Haryana plans on-line lottery

Haryana Chief Minister Om Prakash Chautala yesterday approved a proposal to participate in on-line lottery operations. The proposal is expected to be put up at the Cabinet meeting scheduled for October 16.

Six in hospital due to food poisoning

Six persons including four women residing in slum area close to Sector 9 in Ambala city, were admitted to local Civil Hospital in a critical condition last night when they got unconscious after consuming the rice purchased from a nearby shop.

Four acquitted in dowry death case
Ambala, October 10
The Additional Sessions Judge, Mr Dharmvir Singh acquitted four persons of Ambala Cantonment following the lack of evidence against whom the police had registered a case under Sections 302, 304B and 34 IPC around two years back.

Pig carcasses spread sickness
Fatehabad, October 10
Death of 25 pigs at Rattia town in this district was reported on Tuesday. Fourteen safai karamcharis of the Rattia Municipal Committee, who went to dispose of carcasses, also fell ill. Five safai karamcharis who fell unconscious have been admitted in government hospital.

Haryana bandh on Oct 17
Fatehabad, October 10
The Haryana Employees Joint Action Committee has given a call for Haryana bandh on October 17 in protest against the alleged anti-employee attitude of the state as well as the Central governments.

Jawan cremated with honours
Bhiwani, October 10
The mortal remains of Ramesh Kumar, who laid down his life fighting militants at a polling booth in  Doda, were consigned to the flames at Lohani village today with full state honours. Ramesh Kumar of the Reserve Police Force was deputed at the booth located at Doda in Jammu and Kashmir.

Haryana Chief Minister Om Prakash Chautala yesterday approved a proposal to participate in on-line lottery operations. The proposal is expected to be put up at the Cabinet meeting scheduled for October 16.

“The proposal has been sent to the Legal Remembrancer for opinion. If it is cleared by the LR, the proposal will be put up before the Cabinet on October 16. In case the LR suggests any modification, the proposal may be put up in the next Cabinet meeting, an official said.

The state government’s role in the on-line lottery operations would be confined to issuing a licence to the interested party. “ The private party will acquire the machinery and create the necessary infrastructure for running the lottery”, he said. The state government would collect a fee from the operator for issuing the licence. Revenue would also be generated by the state government in the form of sales tax on the sale of tickets.

The state government had also been planning to introduce a paper lottery on monthly basis. “The double-digit lottery being run by a state government, caters to the section of the people fond of gambling. Through the introduction of on-line lottery and the traditional lottery on a monthly basis we want to gradually replace the double-digit lottery”, the official said.

On an average the state government earned an annual revenue of Rs 28 crore from the double-digit lottery.

In a major administrative reshuffle, the Haryana Government tonight transferred 17 IAS and eight HCS officers with immediate effect.

Mrs Deepa Jain Singh, IAS, on return from leave has been posted as Financial Commissioner and Principal Secretary, Cultural Affairs, relieving Mr Bhaskar Chatterjee.

Mr Krishan Mohan, IAS, Director, Public Relations, Grievances and Cultural Affairs, has been posted as Commissioner and Secretary, Public Relations and Director, Public Relations, Grievances and Cultural Affairs, relieving Mr M.K. Miglani.

Mr S.K. Saxena, IAS, MD, Haryana Seeds Development Corporation, has been posted as Special Secretary, Finance, against a vacant post. Mr Sajjan Singh, IAS, MD, Warehousing Corporation Chief Administrator, becomes the Chief Administrator, Haryana State Agricultural Marketing Board vice Mr Alok Nigam, IAS, who goes as M.D., Uttari Haryana Vidyut Vitran Nigam and Additional MD, Haryana Vidyut Prasaran Nigam against vacant posts.

Mr Yudhvir Singh Malik, IAS, Special Secretary, Home-I, becomes Project Director, Swaran Jayanti Shehari Rozgar Yojana, Urban Development Department, vice Mr Ram Niwas, IAS, who goes as Special Secretary, Finance, and member-Secretary of the Second Finance Commission vice Mr Gulab Singh Sarot, who will be Joint Secretary, Home-I.

Mr Roshan Lal, IAS, MD, Sugarfed, will also look after the work of the MD, Haryana Financial Corporation, in addition to his present assignment.

Mrs Jaiwanti Sheokand, IAS, Chief Administrator, Housing Board, and Commissioner for Inquiries-II, will also be looking after the work of the MD, Warehousing Corporation. Mr Krishan Kumar, IAS, MD, Agro Industries Corporation, has been given the additional assignment of the MD, Seeds, Development Corporation. Mr P.C. Bidhan, IAS, Joint Secretary, PW(B&R) and Architecture, will also be now the Joint Secretary, PW(Public Health) vice Mr T.K. Sharma, IAS, who goes as Director-cum-Joint Secretary, Social Justice and Empowerment and Welfare of SCs and BCs in place of Mr Phateh Singh, IAS, who will be the new Director and Joint Secretary, Employment, vice Mr H.P. Chaudhary.

Mr Chaudhary will be now the Joint Secretary, Transport, a post which was vacant these days.

Mr P.R. Vishnoi, IAS, Haryana Minerals, New Delhi, and CEO, Mewat Development Agency, Nuh, has been posted as Joint Secretary, Dairy Development and Fisheries Department. His work in Delhi will now be looked after by Mrs G. Anupama, IAS, Additional Director, Industries-cum-Additional Chief Coordinator, IAG, New Delhi, in addition to her present duties.

Mr M.L. Kaushik, HCS, Additional Director, Urban Development, goes as SDO(C)-cum-Additional Collector, Hansi, vice Mr Naresh Kumar, HCS. Mr Narender Kumar Singla, HCS, Chief General Manager(P&RM), Haryana State Small Industries and Export Corporation, will be the new Additional Director, Urban Development.

