Hooda, Birender join hands
Chandigarh, September 6
As if to prove the validity of the proverb that in politics there are no permanent friends or foes, two former Haryana Congress Presidents, Mr Bhupinder Singh Hooda and Mr Birender Singh, who had drifted away from each other in the past five years, have again joined hands. This time their target is Mr Bhajan Lal, the President of the Haryana Congress.

The Haryana Vidyut Prasaran Nigam (HVPN) employees organised a demonstration and a gate meeting in front of the local SDO (City) office of the nigam today. The demonstration was organised in protest against the move of the nigam authorities to give the work of meter reading and distribution of power bills on contract basis. 

Bungalow owners resent resumption move
Ambala, September 6
The decision by the Army authorities to take over bungalows situated in Ambala Cantonment has led to owners’ mobilising themselves in an attempt to save their bungalows from being razed to the ground for building of an Army accommodation.

A boy and a girl committed suicide by jumping in front of a train today morning. According to information received here, Sonu (20) of Mandoli village near here was in love with Nishu of the same village.

Nigam told to refund fine
Fatehabad, September 6
The District Consumer Forum today directed the Haryana Vidyut Prasaran Nigam to refund the fine of Rs 12,649 charged from a local consumer Ram Ditta with 12 per cent interest thereupon. The forum has also asked the HVPN authorities to pay a fine of Rs 1,000 to the consumer.

3 held for trader’s murder

The police has arrested three of the four accused in the murder 4 case of a local scrap trader, Om Prakash. At a press conference held at the office of the Superintendent of Police here today the three were produced before mediapersons.

Three persons were killed and three others seriously injured in four separate road accidents in Ambala here today. One of the injured was referred to the PGI, Chandigarh.

Father, son get life term

The husband and father-in-law of a woman who was murdered for want of more dowry last year were sentenced to life imprisonment and fined Rs. 10,000 each by the Additional District and Session Judge, Mr Manjit Singh, here.

1 gets life term for murder
Kurukshetra, September 6
The Additional District and Sessions Judge, Mr Subhash Goyal, here has sentenced Prem Chand of Tangor village in the district, to life imprisonment for murdering Rakha Ram of the same village on May 25, 1995.

Hooda, Birender join hands

As if to prove the validity of the proverb that in politics there are no permanent friends or foes, two former Haryana Congress Presidents, Mr Bhupinder Singh Hooda and Mr Birender Singh, who had drifted away from each other in the past five years, have again joined hands. This time their target is Mr Bhajan Lal, the President of the Haryana Congress.

According to informed sources, another former President of the Haryana Congress, Mr Harpal Singh; Mr Dharamvir and Mr Jai Prakash Barwala, MLAs; and former ministers Nirmal Singh and Chhattar Pal Singh are among those who have joined the newly emerged group.

The sources say the new group is working to project Rao Inderjit Singh, son of former Chief Minister Rao Birendra Singh, a highly respected Ahir leader of Haryana, as an alternative non-Jat leader to Mr Bhajan Lal. The group’s immediate aim is to persuade Rao Inderjit Singh not to participate in a rally to be organised in Rewari, the nerve centre of the area known as Ahirwal, on September 8. The rally is being organised to felicitate Mr Bhajan Lal on his becoming the party chief.

Mr Hooda and Mr Birender Singh, who used to be good friends, fell apart when the former became the President of the Haryana Congress five years ago. Mr Birender Singh was hurt because up to that time Mr Hooda was considered to be his understudy. For some time Mr Birender Singh even joined hands with his bete noire, Mr Bhajan Lal, to get even with Mr Hooda. A few months ago, when it became certain that the party high command had made up its mind to replace Mr Hooda as the Haryana Congress chief, Mr Birender Singh’s supporters were confident that their leader would be the next party President. However, he was pipped to the post by Mr Bhajan Lal.

Now Mr Birender Singh and Mr Hooda have again come close in a bid to make Mr Bhajan Lal uncomfortable in his new assignment.

The sources say the group first met in the UT Guest House here last month where a strategy was drawn up. It was decided that since under an unwritten rule of the Congress, both the leader of the legislature party and the party President, cannot belong to the same community, it will not be possible for a Jat to head the party because Mr Hooda has become the Leader of the Congress Legislature Party.

Therefore, it was felt that the group should project a non-Jat leader as an alternative to Mr Bhajan Lal. Even before Mr Bhajan Lal was made the party President, some persons in the Haryana Congress had projected Mr O.P. Jindal, industrialist-turned-politician, as a presidential candidate. The sources say the group felt that since Ahirwal had returned six Congress MLAs in the last assembly elections, a leader belonging to that area should be projected as an alternative to Mr Bhajan Lal.

