Govt staff rally at Jind

Forest guard booked for felling trees

A matter relating to the alleged illegal cutting of trees from the Seonsar reserve forest of the Saraswati forest range has come to light. The Kaithal police has booked a forest guard and four others under Sections 379/411 and 120B of the IPC and arrested two of them, following the seizure of a tractor-trailer laden with cut safeda trees here on Wednesday.

3 die as lightning strikes village
Yamunanagar, August 30
Three persons were killed and 10 others suffered burn injuries after being struck by lightning at Begumpur village, about 40 km from here, the police said today.

CM goes cautious on MoU

“Once bitten, twice shy.” The Haryana Chief Minister, Mr Om Prakash Chautala, seems to be following the age-old proverb these days both in letter and spirit.

This became clear when the state government cancelled at the last moment a ceremony to sign a memorandum of understanding (MoU) yesterday in view of the Chief Minister’s cautious approach.

The proposed MoU was negotiated by the Haryana Industries Development Corporation (HSIDC) with a Los Angeles-based company dealing in information technology during Mr Chautala’s visit to the USA. Under the MoU to be signed, the U.S. company, Global Telecommunications Corporation, would have provided IT services, including Internet telephony, to the rural areas.

Three representatives of the company, including two NRIs, had come to Chandigarh to sign the MoU. The government wanted to sign the MoU with fanfare. The press had been invited to cover the function. However, just a couple of hours before the function, the press was informed by the government that the function had been postponed.

According to informed sources, the function was cancelled when someone in the Chief Minister’s office noticed that the draft MoU had not been cleared by a committee constituted by the government under the chairmanship of the Chief Secretary to vet MoUs to be signed by a government department with a private company.

The committee was constituted when the government realised that many companies took it for a ride after signing MoUs with it. Often, no concrete action was taken by these companies on the MoUs after signing them.

The sources say when the Chief Minister was informed that the draft MoU was still to be cleared by the Chief Secretary’s committee, he decided that the ceremony be postponed till it had been cleared.

Mr Chautala seems to have adopted a cautious approach in signing MoUs after a controversy erupted following the signing of an MoU by a Chinese motor-cycle manufacturer with an Indian company in his presence in Shanghai. The RPI legislater, Mr Karan Singh Dalal, had alleged that the Chairman-cum-Managing Director of the Indian company had been declared a proclaimed offender by a Panipat court.

HPCC rally tomorrow

The Haryana Congress will organise a public meeting at Yamunanagar on September 1 to highlight “the failure of the Chautala Government on all fronts”. The rally is the first to be organised in the industrial town after Mr Bhajan Lal took over as party president.

Mr Sat Pal Kaushik, former General Secretary of the Haryana Congress, said here today that all partymen in Yamunanagar district were working hard to make the rally a big success.

Besides, Mr Bhajan Lal and Mr Shamsher Singh Surjewala, former president of the Haryana Congress, the rally will be addressed by Mrs Mohsina Kidwai, AICC General Secretary, is in charge of the Haryana party affairs.

Higher education scholarships

Students, who have passed matriculation and higher examinations in March and April this year, have been invited to submit applications for scholarships by the Haryana Higher Education.

Stating this here today, Mr Dhanpat Singh, Commissioner for Higher Education, said the national merit scholarship on the basis of results of matric, plus two, B.A., B.Sc and B. Com classes would be given to outstanding students whose parents’ income limit does not exceed Rs 25,000 per annum. The allowance would range from Rs 60 to Rs 300 per month for different classes, he said.

Mr Dhanpat Singh said the Haryana state silver jubilee scholarship would be given to outstanding performers of matric, plus two, B.A., B.Com, B.Sc and B.Ed examinations. The amount of scholarship would range from Rs 100 to Rs 300 per month. The state merit scholarship would be given to merit holders of matric, Plus two, B.A., B.Sc, B.Com, B.Ed, M.A. and M.Sc examinations and the scholarship would range from Rs 50 to Rs 300 per month.

The Higher Education Commissioner said one-time scholarship to girls for taking up medical and non-medical group at the degree level would be given to 20 students per district. The eligible candidates, who would get Rs 1315 per annum, would have to score more than 60 per cent marks in plus two examination conducted by the state board. Merit scholarship would also be given to children of school teacher for matric and plus two classes. The last date for submission of application under these schemes was October 31.

He pointed out that post-matric scholarship would be given to students belonging to SC and ST categories who were studying in higher secondary, B.A., B.Sc, B.Com, M.A., M.Sc and M.Com classes. The scholarship would range from Rs 90 to Rs 425 per month. Such students would be also reimbursed tuition fees and other charges, he said.

Mr Dhanpat Singh said under state Harijan (Education) Welfare Scheme, stipend would be given and reimbursement of tuition and examination fee would be made to students belonging to backward classes studying in higher secondary, BA, B.Sc, B.Com, M.A., M.Sc and M.Com classes. The scholarship amount would range from Rs 50 to Rs 185 per month.

The last date for submitting applications for schemes under the Harijan Welfare Scheme is November 30 for lower classes while for post-graduate classes, the last date is December 31.

Freedom fighter disillusioned  with modern India

Freedom fighter Amar Singh, who accompanied Mahatma Gandhi during the historic Dandi March, is today disillusioned with modern India.

Mr Amar Singh, a resident of Binjalpur village, is of the opinion that in the past five and a half decades, somewhere along the way, Gandhiji’s dreams have been lost. The Dandi March is etched in his memory and he vividly remembers Gandhiji, who led it and which became a milestone in modern Indian history.

