Implement quota policy: panel Chandigarh, January 31 According to sources here, the National Commission for Scheduled Castes and Scheduled Tribes, wrote a letter recently to Mr A N Mathur, Chief Secretary of Haryana, on the issue. It stated that the commission had not received any intimation regarding follow-up action initiated by the state government to implement the reservation policy. The letter, written on January 27, added that it had come to the notice of the commission that Haryana was not implementing the policy of reservation in promotion consequent upon 85th Amendment to the Constitution and guidelines issued by the Department of Personnel and Training, Government of India, on January 21, 2001. The commission mentioned that the Chief Secretary had issued instructions also on December 13, 2002, addressed to all Financial Commissioners, Commissioners and Secretaries to expeditiously implement the new policy. The letter further added that while implementing the new policy of reservation, particular reference must be made to those employees from the Scheduled Castes who were reverted following judgement of the Supreme Court in the Janjua case. In
a communication dated August 2, Mr C. Gopal Reddy, Secretary in the
ministry, asked Haryana to complete, within three months, the process
of determining seniority of government servants in the light of the
Amendment in the Constitution. The letter added that the Personnel
Ministry’s directive on fixing benefits like promotion, pay, pension
of SC/ST Employees should be implemented within six months. Official sources here said that it would enable government servants belonging to SC/ST to retain their seniority in the case of promotion in reserved vacancies. In other words, candidates belonging to the general/OBC category promoted later would be placed junior to SC/ST government servants promoted earlier against reserved vacancies. Since the Amendment was implemented with retrospective effect, all those Scheduled Caste employees of Haryana, who were reverted as a result of the court order, in the Janjua case would now regain their seniority while some of the general category candidates, who had benefitted from the court order, would face reversion if the new policy was implemented. |

Life term for rape, murder of minor Hisar, January 31 Meanwhile, Additional District and Sessions Judge K.C.Sharma sentenced today a person to 10-year and fined him Rs 1 lakh for smuggling opium. A local court today sentenced a person to five years and fined Rs 1000 for attempt to murder. According to the prosecution, Gurbakhs Singh, a local resident, had injured Raghuvir Singh, of Shiv Nagar. |

Judicial remand for ex-MC official Ambala, January 31 The Bureau had registered a criminal case against a former building inspector, Mr K.K. Verma, the chairman of the council, Mr Shankar Dass, three councillors and four shopkeepers. Meanwhile, the Additional Sessions Judge, Mr B.M. Bedi, stayed the arrest of the council chairman and three councillors till February 3. The defence counsel had pleaded that the chairman and the councillors were not public servants and the sections imposed upon them were not applicable to them. Mr Jain requested the court to stay the arrest of the chairman and the councillors till a decision was taken on the application. The Judge, while accepting the request, stayed their arrest. Now the case will be heard on Monday.
Ambala, January 31 The robbers managed to carry two gas cylinders and other tools inside the bank to break the strong room and lockers. These cylinders are usually used in industrial units to cut and weld ironsheets. However, the robbers failed to take any cash from the bank. According to police information, the robbers entered the SBI branch in Model Town here late last evening by breaking the grill of the rear window. They attempted to cut parts of the iron door of the strong room, using gas cylinders to enter into the strong room, but failed to do so. It could not be ascertained as to why did they leave their mission incompleted. According to a bank officer, the robbers seem to be intimated with the working of the bank because on gaining entry, they immediately disconnected the security alarm, the fire alarm and the smoke detector of the bank fitted in a window close to the roof. The Chief Manager of the bank, Mr SK Gupta, said around 9.15 in the morning today when he opened the main gate of the bank along with manager VK Chibber and a sweeper he found that the lock of his cabin broken and two gas cylinders and pipes lying in the middle of the hall close to the strong room. Two of the safes and drawers of employees where important documents of the bank were kept were also found unlocked. Mr Gupta said the matter was reported to the police. The in charge of the Model Town police post, who was present in the bank, said fingerprint experts and a dog squad were summoned at the site. Mr Gupta said the robbers also attempted to enter the strong room by breaking the wall of a toilet attached with the strong room, but did not succeed. The Assistant General Manager, Chandigarh region, Mr Baljit Singh, and a senior security officer, who rushed to Ambala on hearing of the incident, said the bank authorities had made all possible arrangements inside the bank for the safety of public money. He said a few days back, a similar modus operandi was attempted in the branch at Barwala. He suspected the involvement of a specific gang in these incidents. To a question, he said banks generally provided 24-hour security to those branches where there was a chest. He said it was a local branch and the major part of the daylong collection was sent to the chest in the evening. The police registered a case under Section 457 and 511 in this regard. According to police sources, a major hunt has been launched in the district by the police to nab the robbers. No clue has been found so far.

Mahajan’s Albega Hospital of Gurgaon, Dr Gajanand Aggarwal of Rohtak, Dr Meena Taneja’s clinic, Sanjeevani Hospital and Nelkant Charitable Hospital of Bahadurgarh, Vijay Nursing Home of Jhajjar, Janta Hospital of Bhuna, Sharu Ram Memorial Hospital of Hodal, Mansingh Hospital of Jind, Dr Sushil Pradhan’s clinic of Charkhi Dadri and Dr Deepak Gupta’s clinic of Radaur had been confiscated. The release said that recently a government team also caught Dr Madhu Bala Chauhan of Panipat while carrying out illegal sex determination test and abortion. The officials also seized valuable documents of Jitendra Hospital of Panipat. |

firm Fatehabad, January 31 Ms Geeta Narula had complained that she purchased the television from the dealer, whose shop situated near the local grain market on January 14, 2002. The television developed fault within two months of purchase. She approached the dealer for replacement. After few days the dealer replaced the set, which again found to be defective. On her requests for replacement, the dealer told her to approach the area distributor and the Haryana distributor. Ms Narula reported that since then she had been in touch
with all defendants, but to no avail. The complainant demanded replacement of the set or refund of its cost as well as compensation. |

dists Hisar, January 31 Addressing the concluding function of the two-day workshop of veterinary surgeons at Haryana Agricultural University here last evening, Dr K.S.Dangi, Director, Animal Husbandry, said the central government had sanctioned Rs 92.75 crore for this project. The state government would implement this scheme immediately after receiving the grant. The state government had submitted a detailed project to the Centre in this connection. He said eight districts for this project would be selected soon. He informed that the Animal Husbandry Department had started a process to prepare the records of all animals in Haryana. All information relating to all types of animals would be included in the records. This would be helpful in taking effective steps regarding animals health in the future, he added. |
