Central team visits drought-hit areas

A Union Agriculture Ministry team finished a tour of the drought-affected areas of Haryana today. “They had come to make an assessment of the situation themselves. Now it is up to the Central Government to provide relief to the farmers affected by drought”, sources in the state government told TNS here today.

R.K. Sharma handed over to Delhi police

The suspended Inspector General of Police, Mr Ravi Kant Sharma, who surrendered in a court here yesterday, was today taken to the national capital by the Delhi police.

A police welfare and sports society for the welfare of policemen and promote sports amongst them will be formed in Haryana. Mr M.S. Malik, Director General of police stated this here today while presiding over the welfare and sports meeting at the Haryana Armed police complex at Madhuban.

SC Judge addresses KU law students

Mr Justice Ashok Bhan, Judge of the Supreme Court, has said the Supreme Court had introduced the concept of distributive justice to all citizens. It has also, through interpretation, included some directive principles into the Fundamental Rights.

Central team visits drought-hit areas

A Union Agriculture Ministry team finished a tour of the drought-affected areas of Haryana today. “They had come to make an assessment of the situation themselves. Now it is up to the Central Government to provide relief to the farmers affected by drought”, sources in the state government told TNS here today.

Significantly, a lot of criticism is being heaped upon the state government for failing to give cash compensation to the drought-affected farmers till date. Mr Ajay Singh Yadav, Congress MLA, from Rewari and the party’s Deputy Leader in the Assembly, said that the farmers of his area were in bad state and desperately needed cash compensation. The state government was also pulled up by Opposition leaders for failing to give interim cash compensation to the farmers. The Delhi government and some other state governments reportedly had provided such relief to farmers.

Mr Ajit Singh, the Union Agriculture Minister, and an arch enemy of the Chief Minister, Mr Om Prakash Chautala, also gave a further boost to the controversy as he alleged procrastination on the part of the state government in seeking help from the Centre for compensating the farmers.

State government sources told TNS that a comprehensive memorandum, seeking relief to the tune of Rs 1800 crore, was submitted to the Union Agriculture Ministry on September 5. Following this, a 12-member Central team of experts led by Mr Prem Narayan, a Joint Secretary in the Agriculture Ministry, had reached Rewari in the night of September 26. They toured Rewari, Narnaul, Bhiwani, Hisar, Fatehabad, Sirsa and Jind on Friday and came to Chandigarh today from where they left for Delhi. Since the south western part of the state was affected the most, it was decided that the team would visit that area, a source here said and added that Mr Sarban Singh, Special Secretary, Revenue Department, Haryana, had accompanied the Central team.

At Chandigarh today, the Central delegation reportedly also did a wrap up meeting with Haryana government officials comprising representatives from Agriculture, Irrigation, Power, Public Health, Cooperation, Women and Child Development, Health, Rural Development and Animal Husbandry departments, stated sources here.

While the memorandum submitted by the state government had most of the relevant statistics and figures related to the agricultural scene of the state, the Central team reportedly had sought some additional data to assess the loss suffered by the farmers.

After receiving the additional data from the state government, the expert team would prepare its report which would be then processed for release of funds for compensation to the farmers. By all accounts the process will take time which means that more accusations from the Opposition.

R.K. Sharma handed over to Delhi police

Ambala, September 28
The suspended Inspector General of Police, Mr Ravi Kant Sharma, who surrendered in a court here yesterday, was today taken to the national capital by the Delhi police.

The Chief Judicial Magistrate, Ms Sarita Gupta, directed the Superintendent Jail, Ambala, to hand over Mr Ravi Kant Sharma, the prime accused in the Shivani Bhatnagar murder case to the Delhi police.

A team of the Delhi police led by the Deputy Commissioner of Police, Crime, Mr M.S. Upadhaya, was present to take charge of Mr Sharma. The other members of the team included ACPs M.K. Sharma and Hemant Chopra, besides other personnel.

Ms Gupta stated, “File taken up today as an application has been moved by Mr Inder Singh, Investigating Officer/Inspector/ST Crime Branch on behalf of Delhi Police for endorsement on production warrant on the ground that the accused Ravi Kant Sharma is to be produced before Mr Rakesh Kumar, Metropolitan Magistrate, Karkardooma Courts, Delhi.”

