DCC plans stir on water distribution

The DCC will launch a public agitation demanding equal distribution of water, transparency in the delimitation of assembly segments and the constitution of the Desert Development Board. A resolution to this effect was passed by a meeting held here today under the headship of DCC (Rural) president Sandeep Singh.

NET compulsory for lecturer’s job in Haryana
Chandigarh, September 19
The Haryana Cabinet, which met here this evening, has decided that the national eligibility test (NET) will remain the compulsory requirement for appointment as college lecturers even for candidates having Ph.D degrees.

Conductor caught selling old tickets
Kalka, September 19
A conductor of the Haryana Roadways depot, Kalka, was allegedly caught selling old tickets of the Kalka-Chandigarh route, worth Rs 380 yesterday. The surprise raid was conducted by the Joint State Transport Controller (JSTC), Haryana Roadways. The two Inspectors, Sahib Singh and Gurdip Singh, signalled a Haryana Roadways bus to stop near Pinjore on the Kalka-Chandigarh highway.

On the 50th birthday of suspended IG Ravi Kant Sharma today, his mother, Mrs Kamla Sharma, changed her will in favour of her daughter, Ms Sudha Joshi.

This step has been taken to save the ancestral property of the Sharma family from attachment, following the initiation of proclaimed offender proceedings against Ravi Kant Sharma, main suspect in the Shivani Bhatnagar murder case. The Delhi police had yesterday seized certain movable and immovable assets here belonging to Ravi Kant , after they had begun attaching his property from September 16 onwards.

Sources inform that property worth over Rs 1 crore, which includes several acres of land and ancestral house in village Deeg near Shahabad, two shops in Shahabad, and the Sector 6 house here, has been bequeathed by Mrs. Kamla Sharma in favour of her daughter. The new will was registered in the local courts here this morning, inform sources.

Meanwhile, while talking to media persons, Ms Pragati and Ms Komal — daughters of Ravi Kant — today said they were celebrating his birthday by organising a small party for destitute children at Bal Niketan. They also said they were being harassed by the Delhi police and feared they would now be booked themselves on charges of criminal conspiracy.

It may be noted that the Delhi police had decided to attach Ravi Kant’s property worth over Rs 3 crore in Gurgaon, Mussoorie and Deeg near Shahabad. Yesterday, the police had seized his car (Ford Escort — CH-01U-6018), refrigerator, television set, washing machine, vacuum cleaner and other household goods, after handing a copy of the order of the Chief Metropolitan Magistrate, New Delhi to Madhu Sharma, wife of Ravi Kant.

The IG has been on the run since August 2, ever since his name figured as the main suspect in the Shivani Bhatnagar murder case and the Delhi cops came to arrest him.

Early formation of HPCC unlikely

With the Congress high command thinking ways to “discipline” the Haryana PCC, the list of office-bearers submitted by the PCC chief Bhajan Lal recently, is unlikely to be approved in a hurry.

The high command, which was hoping to see a reduction in the infighting in the Haryana Congress after Mr Bhajan Lal was made PCC chief, has now been left thinking about its next course of action to bring a semblance of unity in the state unit. Sources said unless the game of one-upmanship and clash of egos stopped among senior leaders, they could even be divested of some responsibilities.

While the high command has indicated its unhappiness over the way CLP leader Bhupinder Singh Hooda and senior leader Birender Singh have been absenting themselves from party functions in which Mr Bhajan Lal presides over as PCC chief, the central party leadership is also not happy with certain actions of Mr Bhajan Lal.

Though the party leadership feels that Mr Bhajan Lal’s taking over as PCC chief has been received well by the people, it was hoping for a more measured and restrained approach from the former Chief Minister. Pointing to certain inductions announced by Mr Bhajan Lal without consulting the high command, the central leaders have also taken exception to his reported statements on chief ministerial candidate.

The PCC chief’s latest action of issuing show cause notices to 10 DCC chiefs who are considered close to Mr Hooda, Mr Birender Singh, Ms Selja and Mr Rao Inderjit Singh, has not been appreciated by the high command.

Sources said reasons for notices to DCC chiefs include their not being present at the party-organised functions against the Chautala and BJP governments, inefficient working and disrespect towards senior colleagues.

One of the provocations for the notices, sources said, could be the absence of a majority of DCC chiefs from a meeting called by Mr Bhajan Lal. The notices could later be used as reasons for their removal, they said.

Haryana Cong sets up panel
Rationalisation of assembly, parliamentary constituencies

The Haryana Congress today decided to carry out an exercise regarding the rationalisation of all 90 assembly constituencies and 10 parliamentary constituencies in the state and submit a proposal to the Delimitation Commission through Congress MLA, O. P. Jindal, who is an associate member of the commission.

In a meeting of the delimitation committee of the party here today, it was decided to set up a five member sub-committee for this purpose. Mr Dharam Malik, Mr Birender Singh, Mr Shamsher Singh Surjewala, Mr Kirpa Ram Punia and Capt Ajay Singh Yadav were chosen as the members of the sub-committee.

