HPCC New Delhi, September 10 While the newly-appointed PCC chief Bhajan Lal has made some announcements about the inclusion and designation of leaders without consulting the high command, CLP leader Bhupinder Singh Hooda and senior leader Birender Singh have not been attending the party functions since Mr Bhajan Lal became the PCC chief. AICC sources said the high command had taken a serious view of this and has now decided to ask the Haryana PCC to send them registered letters. AICC general secretary Mohsina Kidwai, who is in charge of Haryana, was present at most of these functions. The sources said the reason often given by the senior leaders for not attending the party functions was their not receiving written communications. AICC secretary Hanumantha Rao will be sending them registered letters separately, it is learnt. Mr Hooda and Mr Birender Singh were not present when Mr Bhajan Lal took over as the PCC chief at Chandigarh. The two leaders have not been attending the party’s protest programmes over the petrol station allotments by the BJP-led government at the Centre. While protest rallies have been held at Yamunanagar and Narnaul so far, a rally will be held at Sonepat on September 15 and at Sirsa on September 22. The Congress high command wants to ensure the presence of Mr Hooda and Mr Birender Singh besides some other leaders at these
rallies. The high command has also not approved of Mr Bhajan Lal’s announcements to induct some leaders into the party. While the high command had given indications about accepting cases of induction of former Chief Minister Hukum Singh and former minister Nihal Singh, it had not decided cases of Mr Krishan Moorthi Hooda, Mr Subash Batra and Mr Bacchan Singh Arya. Mr Krishan Moorthi Hooda, considered a rival of CLP leader Bhupinder Singh Hooda, has now been given organisational
responsibilities by Mr Bahajan Lal. The high command has also decided to issue a show-cause notice to Mr Sumer Singh, DCC chief of Mahendergarh, over his absence from the party function at Narnaul on September 8. |

INLD Govt denies Gujjar’s charges Chandigarh, September 10 While stating that the state’s income from mines had increased from Rs 83 crore in 1999-2000 to Rs 140.34 crore in 2001-2002, the spokesman said steps were actually being taken by the Chautala-led government to stop leakage of revenue. Refuting the specific charges made by Mr Gujjar, the spokesman said that the mine at Sondh village in Gurgaon district was being run by the lessees (M/s Abdul Razak and Associates) and Mr Sanjeev Chaudhary, who is related to Mr Chautala, had nothing to do with the mine. The spokesman claimed that there were two mines at Dhauj village in Faridabad district which were being run by Haryana Minerals Ltd, a state government undertaking, and Mr Ramesh Chand of Charkhi Dadri, respectively. No one by the name of Mr Meenu from Sirsa district was involved in the operations of any of the mines, he claimed. The spokesman also termed as baseless the allegation that Mr Som Prakash Sethi had been despatching minerals in excess from the Pali crusher zone in Faridabad district. The Department of Mines and Geology had already installed two electronic weigh bridges in Faridabad district to ensure that no excess mineral was despatched by anyone. |
INLD rally in Jind on Sept 25 Jind, September 10 He was speaking at a press conference organised at the local Bulbul Tourist Complex. Mr Chautala said the state government wanted to get Ch Devi Lal Doordarshan Kendra, Hisar, inaugurated by the Prime Minister, Mr Atal Behari Vajpayee, on September 25, the birthday of late Devi Lal. But the Prime Minister could not spare time as he had been invited by the Government of Maldives on that day. Therefore, it was decided to change the venue of the rally from Hisar to Jind. He said the Prime Minister had promised to come to Hisar on November 1 on the occasion of Haryana Day and on that day the kendra would be inaugurated by the Prime Minister. Mr Abhey Singh Chautala said the Chief Minister, Mr Om Prakash Chautala, would address meetings at all district headquarters of the INLD from September 15 to 22. |
HIGH COURT Chandigarh, September 10 The incident dates back to November, 1989, just before the Lok Sabha elections were to be held. Mr Bansi Lal was the Congress candidate while Mr Dharambir Singh was to contest the poll on the Janata Dal ticket. According to the prosecution, on November 22, 1989, Mr Dharambir Singh and three others, besides Inspector Sukhdev Singh Rana and Sub Inspector Dharam Singh alighted from different Jeeps. Soon after a clash took place in which two persons — Jaibir and Guddi — died and several others sustained injuries. Taking up their case, the Sessions Judge had convicted Rajender Singh, Inspector Sukhdev Singh Rana and Sub Inspector Dharam Singh while others were acquitted. Sukhdev Singh Rana died during the pendency of the appeal. Delivering the verdict on two appeals filed against the orders pronounced by Bhiwani’s Sessions Judge, the Bench, comprising Mr Justice R.L. Anand and Mr Justice Hemant Gupta, held: “We allow the appeal of (then Sub Inspector) Dharam Singh by giving him the benefit of doubt. He stands acquitted.... Dharam Singh shall be set at liberty forthwith if not wanted in any other case.... Rajender Singh stands convicted under Section 302 of the Indian Penal Code and is sentenced to undergo life imprisonment and pay a fine of Rs 25,000. The fine, if realised, will go to the heirs of Guddi”. The Judges further held: “The fact is that on the day of the crime, at least 15 persons received gun shot injuries out of which two persons died. It was a case of multiple assailants. The benefit of doubt has to go to those assailants whose identity could not be established in a satisfactory manner or against whom the prosecution has not been able to bring satisfactory evidence.... So far as the identity of Rajender Singh is concerned, it is proven beyond reasonable doubt”.

