Replace superficial culture: Jagmohan Kurukshetra, February 4 Addressing 25th convocation of Kurukshetra University, he said India’s heritage and asset were the “power of its mind”. Unless this power was regenerated, India could exploit neither its potential nor evolve a distinct style. To support his ‘power of the Indian Mind proposition, Mr Jagmohan said the concept of the universe being an organic cosmic web, concept of ecological balance and the concept of Karma Yogi were three finest examples to prove the power and insight of the Indian Mind. It was Indian Mind which perceived the “non-dual reality” behind the smokescreen of “surface duality” and realised that the universe was an organic web, permeated with a cosmic force of which man and the nature were constituents as well as the contributors. He added, the Indian Mind was the earliest to grasp the significance of ecological balance. Since ages our sages and saints had been propagating: “The Earth is our mother and we are its children”. One of the earliest Vedic hymns, composed over 4000 years ago, he said, gave the message of now termed sustainable development. Mr Jagmohan said no school of thought other than the Indian, one evolved a more lofty, more elevating, more sound concept of work than that of “karma yogi”. Based as it was on detachment, dedication and complete selflessness, the theory of ‘karma yogi’ ennobles the holder of power. If a functionary of the government exercised his authority neither for reward nor for any other subjective consideration, he could not go astray. He regretted that over the years the power of the Indian Mind began to wane, though its flashes were noticed in great thinkers and reformers like Sankara, Vivekananda and Mahatma Gandhi. He said the failure of the post-Independence India had been two fold. It failed not only to acquire a vision, but also to make solid contribution to the emergence of a new worldwide civilisation. Stressing for a determined bid to rekindle the power of the Indian Mind, Mr Jagmohan said there was no appropriate place other than Kurukshetra for such a bid. Vice-Chancellor, R.S. Chaudhary, advised the students to make their present success as an important prelude to more conquests in the ever-expanding realm of thought and action. The Chancellor, Babu Parmanand, conferred degrees on the students and Chief Minister, Om Prakash Chautala, awarded medals to the toppers in various courses. Earlier, an honorary D.Litt degree was conferred upon Mr
Jagmohan. Our Correspondent adds: Pehowa town would be developed on the pattern of Kurukshetra and Rs 1.5 crore would be spent on it. Union Tourism and Cultural Minister Jagmohan stated this after laying the foundation stone of Institute of Hotel Management and Catering Technology be constructed in two phases at cost of Rs 15 crore over 32 acres on the Kurukshetra-Pheowa Road near Jyotisar. He said that area surrounding Kurukshetra would be developed to attract the tourists. He called upon the people to work with dedication for regaining the past glory of the country so that Non-Resident Indians could be attracted to visit this place. He further said that the Union Tourism and Culture Ministry had also sanctioned Rs 1 crore for the promotion of cultural and archeological development at Sirsa, Hansi and Agroha. Haryana Chief Minister Om Prakash Chautala termed Jagmohan as Chankaya of modern age and said that all-round development of Kurukshetra was assured as he had adopted this town. Mr Chautala disclosed that Mahabharat War Memorial would be developed on five acres. Haryana Ministers, Ashok Arora and Mr Jaswinder Singh Sandhu, Member of Parliament Mrs Kailasho Saini, President of the Haryana unit of INLD Sher Singh Badshami, Union Cultural Secretary Dhanider Kumar and Financial Commissioner and Principal Secretary Haryana Tourism Bhasker Chatterjee, Mr Abhilaksh Likhi and S.P. Des Raj Singh were also present. |
Hooda loyalist removed Chandigarh, February 4 A press statement issued by the PCC office here said that the case of reorganisation of district and block Congress committees which were not working would be taken up by Mr Bhajan Lal with the Congress high command so that ad hoc committees could be constituted in their place. Quoting the PCC President, the press statement said that the Jhajjar DCC was constituted about seven months' back by Mr Hooda when he was chief of the PCC, but this unit "remained only on paper". It added that the Jhajjar DCC had not done anything to carry on the policies and programmes of the party. It also alleged that the membership campaign for 2002-04 was going on but the Jhajjar DCC had practically done nothing in this front. Thus ad hoc arrangement had been made for the DCC and responsibility was given to Mr Om Prakash Beri, ex-MLA, for activating the unit, the press release stated. Earlier, addressing a press conference here today, Mr Bhupinder