The delimitation commission is being headed by Mr Kuldip Singh, a former Supreme Court Judge while Mr B. B. Tandon Election Commissioner, is the other member of the commission. All state Election Commissioners have been made members of the commission for dealing with their respective states. In the case of Haryana, it is Mr T D Jogpal, Election Commissioner, who will act as a member.

While the Congress has formally started the exercise to prepare its proposal for submission before the commission, no such formal announcements have come from other political parties. However, both the BJP and the INLD are also believed to be preparing themselves for the exercise being carried out by the Delimitation Commission.

Cong MLAs want to join INLD: Abhey

The Indian Olympic Association senior vice-president and an INLD MLA from the Rori Assembly constituency, Mr Abhey Singh Chautala, today claimed that several Congress MLAs were in constant touch with the INLD so as to get an entry into the party. He was talking to mediapersons at the residence of the district youth President of the party, Mr Ajit Singh Gillankhera, today. The party MP from the Sirsa parliamentary constituency, Dr Sushil Indora, and MLA Mr Nishan Singh were also present on this occasion.

Mr Chautala said the former Chief Minister, Mr Bhajan Lal, had become the state President of the Congress by making a claim before Ms Sonia Gandhi that he would topple the INLD government within three months. But the fact is that the Congress MLAs are in touch with the INLD and want to join it. He said his party would decide on the issue of allowing these MLAs in the party only after due consideration.

He further said the Congress had lost its base among people and added that the political bankruptcy of the Congress could be judged from the fact that it had no leader to mobilise people for the Sirsa rally of Mr Bhajan Lal.

The INLD leader also criticised the leader of Opposition in the state Assembly, Mr Bhupinder Singh Hooda, by saying that Mr Hooda had opposed the Lokayukt Bill that was meant to root out corruption from the government. He alleged the Congress leader did not have a clear stand as he had earlier favoured the Bill during Mr Bansi Lal’s regime.

Mr Chautala addressed public meetings in Manawali, Kharaitikhera, Kukranwali and Bodiwali villages. He also called upon the people to reach Jind on September 25 to celebrate the 89th birth anniversary of former Deputy Prime Minister Chowdhary Devi Lal.

DCC plans stir on water distribution

Bhiwani, September 19
The DCC will launch a public agitation demanding equal distribution of water, transparency in the delimitation of assembly segments and the constitution of the Desert Development Board. A resolution to this effect was passed by a meeting held here today under the headship of DCC (Rural) president Sandeep Singh.

Mr Sandeep Singh said the agitation would continue for two months and cover more than 700 villages of Bhiwani, Mahendergarh and Hansi. They would apprised the villagers of the anti-water policies of the INLD government. The agitation would be launched from Gobindpura village of the Tosham area.

The convener, Mr Dharmbir Singh, told reporters that a big share of the water was being given to Sirsa and Hisar districts, neglecting southern Haryana. Opposing this, he demanded equal distribution of water.

The DCC would conclude the agitation with a rally at Tosham on November 24.

Meanwhile, the DCC (Urban) president and former minister, Dr Vasudev Sharma, convened a meeting of party workers which resolved to launch an agitation to pressurise the state government to give compensation to farmers hit by drought. Dr Sharma said the party would bring SYL water by completing the construction and a delegation would meet party President Sonia Gandhi in this connection.

NET compulsory for lecturer’s job in Haryana

The Haryana Cabinet, which met here this evening, has decided that the national eligibility test (NET) will remain the compulsory requirement for appointment as college lecturers even for candidates having Ph.D degrees.

However, those who submit their Ph.D these up to December 31, 2002 are exempted from clearing the NET examination. In case they fail to obtain the Ph.D degrees, they would have to pass the NET examination. Those who obtained their M.Phil degrees before December 31, 1993, would also be exempted from clearing NET.

The Cabinet also approved the State’s first biotechnology policy to take full advantage of the biotechnology revolution. An official spokesman said here today that the need for the policy had arisen because conventional technology in all spheres had practically reached its limit and it was not possible to meet the requirements of increasing population, higher nutritional standards and better healthcare.

He said to ensure holistic progress of biotechnology, a statutory state environment and health board would be created. Bioindustry would be given a special incentive in the form of a total package which would depend upon the emerging trends and the national scenario.

Biotechnology would be introduced in the academic curriculum. A faculty of biotechnology would be set up at the PGIMS, Rohtak, to undertake various research and developmental activities with special focus on developing application of biotechnology in diagnostics.

The thrust areas to be covered under the policy included agriculture, horticulture, animal husbandry, food and agro-processing, health education, industrial education, human resource development and bio-informatics.

The existing Haryana Veterinary Institute, Hisar, would be strengthened and modernised for production of various biological products and vaccines. New generation vaccines to check diseases in poulty and livestock would be developed and produced in this institution.

CCS Haryana Agricultural University, Hisar, and the Central Food and Technology Research Institute, Mysore, would be associated to boost storage, processing and marketing of perishable food and products and develop and encourage processing of fish, meat, dairy and poultry products.

The Cabinet also decided to amend the Haryana Civil Services(Executive Branch) and Allied Services and Other Services Common or Combined Examination Act, 2002, to cover the post of DSP in the Haryana Civil Service(Executive Branch) and Allied Services Examination. After the Act is amended the examination to recruit candidates for the HCS(Executive) and DSPs will be common.

