Chautala goes on stone-laying spree Kaithal, August 31 The Chief Minister said during the past three years the drinking water supply had been augmented at 1,726 villages of the state at a cost of Rs 224 crore. He said a decision had been taken to repair all village chaupals and construct pucca circular roads at all villages. About Rs 4 lakh were presented to the Chief Minister by different village panchayats on the occasion. The Chief Minister announced that the Prime Minister would be the chief guest at a function to be organised at Hisar on September 25 on the occasion of the birth anniversary of Late Devi Lal. Later, the Chief Minister also laid the foundation stone of the Rs 56-lakh drinking water augmentation project at Narwal village. Mr Ram Pal Mazra ,Chief Parliamentary Secretary, Haryana, said the state government was making all efforts to get its share in the SYL canal water as per the directions of the Supreme Court. Ms Kailash Saini, MP, and Mr Chajju Ram Jamba, district president, INLD, also spoke on the occasion. Mr Leela Ram, MLA Kaithal, Mr Amar Singh Dhandey, MLA, Guhla, Mr Tejvir Singh, MLA Pundri, Mr Suraj Bhan Kajal, Chairman, Haryana Finance Corporation, and other party activists were also present on the occasion. The Haryana Government will set up trauma centres on all national highways passing through the state to provide immediate medical aid to accident victims. This was stated by Chief Minister Om Prakash Chautala while laying the foundation stone of the 30-bedded primary health centre at Alewa in the district on Friday to be constructed at a cost of Rs 74 lakh, an official note said here. Accepting the demands of the people of the area, the Chief Minister announced the opening of a treasury office constructed on a road from Shomdoh to Alewa. He also inaugurated a godown of Hafed at safidon. He also laid the foundation stone of a 50-bedded civil hospital building at Safidon to be constructed at a cost of Rs 2.68 crore.

Only an Indian must become PM: Chautala Ambala, August 31 Talking to mediapersons here, Mr Chautala said that the INLD was one of the first parties to raise this issue. It was clear that the people would not accept anyone who was an outsider, he said. Mr Chautala inaugurated an office building of the Irrigation Department in Model Town and a community centre in Sector 1 and laid the foundation stone of a waterworks and potable water distribution system at Balana. To a query, Mr Chautala said that there was improvement in the drought conditions in the state. He advised the farmers to make judicious use of water and power. “Adequate care needs to be taken of the farm animals. Also arrangements need to be made for the cattle which is likely to arrive in the state from neighbouring Rajasthan,” he said Among others, Mr Jasbir