Wreckage
retrieval a challenge Ambala, September 10 A team of Air Force officers from Chandigarh and the Ambala airbase visited the spot to have a look at the wreckage so that a plan for its retrieval could be worked out. The team was led by an officer commanding a helicopter unit stationed at Chandigarh. Senior Air Force officers today conducted aerial reconnaissance of the wreckage. The aerial survey was carried out twice. An official said a powerful helicopter was likely to be used for lifting the wreckage from the paddy field as the
manoeuvrability of a heavy crane would be limited. A heavy crane cannot be taken into the paddy fields as the soil is soft and the crane will get stuck in the mud,” he said. Moreover, the wreckage was only a couple of metres away from the narrow village road so it would not be possible to haul up the wreckage after parking the crane on the road, he added. The officials are a bit extra careful in dealing with the wreckage as there is said to be a substantial quantity of fuel in a large tank of the fighter plane. The aircraft is lying belly down and the officials are not taking any chances. The area has been cordoned off and guards are
marinating constant vigil. When an aerial reconnaissance of the site was being carried out, villagers rushed to the site to witness the hectic activity. People are coming to see the crashed aircraft and the guards on duty are having a difficult time in keeping the curious onlookers at bay. |

3 more diarrhoea cases reported Yamunanagar, September 10 The Health Department claimed that the situation was under control and two patients, Sharda and Yash Pal, out of 15 admitted till yesterday were discharged last evening. Fifteen-year-old Pooja who was in a critical condition till yesterday evening is also out of danger, claimed Civil Surgeon, Dr R. K. Jain, here today. He said the Deputy Commissioner Mr Vijayender Kumar, and he had visited the village last evening to monitor the preventive measures. Dr Jain said fogging operation had been started in the village and house to house survey had been conducted. A team of doctors had been stationed to provide round-the -clock help. The Civil Surgeon said stool sample of three patients had also been taken and it was established that they were suffering from acute diarrhoea. Dr M. L. Ranga, Health Minister, said he was in touch with the health authorities. All patients were reportedly out of danger. It is being alleged that the epidemic was due to contaminated water and the Public Health Department showed negligence by not cleaning water tanks on time. Ten samples of water had been sent to Karnal for testing. Officials of the Public Health Department, however, refuted the charges and said the department was regularly cleaning the tanks. There are reportedly 300 connections of drinking water but only 75 are valid and contamination might have seeped in from one of unauthorised taps. The MLA, Jagadhri, Dr Bishan Lal Saini, also visited the village today to have first hand information. |

4 booked in dowry case Fatehabad, September 10 According to reports, Rekha, a resident of Lahrian village in this district was married to Raju, a resident of Dhanouri village in Jind district on August 4, 2002. Within days of her marriage her in-laws started harassing her for bringing a refrigerator and Rs 20000 in cash from her father. When the girl expressed her inability to do so, she was beaten up and tortured mentally as well as physically. She was shown the door by her in-laws earlier this month. She lodged a complaint with the police. The police has booked her husband Raju, mother-in-law Phoola, father-in-law Darshan and Raj Kumar in this connection. |
Sister
was killed, insists brother Fatehabad, September 10 Doctors declared her brought dead. The in-laws of the victim maintain of that she had committed suicide while her brother has lodged a complaint with the police, saying that her sister had been killed by them. According to reports, Sumitra mother of five, was brought to the hospital with burns. The victim’s brother, Nathu Ram, today alleged that Tek Chand, her husband, used to beat her up as she opposed to his relations with an other woman. While the accused had reportedly absconded their kin present at the hospital said the allegations were untrue. A case has been registered by the police. |
Mr R.S. Dalal Chandigarh, September 10 A Haryana government press note said here today that the services of Mr Dalal had been placed at the disposal of the Union Government for one year on a deputation basis for the new assignment. |