Singh Hooda, who is the Leader of the Opposition in Haryana, also talked about the rally being organised by him and other dissident leaders at Jhajjar on SYL. He said he was not in "the rat race" for exploiting the Canal issue for political gain. Making oblique references to the demonstration organised by the PCC chief in Delhi on SYL on January 15 and the periodic statements being issued by Mr Bhajan Lal about the work of the canal carried out during his tenures as the Chief Minister, Mr Hooda said that all the credit for the SYL canal should go only to late Mrs Indira Gandhi and late Mr Rajiv Gandhi. Responding to questions about the divisions existing in the Congress party even on the emotive issue like SYL, Mr Hooda said that no individual should try to pose as championing the cause. Mr Hooda, who was accompanied by loyalists, Mr Shadi Lal Batra and Mr Raghuvir Singh Kadiyan, MLAs, claimed that he and his colleagues who were organising the rally on the SYL issue were doing so without any selfish motive. |

accuses Chautala of giving exemptions Chandigarh, February 4 He added that exemptions worth crores of rupees offered to the company was in utter violation of Article 14 of the Constitution as no individual group or unit could be offered such concessions. From Honda Limited also, Mr Chautala, his family members and party MLAs were getting dealerships for many places in the state, Mr Dalal, who addressed a press conference here today, alleged. To substantiate his allegation regarding exemptions given to Goodlass Nerolac Paints Limited, Mr Dalal supplied a copy of the proceedings of a meeting of the High Powered Committee constituted to consider customized package of incentives and concessions to prestigious projects. The meeting, held on October 29, was chaired by the CM. Mr Harbaksh Singh explained the proposal of Goodlass Nerolac Paints Limited for setting up a project for manufacturing paints at a growth centre at Bawal. The MD of HSIDC said that with the coming up of this project in Haryana, the state would get regular Sales Tax revenue of Rs 29 crore approximately besides excise revenue of Rs 27 crore per annum. The company would provide employment to about 125 persons. The company has requested for exemptions from paying LADT and stamp duty, higher up-front discount in land cost and exemptions from electricity duty for five years under the scheme of customized package of incentives under the industrial policy of 1999. He said that loss on account of exemption from LADT would be Rs 3 to 7 crore per annum during the first to the fifth year of operation and loss on account of stamp duty would be Rs 1.2 crore. The unit would be eligible for electricity duty exemption for five years as per the new industrial policy, he said. After deliberations, the committee decided to exempt the company from payment of LADT and to grant up-front discount of 20 per cent in land cost. Exemption from stamp duty was turned down by the committee. Mr Dalal said while the existing industrial units of Haryana were moving away from the state due to the
LADT, the exemption given to the Nerolac Limited was surprising and its motive
could not be anything but of amassing of wealth by the Chief Minister. |
Industrial oxygen being given to patients Sirsa, February 4 According to sources, many nursing homes are using oxygen meant for industrial use on the pretext that oxygen meant for medical purpose was not available. They claim that industrial oxygen does not have any adverse effect on the patients. Investigations by The Tribune revealed that those dealing in oxygen for medical purposes had the required stocks. A dealer, however, disclosed that doctors do not use medically certified oxygen because it was costlier. Since the Cosmetics and Drugs Act does not allow its use, the use of industrial oxygen was a violation, committed knowingly by medical practitioners. The president of the Sirsa Medical Association, Dr J.L. Khurana, admitted doctors were using industrial oxygen because of the un-availability of the oxygen required for medical purpose. When asked whether it was safe to administer a patient with uncertified oxygen, he claimed that it did not have any adverse effect when used in an emergency. The secretary of the association, Dr Gaurav Sachdeva, however, contradicted this saying that medically certified oxygen was available in the city and the use of uncertified oxygen, administered to patients on ventilators, could be harmful. He claimed he was using medically certified oxygen. Dr
S.K. Batta, Civil Surgeon, also claimed to be using only certified oxygen. When it was not available in Sirsa, it was procured from Delhi, he said adding that there was no scarcity of the gas in Sirsa. He, however, said that medically uncertified equipment, gas or drug should not be used in an hospital. |

got over, the sugarcane farmers were asked to gather near the venue.
