DCC chiefs rue Bhajan’s actions

Chandigarh, September 29
Steps initiated against 10 district Congress committee chiefs by HPCC chief Bhajan Lal have been challenged by the former.

The presidents of the district units of Mahendragarh, Panipat and Bhiwani were reportedly suspended from their posts by Mr Bhajan Lal for failing to work satisfactorily for the party. The presidents of Kaithal, Sonepat (rural), Sonepat (urban), Gurgaon (rural), Mewat, Fatehabad and Faridabad (rural) were served with show-cause notices by the PCC, citing poor performance.

All these DCC chiefs were inducted during the tenure of Mr Bhupinder Singh Hooda, an arch rival of Mr Bhajan Lal. They attracted the wrath of Mr Bhajan Lal for staying away from the rallies organised by his supporters after he became the PCC President.

All 10 DCC presidents met Ms Mohsina Kidwai, AICC General Secretary in charge of Haryana, and argued that they could be removed only with permission from the Congress Working Committee. Ms Kidwai was reportedly receptive to the DCC chiefs’ complaints and asked them to carry on with their jobs.

Mr Jitender Malik, MLA from Sonepat district and a staunch loyalist of Mr Hooda, was also served with a show-cause notice for failing to attend a rally organised at Sonepat by Mr Bhajan Lal and his followers. Mr Malik responded to the show-cause notice, saying that he was not formally intimated about the rally.

Robbery in train, passenger shot at

Bhiwani, September 29
Five armed miscreants shot at a passenger after looting passengers in the Bhiwani-Kalka 4796 Express today. The assailants hit another passenger with the butt of the gun before fleeing.

According to reports, the train left the Bhiwani station at 4.20 am today. Five youths carrying country-made pistol boarded the train and started looting passengers within five minutes of the departure of the train.

A passenger Mahender Kumar who was travelling with his wife in the same coach protested. The miscreants shot at him and the bullet pierced the arm of the victim.

Another passenger Rakesh of Bhiwani was hit with the butt of the pistol when he tried to stop the miscreants from looting passengers. As the train arrived at the Bamla station, 10 km from Bhiwani, the miscreants pulled the chain and escaped.

When the passengers shouted for help, a few policemen who were sitting in the next coach chased them but in vain.

The miscreants reportedly looted jewellery and Rs 50,000 from passengers. Later the train was halted at Rohtak and the coach was sealed by the Railway police for further investigation. The injured were admitted to Medical College, Rohtak, where Rakesh was discharged after first aid.

A case has been registered with the GRP at Hisar.

HUDA sectors lack amenities
Our Correspondent

Ambala, September 29
If one wants to see a classic example of incompetence and official apathy, he needs to pay visit to sectors 8, 9 and 10 of Ambala City developed by HUDA which is celebrating the Silver Jubilee of its existence.

Most of the sectors in the city are devoid of quality infrastructure as promised by HUDA at the time of auctioning the plots. The sewerage, water supply, proper drainage system, motorable and walkable roads, educational and medical facilities are lacking in a few sectors of HUDA.

The layout of sewerage system of sectors 9 and 10 is faulty, allege residents. It remains choked quite often. There is no proper sewerage disposal arrangement there even after 10 years of inception. Similar is the condition of the drainage system, as a result of which even slight showers can throw life out of fear. During the rainy season, Sector 9 virtually becomes an island.

“We have been facing these problems for many years,” says Dr T.C. Rattan, a resident of Sector 9. He said a former welfare association of the sector had brought this to the notice of the Chief Minister during “sarkar aapke dwar” programme about two years ago. The Chief Minister assured the residents that the problems would be redressed, but the bureaucracy of the HUDA had taken three years for sanctioning the estimate in this regard.

The condition of roads, too, is deplorable, says Mr Satpal Gupta, senior vice-president of the welfare association. He said most of the roads are dotted with potholes, making it difficult even to walk. Completion of each house means a cut on the road either for water supply or sewerage connection. Most of the houses in Sector 9 have been completed but the roads were not repaired although the residents have been charged for it. A social worker of the sector, Mr Mangal Sobiti, opined that the matter should be taken up by the Chief Minister.

The old Sector 9 does not have any police post since the HUDA has not been able to provide space to the police department, despite the fact that tenders for the construction of police post had been invited three times. The school sites in all three sectors are lying vacant. As a result, the parents have no option but to send their wards to far-off schools.

The dispensary site in Sector 9 has been converted into a commercial site. Most of the parks are not fully developed. HUDA has provided for Gymkhana clubs at Faridabad, Gurgaon, Panchkula and Rohtak and these are under construction at Karnal, Kurukshetra, Panipat and Hisar.

On account of the aforesaid problems, resentment prevails among the residents. Mr Pardeep Snehi, general secretary of the Welfare Association of Sector 9, said, “It is very unfortunate that even the residents of posh colonies have to beg for basic amenities”.
