of the canal.

Mr Bhajan Lal today also announced that Congress leaders and workers from Haryana would go to Himachal Pradesh and help in the campaigning of the party for the Assembly elections in the state. A meeting was held here and the party members were asked to go to their respective areas of influence. Incidentally, Mr Hooda, bete noire of Mr Bhajan Lal, was present in today’s meeting. “He went to the meeting because it was the Himachal elections and not something which was on the personal agenda of Mr Bhajan Lal”, a source here said.

Mr Bhajan Lal, who talked to reporters after the meeting, also said Congress legislators of the state would resign if INLD MLAs showed them the path by resigning en masse from the Assembly on the SYL issue. “We shall launch the ‘jail bharo’ on April 13 if the Centre does not abide by the Supreme Court order and start work on the canal by then. We will not move bail applications and will stay put inside the jails”, he said and added that he would also appeal to Mr Chautala and other INLD representatives to step down from the Assembly to register protest against the Centre. “We will also resign if they do so”, he said.

Bhajan for CBI probe into CM’s funds

The Haryana Pradesh Congress Committee (HPCC) chief, Mr Bhajan Lal, today demanded that a CBI probe should be ordered to unearth the mystery of the funds collected by the Chief Minister, Mr Om Prakash Chautala, in the name of helping the deposed premier of Fiji, Mr Mahendra Chaudhary.

Mr Chautala must clarify what he has done with the money , Mr Bhajan Lal said.

2 die in mishaps due to fog

Hisar, January 18
Two persons, including a child, were killed and 10 others injured in four separate accidents in the district in past 24 hours due to dense fog.

Conductor Rohtash, of Guravda village in Bhiwani district, was killed when a Haryana roadways bus going to Narnaul from Hisar, collided with a truck at Milkpur village, on the Hansi-Bhiwani road, yesterday. Bus driver Karam Singh also received serious injuries. A couple of bus passengers were also injured. The injured were admitted to the Civil Hospitals at Hansi and Bawani Khera.

In another incident, a seven-year-old girl Kanta, of nearby Dabra village, was killed when a tractor hit her on the Hisar-Tosham road last evening. The police has registered a case against the tractor driver.

Car driver Jitender Singh and his nephew Hitesh Kumar, both of Delhi, were injured seriously last evening when a truck hit their vehicle from behind at Rampura village on the Hisar-Delhi National Highway.

Both were returning to Delhi after meeting a relative at Hansi. They were admitted in Rohtak Medical College, Rohtak in a critical condition.

In another incident, four persons were injured seriously when a Tata Sumo, they were travelling by collided with a truck near Hansi last evening. The injured were admitted in the Hansi Civil Hospital.

Funds for maintenance of buildings sought

“Inefficiency in the maintenance of buildings is no more acceptable.” This was the loud and clear message of the two-day seminar on “Management and Maintenance of Built Environment” organised by the Indian Buildings Congress (IBC) in collaboration with the Haryana Public Works (B&R) Department, which concluded here today.

At the end of two technical sessions, a set of 22 recommendations was finalised by the IBC, which included a call to the government to provide expenditure for the maintenance of buildings out of the plan funds as against the present system of meeting maintenance expenditure out of the non-plan funds.

The IBC said there was an urgent need to review internal maintenance units for their adequacy and ability to cope with present-day buildings and services which were much more complex than in the past. It said effective maintenance should be carried out with the minimum disturbance to the users.

Architects and engineers were urged to find out innovative methods to overcome the perennial shortage of funds earmarked for maintenance. Experts were of the view that the participation of the user, architect, structural engineer, service provider and project consultant during the planning stage would reduce the extent of maintenance required once the building was under occupation.

Qualified engineers should design all buildings based on the latest provisions because in the new IS 456-2000 an emphasis had been laid on durability and safety against hazards. Similarly, good supervision and workmanship and construction as per specifications were necessary to avoid problems during maintenance.

