Kurukshetra district has registered an increase of Rs 2.45 crore in the income from stamp duty by taking effective steps, going in for better management and introducing transparency in the registration of sale and purchase of land.

Gang of robbers busted, two held
Yamunanagar, January 16
The police here has busted a gang which was actively involved in heinous crimes for the past many months in the region. Mr Rajinder Singh, Superintendent of Police, said here today that a financier was robbed of Rs 6.5 lakh at gunpoint by the gang in April last year while he was going in his car in the HUDA complex here.

The fears of factionalism in the Haryana Congress affecting the demonstration on the SYL issue in Delhi yesterday turned out to be true with as many as 11 of the 20 MLAs, besides other important leaders, staying away from the programme.

Among the supporters of Mr Bhupinder Singh Hooda, leader of the CLP who is also an arch rival of Mr Bhajan Lal, there is jubilation as the demonstration in Delhi allegedly failed to evoke much response. “No one from the party high command participated in the programme”, said a source close to Mr Hooda. In contrast he pointed out that when Mr Hooda, during his tenure as the PCC chief, had organised a rally at the Ramlila Grounds in Delhi to protest against police firing on farmers, central leaders like Ms Mohsina Kidwai, Mr Arjun Singh and Chief Minister of Delhi Shiela Dikshit had taken part in it.

A surprise was also sprung by Mr Birender Singh, a former chief of the PCC, who kept away from the rally even though he had earlier said that he would participate since the SYL issue was extremely important for Haryana. When contacted by TNS in Delhi over the phone, the dissident leader said he could not attend the programme as he had to go elsewhere. “But many of my men did participate in the rally”, he claimed.

The former PCC chief added that they (he and other dissident leaders) had met Ms Mohsina Kidwai, AICC General Secretary, and in charge of the party units in Punjab and Haryana, and told her that they would take part in the demonstration only if she also came along. But Ms Kidwai reportedly expressed her inability.

Explaining Ms Kidwai’s stance, a senior Congress leader said the party’s top leadership naturally would not like to associate itself with an agitational programme on an issue which was an inter-state dispute. Moreover, with the Congress, being the ruling party in Punjab, it was all the more difficult for the high command to extend support to the demonstration organised by Mr Bhajan Lal. Neither any directive was given by the high command to its Haryana leaders to take part in the programme, it was learnt.

A dissident leader claimed that the gathering in Delhi was not good, adding that if Mr Bhajan Lal had a following in the rural area, many more people would have joined the demonstration.

The INLD is naturally having the last laugh. “If they go on fighting like this, we do not have to do anything to stop the Congress from coming to power”, quipped an INLD leader.

Joint campaign against criminals from January 19

An inter-state crime coordination meeting of senior police officers from Uttar Pradesh, Rajasthan, Punjab, Delhi, and Union Territory of Chandigarh concluded here last evening. Mr M.S. Malik, Director-General of Police, Haryana, presided over the meeting.

According to a report, it was decided at the meeting to launch a joint campaign from January 19 against notorious and dreaded criminals to strengthen the security of these states. It was also decided at the meeting that free flow of information regarding cases of kidnapping, narcotics smuggling, liquor smuggling and other crimes should be streamlined. Joint raids and checks would be conducted to curb the menace. The meeting also resolved to have regular and systematic exchange of information regarding crimes and criminals through the state police headquarters and the control room.

It was also decided at the meeting that a proposal should be moved for setting up of a National Capital Region (NCR) police directorate. Modalities in this regard would be worked out later. The directorate would strengthen exchange of information regarding crime, criminals and better coordination among various states.

It was also decided to strengthen joint patrolling and organise nakabandi to check crimes and arrest criminals. This would also check transportation of stolen vehicles. It was pointed out at the meeting that stolen vehicles were being transported to Nepal. All three routes being used by the criminals had already been identified.

The meeting also decided to approach the Ministry of Foreign Affairs and the IB for devising stringent action against Bangladeshis as they were involved in heinous crimes. The Bangladeshis have also adopted the modus operandi being used by the criminal tribes, it said.

