After the first phase of Block Congress Committees recommending the candidates for party ticket from five Assembly constituencies in the district was over, the District Congress Committee in the second phase had recommended about 17 names for the party ticket belonging to five constituencies to the party high command of the Congress for the ensuing assembly elections.

The Dalai Lama has already donated Rs five crore to the Trust will finance this block. SFI activists on fast in jail

All 10 activists of the Students Federation of India (SFI), who were remanded in 14 days’ judicial custody on Friday, started a fast in the Kaithu jail here today. They included state president of the SFI Vijender Mehra and SCA president Kuldeep Bhardwaj.

Power unit trial run tomorrow

The trial run of a generating unit of 250 MW of the Nathpa Jhakri project will commence on December 30. Commercial generation from the unit will start from March, 2003.

Paonta Sahib, December 28
Bibi Bhag Kaur, wife of vice-president of gurdwara Panota Sahib and local MLA S. Rattan Singh, died last night after a brief illness. She was 80. A large number of people from all walks of life attended her funeral.

Brigadier, wife die due to asphyxia

Brig Ranjit Singh (53) and his wife, Anita Singh (48) were suffocated to death at Jutogh cantonment on Friday night. The Brigadier was serving with the Army Training Command here.

Gujarat poll verdict ‘won’t have bearing on HP’

Mr Rangila Ram Rao, chief spokesperson for the HPCC, said here today that the Assembly, elections in the state would be fought under the joint leadership of CLP leader, Mr Virbhadra Singh and the PCC chief, Mrs Vidya Stokes.

Addressing newspersons here today he said there was nothing to be happy about the outcome of the Gujarat poll which was won by the BJP by exploiting the communal sentiments of people. He asserted that the result of the Gujarat poll would have no bearing on elections in Himachal Pradesh.

He said it was ironical that the BJP leadership at the Centre and in the state was oblivious of the fact that the Congress was ruling in 15 states of the country.

Mr Rao accused the government of betraying the aspirations of people and failing to solve the problem of unemployment. On the contrary it had resorted to many anti-people measures by enhancing fees, bus fare, water and electricity charges, users charges in hospital etc.

The Congress leader said the BJP had burdened people with Rs 100 crore by undertaking the exercise of regularising encroachments. It also toyed with the idea of adding six more districts in the otherwise small state. Again its plan of the reorganisation of districts failed to take off.

Mr Rao ridiculed the current Vishwas Yatra launched by the BJP on the pattern of Gaurav yatra of Narendra Modi.

He charged that corruption had assumed alarming proportions during the BJP-HVC rule in the state. Various mafias had become active, favouritism and nepotism had become order of the day and jobs were being sold. The subordinate service board had become a den of corruption where the record was being destroyed after every three months with a view to finishing.

‘No appeasement’ BJP poll plank

BJP spokesperson and HP Housing Board Vice-Chairman Ganesh Dutt has said that the party will contest the coming elections on the slogan “Appeasement to none and justice to all” and the issues of development and good governance. He accused Congress leadership of misleading people of Himachal by raising baseless controversies.

Addressing mediapersons here today, Mr Dutt said rattled with the phenomenal success of the BJP in Gujarat, the Congress was trying to spread the rumours that the BJP will foment communal tension in the state. Terming such allegations as baseless, the BJP spokesman said these reflected the frustration of the Congress.

17 more names recommended for Cong ticket

After the first phase of Block Congress Committees recommending the candidates for party ticket from five Assembly constituencies in the district was over, the District Congress Committee in the second phase had recommended about 17 names for the party ticket belonging to five constituencies to the party high command of the Congress for the ensuing assembly elections.

According to a press note issued by the DCC here today, the only application of received for the party ticket from the Chamba Assembly constituency was that of the sitting legislator, Mr Harsh Mahajan.

From the Banikhet Assembly constituency, the applications of Mrs Asha Kumari, a sitting legislator, Mr Shiv Sharma, Dr S.K. Mahajan, Mr Hem Singh Kistwaria and Mr Gargesh Kumar have been received by the DCC.

In the Bhattiyat constituency, Mr Shiv Kumar, Mr Kuldip Singh Pathania and Mr Prithi Singh have staked their claim for the party ticket.

From Rajnagar (reserved) Assembly constituency, Mr Surinder Bhardwaj, Mr Nand Kumar Chauhan, Mr Madan Rawat, Mr Kartar Singh Yadav and Mr Pyaray Lal have submitted their applications to the DCC.

