BJP activist and President of the Sarv Kalyankari Sabha Rajinder Rana said here today that the package given to the staff of boards and corporations in Himachal had once again proved that the present government cared for the wellbeing of employees.

HVC not to have tie-up with BJP, Cong

The Himachal Vikas Congress, a partner in the BJP-led coalition, will not have any truck with either the BJP or the Congress in the coming Assembly poll in the state.

The party, which joined hands with the BJP to keep the Congress out of power in the wake of a hung Assembly, has made it clear that it will not have any pre-poll alliance with either the BJP or the Congress. It is preparing to contest all 68 Assembly seats and the party supremo, Mr Sukh Ram and other senior leaders are touring the state to mobilise workers at the grassroots. In fact, the party is keen on raising a third political front in the state by bringing together other recognised parties.

Mr Sunder Lal Verma, general secretary of the party, said the decision to contest elections on its own was taken in September by the general house. Ever since, the party had been busy preparing for the poll. It had already come out with some workable schemes to tackle the problem of unemployment and make the fund-starved hill state economically self-reliant.

He said the party held both the Congress and the BJP responsible for the problems plaguing the state. He lamented that despite the clear stand of the HVC, leaders of Congress and the BJP had been making misleading statements regarding alliance with the party.

The party plans to address these issues in its election manifesto to dent the votebanks of the BJP and the Congress which have been dominating the political scene in the state for the past three decades. The party has so far not finalised its manifesto as it hopes to rope in non-Congress and non-BJP parties to forge a third front.

The party has given a slogan to make Himachal a debt-free, economically self-reliant state. It has drawn up a plan to provide employment to 10 lakh persons which will not only effectively solve the problem of unemployment, but also help spread the green cover over the denuded hills and preserve the fragile environment.

Shanta against ‘political nepotism’

Nurpur, December 27
The Union Rural Development Minister, Mr Shanta Kumar, has said that he is against ‘political nepotism’ and said that no member of his family would contest the coming Assembly elections from Palampur Assembly constituency. He spoke after laying the foundation stone of a bridge at Indpur in this sub-division yesterday. The bridge being built on the Tara khud will cost Rs 1.29 crore and the entire expenditure will be borne by the Union Ministry of Surface Transport.

The Union Minister, at a public meeting in Indpur, said two new schemes for self-employment were approved for Kangra and Chamba districts and a sum of Rs 20 and Rs 7 crore, respectively, were earmarked for the same. He said Congress leaders of the state had back-stabbed the people of the Kangra district by not supporting their cause in the delimitation exercise.

Congress units recommend names

The block Congress committees of five Assembly constituencies in the district have recommended the names of candidates for the party ticket for the coming Assembly elections in the state.

According to insiders in the party, the name of sitting legislator, Mr Harsh Mahajan, has been recommended from Chamba, Mr Thakur Singh Bharmouri from Bharmour, and Ms Asha Kumari from Banikhet. On the other hand, Mr Shiv Sharma is also in the race from Banikhet.

Owing to some differences at least two candidates are claiming their right to the party ticket in Bhattiyat and Rajnagar.

In Rajnagar, Mr Surinder Bharadwaj and Mr Nand Kumar Chauhan are staking their claims to the party ticket. Mr Madan Rawat is also an aspirant for the ticket.

In Bhattiyat, Mr Shiv Kumar, chairman, disciplinary committee of the HPCC, and Mr Kuldip Pathania, who are at daggers drawn are the ticket aspirants. The final verdict would be of the HPCC and the nod of the party high command of the AICC would decide the contestants.

Mohsina begins HP visit today

Dharamsala, December 27
The AICC general secretary, Ms Mohsina Kidwai, who is also in charge of Himachal affairs, is going to tour some areas of the state for three days from tomorrow.
She will be accompanied by the two secretaries, Ms Krishna Tirath and Mr Satyajit Rao Gaekwad and will be received at the Pathankot railway station by the HPCC President, Ms Vidya Stokes, former Chief Minister, Mr Virbhadra Singh and other senior leaders.

Ms Kidwai is undertaking this visit before the assembly elections to know about the ticket aspirants. The Congress, after the Gujarat debacle, is making an all out effort to ensure that the party comes back to power in Himachal which it had lost to the BJP with a very thin majority in 1998.

