SYL: Bhajan’s remark a shot in arm for INLD
Ravi S. Singh
Tribune News Service

Gurgaon, January 6
The ruling INLD in Haryana is gung-ho on the turn of events on the Sutlej Yamuna Link(SYL) canal issue, especially on the unexpected move of the main Opposition party the Congress, dragging its Central leadership in “unsavoury” controversy.

The BJP, the INLD’s ally, while deciding to attend the all-party meeting convened by Chief Minister, Om Prakash Chautala has suggested to the Haryana Pradesh Congress Committee(HPCC) to “gherao” the residence of its All-India President, Mrs Sonia Gandhi. The HVP, while condemning Mr Chautala and deciding to boycott the all-party meeting, has also rubbed the Congress the wrong way and opined that the president of the HPCC, Mr Bhajan Lal, who has given a call for the “gherao” of the residence of Prime Minister, Atal Behari Vajpayee must gherao the residence of his leader, Mrs Sonia Gandhi.

The Haryana unit of the BJP, which was drifting away from the INLD, has rallied against the Congress on the SYL issue, giving a shot in the arm to the INLD.

The INLD and the BJP camps are visibly elated that the HPCC has put some part of the blame on the uncompromising attitude of the Congress government in Punjab. The President of the HPCC and former Chief Minister, Mr Bhajan Lal, is reported to have stated that his request to Mrs Sonia Gandhi to intervene and prevail upon the Punjab Government on the issue was turned down fearing backlash from the Akalis. While giving a call for a gherao of the residence of Prime Minister on January 15, he is also reported to have said that the SYL and sharing of water issue was “sub judice”.

A prominent state leader of the BJP, Mr Sita Ram Singla said here that Mr Bhajan Lal’s statement were “confessions” that the Central leadership of the party was a part of the problem.”

In a sharp reaction to the call for the gherao of the residence of the Prime Minister, Mr Singla said Mr Bhajan Lal should gherao the residence of Mrs Sonia Gandhi.

He said the state unit of the BJP had already given a memorandum to the Prime Minister to intervene to implement the directive given to the Punjab Government by the Supreme Court. He alleged that the Congress was misleading the public by saying that the issue was sub judice. The issue of SYL and sharing of water had been settled by the apex court.

The working group of the state unit of the BJP, in its meeting on January 2, has also discussed the issue. Although it decided to attend the all-party meeting convened by the government, it criticised Mr Chautala for not taking up the issue during the time of Akali Dal government headed by Mr Prakash Singh Badal in Punjab. It urged the Congress not to politicise the SYL issue and to attend the all-party meeting.

The HVP, while deciding to boycott the all-party meeting on the ground it was all hogwash and that Chief Minister Om Prakash Chautala was not sincere on the issue, has come down heavily on the Congress. Following the statement of Mr Bhajan Lal, the HVP also held the central leadership of the Congress guilty of not trying to solve the SYL issue. It condemned Mr Bhajan Lal saying that he was also responsible for the major ills plaguing the state. The HVP’s stand is that an all-party meeting on the issue was held last year in which the Chief Minister was authorised to take pro-active role. But the government did nothing.

The Leader of the Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, stated that the Congress had decided to boycott the all-party meeting on the ground as Mr Chautala was not sincere in resolving the issue. Already he has been authorised by an earlier all-party meeting, as well as a resolution passed by the state Assembly, to get the issue resolved.

Mr Chautala has done nothing concrete except for issuing statements. The government must take steps in the interest of the state, he added. He also suggested that Mr Chautala should take an all-party delegation from the state to meet the Prime Minister to plead the state’s case. In case the Prime Minister does not respond positively, his INLD, which is supporting the NDA government at the Centre, should break away from it.

Meanwhile, a former Organising Secretary of the HPCC, Mr Vinay Rathee, whose letter to Mrs Sonia Gandhi protesting against the remarks of Mr Bhajan Lal on the SYL issue has created a furore in the organisation, said he did so on behalf of party workers to know the Central leadership stand on the SYL issue. The workers want to know whether the stand of Mr Bhajan Lal had the approval of the Central leadership of the party. He, however, declined to give details of the letter.

