1,100 cr sought as drought aid Hisar, September 7 He was addressing mediapersons last evening at Haryana Agricultural University here after inaugurating a workshop on water resources management. Commenting on the recent statement issued by the Union Agriculture Minister, Mr Ajit Singh, that the state government had not submitted any report to the centre on the drought situation, Mr Majra said the Chief Minister, Mr Om Parkash Chautala had raised the issue before the Prime Minister, Mr Atal Behari Vajpayee and demanded Rs 1,100 crore. He said the Haryana Agriculture Minister, Mr Jaswinder Singh Sandhu, had also participated the meeting of agriculture ministers of all states called by the Centre in Delhi last month presented the report on the drought situation in the state. He said the state government had assessed losses due to drought as the special girdawari all over the state had been completed. All district authorities had submitted reports to the state government. This report would be sent to the Centre soon, he added. YAMUNANAGAR:

Haryana seeks Central aid New Delhi, September 7 The state Finance Minister, Mr Sampat Singh, expressed these views at a conference of state Finance Ministers on fiscal situation and remedial measures here today. He also urged the Centre to share 50 per cent of the additional liability of Rs 2,118 crore on state finances on account of the Fifth Pay Commission. He sought Central support for meeting additional liability on revision of pay scales of judicial officers as per the Supreme Court’s directions. |
Teachers’ shortage in state Chandigarh, September 7 According to the source, the Education Department had sent requisitions to the Haryana Public Service Commission as well as to the State Staff Selection Commission (certain categories of teachers are recruited by the HPSC while others are recruited by the
SSSC) for recruitment of 3,000 teachers to meet the shortage at the secondary level. "Except for social studies, there is a shortage in all other subjects. But the HPSC and SSSC are likely to take their own time before initiating the process of recruitment", the source observed. He said there was surplus teachers in certain subjects in some districts while in the other there was deficit of staff for these very subjects. The exercise for
rationalisation, initiated by the Education Department at the instance of the Finance Department, was aimed at correcting the anomaly by posting surplus teachers of a particular subject in other districts where there was shortage of teachers in that subject. One school has staff for teaching physics and chemistry but does not have anyone to teach biology. As a result, students of the school will not have the opportunity to appear in the medical entrance examinations", said the source. He said another important component of the rationalisation plan was enhancing the number of students in a section. "Normally there are 50 students in a section. It has been proposed to enhance the number to 60. Whenever the number will cross the 60 mark, a new section will be opened”. The source said it had been proposed to enhance the number of periods taught by one teacher in a week. This proposal was aimed at addressing the problem of inadequate number of teachers in certain disciplines. At present, a teacher takes 36 classes in a week. As per the new plan, the number of classes will increase while the duration of the periods will be cut down by five minutes each so that the number of hours put in by the teacher will remain the same", he said. The Education Department has reportedly completed the exercise for rationalisation of the teaching staff and papers have been handed over to the state government for approval. |
HAU inks MoU for research in vet sciences Hisar, September 7 The MoU was signed by the Dean, College of Veterinary Sciences, Dr A.P. Singh, and HEFF Foundation’s founder, Dr Alex Tinson. The agreement envisages establishment of a Camel Reproduction Unit in the Department of Animal Reproduction, Gynaecology and Obstetrics of HAU to conduct research on various reproductive functions, including production of embryos in endangered species . The research results would be disseminated among teachers, scientists and camel breeders to save the animal from extinction. The founder of the HEFF Foundation, Dr Tinson said the foundation was engaged in promoting camel breeding. Besides, breeding and management of racing animals, it was working on producing animals with high milk yield and increased draft capacity. He said under this project the HEFF would provide necessary funds for creating infrastructural facilities, including construction of a workstation and purchase of animals and scientific equipment needed for the project. It will also impart training to the HAU scientists. However, the project would be implemented under the supervision of Animal Reproduction, Gynaecology and Obstetrics Department Head, Dr S.K. Khar and himself. Once the basic norms were established, the project would lead to mass production of embryos for transfer to suitable recipients as well as their cryopreservation for use at a later date. The research findings would also benefit camels in Rajasthan as well as the endangered double-humped camels of Ladakh. |