According to the HPCC general secretary and MLA from Nagrota Bagwan, Ms Kidwai will tour as many as 26 assembly constituencies during her three-day tour and will address workers at Raja Ka Talab in Nurpur and the Municipal Grounds, Kangra on December 28.

Notify posts ‘through job exchanges’

The educated unemployed lot of the region has criticised the Himachal Pradesh State Subordinate Services Board (HPSSSB) for its “topsy-turvy” style of notifying the vacancies for various posts bypassing the employment exchanges.

Expressing their grouse, the poor unemployed people of the district today alleged here that the procedure of notifying the vacancies by the board left out the poor unemployed youth of the district who mostly remained ignorant of the competitions and tests conducted for various posts.

The board often notified these posts of various categories and sold the prescribed forms for jobs through the Himachal Pradesh Marketing Federation (Himfed) ignoring the employment exchanges, which were in fact the vocational guidance centres of the government. The unemployed youths said they could hardly got any information about these posts of the board in their far-flung areas and even the officers of Himfed were also not available in all parts of the areas.

Moreover, the offices of Himfed only sold prescribed forms but did not provide any guidance to the rural candidates on how to apply for the jobs.

The unemployed youth of the region have demanded that the state government should issue directives to the board to notify and send the prescribed forms for the posts and other vacancies through the employment exchanges.

Meanwhile, the employment exchange officials have also confirmed that the board dose not intimate their department while notifying various posts and vacancies for different categories.

Revoke expulsions, demands SFI

Shimla, December 27
No untoward incident was reported on the Himachal Pradesh University campus today even though SFI activists defied prohibitory orders and staged a dharna in front of the Vice-Chancellor’s office. SFI activists also took out a procession from the Evening College to Sher-e-Punjab.

The SFI state committee today condemned the alleged police brutality against the SCA members and its activists, and took exception to the version of the university and the district administration about yesterday’s incidents on the campus.

Ms Falma Chauhan and Ms Reena Chandel, vice-president and joint secretary of the SFI state committee, respectively, said the university administration had resorted to large-scale expulsion of students belonging to the SFI and the list included all office-bearers of the SCA.

They demanded that the expulsions be revoked. The federation sought the resignation of the Vice-Chancellor, Dean of Studies and the termination of the ASP, Shimla, Mr Chander Shekhar, for “misuse” of police force against the protesting students.

Fog delays trains

Shimla, December 27
Entire tribal belt and other higher reaches in Himachal continued to experience under intense cold wave conditions even as the mid and lower hills, including the state capital had some relief as the sun appeared over large tracts of land.

The cold winds, which swept Shimla and resorts of Kufri and Fagu, subsided providing some relief to people.

The tribal valleys of Lahaul, Spiti and Pangi reeled under piercing cold wave conditions as minimum temperature stayed between minus 10 and minus 15 degree celsius.

All lakes, ponds and rivulets including the Chandra Tal (15,500 ft) and Suraj Tal (16,000 ft) as also the 70 km stretch of Chandra Bhaga river were frozen resulting in sharp fall in the discharge of water in major snow-fed rivers.

Foggy conditions prevailed in Mandi and Kulu towns and also on the banks of Beas and thick ground frost hampered in higher hills vehicular traffic in the early morning hours.

A large number of tourists, who had thronged hill resorts of Shimla, Chail, Manali and Dalhousie, seemed disappointed as snowing eluded the region inspite of inclement weather. PTI, UNI

Boulders claim 2 labourers’ lives

Mandi, December 27
Two labourers were killed when boulders fell on them while they were working on the Dewari-Bhavas link road near Pandoh in the district today. One person died on the spot while the other succumbed to injuries at the local regional hospital.

They have been identified as Chandermani and Kishan of Sari Deori village. The police handed over the bodies to relatives after a post-mortem.

In two other incidents in the district, Jai Chand of Jarol village and Bhano Devi (40) of Salwana village died after allegedly consuming an insecticide. The police is investigating into the cause of the suicides.

BJP activist and President of the Sarv Kalyankari Sabha Rajinder Rana said here today that the package given to the staff of boards and corporations in Himachal had once again proved that the present government cared for the wellbeing of employees.

Mr Rana said employees in Congress-ruled states like Punjab, Madhya Pardesh, Rajasthan were feeling insecure as a large number of them had been ousted from their jobs for one reason or the other. Besides they were facing a freeze on DA, LTC and other allowances.
