Haryana move to induct 4,000 cops Chandigarh, January 24 Haryana police officials told TNS that while recruiting the constables, preference would be given to applicants having training in various trades such as electrical works, automobile repair and so on. Women candidates would also be recruited, The state government had initiated a drive in August last year, to recruit 550 constables in technical branches. As many as 200 drivers, 100 electricians, 100 motor mechanics, 50 plumbers, 50 pharmacists and 50 firefighters were recruited in the exercise. Subsequently, in September, a process was initiated for recruitment of 467 commandos for the Haryana police. In 2001, 1761 constables were recruited. The state government justified the move, saying that these posts were filled following a Supreme Court order setting aside the appointments of constables made by the Bhajan Lal regime. Moreover, 675 constables were recruited by the state government for the Indian Reserve Battalion under a scheme funded by the Union Government. The state government had also recruited 270 women constables for deployment at Ambala, Hisar, Rohtak and Gurgaon. However, the proposal for induction of 4,000 constables would be the biggest ever recruitment drive since Mr Om Prakash Chautala came to power. Official sources said while some constables would be recruited against existing vacancies, cases of the remaining candidates would be considered as fresh recruitment. They explained that if a vacancy was not filled within two years, it was considered abolished as per the rules. The Home Department’s request to the Finance Department to make an exception to the rule for the police force was turned down the sources said. |
10 fall victim to mysterious disease Panipat, January 24 According to sources, Ram Kali (70), died on January 1, followed by Rafal Singh (60) a week later. Thereafter, deaths have been reported at regular intervals, with the latest victim being Jati Ram (40), who died on January 22. The victims included two-year-old Anu and 80-year-old Sona. Even as the fear of more deaths stalks the village, all sorts of rumours are doing the rounds. While some attribute the deaths to poor sanitary conditions in the village, other are saying that the disease could be dengue or typhoid. According to some villagers, these are natural deaths and it is only a coincidence that several persons have died in three weeks. Yesterday, a team of doctors led by the Deputy CMO, Dr R.C. Garg, visited the village for an assessment of the situation. Other measures like spraying insecticides on heaps of garbage and bleaching powder in wells were also undertaken to prevent more casualties. The sources said the main cause of the deaths could be that proper medicare was not provided to victims. The latter were treated at hospitals in Mallauda town, where modern facilities were reportedly not available. The team of doctors yesterday found that the hospitals had allegedly not kept complete records of the victims. The team will conduct a survey in the village and take blood samples of persons suffering from various diseases for conducting tests. |
Another held in gold heist case Ambala, January 24 The SP, Ambala, Mr Hardeep Singh Doon, told mediapersons here today that Sandeep alias Sonu was arrested today. The police had also nabbed Ram Kumar of Madhya Pradesh, who was planning to gang up with Sandeep to strike in Ambala. Two country-made pistols and two live cartridges have been seized from their possession. Mr Doon said on December 24, Sonu along with three others, Nitu, Happy and Sunny had snatched a bag from a jeweller who was returning home. The gang members had snatched the bag containing gold ornaments after throwing chilli powder at him. Sonu told the police that he went to Delhi after the incident and sold 14 tolas of gold. He was paid about Rs 49,000. From there he went to Madhya Pradesh where he stayed with his relatives. The police had conducted the raids in Bhopal. The SP said Sonu had formed a gang in Madhya Pradesh. The gang members included Ram Kumar alias Bunty, Imran, Ravi, Kailash and Ram Chander. The gang members had bought two country-made pistols in MP. They were planning to loot a goldsmith in Sihor, an electric shop in a village and a bank in Bairagarh near Bhopal. Mr Doon said now two of the four gang members were absconding. “We will arrest them soon. Our teams are tracking them down,” he said. |