Talking with “Chandigarh Tribune”, 95-year-old Amar Singh said he was a school teacher when he decided to join the freedom struggle. “I decided that I had to undertake the Dandi March under the leadership of Gandhiji,” he said.

“Since I did not have enough money, I requested my mother to give me 2 kg of silver. I mortgaged it and got Rs 200, out of which I spent Rs 122 on travelling to Gujarat and went straight to Sewagram,” he said.

Mr Amar Singh said during the Dandi March an incident took place which reflects the personality of Mahatma Gandhi, “He forget a pencil. When he did not reach the next stop in time, there were rumours that he had been held by Britishers. When these discussions were taking place, Gandhiji reached,” he said.

“Gandhiji told us that he had forgotten the small pencil. Somebody told him that any of the young activists could have gone back and got it for him. Gandhiji said that when it was his fault, why should anybody else suffer for it,” he said.

He said that Gandhiji used to walk fast and it was a challenge to keep up with him. “I was only 23 years old and Gandhiji was much older, but he would maintain his steady pace,” he said.

Gandhiji, along with freedom fighters like Mr Amar Singh, was arrested. Mr Amar Singh was sent to the Ambala jail from where he was released after a fortnight.

In another incident in 1945, Mr Amar Singh was sentenced to a three-year rigorous imprisonment after he and his friends unfurled the National Flag at Bihta. “We unfurled the National Flag in a sugarcane field. The matter was reported to the police and we were arrested.”

The place of my imprisonment was changed thrice. I was eventually sent to the Multan jail where the jailer was very strict and the weather hot,” he said. He was released only after 7 months in jail.

Mr Amar Singh said he was disillusioned with modern India. “This is not the India of Gandhiji’s dream. We struggled to oust Britishers and our collective effort brought the desired result. However, today’s India is a far cry from he had perceived the nation to be,” he said.

He said that he was still a Congressman. “But things have changed. Earlier, when I would write a letter to Jawaharlal Nehru, I would get a reply in a week. However, when I recently wrote to Congress president Sonia Gandhi, there was no reply for a month. After I sent a reminder, I received a letter from Mr Hanumantha Rao,” he said.

Mr Amar Singh hoped that one day India would shape into the nation of Gandhiji’s dream.

DC keeps his word

Mukesh Kumar, an LLB (second year) student of Maharshi Dayanand University, Rohtak, would have abandoned his studies and settled as a farm hand like his other illiterate family members, had he not remembered the encouraging words of the Deputy Commissioner, Dr B.R. Langyaan, spoken during his school at Gandhi Ashram here.

Mr Langyaan, a Dalit, had exhorted the students to study even under trying circumstances. He had assured the students, most of them Dalits, that they could count on him for support.

Mukesh came here from his village Rohna in Sonepat district on Wednesday and apprised Dr Langyaan of his problem. After verifying the facts, Dr Langyaan provided a cash assistance of Rs 1000 to Mukesh from the District Red Cross. He also arranged another Rs 1000 from a philanthropist and a dress from the Beopar Mandal.

Grateful Mukesh left saying that he would return after completing his studies.

Govt staff rally at Jind

The Haryana Government employees will organise a state-level rally at Jind on September 1 under the auspices of the Joint Action Committee formed by various employee organisations.

According to Mr Bharat Bhushan, Press Secretary of the Haryana Karamchari Mahasangh (HKM), the rally is being organised to highlight various grievances of the employees and to protest against the “anti-employee” policies of the INLD Government. The rally will be addressed, among others, by the HKM president, Mr Dhara Singh, and the president of the Haryana Sarv Karamchari Sangh, Mr Poonam Rati.

Forest guard booked for felling trees

A matter relating to the alleged illegal cutting of trees from the Seonsar reserve forest of the Saraswati forest range has come to light. The Kaithal police has booked a forest guard and four others under Sections 379/411 and 120B of the IPC and arrested two of them, following the seizure of a tractor-trailer laden with cut safeda trees here on Wednesday.

A saw mill owner, Mahaveer, lodged a complaint with the police saying that when a forest guard and four others came to him for sale of the safeda trees, he got suspicious.

The police took the timber in its possession and arrested Kala and Bheera while forest guard Gurmukh Singh and Bitta and Leelu fled the scene.

The DFO, Mr Partap Singh, told mediapersons that he had sought an explanation from Ved Parkash and Dharam Pal, Range forest officers, about the alleged theft from the reserve forest.

3 die as lightning strikes village

Yamunanagar, August 30
Three persons were killed and 10 others suffered burn injuries after being struck by lightning at Begumpur village, about 40 km from here, the police said today.

The dead were labourers from West Bengal and Uttar Pradesh, the police said today, adding that the injured were admitted to the local hospital yesterday.

The dead have been identified as Hoodu Sheikh, Farooq Sheikh and Farooq. PTI

Nutrition Week from tomorrow

National Nutrition Week will be observed in Haryana from September 1 to 7 for creating an awareness about malnutrition among people, especially women and children.

While stating this here today, an official press note said during the week, functionaries of Integrated Child Development Services Scheme would organise various activities like nutrition and health education sessions, low cost recipe competitions, baby shows, nutrition quiz and slogan competitions.

The note added that the state government would spend Rs 36 crore under the supplementary nutrition programme during the current financial year.

Supplementary exams from Sept 3

Bhiwani, August 30
The supplementary examinations of the Haryana Board of School Education will start from September 3.

Stating this, board secretary M.S. Mor told mediapersons here today that the middle supplementary examinations would start from September 3 and conclude on September 11.

As many as 37,000 candidates would appear at 97 centres. PTI
