30 small hydel projects for pvt sector Shimla, January 6 Giving details of the Cabinet decisions, Ms Rajender Bhattacharya, Chief Secretary, said the Cabinet also decided to re-designate the drivers of different departments of the state government under which drivers after eight years would be declared as belonging to Grade III and after 16 years Grade II and after 24 years Grade I and after 32 years of service they would be given a special grade. The Cabinet also gave approval for the enhancement of special pay of the drivers from Rs 300 to Rs 350 in various departments of the state government. The Cabinet also decided to set up a pension cell for corporate sector employees and decided to set up a committee consisting of managing directors of HRTC, Himachal Pradesh State Civil Supplies Corporation, Himachal Pradesh Small Industries Development Corporation and Himachal Pradesh Financial Corporation to finalise the modalities. The Chief Secretary said the Cabinet approved the creation of 23 posts of resident doctors for Dr Rajendra Prasad Government Medical College, Tanda. This has been approved keeping in view the improvement in the services to be provided in the hospital. The Cabinet also approved service norms for different levels of health institutions in Himachal Pradesh. The norms for services will result in defining service mix at three levels of delivery, in establishing referral system, which will enable strengthening of secondary care system, adequate utilisation of primary health care system and provide enhanced support and technical guidance to primary health care system. This will greatly reduce the load on the already overburdened tertiary care facilities. The Cabinet also approved the allotment of 30 small hydel projects up to 5 mw with an aggregate capacity of 60 mw to 25 private companies. These allotments are expected to bring an investment of Rs 360 crore in the next five years in this sector. This allotment would go a long way in harnessing of the estimated micro hydel potential of 750 mw in the state. Besides, addition to the revenue generation due to royalty after the first 15 years of commissioning, these projects will also generate employment for the local people. The Cabinet also approved the proposal for the signing of power purchase agreement by Patikari Power Private Limited with the HPSEB in respect of 16 mw Patikari hydroelectric project and decided to provide the state government guarantee. The Cabinet gave approval for inviting global bids for 10 more hydel projects with approximate generation capacity of 464 mw in the private sector on build own and operate basis. These projects are 7 mw Shalvi, 46 MW Chirgaon in Shimla district, 13 mw Siul, 45 mw Kugti, 45 mw Hadsar, 70 mw Budhil and 60 mw Bharmour in Chamba district and 18 mw Tirthan in Kulu district and 60 mw Sorang in Kinnaur district. The Cabinet approved a grant of D-2Licence/letter of intent for manufacturing fruit-based wine (brandy) industry at Pragatinagar in Shimla district in respect of Himachal Indage Limited. |
BJP ready for HP poll: MP Shimla, January 6 Addressing mediapersons here, he said the “Vishwas Yatra” was drawing an overwhelming response from people and the BJP would be voted back to power in the state. Mr Bhardwaj claimed that the “yatra” had drawn the maximum crowds in Shimla district and it was clear that the Congress had lost its base in its stronghold. The Rajya Sabha MP stated that even in Rampur, the Chief Minister drew a large crowd and it was clear that Mr Virbhadra Singh’s hometurf had been dented. The Chief Minister’s “yatra” drew crowds in the Kumarsain, Jubbal-Kotkhai, Theog and Kasumpti blocks, he added. Mr Bhardwaj stated that the BJP government ensured allround development in the state as compared to the previous Congress government and thanked the Vajpayee Government at the Centre for giving financial assistance to the state as it was resource-starved. He blamed the previous Congress government for the debt-trap as it had failed to get any assistance from the Central Government. |
Sukh Ram promises jobs Kangra, January 6 Addressing a public meeting here today, he said both the Congress and BJP had failed to deliver the goods and a third front was needed. Mr Sukh Ram said the BJP had made all efforts to cut the roots of his organisation despite being an alliance partner but failed to do so because of the mass base of the
HVC. He accused Chief Minister Dhumal of ignoring his suggestions regarding some projects. As a Central minister, he said, he could manage a revolution in the communication sector in the state because he did not depend on the state government. Mr Sukh Ram, who was addressing the 139th public meeting in a row since November 15, appreciated the former Agriculture Minister Mr Vidiaya Sagar for stepping down over the issue of 27 per cent reservation for
OBCs. He said the HVC was for 27 per cent for the OBCs. DHARAMSALA: While hinting at a seat adjustment with secular parties, including the Congress, Mr Sukh Ram has ruled out any understanding with BJP in the forthcoming Vidhan Sabha elections. Talking to mediapersons here on Sunday evening, Mr Sukh Ram said he had had a bitter experience with the
BJP. He said Chief Minister Prem Kumar Dhumal had tried to break the
HVC, forgetting that it was the sacrifice of his party which had led to the formation of his government in the state. He said his party would go to the people with a concrete plan for removing unemployment and reducing the debt burden. He said unless electricity was made cheaper, industry would not come to the state. He said people were being forced to pay heavy charges for power while the polluting cement industry was provided cheap electricity. |