Police station gheraoed over man’s death Yamunanagar, August 31 After giving information about the whereabouts of the girl, he left the police station. This morning, the wife of an employee of the Police Department saw the body of the man. She then informed the police. On receiving the news, hundreds of residents gheraoed the police station. They alleged that the man died due to police atrocities. The Deputy Commissioner, Mr Vijayender Kumar, and Mr M.S. Ahlawat reached the site this afternoon to pacify the residents. The Deputy Commissioner ordered a post-mortem be conducted by a board of three doctors at the local Civil Hospital. He said an inquiry would be conducted by the Jagadhri SDM under Section 176 of the CrPC. Following the Deputy Commissioner’s assurance that justice would be dispensed, the gharao was withdrawn in the evening. |
HIGH COURT Chandigarh, August 31 Delivering the verdict, a Division Bench of the High Court, comprising Mr Justice Jawahar Lal Gupta and Mr Justice S.S. Grewal, ruled: “In fact, whenever there is material to show that a person has acted dishonestly, the appropriate authority can initiate a disciplinary action”. The judges added: “Under the relevant rules, it is open to the authority to say that a particular employee is average. He is not good. He has already completed the qualifying service. Thus, it would be in public interest to prematurely retire him”. In their detailed order, the judges observed: “Rule 3 of (Punjab Civil Services Premature Retirement Rules) gives an absolute right to the appropriate authority to retire an employee on the date on which he completes 25 years of qualifying service or attains 50 years of age or any other date thereafter if it was of the opinion that it was in public interest to do so.... Still further, it is admitted position that periodic instructions have been issued by the state government to the effect that power has to be used to weed out the deadwood. The purpose is twofold. Firstly, the provision guarantees a reasonable tenure to an employee. Secondly, it empowers the appointing authority to retire such persons whose efficiency is not assessed to be good”. Speaking for the Bench, Mr Justice Gupta added: “The guiding factor is public interest. While exercising the power under the rule, the authority has to consider the matter objectively. Greater emphasis has to be placed on the recent reports and performance during the immediately preceding years”. Referring to the case filed by the Platoon Commander challenging the order issued in May 1999 prematurely retiring him from service, Mr Justice Gupta asserted: “It deserves notice that disciplinary proceedings were initiated against the petitioner in two matters. His performance was not found upto the mark. By the first order, the punishing authority had imposed penalty of stopping of two increments with cumulative effect. By another order, the petitioner was awarded minor penalty of censure. Both these orders reflect adversely upon the petitioner’s performance in the recent past”. Dismissing the petition, the Judge added: “We find no merit in this petition”. Admission ordered Allowing a petition filed by a candidate for admission to Elementary Teachers’ Training course, Mr Justice Jawahar Lal Gupta and Mr Justice S.S. Grewal directed that the petitioner’s admission should be treated as regular. In a ruling on a petition filed by Rajwinder Kaur, the judges observed: “The petitioner was a candidate for admission against one of the seats reserved for sportspersons. Three persons had competed.... The petitioner claims that she had a better right to admission as she had higher gradation in sports. She complains that after admission, her name was wrongly struck off from the rolls.”. The judges concluded: “A written statement has been filed on behalf of the respondents. It has been averred that the result of the entrance tests was published on February 20. Inadvertently, the principal had admitted two female candidates against a single seat. Thus, her admission was subsequently cancelled. It is admitted position that the petitioner had been continuing to attend the classes since she was initially admitted in March 2002. Furthermore, it has been stated before us by the Punjab’s Additional Advocate General that a seat is available. In this situation, it was clear that allowing a seat to go waste will serve no public interest. The petitioner is eligible. She was found suitable. She has higher gradation in sports than the other candidate who is admittedly continuing. Resultantly, we allow the writ petition...”. |

special invitee Chandigarh, August 31 The members of the BAC, as notified by the Assembly Secretariat, are the Chief Minister, Mr Om Prakash Chautala, the Finance Minister, Mr Sampat Singh, the Revenue Minister, Mr Dhirpal Singh, the Leader of BJP legislators, Mr Krishan Pal Gujjar, the Independent MLA, Mr Ram Bhagat, and the Congress MLA, Mr Bhajan Lal. Eyebrows were raised as Mr Bhajan Lal was included as a member of the BAC despite his resignation from the CLP leader’s post, while Mr Hooda, the newly elected CLP leader was left out from the BAC. The Assembly Secretariat corrected this flaw by having Mr Hooda inducted as a special invitee. However, as a special invitee Mr Hooda will not have the right to vote in case of any dispute among the BAC members on any issue. Because of the delay in Mr Hooda’s election as the Leader of the CLP, his name could not be included among the BAC members, sources in the Assembly Secretariat claimed. |
Two HUDA men booked for trying to sell govt stock Hisar, August 31 According to sources, a community centre is being constructed in Sector 6, Hansi, near here, by HUDA and Anil Kumar, Sub-Divisional Officer and Vinod Kumar, Junior Engineer, had been posted there to look after the construction work. The sources said somebody had telephoned the local Bureau officials and informed them that the cement issued for the construction work of community centre from a HUDA store was being sold in the open market. Yesterday the two got the delivery of 200 bags of cement from a HUDA store on the Tosham road here and hired two tractors for transporting these to Hansi. But instead both tractors entered a private cement store on the Tosham road. The team officials raided the private store and took cement bags and tractors into custody. The store owner, Satish Kumar, has been arrested. Both officials had allegedly made a deal with Satish Kumar to sell these bags at Rs 110 per bag. Both officials have absconded. A case has been registered against the officials, tractor drivers and Satish Kumar. |
Follow principles of Bishnoi sect: Bhajan Hisar, August 31 He was addressing a function organised at Bishnoi Mandir here on the occasion of the 552nd birth anniversary of Guru Jambheshwar, founder of the Bishnoi sect. Mr Bhajan Lal called upon people to encourage women’s education in the Bishnoi Samaj and follow the principles of the Bishnoi sect. He said the Akhil Bharatiya Bishnoi Sabha had decided to construct two hostels for girls and boys at Bishnoi Bhavan in New Delhi. The Bishnoi Samaj will spend Rs 5 crore on this bhavan. He appealed to the people to donate for this project. Mr Ram Singh Bishnoi, a former Rajasthan minister and president of the Akhil Bharatiya Bishnoi Sabha, Mr Jaswant Singh, MP, Mr Om Parkash Jindal and Mr Jagjit Singh Sangwan, Congress legislators, Mr Mani Ram Godara and Mr Hari Singh Saini, former ministers, and Mr Amir Chand Makkar, a former MLA, also addressed the gathering. |
Govt urged to reinstate retrenched staff Yamunanagar, August 31 They said all retrenched employees should be reinstated, otherwise they would be forced to announce a movement against the government. They alleged that even the Central Government had failed to deliver the goods. The leaders termed the government as anti-farmers and anti-employees. They appealed to the workers to unite and give a befitting reply to the government. They urged the employee community to reach Jind tomorrow for a rally. The leaders said though the government had promised before the elections that employment would be provided to 70,000 youth, yet not a single person had been recruited as yet. |