Mr G.S. Malhi, Inspector-General of Police, Haryana Telecommunications, said at the meeting that the POLNET scheme was being strengthened. It would connect all district-level headquarters at the national level by the end of this year. This information would further percolate to police stations through a wide area network which was operational in Haryana.

The DGP, Mr Malik, appealed to the police officers attending the meeting that exchange of training slots be communicated to all for better rapport. The participants also discussed exchange of information regarding stolen and unclaimed vehicles, unidentified bodies, proclaimed offenders and inter-state criminal gangs. Mr Malik also said that Haryana had organised workshops for disaster management. Various special operations carried out by the Haryana police resulted in arrest of criminals and a check on crimes. Other states can also follow Haryana’s experience in this regard, he said. The participants also exchanged information regarding wanted criminals belonging to other states operating in Haryana, proclaimed offenders wanted by the Haryana police who are residing in other states, inter-state gangs involved in fake currency and narcotics rackets and also cattle lifters.

Income from stamp duty up in Kurukshetra dist

Kurukshetra district has registered an increase of Rs 2.45 crore in the income from stamp duty by taking effective steps, going in for better management and introducing transparency in the registration of sale and purchase of land.

Stating this here today, Deputy Commissioner Abhilaksh Likhi said effective steps had been taken to plug revenue pilferage and a new strategy had been formulated to check the evasion of stamp duty. He said land rates used to be fixed in April every year. He added that a decision had been taken by the district administration to resurvey the prices of land.

In January, 2002, a survey was undertaken and the prices of the land were fixed again on the basis of the value of the land.

Mr Likhi said by introducing the scheme, the district administration had earned over Rs 13.11 crore from April 1, 2001, to December 31, 2001, on account of stamp duty. Similarly, from April 1, 2002, to December 31, 2002, the district administration had earned a revenue of Rs 15.56 crore as stamp duty, registering an increase of Rs 2.45 crore in nine months as compared to last year.

The Deputy Commissioner maintained that the scheme of writing the khasra number during the time of registry had been introduced. An affidavit scheme had also been implemented. He said it had been made mandatory to get an affidavit from the document writer, the computer clerk and the sub-registrar.

Mr Likhi said seven points had been introduced during the time of registry. He said the price of land would be properly accounted and the revenue record would have to be attached during the time of registry for agricultural land. He further said the khasra number and murrabba number would also have to be recorded, besides the latest certificate issued by the municipal committee. He further said it would be mandatory to attach a map if the property fell in urban area.

Giving details of the enhancement in revenue during the current financial year, he said a fresh survey was being undertaken in the district and the dates for the same had been fixed for every revenue circle.

He said a committee had been constituted, comprising the tehsildar, the District Town Planner and officials of the Haryana Urban Development Authority, for fixing rates of land and the committee had been asked to complete the survey by February 28. He further said the Subdivisional Magistrate of Thanesar would inquire into the rates of the land prescribed by the committee by March 15 and the new rates of land and would come into force from April 1 next. He hoped that by introducing the new rates, revenue would increase manifold.

Hisar coldest at 0.8°C in region

Pale sun appeared for a few hours in some parts of Punjab and Haryana today and northwest plains faced cold winds with minimum temperatures remaining three to five degrees below normal, while thick fog bad hit the rail, road and air traffic in the region.

Hisar was the coldest with minimum temperature being 0.8 degrees Celsius, five degree below normal. Ludhiana also shivered at five degrees below normal at 1.0 degree Celsius.

Amritsar recorded 2°C, three degrees below normal, while it was four degrees below normal at Patiala (3.5°C) and Ambala (3.1°C).

Thick fog enveloped entire northwest plains at night and early morning hours, scaring the long-route drivers to park their trucks along the roadsides of national and state highways. Bonfires were seen across the roadsides, with drivers and migrant labourers without shelter, fighting the icy winds.

The cold wave has already claimed at least 47 lives in Punjab, Haryana, Himachal and the Union Territory of Chandigarh.

