Eight urban centres of Haryana are slated to have municipal corporations in the wake of the state government’s decision to lower the cut-off mark of population of urban centres to three lakh from five lakh as the criterion for having corporations.

The Haryana Government will regularise 359 residential colonies in the state in which 50 per cent houses have already been constructed.

A high-powered committee of the University Grant Commission will visit the Guru Jambheshwar University here to decide the quantum of grants to be sanctioned in the next 10th Five-Year Plan to the university.

Some car-borne armed youths looted Rs 1.5 lakh from a trader at Julana town here last night. According to reports here today, the trader was going to this house on motor cycle when the youths intercepted his motor cycle and asked him to stop.

Haryana to have 8 more MCs

Eight urban centres of Haryana are slated to have municipal corporations in the wake of the state government’s decision to lower the cut-off mark of population of urban centres to three lakh from five lakh as the criterion for having corporations.

Official sources said here that the decision was first approved by the state Cabinet following which the necessary changes in the Act concerned were carried out in the recently concluded monsoon session of the State Assembly.

The Bill has been now sent to the Governor for his formal endorsement following which steps will be initiated for its execution, the sources said. The towns which would be affected by the move were Gurgaon, Rohtak, Hisar, Panipat, Jagadhri, Yamunanagar, Ambala City and Ambala Cantonment.

According to a proposal drafted by the Urban Development Department of Haryana, the twin towns of Ambala City and Ambala Cantonment would be clubbed to attain the requirement of having three lakh population in the area covered by the corporation. Similarly, Jagadhri and Yamunanagar would be clubbed.

The population living in the municipal areas of Rohtak, Panipat and Hisar was far below the three lakh mark and the state government had decided to expand the municipal area by incorporating urbanised villages in the neighbourhood of these towns so that the cut-off population criterion for having corporations could be met.

“A village called Nurwala, near Panipat, has 18,000 voters. Therefore, the total population of this fully urbanised village is at least 60,000. We have decided to bringing such villages within the municipal limits”, stated an official here.

No Congressman has joined HVP: HPCC

A former minister and the newly appointed spokesman for the Haryana Pradesh Congress Committee (HPCC), Mr Krishan Murti Hooda, has denied that any of the Congress supporters had joined the Haryana Vikas Party (HVP) recently.

Reacting to a report published from Kurukshetra about several hundred Congress men joining the HVP, in presence of the HVP General Secretary, Mr Surender Singh, recently, Mr Hooda described the claim as baseless and misleading. Asking the HVP to furnish the names of the Congress workers who joined the HVP, he said the HVP had been making “false claims”. On the contrary, Mr Hooda stated that Mr Shyam Sunder Kapoor, who had contested the 1999 Lok Sabha elections for the Faridabad seat on the HVP ticket, had now joined the Congress along with hundreds of his supporters. He alleged that the claims of the HVP supremo, Mr Bansi Lal, and his son had been part of “publicity stunt”.

Mr Hooda claimed that the Congress had been infused with new confidence and it was ready to counter any “anti-people” move of the Chautala government.

Alleging that the Chautala government had failed on various fronts, he said the real authority was with the “father-sons” team and no minister or elected MLA of the party had any say in the functioning of the state government. He asked the Chautala government to issue a White Paper on the foreign tours of the Chief Minister and MLAs and explain how these tours had benefited the people of Haryana. He described these tours as wastage of public money.

Crop loss in Fatehabad 36 pc

The Commissioner, Agriculture Department, Haryana, Mr H.C. Dasodia, said yesterday that Fatehabad was one of the districts in the state worst affected by the drought this year.

The commissioner was talking to mediapersons at the local Papiha Tourist Complex. The Deputy Commissioner, Mr R.B. Langyaan, and senior officers of the Agriculture Department accompanied him. Mr Disodia was here to review the special girdawari in the district in view of the drought.