Army action triggers road block Ambala, August 31 The trouble began around 7 pm when two military police personnel arrived at a shop. They alleged that the shop owner had encroached upon some land belonging to the Army. Later, they called a few more military personnel along with a group of the Central Reserve Police Force personnel at the spot. A senior Army officer said a regular patrolling was going on in Ambala cantonment with a view to keeping a check on illegal activities on defence land. He said in this particular case, the piece of land belonged to the Army and there was no question of permitting any encroachment. According to Cantonment Board member Umesh Sahni, these Army and CRPF personnel took up position around his shop and threatened him. They also prohibited some customers from entering the shop, he claimed. The Ambala Cantt MLA, Mr Anil Vij, was informed about the incident who reached the spot. Local shopkeepers and residents blocked the Air Force road opposite Capitol Cinema. The agitators said they would remove the road block only after strict action was taken against the ‘erring Army and CRPF personnel’ At the time of filing the report, the roadblock was still-continuing. The Deputy Commissioner, Ambala, Mr D.D. Gautam, also reached the spot. He gave a dressing-down to the SHO, Ambala, Sadar for being late in reaching the spot. When a senior Army officer of the Corps of Military Police arrived at the spot to take stock of the situation. Mr Anil Vij wanted to know from him with what authority the ‘Army personnel had transgressed into civil territory and tried to take law into their hands’. He demanded that the erring personnel should be arrested and strict action should be initiated against him. “Without the permission of the civil authority, the Army cannot take law and order into its hands. The Army men have threatened the civil population. A few days ago also, a similar incident had taken place here,” he said. He said the involved Army and CRPF personnel were not wearing their name badges.

45-yr-old man shot Fatehabad, August 31 According to reports, Chhabil Das had gone to Dhanger village to attend the marriage party. After the marriage, he was enjoying drinks with his friends when he had an altercation with Jagdish, a resident of Dhanger. He left the place and Jagdish followed him, ostensibly to persuade him to come back. But their altercation intensified and after a verbal duel, Jagdish fired at Chhabil Das from point-blank range. Chhabil Das died on the spot. |

Katoch, Commander PH &HP (I) Sub Area, while addressing bungalow owners, said the land was required for the Married Accommodation Project and the bungalow fell within the key location plan. He said the project would be carried out in all cantonment. “Ambala falls within the second phase of the MAP and the work here is likely to start in the next year. My suggestion is that the bungalow owners should opt for the lucrative alternative being offered to them.” he said. He said the bungalow owners would be paid compensation for the bungalow and would also be offered freehold land up to 500 sq yrds within the cantonment area. “We are going to call bungalow owners and discuss, each case.
After due deliberations, compensation will be paid,” he said. |
