Notice to 4 Haryana IAS officers Chandigarh, January 29 In a legal notice sent to the Haryana Chief Secretary; the Haryana Commissioner and Secretary, Cooperation; and the
Secretary (Personnel), Union Ministry of Home Affairs, under Section 80, Civil Procedure Code, today, Mr
R. S. Malik, former IAS officer, alleged that the four serving IAS officers misused their official position to pressure the HOPECO Housing Society, Gurgaon, to allot them flats. Mr Malik said the society was registered in June, 1990, when he was its founder President and 200 members, predominantly from the IAS, IPS, HCS and the judiciary, including several High Court judges, were enrolled. He said quality flats were allotted to the members in September, 1995. Within six months, he said, each flat carried a premium of about Rs 20 lakh. He said the society was unable to allot any flat to Mr Anil Razdan, IAS, whose membership was terminated because of persistant default on his part. Mr K.S. Bhoria, IAS, who was allotted a flat, allegedly unreasonably demanded a refund of Rs 35000. The demand was not accepted by Mr Malik. Mr Malik alleged that when Mrs Rajni Razdan, IAS, who is the wife of Mr Razdan, became the Secretary of the Cooperation Department, and Mr Bhoria became the Registrar, Cooperation, they “abused their official position” to pressure Mr A.S. Dagar, Assistant Registrar, to supersede the elected managing committee of the society, which comprised prominent persons. He said finally the managing committee was superseded on December 1, 1997, in complete disregard of the stay order passed by the Gurgaon District and Sessions Judge on May 6, 1997. He alleged that these officers conspired to get a false audit report and circulated it among the members to give a bad name to the society. However, this report was not approved by the members in a general body meeting held on March 15, 1998. Mr Malik alleged that apprehending adverse reaction of the elected managing committee, these officers conspired to continue extending the term of the administrators. He alleged that a criminal case was also registered against him under sections 406, 408, 461 and 467, IPC, at Gurgaon. The case was found false during investigation and was finally cancelled by the court. Demanding the dismissal of his colleagues, Mr Malik threatened that he would claim damages of Rs 1 crore each from the state and central governments if they decided to give “any illegal protection to these officers for any consideration”. |
Chautala

team to visit water-deficit dists Chandigarh, January 29 Official sources said here that Mr Disodia would first go to Bhiwani from where he was expected to go to Narnaul and the adjoining areas to judge the condition of mustard. Following an initiative taken by the state government for diversification of crops, the area under mustard in the state increased to six lakh hectares from 4.5 lakh hectares in the previous season. However, the foggy weather during January was threatening to result in a disaster for mustard. The sources said that moisture collected upon the crop due to excessive fog, coupled with lack of adequate sunshine, had made the mustard crop get affected by a pest known as ‘white rust’. “As much as 2 to 3 per cent of the crop had been already identified as having this problem”, official sources told TNS, adding that the entire mustard of crop had virtually got decimated in 1999 under similar weather conditions. For farmers of the southern districts such as Bhiwani, Narnaul, Rewari, Mahendragarh etc, who had been put through a tough time by the drought conditions in the summer, the poor mustard crop would act as a mortal blow, the sources said. They, however, added that the recent rain in the region was expected to act as a deterrent to further expansion of the pest affecting the mustard crop. “The rain will clean up the crops of whatever had collected on them during dense fog. This would result in their better growth and help them resist attack by the pest”, the sources said. While stating that the recent rain, which was preceded by another round of showers on December 31 and the following day, would benefit the crops, the sources said that they would still require some more rain in the next four/five days to completely overcome the threat of the dreaded pest affecting the mustard crop. |
Diesel price up in Haryana Chandigarh, January 29 The oil companies, however, have asked the dealers to pay the enhanced tax from January 27. The dealers say they will have to pay the increased tax on diesel sold on January 27 from their own pockets. The owner of a filling station in Panchkula said he had to shell out Rs 7,000 to the oil company as a result of the increase in the sales tax on the sly. Now the price per litre of diesel in Haryana will be Rs 19.26, which will be seven paise more than that in Chandigarh and 15 paise more than that in Mohali. The dealers in Haryana, particularly in the areas bordering Chandigarh and Punjab, fear a fall in their sale. |
Forum upholds widow’s claim Fatehabad, January 29 Mr Sumer Singh husband of Ms Piari Devi had purchased LIC policy for Rs 50000 from Tohana in this district in 1997. He died on July 2, 2000, in an accident. When his widow made claim for the insurance amount the company refused to make her payment on the ground that her husband had shown his false age at the time of purchasing the policy. The widow contested it and said that her husband had told his age to be 36 but due to a clerical mistake at the company’s level it was wrongly entered as 26. The Forum Chairman, Mr P.C. Gupta, admitted the pleas of the widow and told the company to pay the insurance sum along with interest and costs to the widow. |
Woman dies of burn injuries Fatehabad, January 29 According to police sources, Anita (25), a resident of the local Inderpura Mohalla, was preparing tea in the morning when her clothes caught fire. Her husband, Som Paul, came to her rescue but his clothes, too, caught fire. The victim’s father-in-law, Rulu Ram, and brother-in-law, Raju, too, received burn injuries while trying to save them. Anita died on the spot while the other three were admitted to the local General Hospital in a critical condition. The condition of Som Paul is said to be serious. |
No chambers for lawyers Karnal, January 29 The local association is one of the biggest Bars of Haryana. The newly elected president of the Karnal Bar Association, Mr Satpal Chopra, has assured the lawyers that he will take up the issue with the Haryana Chief Minister, Mr O.P. Chautala. The matter was also raised at the oath-taking ceremony of the newly elected Bar members yesterday. Besides Mr Chopra, others who took the oath included Mr Gajinder Singh (vice-president), Mr Dharminder Mehla (secretary) and Mr Jangra (joint secretary). |

to remove encroachments Chandigarh, January 29 He also
directed them to achieve the target of small savings and effect the recovery of all taxes, including house tax, by the same date. Presiding over a conference of the DCs and SPs here yesterday, Mr Chautala directed the Department of Town and Country Planning to expand its scope of activity in the villages and identify one village in each block which had no space for its expansion. Such villages would be divided into sectors and efforts made to provide all basic amenities there. |

Labourer found dead One brick kiln labourer was found dead at Mohri village, near Ambala Cantt, last evening. According to information, Aman Kumar, a
labourer, had gone to purchase some domestic items from the market. When he did not return, his relatives carried out a search for him. His body was later found on the roadside. Some injury marks were also found on the body. |

go on indefinite strike Hisar, January 29 They took out a procession on the university campus and raised slogans against the university authorities. They also submitted a memorandum to Vice-Chancellor Vinay Kumar. Student leaders said the minimum qualification for seeking admission to the VLDA course should be matriculation instead of class XII. They also demanded that the duration of the course should be one year instead of two years. |
Human chain formed Ambala, January 29 Students from different schools participated in the human chain which was formed in Ambala City as well as Ambala Cantt. The students formed the human chain between 12 noon and 1 p.m. In some parts the chain was not continuous. Later, while talking to mediapersons, Mr Shiraz Kesar of Azadi Bachao Andolan, said the human chain was formed in 22 districts in Haryana, Punjab, Rajasthan and Uttar Pradesh, He said the organisation was against corporate colonialism. “Multi-national companies are posing a threat to us,” he said. He said MNCs were preaching globalisation in which there was no place for the common man. “In 2001, we had successfully formed a human chain and that had led to a drop in sales of two major MNC soft drink manufacturers,” he said.