Mr Disodia said besides Fatehabad, Bhiwani, Hisar, Jind and Sirsa were the other four districts have been worst affected by the drought. He said in Fatehabad district crop loss due to the drought was 36 per cent, while in Bhiwani it was 85 per cent. Mr Disodia toured Matana, Bighar, Chablamori and Dharnia villages of this district to see for himself the damage caused to the crops. The Agriculture Director, Mr Hardeep Kumar, the Additional Director, Mr S.M. Hooda, and some other officers of the department were with him on the tour.

He said the department was expecting a good cotton crop this year and the effect of various types of cotton pest was within control this time. He expected a 50 per cent increase in the yield of the cotton crop this year. He also said the government was providing 50 per cent subsidy on gypsum.

Probe sought into Rajdhani mishap

The Citizens Council, Ambala Cantt. today demanded that a high-level inquiry be conducted into the Rajdhani train accident in Bihar which had claimed several lives.

The chairman of the council, Dr N.C. Jain, demanded that a retired Judge of the Supreme Court should carry out the inquiry. “The railway authorities are increasing the fare every year, but facilities and safety of passengers are ignored,” a press note claimed.

He recalled a train accident near Mori in Ambala Cantt. “At that time, Lal Bahadur Shastri was the Railway Minister and was present at Ambala on the day of the accident. He was scheduled to address a public meeting the same night, Taking moral responsibility for the accident, Shastri resigned from his ministry at the meeting,” he said.

“It is worth appreciating that at the end of the meeting, he ordered his staff, including the driver, personal assistant and security personnel to return to Delhi as he was no more a minister after submitting the resignation to the public. It is worth noting that at the end of the meeting, he went to the PWD Rest House in a rickshaw and not in his official car. He has set an example of a high integrity of a person holding such a high post of public eminance,” he added.

Mr Jain observed that the trains were overloaded and facilities were not up to the mark. The trains run late and information is not available about the exact arrival or departure time. “It is demanded that the Railways. and the ministry should look into the complaints of the public on priority basis,” he said.

359 colonies to be regularised

The Haryana Government will regularise 359 residential colonies in the state in which 50 per cent houses have already been constructed.

In a statement issued here today, Mr Subhash Goyal, Minister of State for Urban Development, said these colonies were being regularised on the basis of reports received from the municipal bodies concerned. The decision to regularise these colonies was taken to provide basic amenities in a systematic manner to benefit the residents of these colonies, he said.

These colonies were located at Yamunanagar, Sirsa, Safidon, Charkhi Dadri, Pinjore, Assandh, Gharaundha, Fatehabad, Pehowa, Kalka, Cheeka, Barwala, Ambala Cantt, Indri, Ladwa, Hansi, Samalkha, Shahabad, Gurgaon, Jagadhari, Thanesar and Hisar, Mr Goyal said.

45 Ambala colonies regularised

Forty five colonies located in Ambala cantonment have been regularised.  These colonies form part of 359 colonies which have reportedly been regularised by the Haryana Government all over the state. A demand for regularisation of these colonies was being made for quiet some time.

UGC to visit Jambheshwar varsity

A high-powered committee of the University Grant Commission (UGC) will visit the Guru Jambheshwar University here to decide the quantum of grants to be sanctioned in the next 10th Five-Year Plan to the university.

This was disclosed by Mr R.K. Chauhan, Vice-Chancellor, GJU, while addressing mediapersons here today on the completion of two years of his term as Vice-Chancellor.

He said a high-level team of the National Assessment and Accreditation Council had inspected the university for gradation. The UGC had already approved three departments — Communication Management and Technology, Environment Sciences and Engineering and Management for Special Assistance Programme (SAP) for the 10th Plan, he said.

Haryana school board notice

Bhiwani, September 12
The Board of School Education in Haryana has extended the date of depositing forms by private and regular candidates for the Middle Annual Examination, 2003, up to September 27, 2002, without late fee.

Stating this, board Secretary M.S. Mor told mediapersons here today that private candidates would be allowed to appear on the basis of an affidavit for verification of date of birth. He, however, made it clear that for appearing in the Middle Annual Examination, 2004, the minimum eligibility would be passing the fifth standard examination. PTI