The Chandigarh meeting was followed up by another meeting in Delhi. The venue was the residence of Rao Inderjit Singh, who hosted a dinner for the group members. The sources say those who gathered at Rao’s house included Mr Hooda, Mr Birender Singh, Mr Harpal Singh, Mr Dharamvir, Mr Jai Prakash, Mr Nirmal Singh, Prof Chhattar Pal Singh and Mr Daan Singh, MLA.

The sources say the group members impressed upon Rao Inderjit Singh not to participate in the September 8 rally. They also promised him their support if he stakes claim to the leadership of the non-Jats in Haryana. The response of Rao Inderjit Singh is not known.

When contacted, Rao Inderjit Singh confirmed the dinner meeting. Would he participate in the September 8 rally? “I will decide when I come to the bridge,” was his cryptic remark.

The sources say last year Rao Inderjit Singh had organised a public function to commemorate the martyrdom of Shaheed Tula Ram, a hero of Ahirwal, at which late Madhavrao Scindia was the chief guest. While Mr Hooda had responded to his invitation, Mr Bhajan Lal had not come. The sources say since then Rao Inderjit nurses a grievance against Mr Bhajan Lal.

HVPN staff hold demonstration

The Haryana Vidyut Prasaran Nigam (HVPN) employees organised a demonstration and a gate meeting in front of the local SDO (City) office of the nigam today. The demonstration was organised in protest against the move of the nigam authorities to give the work of meter reading and distribution of power bills on contract basis. Mr Prem Chander Verma, circle secretary of the HVPN employees union, presided over the gate meeting. The employees decided to protest against the move and not cooperate with the contractors in this regard.

Addressing the meeting, union leaders, Mr Hari Chand Kamboj, Mr Rajesh Mahiya, Mr P. C. Varma, Mr Arjun Dev and Mr Mohan Grover said that due to the wrong policies of the state government, the power nigam had been ruined today. The government has started giving all work on contract basis. He said that due to the wrong policies of the state government, power that was being provided at a rate of Rs 1.92 per unit was now being sold at a rate of Rs 4.61 per unit.

The employee leaders said that the on a call given by the Joint Action Committee of the government employees against the closure of the MITC and policy of privatisation, all government employees would observe September 9, 10 and 11 as protest days and would go on a token strike for two hours on September 18. The employees would also hold demonstrations in front of the residences of all MLAs on October 2 and give them a memoranda addressed to the Chief Minister. They said the employees would organise a complete bandh on October 17 in case the government failed to taken any action by then.

Bungalow owners resent resumption move

The decision by the Army authorities to take over bungalows situated in Ambala Cantonment has led to owners’ mobilising themselves in an attempt to save their bungalows from being razed to the ground for building of an Army accommodation.

The bungalow owners are unhappy over the decision to resume their bungalows. An announcement in this regard was made by the Sub Area Commander, Brigadier D.C. Katoch, last week during an interaction with bungalow owners.

The president of the Ambala Cantonment Bungalow Owners’ Association, Mr Raj Kumar, said the authorities concerned must intervene to issue necessary instructions to the Army and the Defence Estate Organisation not to create uncalled for anxiety and uncertainity in the minds of the residents of the cantonment.

However, a senior Army officer said the bungalows need to be resumed as these fall in the key location plan for the execution of the Married Accommodation Project. “Ambala Cantonment falls in the second phase of the project which is going to start next year,” he said.

He said the bungalow owners would be allotted freehold land up to 500 sq yds, besides compensation for the structure. “The compensation issue will be discussed with the owner before the final decision,” he said.

A few months ago, notice were served on bungalow owners intimating them about inspection of their bungalows.

“In case of obstructions or interference by you in the performance of officials’ work in the capacity of public servants, legal action under the Indian Penal Code will be taken against you. You have been advised in your own interest,” the notice stated.

The bungalow owners feel that they are getting a raw deal. They are of the opinion that the Army authorities must first explore all other avenues before ‘targeting’ their bungalows.

A bungalow owner said in 1968, a similar policy was mooted and the same was abandoned because of legal and practical implications involved. He stated that in 1996, the government had issued directions that the station authorities could not suo motu resume or issue notices of resumption and the Government of India was the only authority that could do so.

“It is a moot point whether the bungalows are old grant. The record of rights — 1901 clearly state that the rights of the owner still rest in the soil and since 1841, the government could not establish its title to these pieces of land. The history of occupation of Ambala and the settlement records clearly prove that the Army authorities were lessees and nothing more,” he said.