Mr Balraj Singh, HCS, SDO(C)-cum-Additional Collector, Hisar and Estate Officer, Urban Estate, Hisar, has been posted as SDO(C)-cum-Additional Collector, Sonepat and MD, Sonepat Sugar Mill.

Mr M.S. Yadav,HCS, SDO(C), Panchkula, goes as such to Guhla. Mr Inder Singh HCS, MD, Palwal Sugar Mill, and SDO(C), Palwal, goes to Panchkula in place of Mr Yadav. Mr Inder Singh-II, HCS, SDO(C) and Estate Officer, Jind, goes to Hisar in place Mr Balraj Singh.

Mr Naresh Kumar, HCS, SDO(C), Hansi, has been posted as such to Palwal. Mr Jai Krishan Abhir, HCS, MD, Jind Sugar Mill, will also look after the work of SDO(C), Jind.

Six in hospital due to food poisoning

Ambala, October 10
Six persons including four women residing in slum area close to Sector 9 in Ambala city, were admitted to local Civil Hospital in a critical condition last night when they got unconscious after consuming the rice purchased from a nearby shop.

Those who got admitted in the hospital include Ravi (25), Sukhmati (20), Lakshami Devi (18), Suru (27), Punam (25), and Akash (22). According to hospital sources all sick persons are stated to be out of danger. Five of the victims are the members of one family.

According to information, the sick belong to a remote village of Jharkhand and they had come to Ambala just a week back in search of job. They have been working with a building contractor as a labourer in Sector 9.

One of the labourer Akash admitted in the hospital said that after taking the cooked rice they complained of diarrhea and vomiting. Later they became unconscious. As soon as the patients started reaching the hospital the hospital authorities summoned several doctors and other paramedical staff to attend them.

The exact reason of their sickness could not be ascertained but the doctors suspect that it could be due to food poisoning.

Four acquitted in dowry death case

The Additional Sessions Judge, Mr Dharmvir Singh acquitted four persons of Ambala Cantonment following the lack of evidence against whom the police had registered a case under Sections 302, 304B and 34 IPC around two years back.

According to prosecution Ms Pooja, daughter of Gopal Dass, a resident of Meerut was married with Rajesh of Ambala Cantonment on April 25, 2000. After one month on May 26 Pooja died in mysterious condition.

Father of Pooja reported to the police that her daughter had been pushed down from the roof by her in-laws and as a result she succumbed to her injuries. He also alleged that his daughter was being harassed by her husband and other family members demanding to bring more dowry.

Counsel of the accused Ajay Jain and K L Sehgal during arguments stated in the court that the prosecution had failed to produce any evidence against the accused.

On the complaint of Gopal Dass the police had registered a criminal case against the husband, father-in-law, mother-in-law and elder brother of Pooja’s husband.

Pig carcasses spread sickness

Death of 25 pigs at Rattia town in this district was reported on Tuesday. Fourteen safai karamcharis of the Rattia Municipal Committee, who went to dispose of carcasses, also fell ill. Five safai karamcharis who fell unconscious have been admitted in government hospital.

According to reports received here, pigs suddenly started collapsing in the Model Town area of Rattia town, 25 km from here, on Tuesday evening. The area is situated behind the grain market. By Wednesday morning 25 pigs were dead and carcasses were stinking. The authorities sent 14 safai karamcharis to lift the carcasses and dump these at the place meant for carcasses. The safai karamcharis did the job with difficulty as the carcasses were stinking. Some karamcharis started fainting while others had nausea and giddiness. The tractor driver (carrying carcasses) who also was not feeling well, took the vehicle to Civil Hospital. Five safai karamcharis — Dharam Pal, Godha Ram, Ghisa Ram, Kukko and Suresh — had to be hospitalised in serious condition while nine others were discharged after first aid.

The authorities have ordered a post-mortem examination of the carcasses to ascertain cause of death. The pigs had reportedly consumed some highly poisonous substance.

Haryana bandh on Oct 17

The Haryana Employees Joint Action Committee has given a call for Haryana bandh on October 17 in protest against the alleged anti-employee attitude of the state as well as the Central governments.

Addressing mediapersons here yesterday, members of the central panel of the committee, said the government had failed to pay heed to their long-standing demands. Mr Poonam Chand Ratti and Mr R. C. Jagga, state president and state secretary, respectively, of the Sarv Karamchari Sangh, and Mr Dhara Singh and Mr M. L. Sehgal, state president and state secretary, respectively, of the Haryana Karamchari Mahasangh, were present.

Additional Deputy Commissioner R.P. Gupta placed a wreath on behalf of the administration. Tehsildar Dharmpal Pannu, Mr Ashok Dhanimahoo, Chairman, Bhiwani Central Cooperative Bank, DSP Samunder Singh, and Mr Ram Kishan Fauji, MLA, among others, also placed wreaths on the body.  A posse of Haryana police fired in to the air in the honour of the departed soul.

He is survived by his parents, wife and two sons.

HUDA advice

HUDA has said that the unsuccessful applicants of the draw for economically weaker sections plots in Sector 20, Panchkula, who had not received their earnest money should contact the Estate Officer, HUDA, Panchkula, and collect their cheques.

A HUDA spokesman said the draw of these plots was held on January 17.

Minister of State for Health, M.L. Ranga said, in a message issued on World Mental Health Day here today.

Resistance to encroachment

The staff of the Municipal Council, Ambala Sadar, today faced resistance during a demolition drive. The demolition had to be carried out on an encroachment over Municipal Council land on 12 Cross Road. However, the MC officials gave a week’s time to clear the encroachment.