The Cabinet approved an amendment to the Haryana Education (College cadre) Group “A” Service Rules, 1986, to provide for filling the post of Joint Director (Colleges) by promotion from among the Deputy Directors (Colleges) or college Principals. The post of Deputy Director (Colleges) and those of Principal of government colleges will be filled by direct recruitment.

It also amended the Haryana Industrial Training and Vocational Education Department Field Offices(Group-C) Service Rules, 1998, relating to instructors in vocational educational institutions.

Upli village 20 km from here under Gharaunda police station was shocked when Sheela Devi pushed her three children into Western Yamuna Canal near Moonak headworks today. The children were carried away by swift currents of water and drowned. Sheela Devi also attempted to throw ailing husband Balwant Singh also into the canal waters. He resisted and was saved.

All income of the family was spent on the treatment of her husband’s ailment. Due to poverty, Sheela Devi today took her husband and children in a three wheeler to Panipat to buy medicines. On return they alighted from the three-wheeler at Kaund village from where Sheela Devi went to Panipat alone but left the children to the care of her husband at Kaund bus stand.

After returning to the bus stand, she took the children and husband to Moonak headworks of the WJC pleading that all of them would go to visit her sister-in-law in Reharkalan village near the headworks. They started walking along the banks of the Western Jamuna Canal. After sometime she pushed Vikram (5) and Seema (3) into the canal. Seeing this Rekha (8) rushed to save her brother and sister but Sheela Devi also threw her into the canal. Later she caught hold of Balwan Singh and tried to throw him into the canal. But he resisted and saved himself.

Later she went to her sister-in-law’s house and concocted a story about the whereabouts of the children. The husband exposed her lies. The villagers took out the bodies of the children. The police has arrested Sheela Devi who has confessed to her crime.

Parbati project (stage II) approved

Faridabad, September 19
The construction of the 800-MW Parbati hydel project (stageII) in Himachal Pradesh by NHPC Limited has been accorded approval by the Union Government.

According to a spokesman for the NHPC here, the project was likely to be completed within seven years and the estimated cost would be Rs 3,919 crore.

The project located in Kulu district comprises a 91-metre concrete gravity dam near Pulga village. On completion, it would generate 3108.66 million units of power. While Himachal Pradesh would get 12 per cent free power, besides its normal share, the rest of the power would be fed into the northern grid to be shored by various states.

Jeweller cheated

Ambala, September 19
Two persons allegedly cheated a jeweller of Rs 50,000 at Barara, 40 km from here today by giving him plain papers in place of currency notes.

According to information, both residents of Ambala Cantt, came to Barara along with a daily wager on their motor cycle. They had told the labourer that they have some repair work in their house at Barara. The duo straightway went to a jeweller’s shop and selected some jewellery worth Rs 50,000 for marriage purpose.

They gave five bundles of Rs 100 to the jeweller and told him that one of their relative would sit in the shop till they return after showing the jewellery to other relatives. They said the final payment would be done after they return. When the duo did not return the shopkeeper got suspicious.

When he enquired about them the labourer sitting in the shop disclosed that he do not know their names since they had brought him from Ambala for some repair work. When the jeweller took out the bundle of notes from the cash box he found that except the cover and bottom rest of the notes were plain papers.

The matter was reported to police. A case has been registered in this regard.

Conductor caught selling old tickets

A conductor of the Haryana Roadways depot, Kalka, was allegedly caught selling old tickets of the Kalka-Chandigarh route, worth Rs 380 yesterday.

The surprise raid was conducted by the Joint State Transport Controller (JSTC), Haryana Roadways. The two Inspectors, Sahib Singh and Gurdip Singh, signalled a Haryana Roadways bus to stop near Pinjore on the Kalka-Chandigarh highway. During the raid, the Inspectors found that old tickets in the denomination of Rs 8 and Rs 9 were being issued to the passengers.

It is reported that the accused conductor Dalbir Singh, had cheated the Roadways in the past also. A detailed report against the conductor has been sent to the department, for taking necessary action.

Police remand for kidnappers

A local court sent all seven kidnappers of industrialist Sameer Narang in police remand for five days.

The SP, Mr Rajender Singh, talking to mediapersons today said five persons were involved in the kidnapping. They had phoned Mr Mahender Kumar Narang, father of the victim, and demanded a ransom of Rs 2 crore. Investigations revealed that Sameer was kept at a military staff quarter at Agra cantonment. Later, the police raided the house and rescued Sameer. Manbir and Sunil were arrested.

Zonal youth fest begins

The Pro-Vice-Chancellor of Kurukshetra University, Dr Hoshiar Singh, inaugurated Choreography and group song competitions to mark the three-day zonal youth festival on the campus of Arya Kanya Mahavidyalaya here today.

The Director, Youth Welfare and Cultural Affairs of the university, Dr Anoop Singh Lather, lit a lamp to inaugurate the festival.

As many as 31 teams from various colleges of Ambala zone, affiliated to the university, are taking part in the festival.