In the Bharmour (reserved) Assembly constituency, Mr Thakur Singh Bharmouri, Mr Roshan Lal, and Mr Moti Ram Sharma have submitted their claim for the ticket.

But in the latest development, which took place in the Congress circles in Chamba district, Mr Sagar Chand Nayyar, a former Education Minister, said here today that he had directly applied to the Congress high command seeking the party ticket.

The press note however, maintained that those Congress men who intended to apply for the party ticket could apply on or before January 6 in the third phase so that their names could be forwarded to the party high command for finalising their candidature. The decision of allotment of ticket to the candidates rested with the party high command, it said.

Virbhadra, Stokes talk unity

The Congress factions, led by the CLP leader and former Chief Minister, Mr Virbhadra Singh, and the PCC chief, Mrs Vidya Stokes, today gave a clarion call for Congress unity at a public rally at Raja-Ka-Talab, near here. Mohsina Kidwai, AICC General Secretary and in charge of Congress affairs, presided over the rally. Mr Virbhadra Singh and Mrs Stokes shared a common dais.

Lashing out at the Prem Kumar Dhumal government, Ms Kidwai said it had failed to launch any welfare scheme for women, youth and the farming community.

She flayed the government for framing false cases against Mr Virbhadra Singh and other Congress activists. Criticising the Vajpayee government, Ms Kidwai said it had proved to be the weakest-ever government, which had failed on all fronts.

A large number of people from the Nurpur, Jawali and Gangath Assembly constituencies were present. Supporters of party ticket seekers from the Nurpur and Jawali Assembly seats raised slogans. Ms Kidwai advised them to maintain the party discipline.

Mr Virbhadra Singh also asked the slogan-shouting supporters to remain in discipline.

He termed the “vishwas yatra” of the BJP as a flop show. He alleged that the Dhumal government had befooled the people on the much publicised schemes like the distribution of kisan pass books and regularisation of encroachment on government land. He said these schemes had increased corruption in the state. Lashing out at the government on the move to create new districts in the state, he said the people had also been befooled by creating six posts of Additional Deputy Commissioner in subdivisions which were promised the district status. He said if the Congress was voted to power, it would consider the issue of creation of new districts purely on administrative and geographical position.

Mrs Stokes and Mr Sat Mahajan, former PCC chief and chairman of the state Congress manifesto committee, called upon the grassroot workers to unite to ensure the victory of the party in the Assembly elections. Many senior state Congress leaders were also present on this occasion.

PATHANKOT: Ms Kidwai, talking to mediapersons here on Saturday, said the Congress would not have any truck with any party for the coming Assembly elections in Himachal Pradesh.

KANGRA: Ms Kidwai on Saturday warned the BJP to desist from dividing the nation on religious and caste lines and refrain from damaging the secular fabric of the country.

Ms Kidwai, who was accorded a warm reception on her arrival here in the evening, blamed the BJP-led NDA government at the Centre for its “failure” to curb militancy.

CPM leader joins Congress

Mr Yash Pal Dhaulta, a prominent leader of the CPM, has joined the Congress along with his supporters.

Mr Dhaulta remained a member of the state committee of the CPM and also headed the state unit of the Students Federation of India. He also remained a member of the central committee of the SFI.

Govt keen on 6-month winter capital

The Himachal Pradesh Chief Minister, Prof P.K. Dhumal, today expressed satisfaction over the decision to shift the winter capital to Dharamsala. He said keeping in view the public interests, the government was keen on functioning from here every year from October to March.

He was talking to members of the Trigarth Press Club, Kangra, this morning and said thousands of people from at least 45 Assembly constituencies had met him during the past three days at the winter capital and problems of most of them had been sorted out. Professor Dhumal made it clear that it was because of the personal interest of the Prime Minister, Mr Atal Behari Vajpayee, that financial assistance was being given to H.P. and the state government could disburse salaries to the employees besides accelerating the pace of development. He said it was because of this liberal financial assistance that H.P. had become a model state in the country from the development point of view. The Central government gave a sum of Rs 233 crore as special assistance to the state which helped in making the Rs 1900 crore annual plan reach its logical conclusion.

Mr Dhumal said the government achieved its targets in the field of Road network, Education, Health care and even exceeded that targets in some other spheres with the help of the Central grants. He criticised the Congress for its inability to get even a ‘single penny’ as Central government assistance during its rule.