Mr Chautala, instead of moving on to Kurukshetra, stepped out of the
‘pandal’ to meet the farmers. His securitymen had a tough time
keeping the farmers at bay. Mr Chautala assured the growers that the sugarcane crop would be purchased at government rates through co-operative sugar mills. A former MLA, Mr Sadhu Ram
Saini, who was representing the sugarcane farmers, said the farmers were worried over the non-payment of dues. Mr Chautala said the arrears of the growers pending with the Naraingarh sugar mill were, now, being disbursed at the subdivisional level. He told the Deputy Commissioner of Ambala, Mr
D.D. Gautam, to expedite the lifting of sugarcane. At the programme, in which, 123 villages of the Mullana Assembly constituency participated, Mr Chautala told the sarpanches and panches to lay emphasis on development activities in their villages. He said the state government has constituted the Gram Vikas Samitis for monitoring the development activities and ensuring an optimum utilisation of funds. He said the state government was committed to providing all basic amenities in rural areas. He said the funds once earmarked for carrying out development activities would not be taken from the Gram Vikas
Samitis. He said the money should be utilised judiciously and the balance should be invested in other development works in villages. Mr Chautala said, for ensuring a regular power supply, new transformers would be set up wherever required and small transformers would be replaced with bigger ones. He told the officials concerned to make sure that all rural roads were repaired and all villages had sufficient drinking water. The

Dulina incident not
isolated: PUDR Chandigarh, February 4 Two women, Deepika and Shahana, while releasing a report prepared by the PUDR on the incident, also said that the explanation offered by both state and non-state agencies that the mob which killed the five men was inflamed by the rumour of cow slaughter, was appalling. Similarly, another prevalent explanation that the people thought that those they were killing were Muslims, as officials as well as local Jat leaders and Bajrang Dal workers said, was a pointer to the communalism prevailing in both the state and civil society in Haryana, they said. The two civil rights activists added that the Dulina incident was not isolated and said that people engaged in raw material collection for the leather trade were mostly Dalits or Muslims who were repeatedly subjected to false charges of cow slaughter levelled by communal elements. “The police also contribute to their vulnerability by threatening to charge them under the Cow Slaughter Act to extort money from them”, the two women said. They said that the ideology of cow protection prevailing in the region was being used by the Hindu right with the support of gurukul and gaushalas to consolidate Jat support in recent times. The ideology was being given specific communal as well as anti-Dalit dimensions leading to possibilities of more Dulinas and their justification under the pretext of cow slaughter. The PUDR activists alleged that the widely propagated theory that the five men were killed as they were mistakenly believed to be Muslims was also hollow. The police as well as a section of the crowd knew that they were Dalits. They added that both the Banswal report and the report of the SC-ST Commission indicted the police in the case. “Yet, why the police and the officials had not been criminally prosecuted till date”, they asked, and added that ironically the criminal investigation into the case was being conducted by the police themselves. |
Son beats father to death Kurukshetra, February 4 Confirming this here today, the district police chief, Mr Desraj Singh, said Kailash had been residing with his family behind the company’s workshop for the past about 20 years. Mr Desraj Singh said both Kailash and his son, Sonu drank at night and had a quarrel over some matter, following which Sonu became rash and accompanied by his relatives, Virender and Shrichand, allegedly beat up his father with iron rods and sticks to death. He said to destroy evidence, Sonu got the blood stains washed and put the body on the company’s showroom premises. When the company’s employees opened the showroom the next morning, the body was found lying there. However, the mystery surrounding the murder was solved soon after the investigations by a police party began. During interrogation, Sonu admitted that he along with Virender and Shrichand had beaten his father with iron rods and sticks to death, Mr Desraj Singh added. The police has arrested Sonu and Virender under Sections 302 of the IPC and seized the iron rods and sticks used in the crime from them. However, efforts to arrest the third culprit, Srichand, had been intensified. |
Four held on
rape charge Hisar, February 4 According to the police, Roshan Lal, Giani Ram, Balbir Singh of Kanoh village and Khajan Singh of Mirch Pur village abducted the girl from her house in Satrod village when she was alone on January 29. They took her to Hisar and kept her in a house. They had raped her repeatedly for three days. After this, they left her near Kanoh village on January 31 in unconscious condition. Meanwhile, a police team raided a house in Syahwra village and seized a .315-bore pistol and two cartridges from Rajbir Singh, a resident of the same village. In another case, Dilbag Singh of Kuradi village was held and a pistol and a cartridge were seized. Cases have been registered against them under the Arms Act. |

lays stone of hostel Kurukshetra, February 4 Named after the wife of the legendary Abhimanyu, the ultra-modern hostel is estimated to cost Rs 2.5 crore. It will have 120 rooms, a dining hall, a kitchen, a canteen, a common room, toilet blocks, parking and lawns. Basically meant for girl students of correspondence courses, who come to the university for the personal contact programmes or examinations, the hostel will also accommodate women who come to attend sports and cultural events. Mr R.S. Chaudhary, Vice-Chancellor, presided over the ceremony.
