Bill on casinos in Haryana in offing Chandigarh, September 17 “Whether the casino should be a part of an amusement park, or a number of casinos are allowed to be set up at a particular area, or at different places in the state — such issues are yet to be sorted out”, the source said. The state government, it may be stated, has been toying with the idea of having one or more casino in the state for over two years now and the project apparently is not being executed for fear of protests by Opposition parties. While stating that the project is being modelled in the style of the casinos of Europe and the USA, the sources said whether or not the idea would materialise would depend upon the political will of the state government. “However, I do think that the government is serious about the project”, said an official here. The Excise and Taxation Department of the state government was already carrying out an exercise to determine the taxation structure of the proposed casino, it was learnt. If the project is finally cleared by the state government, Haryana will have the unique distinction of being the only state in India to allow gambling officially. The only other casino in India is located near Goa where it is operated off-shore to avoid certain legal restrictions. Haryana Government sources, however, said the enacting legislation for allowing gambling in a casino would come under the ambit of the state government, and added that antecedents of the parties interested in setting up casinos would be subjected to a thorough check up. There would also be a regulatory body to monitor the gaming activities inside a casino, they added. One problem being faced by the state government for implementing the project is the restriction imposed by the Union Government on foreign direct investments in gambling-related enterprises. However, some innovative step may be taken by foreign operators to come round this restriction, feel the sources. Interestingly, the participation of Mr Bhaskar Chatterjee, Commissioner, Tourism, Haryana, in the delegation led by the Chief Minister, Mr Om Prakash Chautala, for an investment seeking tour to foreign countries earlier this month has given rise to speculations about the casino project being one of the items on the Haryana team’s tour programme. This was, however, denied by Tourism Department officials here. They said if project came through, the state government’s role would be restricted to issuing licences to the interested parties and ensuring proper gaming in the casino through a regulatory body. |
Varsities told to adopt model curriculum Kurukshetra, September 17 According to Dr Hari Gautam, UGC Chairman, the enforcement of the model curriculum was “a must and it has to be adopted within the time limit”. The UGC has warned the universities that if the time-bound updated curriculum in each subject was not introduced it might be forced “to take action against the university concerned.” Kurukshetra University is among the first ones to enforce the model curriculum. Mr R.S. Chaudhary, Vice-Chancellor of Kurukshetra University, told The Tribune today that a 25-member committee had been constituted for the implementing the model curriculum. It was decided that the UGC model curriculum should be implemented in all relevant subjects from the new academic session i.e. 2003-2004. Maharishi, Dayanand University, Rohtak has also been requested to convene meetings of common syllabi committees for the undergraduate courses concerned. The chairpersons of the departments were asked to ensure that only those course contents were to be adopted for which the departments had the required faculty. Mr Chaudhry stated that after going through the UGC model curriculum for science and humanity subjects it was decided that in order to maintain uniformity the number of papers should be kept at five in each postgraduate course. The maximum marks for these papers should be 1000, white for M.Phil they are 500. Kurukshetra University has also decided that in undergraduate courses the number of papers and maximum marks will not be changed. The model curriculum will be adopted within the existing number of papers only. It was also decided that the existing system of BA/BSc (Honours) should be continued as such, but the syllabi should be reviewed and updated keeping in view the model curriculum. |
ASI commits suicide Ambala, September 17 ASI Satbir Singh (50), shot himself with his service revolver at his Police Lines accommodation. The cause of the suicide is not yet known. Senior police officers, including the Superintendent of Police, Mr Manoj Yadava, and DSP, Mr Raj Gopal, visited the Police Lines on learning about the incident. Mr Yadava said ASI Satbir Singh apparently committed suicide. “His family resides at Jhajjar and his family members have been informed. We are waiting for them to arrive,” he said. Mr Yadava said forensic investigation would be carried out after the family members of the ASI arrived. “The room will be shown to the family members and further investigation will be carried out. Photographs of the room have been taken,” he said. “ASI Satbir Singh died after the bullet pierced his head,” he added. Apparently, ASI Satbir Singh had taken lunch today afternoon and had gone to his accommodation where he committed suicide. |

Rs 1.6 cr project for Jyotisar Kurukshetra, September 17 The project will cost Rs 1.60 crore and is likely to be completed by October 15. This was stated by the Deputy Commissioner, Mr Abhilaksh Likhi, while chairing an officers’ meeting, convened to review the project’s execution, at the Tourist Centre, Jyotisar, 5 km from here, last evening. Those who attended the meeting included Mrs Chandni Loothra, vice-president, Indian Tourist Development Corporation, Dr Narhari Singh Baangar, Sub-Divisional Magistrate and the Chief Executive Officer, Kurukshetra Development Board, and officers from the Union Public Works Department, Indian Tourist Development Corporation, Haryana Tourism Department, Haryana Public Works Department, Haryana Electricity Department and the Haryana Health Department. While addressing the officers, Mr Likhi directed them to ensure that the construction work on the project was completed by October 15. He said the project after completion would be inaugurated by the Haryana Chief Minister, Mr Om Prakash Chautala. Two shows of light and sound would be organised everyday to help people conserve their culture, he added. The project is being jointly carried out by the Union Public Works Department and the Indian Tourism Development Corporation with the help of the state government. |

Scholarship plan for
rural students Chandigarh, September 17 He said to avail the scholarship, the students would have to secure 60 per cent marks in science and commerce subjects and 55 per cent in arts subjects in the qualifying examination. Every year it would be renewed if the recipient secured 50 per cent marks in the previous examination. The Higher Education Commissioner said students who were staying in the hostels of government or recognised schools, colleges and universities of the state would be eligible for the scholarship. There would be no cut-off limit of the income of students’ parents or guardians for the scholarship. However, if a student, after receiving the scholarship, does not complete the particular course for which the scholarship has been sanctioned, the entire amount of scholarship received by him or her will be recovered. Mr Dhanpat Singh said those who would like to avail the scholarship should apply through the concerned District Welfare Officer concerned or through the institution after due certification by the Principal. |

‘Redo survey’ of safai karamcharis Fatehabad, September 17 Teja said while conducting the survey the state government had taken into account only those families which were engaged in the job of carrying human waste on their heads. He said since the practice of lifting human wastes on heads had almost been done away with in the state the government list of safai karamcharis had identified very few families. He said the commission had now asked the state government to do the survey again. He added that the government agencies had even left the safai karamcharis working in central offices, like the Railways, though they were living in the state. |
Dharna against police beating Karnal, September 17 The villagers, including women, who are sitting on a dharna on the premises of the district headquarters here, alleged that eight villagers had gone missing following the attack. The women, showing marks of beating, said they would not withdraw the dharna until action was taken against the guilty persons.