submitted in Minerva case Ambala, September 7 The report was submitted in the court of Civil Judge (Junior Division) Sundeep Singh. The Local Commissioner, in his report, stated that the building in dispute bearing no 180-181/103 Minerva Cinema, Rai Market, Ambala Cantonment had been constructed up to five
storeys, including the ground floor. “No doors or windows were fitted at the time of my inspection in the building in dispute. There was no inner plaster of the walls in the building. The flooring of the building was not done at the time of inspection. Work on electric fittings and plastering the outer walls were going on,” the report said. “There were several shops constructed on the ground floor, besides a small hall. The shops were 14 in number. There was also a provision for two lifts from the ground floor to the top floor and there were two staircases from the ground floor to approach the top floor,” the report added. Also, the Municipal Council filed a written statement, through counsel Subhash Bhatnagar, to a suit for declaration to the effect that the notice, dated August 8, 2002, bearing ME/2002-3933 served by the defendant on the plaintiff. The preliminary objections stated that the equal and efficacious remedy was available with the plaintiff by way of filing an appeal to the Deputy Commissioner under Section 209 of the Haryana Municipal Act but instead of filing an appeal as prescribed, the plaintiff had filed the present suit which is not maintainable and was liable to be dismissed. The objections point out “the suit is bad for
non-joinder of necessary party. The Government of Haryana, who is the owner of the land has not been impleaded as a party to the suit.” |
Farm engineers’ demand Hisar, September 7 In a press note issued here yesterday the Agriengineers Action Committee said that they were much better qualified to manage the state’s vast canal network than civil engineers because irrigation engineering was not taught in the degree course. As against this farm engineers studied soil and water engineering, watershed and drainage and irrigation command area development in addition to civil engineering. The press note pointed out that farm engineers were manning the irrigation departments of Rajasthan, Uttar Pradesh, Uttaranchal, Karnataka and West Bengal. That was why the irrigation systems were better managed in these states. The committee said the irrigation network in Haryana had collapsed, even though enough water was available at the heads of canals, it did not reach the tail end. The panel claimed that they could bring the canal network back on rails and extend the irrigation network to other areas. It added that the job of the civil engineers was only to ensure collection of water at the heads, whereas the agricultural engineers could in addition manage smooth flow of canals and availability of water at the tail ends. If this objective was achieved, the state could raise its farm production by at least 25 per cent with the existing resources. |
Blockade
of oil depot lifted Ambala, September 7 The residents blocked the entry to the depot as a 12-year-old boy Vishal died after he was hit by a tanker yesterday. The residents demanded that the family of the victim should be compensated, a job should be given to a family member of the victim and the entry of the oil depot should be shifted. This evening, Additional Deputy Commissioner, Neelam Kasni, Subdivisional Magistrate, Mr M.K. Ahuja, DSP Raj Gopal, besides other officials held a meeting with the oil depot officials and local representatives including Mr Anil Nagar and Mr Ram Lal. Following the meeting, it was decided that a sum of Rs 25,000 would be given as immediate monetary relief to the victim’s family members. Out of this sum, Rs 10,000 had been contributed by the District Red Cross while the remaining amount was contributed by the oil companies. The case for a job to next of kin would be forwarded to the higher authorities and the demand for the shifting of the entry gate of the oil depot would be taken up at a later date, Ms Neelam Kasni said. The residents said this was the second case of a child being run over by a tanker. They said a couple of weeks ago, a 14-year-old boy was run over by a tanker on 12 Cross. |
12 Youth Cong unit leaders removed Kurukshetra, September 7 The party’s organisational secretaries — Amit Saini (Karnal), Sheetal Kaushal (Ambala) Vikas Datta (Yamunanagar), Randeep Deshwal (Jhajjar) and Sanjay Hooda (Rohtak) — have also been removed. Panipat city Youth Congress president Rajesh Saini has also been removed. Mr Sandhu said these office-bearers had been removed from their positions for their inactive and passive role in the organisational activities.