Auction of quarries stage-managed? Chandigarh, January 24 However, the allegations have been denied by the Ambala Deputy Commissioner, Mr D.D. Gautam. A spokesman of the Mubarakpur Stone Crushers Association, Mr Pritpal Singh, told TNS that when prospective bidders reached the office of the District Industries Officer, the venue of the auction, they found it surrounded by a large number of policemen, who did not allow prospective bidders to enter. The prospective bidders were told to go to the PWD Rest House in Ambala Cantonment, to get a no-due certificate from the Mining Officer. When they reached the rest house, the officer was not present there. Their applications for no-due certificates were received by a clerk, who allegedly told them that the certificates would be issued by the Mining Officer, whose whereabouts were not known. Mr Pritpal Singh said previous practice was to put individual quarries on auction but this time, he alleged, all quarries were clubbed and put to auction as one unit to favour a particular person. The quarries were first put on auction on April 18, 2002, when certain quarries like Dadyana Patti Manakpur fetched as high as Rs 30 lakh against the reserve price of Rs 12.20 lakh. Another quary, Chhaju Majra, fetched over Rs 6 lakh against the reserve price of about Rs 83,000. The 36 quarries put on auction in april last fetched about Rs 78 lakh. Mr Pritpal Singh said today 51 quarries fetched only Rs 1.85 crore against the reserve price of Rs 1.77 crore. He said if the authorities had allowed free access to all the bidders, bid amount would have been much higher. However, the April auction was cancelled without assigning any reason. These were again put to auction on November 14, 2002. The auction was again cancelled and no reason given. The auction was again fixed for January 8 last to be yet again cancelled. The auction was finally fixed for today, but with a number of differences. The number of quarries was raised from the original 36 to 51. The period of lease was increased from three years to five years, ending March 31, 2007. The tenure of the present government comes to an end in February, 2005. Mr Pritpal singh alleged that this had been done to accommodate favourites of the government, who would continue to hold lease rights well beyond the next elections. Earlier, the lease period was to expire on March 31, 2005. Denying the allegations levelled by the Mubarakpur association, Mr Gautam said the auction notice, para seven, clearly stated that a prospective bidder must bring a no-due certificate from the Mining Officer or he should furnish an affidavit to this effect. He said the intending bidders should have obtained the necessary certificates well in time. He said five bidders, who possessed no-due certificates, and two bidders, who had furnished the affidavits, were allowed to participate in the auction. The successful bidder was Messrs Markanda Royalty Company. |
HIGH COURT Chandigarh, January 24 Pronouncing the orders, the High Court added: “He is also declared entitled to be considered for regularisation... but will not be entitled to any wages for the period he remained out of job on account of non-grant of extension to him in service in wake of registration of cases of February 14, 1995, against him. In case he is
regularised, he will be entitled to all the increments for the period during which he remained out of job.” The court concluded: “Period during which he remained out of job on account of order will, however, count towards the computation of pension and other retrial benefits. He will, however, not be entitled to any arrears on any score whatsoever”.
Rape case In just over seven years after Yamunanagar student Renuka Sharma was allegedly raped and murdered, the Punjab and Haryana High Court on Friday fixed February 26 as the next date of hearing to enable counsel for the Central Bureau of Investigation to seek instructions from the authorities regarding the probe. Renuka Sharma, it may be recalled, had left for school on August 26, 1995. Her body, with “one or two bruises”, was subsequently found in a gunny bag. Alleging inaction by the authorities, it was claimed that the case pertaining to the discovery of the body was filed as untraced. The body, it was alleged, was found under the jurisdiction of Police Station Sadar Thanesar in Kurukshetra district. |
3 convicted for murder Fatehabad, January 24 The judge will pronounce the sentence tomorrow. Four other accused were acquitted by the judge giving them the benefit of doubt. Ms Nanhi Devi, widow of the victim, Yasin Khan, and a resident of Jandwala Bagar village in the district had lodged an FIR with the police on December 23, 1997. The woman had alleged in the FIR that her husbands cousins, Phool Mohammad, Gafurudin and Mahabir, their father Chandu, mother, Reshama, sister, Samina, Phool Mohammads, wife, Bala, and Gafurudins, wife, Madina, attacked her husband with lathis after an altercation over a water channel running through their fields. Both Nanhi Devi and her husband, Yasin Khan, were seriously injured in the incident. Yasin Khan later succumbed to his injuries.

Hooda flays Chautala Chandigarh, January 24 In a statement issued here today, Mr Hooda said while the government was retrenching poor victims in the name of downsizing and rationalisation, it was going in for the purchase of luxury cars and a helicopter. Mr Hooda said instead of penalising innocent and lowly-paid employees, Mr Chautala should target wasteful expenditure. He also criticised the government for transferring teachers at a time when examinations were near. |

Martyr’s statue unveiled Rewari, January 24 He voiced these concerns while addressing a conference at Balawas Jat village, 12 km from here, today after unveiling the statue of Suraj Bhan Rathi, a jawan of the 19 Jat Regiment, who laid down his life at Dras in the Kargil sector on December 26, 2001. He said it was almost certain that Gen Pervez Musharraf too would meet the same fate which befell on military dictators like Ayub Khan, Yahaya Khan and Zia-ul-Haq. Lauding the contribution made by the people of Haryana during the freedom struggle, the Governor also appreciated the role of Jawans of Ahirwal. He presented mementos to Mr Subh Ram, father, Ms Bhateri Devi, mother, and Ms Suman Devi, wife of Suraj Bhan. The Haryana Health Minister, Dr M.L. Ranga and Dr Sudha Yadav, MP, also paid homage to the jawan. |

girls withdraw protest Kurukshetra, January 24 These girls had been agitating in protest against a hike in their half-yearly hostel room rent from Rs 600 to Rs 1,200. Their agitation aggravated on Wednesday when eight girls and two boys residing in hostels were between up by the police in front of a girls hostel on the university campus. After this incident, the Kurukshetra University Non-Teaching Employees Association (KUNTEA) extended support to the striking girl hostelers. Meetings were held among the university authorities, girl hostelers and the district administration last evening. Following the meeting, the administration announced the fulfilment of the hostelers’ demands, including the restoration of the old hostel room rent, adjustment of the enhanced room rent if paid by any girl hosteler, and the conduct of an inquiry through Chief Secretary, Haryana, against the allegations regarding manhandling and beating up of girls by policemen. |