The IBC recommended that new materials, which were aesthetically good and long lasting, should be used in the construction because they would work out to be cheaper. It also suggested a regular users’ awareness programme to avoid abuse and misuse of the assets.

Among the other recommendations was the exploration of the possibility of private sector participation in the management of municipal services; the enhancement of productivity of permanently employed daily wagers; transparency in the maintenance system; need to introduce on-line complaint maintenance management system along with feedback from clients; need to carry out structural changes of old structures; and outsourcing of solid waste management.

Delivering the valedictory address, the Adviser to the Administrator of UT, Mr Virendra Singh, regretted that Chandigarh, otherwise known as City Beautiful, had the same problems as any metropolitan city would have. Its one-third population lived in slums. He said the paucity of funds or material alone was not responsible for the poor maintenance, but the human element was equally responsible for it.

The Engineer-in-Chief, Haryana PWD, Mr R.R. Sheoran, said the construction of the humble shelter, which evolved from trees to reach the modern times, had to be backed with maintenance and preservation.

Among those who were present on the occasion were the Commissioner and Secretary, Haryana PWD, Mr Naresh Gulati, and the President of the IBC, Mr Deepak Narayan.

Farmers’ threat to set sugarcane crop afire

Yamunanagar, January 18
Farmers of the area have threatened to set their sugarcane crop on fire on February 1 at Foodgrain Market in front of the office of the Deputy Commissioner, here if their demand of raising the sugarcane price is not met before the deadline.

Sugarcane Sangharsh Samiti members at a kisan sammelan held here yesterday said they were going to put their genuine problems before the government. Leaders of the samiti demanded that the government should take initiative and pursue the private sugar industry to pay the farming community at the rate of Rs 110 a quintal.

On the other hand, the Congress has decided to write a letter to the Governor of Haryana to apprise him of the “step-motherly” treatment being meted out to farmers.

Mr Sat Pal Kaushik, Secretary, Haryana Pradesh Congress, said here today that the issue of the Satluj-Yamuna canal was not as serious as the sugarcane issue, because more than 60,000 farmers were dependent on the decision of the government.

Congress leaders sat on a dharna for five days here to stress the government to provide Rs 110 per quintal rates. Senior Congress leaders, including former Congress Presidents Varinder Singh and Shamsher Singh Surjewala also observed the dharna.

Termination order quashed

Allowing a bunch of two writ petitions against the state of Haryana and other respondents, a Division Bench of the Punjab and Haryana High Court has quashed an order issued in August, 2000, whereby the services of two lecturers were terminated.

Challenging the orders, the petitioners — Ms Sunita Gupta and Mr Sanjay Kumar — had earlier claimed that the same were not legally sustainable and were liable to be set aside. Arguing on their behalf, counsel for the petitioners had submitted that the post of lecturers, including that of mathematics, were advertised by the managing committees of Seth Jai Parkash Mukandlal Institute of Engineering and Technology at Radaur in Yamunanagar district.

Counsel had added that both petitioners, being eligible for the vacant posts, were interviewed on July 27, 1998 and, subsequently, selected. The appointment letters were issued to them on August 13 the same year. After working for over two years with full dedication, their services were ordered to be terminated on August 26, 2000.

After going through the documents and hearing the arguments in the case, the Bench quashed the impugned orders. The Judges also asked the Director of Haryana’s Technical Education to hear the appeal on merit and decide the same in accordance with law.

New food joint at Pinjore Gardens

The Yadavendra Gardens, Pinjore, are all set to wear a bright, new look. If all goes well with the plan of Haryana Tourism authorities to boost the tourism potential of the gardens by making their facade more visible and attractive, Pinjore may well revert to its earlier status of a tourist spot. The joint, to be commissioned by February 10, aims at attracting not only the local population, but also the tourists on way to Shimla.

For some years now, the tourism potential of the gardens has suffered on account of its unattractive facade and inapproachable food joint. With the survey of the area having been done, the Haryana Tourism plans to build a sprawling food joint at Pinjore Gardens. The interesting part is that Pinjore Garden has been hand picked to become the first site from where the Haryana Tourism authorities will start standardising their Oasis chain of food joints which was launched with tremendous success at Karnal some years ago.