“He has produced the original production warrants issued by the court at Delhi in the name of Superintendent, Central Jail, Ambala to be complied through this court. Application for endorsement on production warrants is hereby allowed. Superintendent, Central Jail, Ambala is hereby directed to hand over the accused Ravi Kant Sharma to Delhi police after medical examination.”

After the necessary permission had been granted by the court, the medical examination of Mr Sharma was carried out. Sharma’s counsel Jasdev Saini said submission was made, seeking that, no investigation be carried out during the transit period.

Around 12.25 pm, the gates of the Ambala Central Jail opened and the vehicle ferrying Mr R.K. Sharma rolled out.

A couple of persons raised slogans against the Delhi police, “Delhi police murdabad” slogans were raised when the cavalcade, escorted by Haryana police, passed by the onlookers.

Guards on the jail premises had a difficult time keeping the onlookers at bay. The guards repeatedly asked the people to move away from the road so that the cavalcade could smoothly pass by.

The Delhi police motorcade was accompanied by a Central Accident and Trauma Service (CATS) ambulance.

Haryana to set up police welfare society

A police welfare and sports society for the welfare of policemen and promote sports amongst them will be formed in Haryana. Mr M.S. Malik, Director General of police stated this here today while presiding over the welfare and sports meeting at the Haryana Armed police complex at Madhuban.

Mr Malik directed the officers to maintain discipline to earn people’s goodwill. Welfare and discipline were inter-related, he said. He disclosed that all 306 applications for appointment on compassionate grounds have been accommodated, a record in Haryana. Rupees 17.22 lakh was provided as scholarship to wards of Haryana policemen and Rs 17 lakh was also provided to the kin of accident victim policemen under the Accident Janata Policy. All 570 loan cases from the GPF up to August 31 have also been sanctioned he added.

The DGP favoured annual medical check-up of policemen. He directed the officers to get the personnel vaccinated against tetanus and hepatitis-B.

He let up a committee to frame constitution of the police welfare and sports society. Mr K.Koshy, Director Haryana Police Academy, was named chairman of the society. The DIG/CID/DIG/ Training, SP/Karnal and SP/Excise would be other members.

He said that the Haryana Government provided Rs 5 lakh and Rs 3 lakh, respectively in case of death and major injury while fighting anti-social elements.

Mr Malik reviewed arrangements for the 51st All-India Police Games to be held at Bhiwani from November 7 to November 10. He said that estimated an Rs 31 lakh for the games had been sent to the Government of India and the Union Ministry of Youth Welfare.

Speak English ‘the Indian way’

While conversing in English, we Indians, should not lose originality. It is futile to try to speak English the way the English people speak. We should evolve our own style and speak English the Indian way. These views were expressed by Dr Chaman Nahal, noted Indian writer of English and author of Sahitya Akademi Award winning novel Azadi, yesterday evening. Dr Nahal was addressing delegates at the national seminar on English Studies in India, organised at the government college here under the aegis of the Directorate of Higher Education, Haryana, Chandigarh and the Indian Association for English Studies.

Nearly 200 delegates, including those from 19 states, attended the seminar. Earlier inaugurating the seminar Mr Dhanpat Singh, Commissioner, Higher Education, Haryana, emphasised the need for improving the standard of English in India, particularly, in Haryana. He said that even after having postgraduate degree in English, young men were not able to converse fluently in the language. He wanted causes of this malady explored and remedial steps taken.

The chief guest of the function, Maj Gen (retd) B.S. Suhag hoped that the seminar would help disseminate useful information on English. Prof K. Venkata Reddy, Chairman, Indian Association of English Studies, praised the college for organising this seminar the first of its kind in Haryana. He favoured the establishment of a national Institute of English at Jind to promote studies of English in India. Dr A.K. Chawla, Principal of the college welcomed the delegate.

Dr Vinod Sena, former Professor of English University of Delhi, spoke on the theme Brand of Shame or Mark of Destiny? The Legacy of English in India. There were three paper reading sessions. The speakers at these sessions were, Dr M. Rajagopalachary, Principal, University P.G. College, Nirmal (AP); Dr Ramesh Chandra Tunagaria; Dr Sharad Chaturvedi and Dr Gunjana Chaturvedi.

The Haryana Government is committed to uplift all sections of society, particularly the weaker and deprived sections, by providing quality education under various scholarship schemes, said Mr Dhanpat Singh, Higher Education Commissioner, Haryana, while inaugurating the Kurukshetra University Zonal Youth Festival here this morning at Mukand Lal National College.