Bhajan Lal threatens ‘jail bharo’ stir

Hisar, January 6
President of the Haryana Pradesh Congress Committee (HPCC) and former Chief Minister Bhajan Lal has threatened to launch “jail bharo” (court arrest) agitation in the state if Prime Minister Atal Behari Vajpayee failed to take any step regarding the completion of Sutluj-Yamuna link (SYL) canal.

Addressing mediapersons here, Mr Bhajan Lal charged Chief Minister Om Prakash Chautala with not raising the SYL issue when Prakash Singh Badal was the Chief Minister in Punjab.

He said as Capt Amarinder Singh became the Chief Minister Mr Chautala raised the issue for the completion of the SYL canal.

He said the state Congress had decided to boycott an all-party meeting convened by Mr Chautala on January 14 to discuss the issue of SYL canal as it had no purpose to tackle this issue.

Turning down the opposition demand to stage dharna in front of the residence of Congress Chief Sonia Gandhi, Mr Bhajan Lal said Sonia Gandhi had no power to complete the SYL canal, therefore, the Congress dharna in front of the residence of the Prime Minister was the best option.

Mr Bhajan Lal said Mr Chautala had no right to continue in power as he had failed to protect the interest of the people of Haryana. PTI

SYL: politicians ‘dividing’ people
Our Correspondent

Karnal, January 6
Mr Mohinder Singh Lather, a former MP and son-in-law of Mr Devi Lal, ex-Deputy Prime Minister, yesterday accused politicians of both Haryana and Punjab of dividing people of the two states on the SYL Canal issue.

Talking to this correspondent here, Mr Lather alleged that the powers that be in the two states were complicating the issue. Further, they were allowing the friction to grow.

Mr Lather who had taken up the issue while being a member of the Lok Sabha further alleged that the silence of the Vajpayee Government on this “was dangerous”.

He maintained that the Union Government was either unaware of or unable to fathom the far-reaching consequences of the friction among the people of the two states, if it was allowed to grow.

He squarely blamed the politicians in power for spoiling the show.

Mr Lather expressed the view that the statements of the politicians on the construction of the SYL Canal were creating a division among the farmers in the two states.

This was a dangerous trend which would adversely affect their interests in the two states and ultimately throughout the country.

The former MP said he was firmly against politicising the issue. Mr Lather stated that water was the “lifeline of farmers” and the river waters belonged to all.

Rao Inderjit clarifies on Narnaul meeting
Our Correspondent

Rewari, January 6
A Congress legislator and leader of Ahirwal, Rao Inderjit Singh, has clarified that he has not postponed the workers’ meeting to be held in Narnaul on January 15.
He disclosed on telephone that yesterday the HPCC president, Mr Bhajan Lal, had asked him to postpone the Narnaul meeting but he had only conveyed to Mr Bhajan Lal that he would consult his associates and party colleagues in this regard.

On reports appearing in a section of the Press, Rao Inderjit elaborated that the workers’ meeting at Narnaul would focus on four issues pertaining to their long-standing demands of equitable distribution of available canal water in Haryana, equitable allocation of development funds, removal of injustice being done to the farmers of Ahirwal in the matter of provision of drought relief and government jobs for the youth of Ahirwal.

He went on to say that the January 15 Narnaul meeting had nothing to do with the SYL issue which, he asserted, was a sensitive and emotive one for the people of both Punjab and Haryana.

He further expressed surprise over reports of the participation of party legislators Shadi Lal Batra, Raghbir Singh Kadyan, Jai Prakash Barwala and others in the January 15 meeting when invitations to this effect had yet to be issued by the organisers.

Regarding the proposed ‘padyatra on SYL’ starting from the last village of Mahendragarh district, Rao Inderjit clarified that a decision in this regard was yet to be taken by them.