Speaking about the idea to standardise Oasis as a brand for the various fast food joints under the Haryana Tourism, MD, Ms Navraj Sandhu, said the objective behind the idea is to cash in on the advantages of national highways apart from determining the yardsticks of quality. Oasis, Karnal, has been widely recognised for its promising services and excellent quality. “Taking a cue from Karnal, we have now decided to build Oasis, Pinjore, which will be a multi-cuisine restaurant right next to the parking area of the gardens,” said Ms Sandhu.

In fact, the first stage of construction has already been completed at Pinjore Gardens and the joint will be ready for being commissioned by February 10. The design and layout of the joint have been finalised and worked out.

Ms Sandhu added, “The idea was to recreate something on the lines of Karnal. We have a huge parking area right at the entry to the gardens. So we decided to utilise that. Another advantage of this area is that it has a lot of tree cover. Further, it is the most visible spot of the garden. We can make any feature noticeable if we develop it right in front of the gardens. We are also proposing to bring up a full fledged shopping complex around Oasis. In fact, all shops which now lie scattered over the compound will be brought together under one complex.”

Entire flooring of the joint has been completed and the work is progressing at a fast pace. Along with making the facade appealing, the tourism authorities have also altered the pattern of illumination inside the gardens. Further a special Mughlai cuisine has been introduced at the rooftop of Rangmahal. Although the service was stalled due to cold weather for some time, it will reopen from February 15.

Implement decisions, say health workers

Fatehabad, January 18
The Haryana Multi Purpose Health Workers Association has urged the state government to implement the last year’s agreement of May 15 arrived between the state government and the association in its totality.

Mr Rohtash Jyani, president of the district unit of the association, told mediapersons here today that the government had not implemented till date certain decisions taken by the government during the meeting presided over by the state Health Minister, Dr M.L. Ranga, on May 15 and May 16.

The unimplemented decisions include filling of vacant posts, creation of new posts release of list of promotions and exempting the Health Department employees from the OPD and bed fees in general hospitals. The association has urged the Health Minister to take immediate steps for the implementation of these decisions.

Mr Jyani said the eighth annual state-level convention of the association would be organised at Rohtak on March 8 and March 9. The association would also organise a seminar on “national health policy and common man” on this occasion.

With the power grid failing again, electricity production in five units of the Tau Devi Lal Thermal Power Station came to a standstill, throwing life out of gear in the city. According to sources, the BBMB power supply at Siwah village was disrupted. The units could be “lit up” only by the afternoon and normal supply was resumed by the evening. TNS

Haryana changes school timings

The Haryana Government has decided to change for one week the school timings in the state. The new timings will be 10.30 a.m. to 4 p.m. starting Monday keeping in view the prevailing severe cold and foggy climatic conditions.

While stating this here today, the Minister for State for Education, Mr Bahadur Singh said the step had been taken to give relief to children and protect them from the chilly weather. Earlier, the school timings were from 9 a.m. to 3.30 p.m.

The students were concerned about the dwindling gender ratio and pleaded for equality among male and female births.

Abducted girl united with family after 2 yrs

BJP workers have rescued Urmila Ben, alias Tinu (12), daughter of an ASI of the Gujarat Police from the slavery of a woman here.

Urmila, the youngest of the five children of ASI Phoolchand Netram in the Gujarat Police got separated from her family during the January 2001 earthquake. She was abducted by a woman and brought to Rewari. Later, the woman sold her to a Rajasthani woman for Rs 7000 at the Devigarh road here. The woman used to send her as domestic help to many houses. The woman illtreated her and got her hair cut.

Among the places where Urmila worked was the house of a local senior BJP leader, Mr Ramesh Gupta. Mr Gupta used her party channels and confirmed the antecedents of Urmila and managed to unite her with her father yesterday.