He said a new residential scholarship scheme for meritorious Scheduled Castes students had been started under which Rs 700 a month would be provided to students belonging to rural areas.

In addition, they would be provided Rs 1500 per annum for the purchase of stationery and books and Rs 2000 per annum for meeting the expenses on their clothing. He exhorted the principals to give wide publicity to schemes like the State Merit Scholarship, the Haryana Golden Jubilee Scholarship Scheme and the National Merit Scholarship Scheme.

Mr Dhanpat Singh said government colleges should learn from the non-government colleges which were doing a yeoman’s service in the field of education. He said he would be writing to the principals of all government and non-government colleges to establish career advising units in their institutions as has already been done in Mukand Lal National College.

Mr Bhupinder Singh Jauhar, Vice-President, Mukand Lal National College Managing Committee, and Chairman of the Jamna Auto Group of Industries, highlighted the contribution of the Mukand Lal family in the field of education.

Dr Ramesh Kumar, Principal of the college, said students from 33 colleges of the Kurukshetra Zone were competing in 25 items.

SC Judge addresses KU law students

Mr Justice Ashok Bhan, Judge of the Supreme Court, has said the Supreme Court had introduced the concept of distributive justice to all citizens. It has also, through interpretation, included some directive principles into the Fundamental Rights. Mr Justice Bhan was addressing the faculty and students of the National Institute of Law, Kurukshetra University, on the “Right to life and personal liberty guaranteed under Art 21 of the Constitution” here today. He referred to a number of judgements wherein the meaning of “right to life” was amplified to include living with dignity, right to earn, right to medical treatment and several other rights.

He said the Supreme Court also interpreted the law to provide for allowance during suspension and rehabilitation of the bonded labour after release. It had added further dimensions to laws on personal liberty. In the Sunil Batra case, it allowed liberty to publish a book during imprisonment.

Referring to the right to information, Mr Justice Bhan said that it was Supreme Court’s initiative in affirming the right to information of the electorate to know about the candidate they were going to elect which moved the political parties to enact a law in this direction.

Mr Justice Bhan concluded by saying that we had given political rights to the people, but not many social and economic rights. Article 21 should be read with the Preamble of the Constitution which secured social, economic and political justice to the people.

KU supplementary exams from Oct 1

The supplementary examinations for compartment cases of undergraduate classes of Kurukshetra University will start from October 1. This was disclosed by the Controller of Examinations, Dr J.S. Kadian.

All roll number slips and date-sheets have been despatched to eligible candidates. In case the candidates do not receive the roll number slips up to Saturday, they should contact the examination branches concerned of the university to collect the duplicate roll number slip during office hours. They are further advised to bring two attested recent photographs along with them for the purpose.

50 acres for project

Kurukshetra University has provided about 50 acres of the campus land to the Community Forestry Project, for the plantation of different species of plants. This was disclosed by the Vice-Chancellor, Mr R.S. Chaudhry. The community project has already planted 17,234 saplings like jamun, jamoia, sheesham, neem, bakain, clonal eucylptus, Arjun, mango, guvava and lemon in about 42 acres of land.

KU student’s body found on rail line

Kurukshetra, September 28
The body of a student of Hindi Ph.D, Surinder (28), was found on the Kurukshetra-Kaithal railway line in front of the second gate of Kurukshetra University today, the police said. Surinder was a resident of university campus as his father is an employee of the university. His body was taken to L.N.J. Hospital for a post-mortem examination and later handed over to his parents. The railway police has registered a case. PTI

Mrs Sheela Bhayana, chairperson, Haryana Women Commission, addressing rural and urban women said here yesterday that society would give more respect to women if they were economically better placed. For this they should generate self employment, she added.

She was here to solve dowry-related cases and family disputes. She heard the grievances of more than 90 women and tried to solve them on the spot. She also gave necessary instructions to the District Administration to solve their problems.

Sushma, a resident of Bilaspur in Yamunanagar district, who was married to Naresh Bedi, a resident of Rajpura, was tortured by her-in-laws for bringing inadequate dowry. In another case Madhu Bala of Khanpur village who lost her husband was thrown out of the house by her in laws. Mrs Bhayana directed the officials concerned to verify the facts and give justice to the aggrieved women.