rolls on Net Shimla, January 6 The number of voters, including the service voters, has increased from 39,89,725 on January 31, 2002, to 40,89,715 on December 31, 2002, registering an increase of nearly one lakh voters. Meanwhile, the Chief Election Commissioner J.M. Lyngdoh and other commission members B.B. Tandon and T.S. Krishnamurty will reach here tomorrow on a two-day visit to review the arrangements for the ensuing Assembly elections slated for February.

sought on photo I-cards Hamirpur, January 6 Talking to this reporter, she said it was the time when such a clarification was needed as the state was going to the assembly polls. She said if there was no need for the photo identity cards in the next elections, the authorities should inform people accordingly. |
Rs 8.13 cr to boost HP tourism Shimla, January 6 The Union Tourism Minister has informed the Chief Minister, Prof P.K. Dhumal, that the money had been sanctioned to create necessary infrastructural facilities for integrated development of the Chandigarh-Kulu-Manali-Lahaul-Spiti-Leh tourism sector. A sum of Rs 6.53 crore had been sanctioned for way side amenities and infrastructural development with in the Himachal area, Rs 1 crore for the modernisation and renovation of the Roerich Art Gallery and estate and Rs 60 lakh for the improvement of historic Kangra fort. The project included refurbishing of Khardang, Shashur, Guru Ghantal, Gemur and Jipsa Gompas, Gomdhala Castle, Triloknath Temple in the Lahaul valley and mobile facilities atop Rohtang pass. Other facilities included in the project were trekkers hostel at Janjhali in Mandi district, wayside facilities at Darcha, Jipsa, Sarchu and Sangala. Prof Dhumal has thanked the Union Minister for sanctioning the project and hoped that it would go a long way in boosting tourism in the state.

2 held for killing female panther Dharamsala, January 6 Giving details, the Conservator of Forests, Mr S.P. Vashisht, said here that the inhuman act was committed on Friday. He said two nomadic Bagarias families from Ludhiana had set up their tents near Matreeshree hotel on the outskirts of the town. They had laid a trap in which the pregnant panther got trapped. Bangat Ram and Sham Lal attacked it with nailed sticks and killed it. They hid the carcass in the nearby bushes and started uprooting their tents. Forest guard Ved Prakash on getting suspicious started asking questions from them. When he approached the bushes, he noticed blood spots. On searching he found the carcass. Mr Vashisht said the matter was immediately reported to the Dehra Divisional Forest Officer, Mr K.S. Kanwar, who along with his staff and DSP Vimukt Ranjan reached the spot and took the carcass in possession. Bangat Ram and Sham Lal have been arrested under the Wildlife Act and Cruelty to Animals Act and remanded in judicial custody for 14 days. |
Two school buildings gutted Kulu January 6 Mr Chander Sen said an amount of Rs 2.20 lakh had been sanctioned today by the Education Department for the building. Meanwhile, the schools started functioning from the serai and community halls of Jagannath temple. Mr Karan Singh, Minister of State for Primary Education, and Environment, said here today that the studies of the students would not suffer as alternative arrangements had been made. He also directed the Deputy Director, Education, here, to provide necessary stationery and material to the schools. He said the construction work of the buildings of both the schools would be carried out on a
warfooting. |
Plea to probe functioning
of HPU Shimla, January 6 The federation alleged that the university had been rocked by scams under the Vice-Chancellor, Mr S.D. Sharma, and the Registrar. Mr Kuldeep Bhardwaj, SCA president, demanded the removal of the Vice-Chancellor and an inquiry by a sitting High Court judge into the question paper scam and a probe into the lathi-charge on protesting students. He also sought immediate lifting of Section 144 which was in force on the campus and the revocation of the rustication orders of federation activists. The SCA president claimed that the callous attitude of the state government had further strengthened their resolve to carry on the struggle until the guilty were punished. |