The Chief Minister said the state would have 20,000 mw power production through hydro-electrical projects and private and public sectors would invest in the state to the tune of Rs 1.2 lakh crore at the rate of Rs 6 crore per mw.

He said this decision had encouraged the NTPC to construct 800 mw Koal Dam hydro-electrical project and the NTPC has demanded more such projects for the state.

The state will have a complete road network by 2007 under the P.M.’s Gram Sadak Yojna and even tourist spots without much tourist inflow would be connected by roads. He assured the members of the Trigarth Press Club that the government was contemplating in providing them with a press room.

The Dalai Lama has already donated Rs five crore to the Trust will finance this block. The total cost of the project is estimated to be Rs none crore and additional funds would be made available to the trust by his community.

The Tibetan leader appreciated the role, the Union Urban Development Minister, Mr Shanta Kumar, for undertaking work on this project. He said there was a dire need of a big medical institution in the region and hoped that the college would help meet the medical needs of the residents of this region, who had to now go to either PGI, Chandigarh, or CMC, Ludhiana, for medical treatment. He urged other charitable institutions to come forward with financial assistance for this project. He had also appealed to his followers throughout the world to donate liberal funds for this health institution.

Mr Shanta Kumar, who is also the Chairman of the trust, said he was committed to the early completion of this project. He said the first phase of the hospital and the Nephropathy centre was likely to be commissioned by the end of 2003 while the main hospital would start functioning by the middle of 2004. He said he had visited various foreign countries to collect funds in the past six months and that there was good response from the NRIs. He disclosed that the Union Home Ministry had also allowed the trust to receive donations from foreign countries.

SFI activists on fast in jail

All 10 activists of the Students Federation of India (SFI), who were remanded in 14 days’ judicial custody on Friday, started a fast in the Kaithu jail here today. They included state president of the SFI Vijender Mehra and SCA president Kuldeep Bhardwaj.

SFI activists also defied prohibitory orders on the Himachal Pradesh University campus and staged a dharna in front of the Vice-Chancellor’s office. They alleged that the university authorities and the district administration, in connivance with the Akhil Bharatiya Vidyarthi Parishad (ABVP), were trying to suppress students protesting against corruption and the question paper scam.

Tikender Singh Panwar, a senior SFI leader, said the university administration’s action of expelling 23 SFI activists smacked of political vendetta. The federation wanted a CBI inquiry into the question paper scam as a probe by a retired high court judge would not achieve the purpose. The SFI leader also sought the resignation of the Vice-Chancellor and the Dean of Studies.

Meanwhile, the ABVP has condemned the expulsion of 23 students and urged the university authorities to revoke the order. The ABVP blamed the SFI and the SCA for lawlessnss on the campus.

Sanjay Sharma, ABVP campus president, demanded that the present SCA should be sacked as it had failed to maintain the academic atmosphere.

Power unit trial run tomorrow

The trial run of a generating unit of 250 MW of the Nathpa Jhakri project will commence on December 30. Commercial generation from the unit will start from March, 2003.

For the trial of the first unit of the 1500 MW project, filling of Head Race Tunnel was started on December 25 from the sholding drop shaft. The primary cooling systems, filling of Tail Race Tunnel and associated expansion galleries has been successfully completed. The tunnel has been filled up to the required level of 985 metres.

The installation of the draft tube structure and Tail Race Tunnel gates has been completed.

The trial spinning of the second 250 MW unit of the project is scheduled to commence by the end of February, 2003. All six units are likely to be commissioned by end of 2003.

Mr Harshwardhan Chauhan, MLA, Shillai, and former MLA Jagat Singh Negi also attended the funeral. Mr Gurcharan Singh Tohra, President, SHSAD, and Bibi Jagir Kaur, a former President of the SGPC, have mourned the death of Bibi Bhag Kaur.

Brigadier, wife die due to asphyxia

Brig Ranjit Singh (53) and his wife, Anita Singh (48) were suffocated to death at Jutogh cantonment on Friday night. The Brigadier was serving with the Army Training Command here.

According to the police, the Brigadier and his wife died due to asphyxia after inhaling gases emanating from a coal fireplace. They were declared brought dead to the Indira Gandhi Medical College Hospital.

Maths semester paper cancelled

3 held for rape

The police here has arrested three youths for raping a 19-year-old girl. The arrested have been identified as Rakesh, Puneet and Dara Singh. According to the police the crime was committed in the Hotel Puneet near Rivoli cinema. A case under Sections 376, 342 and 120 of the Indian Penal Code has been registered.