Delhi recorded the minimum of 3.5°C, four degrees below normal, as recorded at the Safdarjung observatory.

The city and it surrounding areas of Punjab and Haryana recorded the minimum of 4°C, three degrees below normal.

A pale sun emerged at noon in several parts of the northwest region, giving some respite from cold this afternoon.

With the exception of Shimla, where the minimum was five degrees above normal at 7.5 degrees Celsius, the night temperatures were mainly at sub-zero at hill stations, including Sundernagar and Bhuntar (minus 0.5 C each). There was no report of fresh snow at any of the hill stations in Himachal.

The weather forecast here said partly cloudy days are likely to remain in Himachal, while fog and low clouds would continue to exist in Punjab and Haryana.

Chandigarh residents also braved a cold night after the mercury dropped three degrees below normal to touch 4.0°C.

Bad weather forced cancellation of Indian Airlines flight to Goa and Jet Airways flight to Mumbai for 15th time this year. Several trains including New Delhi-Chandigarh-Kalka Shatabdi, Howrah-Kalka, Jodhpur-Kalka, Lucknow-Saharanpur-Chandigarh were late by up to 3.50 hours.

Cold conditions made people in the Kashmir valley reel from sub-zero temperatures. Srinagar recorded a low of minus 3.4°C, down one while Jammu was warmer in comparison recording a low of 5.2°C, still down three.

Indian Airlines here today announced the cancellation of its to and fro flights till January 19 in view of bad weather in the northwest region.

Station Manager B.P. Nautiyal told UNI that even the booked weekly Chandigarh-Leh flight had been cancelled. The Leh-bound passengers would be provided alternate transport to New Delhi from where they would be flown to the farthestmost district headquarter town of Ladakh in the next available flights.

Mr Nautiyal said the passengers should contact local IA office on telephone (number 704034) to confirm resumption of flights.

He said this was first time that Chandigarh stayed cut off by air for such a long period.

Since the New Year day, barring January 3, neither the Indian Airlines nor the Jet Airways could operate their flights to and fro City Beautiful to New Delhi, Mumbai and Goa. UNI, PTI

Gang of robbers busted, two held

The police here has busted a gang which was actively involved in heinous crimes for the past many months in the region. Mr Rajinder Singh, Superintendent of Police, said here today that a financier was robbed of Rs 6.5 lakh at gunpoint by the gang in April last year while he was going in his car in the HUDA complex here.

The SP said the police had arrested one person and recovered a country made pistol and Rs 40,000 from him. He said Mr Virender Arora who was running Trimurti Finance Company here was going back to his house at night when a few persons robbed him. On a tip off, the police arrested Rishi Pal, who, on interrogation, disclosed the names of other members of his gang. Acting on the information, the police yesterday arrested Dr Parmod Saini of Saharanpur.

The SP said the police had recovered the pistol and cash from him, adding that Dr Saini was doing practice at Saharanpur and all conspiracies for committing various crimes were hatched at his clinic. He said till now two persons, Rishi Pal, working as a munshi of an advocate in Panipat, and Dr Saini had been arrested. The SP said both these persons were actively involved in many more crimes which the gang committed in this part of Haryana. He said that Dr Saini joined the gang about two years ago. It was suspected that the same gang looted Rs 8.5 lakh from employees of a petrol station earlier.

While paying tributes Mr Likhi said Nanda was an embodiment of truth, simplicity and honesty, who worked for the uplift of the poor.

The Kurukshetra Development Board, Chief Executive, Ms Hema Sharma, asked people to emulate the values propagated by Nanda. Mr Narhari Singh Bangar, SDM, Thanesar, Mr Sat Parkash Rosha, president of the Disciplinary Committee of the BJP, Mr Khairati Lal Singla, INLD senior leader, Mr Fateh Chand Gandhi, district BJP media prabhari, Swami Satya Nand of the Manavtavadi Vishvash Sangthan, and mediapersons paid their tribute to Mr Nanda.