A bungalow owner said there were about 115 bungalows, out of which 85 bungalow owners were members of the bungalow owners’ association. “Besides owners, most of these bungalows have tenants and the number of people who are going to be affected by this decision runs into thousands,” he said.

Lovers jump before train, die

A boy and a girl committed suicide by jumping in front of a train today morning. According to information received here, Sonu (20) of Mandoli village near here was in love with Nishu of the same village.

Sonu ran a salon for the past five years in same village and lived with his maternal uncle. Sonu’s loving Nishu was not liked by her parents. Who complained to the police at Kalanaur. The police settled the matter and decided the boy and the girl would not meet in future.

The lovers were missing from their home since yesterday night and this morning their bodies were found on the Railway line between Kalanaur and Jagadhri.

Family members of Sonu were informed by the Railway Police of the incident. They committed suicide by jumping in front of the Saharanpur-Nangal Dam train at 6.30 a.m. today. A case has been registered and bodies sent for a postmortem examination at Yamunanagar Civil Hospital.

Nigam told to refund fine

The District Consumer Forum today directed the Haryana Vidyut Prasaran Nigam to refund the fine of Rs 12,649 charged from a local consumer Ram Ditta with 12 per cent interest thereupon. The forum has also asked the HVPN authorities to pay a fine of Rs 1,000 to the consumer.

Mr Ditta had complained to the forum that nigam officials had raided his residence at Bhatta Colony and imposed a fine of Rs 12,649 on him on the plea that the seal of his meter was broken. He was warned that if he failed to pay the fine, his electricity would be disconnected. The forum found the nigam authorities guilty and directed them to return the money with interest.

The police has arrested three of the four accused in the murder 4 case of a local scrap trader, Om Prakash. At a press conference held at the office of the Superintendent of Police here today the three were produced before mediapersons.

The SP, Mr Rajender Singh, said Om Parkash on returning from Delhi was carrying Rs 2.50 lakh. The four accused followed him. As the victim entered a street, they surrounded him, shot him dead and decamped with the money.

He further said the police had arrested the murderers of Mahender, who was shot dead in the early hours on March 5. Rupees 2.50 lakh that he was carrying were looted from him.

Three killed in accidents

Three persons were killed and three others seriously injured in four separate road accidents in Ambala here today. One of the injured was referred to the PGI, Chandigarh.

One person was killed and two others injured in a road accident on the Ambala-Hisar road near Ambala City. According to the police, a private bus hit a scooter and a bicycle. Guddu succumbed to his injuries while two others sustained serious injuries. The police registered a case against the bus driver.

In another accident on the Ambala-Chandigarh road near Baldev Nagar, Nasib Chand died when a car hit him. The police registered a case against the car driver, Rajinder Kumar, a resident of Ludhiana.

In Ambala City on the Ambala-Hisar road near Manav chowk, one person was killed when a motor cycle hit him. The deceased had not been identified so far. The police registered a case in this regard. In the fourth incident, Vishal (12), a resident of Khatik Mandi, Ambala Cantonment was seriously injured when a tanker hit him. He was rushed to the local Civil Hospital from where he was shifted to the PGI, Chandigarh. Residents of the locality blocked the road to protest against the incident.

Father, son get life term

The husband and father-in-law of a woman who was murdered for want of more dowry last year were sentenced to life imprisonment and fined Rs. 10,000 each by the Additional District and Session Judge, Mr Manjit Singh, here.

The SP, Mr A.S. Chawla informed media persons here yesterday that Geeta, daughter of Harphool Singh of Pipal Theh village in Jind district was married to Dharamveer Singh of Pai village of this district five years ago. The parents of the girl had given sufficient dowry at the time of the marriage. But her in-laws demanded Rs 20,000 more and continued to harass her. Ultimately Geeta was murdered by her husband and her father-in-law, following which a case was registered against them at the Pundri police Station.

Mr Chawla said a charge sheet was filed against the father and son in October 2001. After hearing the prosecution and the defence, the Additional Sessions Judge, Mr Manjit Singh sentenced the accused.

1 gets life term for murder

The Additional District and Sessions Judge, Mr Subhash Goyal, here has sentenced Prem Chand of Tangor village in the district, to life imprisonment for murdering Rakha Ram of the same village on May 25, 1995.

Prem Chand has also been fined Rs 500, failing which he will have to undergo further imprisonment of one month. Talking to mediapersons here yesterday, the district police chief, Mr Desraj Singh, said the accused had been on the run since the day of the murder. He was arrested on October 3, 1995.
